OVERVIEW
A deteriorating security situation has been affecting Mali since 2012, with
severe implications for its political and economic prosperity.
Mali is a country that is facing severe challenges. These are not only development issues,
but are also related to a deteriorating security situation that, although affecting primarily
the northern part of the country, is inevitably having a negative effect on many other
sectors. The country ranks just 130th in the Safety & Security sub-index, a decline of 60
ranks since 2007 as the security situation worsened. The Personal Freedom sub-index
remains Mali’s best performance, ranking 88th in 2016, but economic fragility and rural
poverty, as well as major gaps in Education, where the country ranks just 145th, keep Mali
low in the 2016 rankings.

expected Prosperity Index ranking.
Mali is a low-income country that is slightly under-delivering prosperity given its wealth. The
country has worsened its overall performance since 2007 as a result of increasing deficits
across the board expect for Social Capital and Natural Environment sub-indexes in which it
slightly fares better. Most importantly, in the Safety & Security sub-index, Mali has gone
from a significant positive gap to a negative one, posting an alarming 60 rank decline.
