Your answer to these items should be based on the passage only. CI VI L CH S RO ER V N I IC CE LE S Passage I 4. Our ancient books have recognised women education in that period. 5. Men and women were treated unequal during early Vedic period. It is pertinent to highlight the historical background of women's education in India. During ancient period Indian women and girls used to receive lesser education than men. This was mainly due to the set social norms and practices. Notably, in the Vedic period women had better access to education, but gradually they had lost this right. However, women's education in ancient India prevailed during the early Vedic period. In addition to that Indian scriptures Rig Veda and Upanishads mentioned about several women sages and seers. Women enjoyed equivalent position and rights in the early Vedic era. Unfortunately, after 500 B.C., the position of women started to decline. The Islamic invasion played a vital role in restricting freedom and rights of the women that triggered a radical change in women's status followed by terrific constraints for women education in this period in India. The position of women education in India revived with the invasion of the British in the country and with the advent of Bhakti Movement. The colonial period also introduced the institutional form of imparting learning. Women's education in colonial India witnessed an essential expansion. Various movements were launched to make women of the country literate. Furthermore, this progress was maintained for several years and influenced the modern Indian education system. 1. According to passage what were the factors that led to decline in women education in 5th century B.C.? 1. Social factors led to a situation in which women were confined to household activities. 2. Freedom of women was curtailed because of prevailing uncertainty due to Islamic invasion. Choose the correct option: (a) 1 only (b) 2 only (c) 1 and 2 (d) Both are incorrect 2. Choose the correct option: (a) 1, 2 only (b) 2, 3 only (c) 1, 3 only (d) All the above Passage-II Climate change is a reality and an important part of global warming is due to human activity. A twofronted effort is needed to counteract the impacts of anthropogenic climate change. On the one hand national and international agreements are needed to reduce greenhouse gas emissions and on the other hand initiatives are needed to help society adapt to the future climate. In its fourth assessment report, the IPCC concluded that since the middle of the 20th century there is more than 90% probability that global warming is due to man-made greenhouse gases. We are facing a warmer future. Without political intervention the average global temperature is expected to rise by between 1.1 and 2.9°C in the IPCC's lowest emissions scenario and between 2.4 and 6.4°C for the highest scenario between 2090 and 2100 compared to 1980-1999. Changes in the extent of sea ice and glaciers are expected to continue and possibly increase in speed. Increased melting and warming of the oceans will contribute to higher sea levels. The occurrence of weather and climate extremes is expected to increase sharply, which will mean more intense precipitation events and longer periods of drought. If greenhouse gas emissions are not reduced significantly the consequences of warming are expected to be significant. Taken in absolute terms we are, today, the fourth largest emitter of greenhouse gases worldwide, although our per-capita emissions are among the lowest in the world. The most recent IPCC report suggests that Mock-1, Paper-2 (b) Steps should be taken to prevent rise in sea level. (c) Political intervention is solicited. (d) All the above. CI VI L CH S RO ER V N I IC CE LE S India will experience the greatest increase in energy and greenhouse gas emissions in the world if it sustains a high annual economic growth rate. The International Energy Agency predicts that India will become the third largest emitter of greenhouse gases by as early as 2015. India imports large quantities of fossil fuels to meet its energy needs, and the burning of fossil fuels alone accounts for 83% of India's carbon dioxide emissions. Nearly 70% of our electricity supply comes from coal. 4. According to the passage what could be the aftereffects of high economic growth undertaken by India? 1. India will have an insignificant contribution in green house gas emission. 2. Good number of industries will have to be opened which will have green house gas emissions. 3. Energy demand will increase. Choose the correct option: (a) 1, 2 only (b) 2, 3 only (c) 3 only (d) All the above 5. Consider the following statements regarding our country: 1. Quantitywise our contribution in green house emission is very high. 2. Our per capita green house gas emission is very impressive. 3. By next two years quantitywise green house emission will rise. (b) Per Capita pollution in India is still very low. (c) Global warming is a cause of worry. (d) Global warming is manmade. Passage-III Notwithstanding the enormity of shortfall, India is well positioned to tackle its health care challenges for two fundamental reasons. First, it has the privilege of learning from and avoiding the costly errors of the advanced economies and second, it has an opportunity to create new models that draw upon the strengths of every sector of our society. Like any other country in the world, the root cause of poor health of large number of the Indian people is lack of access to primary health care. The Indian health care delivery system presents a paradoxical image. Medical tourism is increasing at a rapid pace even as large sections of the domestic population are denied access to those very facilities that foreigners seem to enjoy. The inference that can be drawn here is that the market in India for health care services is highly fragmented. There is a large segment of the population that does not get access to health care facilities. Lack of affordability for health care services is an important factor for the inaccessibility. Other factors that impact the accessibility of medical care are technology, social norms, capacity to absorb the number of users in the health care facilities, consumer expectations and provider incentives. The government seems to be fighting a losing battle for removing the lack of access to primary health care services through tax-based funding of primary health care centers. In India, all public distribution systems 3 13. According to the passage why the author is optimistic about meeting the health care challenges? 1. It can make innovations in health services. 2. Therefore, newer ways of providing health care services to the mass of people in all the segments of the population need to be explored, devised and even adopted. 10. What is the understanding of the author regarding "All public distribution systems for varieties of services, including health care, leak heavily" and what is the aftereffect of this leakage? 1. Our public distribution system is not fool proof which results into black marketing. 2. Funds earmarked for purchase of medicines and equipments are misappropriated. 3. There is need to install GPS in every vehicle to prevent black marketing. 4. Very small benefit reaches to poor people, from these schemes. The root cause of poor health care in India is different from other countries. 2. India has good potential of medical tourism which we have failed to exploit. 3. Instead of exploring new ways for providing health care services, we should consolidate and improve upon the existing ones. (a) Uncle (b) Cousin (c) Father (d) Grandfather Directions for questions 28 to 37: Read the following two passages and answer the items that follow. Your answer to these items should be based on the passage only. Passage-I The credit planning system in India until recently revolved around the district credit plans under the lead bank schemes and the Potential Linked Credit Plan prepared by the National Bank for Agriculture and Rural Development. When we look at the methodology of district credit plan critically, it is necessary to understand that in India a credit plan means a projection, no matter whether it is for 1, 3 or 5 years. It consists of the projection of different activities that could be achieved at the end of the period concerned in the projection. It also includes the projection of the corresponding level of investment required to support and generate the targeted level of activities in the district plan. The recognition that the district credit plan is a top down approach, they do not appear to be broken down by categories of sufficient details and they are not being dovetailed with development plans. A new concept of service area credit planning (SACP) has been introduced in 1989 with an emphasis to integrate and co-ordinate the credit plans with the development plans at the local level. The essence of Service Area Approach (SAA) lies in assigning specific areas, say, 10-15 villages (sometimes wards of villages) to each bank branch. The unit of planning as envisaged under service area approach is 'village' and therefore, the credit plan should start from the village and aggregated to branch, block and district levels. The SAA thus envisages credit planning from the village upwards which should be compatible with contemplated devolution of development responsibilities to local bodies and the new stress on area planning at district and block levels. It is a first step in the direction of planning from below; village to block to district and then to state levels. The most important objectives of Service Area Approach are to improve the quality of lending and ensure its linkage to production and productivity, and the institutional credit agencies would have their own perception of development potential and constraints of areas under their jurisdiction. 6 Choose the correct option: (a) 1 only (b) 2, 3 only (c) All the above (d) 2 only 29. According to the author how District Credit Plan (DCP) is prepared? 1. It is a projected requirement of loan in a district for a period. 2. DCP concentrates on a single activity while making its projection. 3. In DCP, field unit's views are not taken note of and requirement of credit is assessed at the senior level. 4. It does not take into note the investment which is necessary to support the activities in the district. Choose the correct option: (a) 1, 2, 3 only (b) 2, 3 only (c) 3, 4 only (d) 1, 3 only 30. What is the characteristic of 'Service Area Credit Planning'? (a) It prefers an integrated approach of various developmental activities being undertaken at grassroots level. (b) Emphasis is on a coordinated methodology of various actions at lower level. (c) Both 'a' and 'b' above are correct. (d) Both 'a' and 'b' are incorrect. 31. According to the author what are the fundamentals of Service Area Approach? 1. Financial institutions, including banks should dedicate themselves in the service of the village. 2. Certain villages should be tagged with the bank branches. 3. It has grassroots planning concept where 'Village' is the unit. 4. Plan should be compiled at the bank branch level and integrated with block and district plan. Mock-1, Paper-2 3. (c) Lead Bank Scheme has brought out prosperity in rural areas. (d) Service Area Approach could not succeed due to faulty implementation. 34. What is the understanding of author about 'devolution'? 1. It promotes faster decision making. 2. Devolution is made normally by making a law by legislature. 3. Normally, purpose of devolution is to strengthen the devolved authority to discharge a specific function. Passage-II Democratic decentralized governance means the transfer of authority by delegation to field level or by devolution to local authorities or local bodies. It is specifically the transfer of authority—judicial or administrative from a higher level of government to a lower level. Further, de-centralization is a method embracing both processes of de-concentration and devolution. De-concentration stands for the delegation of authority adequate for the discharge of specific functions to an official of a centralized department which is situated outside the headquarters, while devolution is the legal conferring of powers to discharge specified or residual functions upon a formally constituted local authority. In the organizational context, it refers to delegation of decision-making. Thus, decentralization symbolizes democratic values. It is a process of power-sharing in decisionmaking and is based on the principle that most decisions are taken by the people, who are affected by them. Decentralization of power aims at fostering better and faster communication, involvement and commitment of the people in development, mobilization of support and utilization of resources in an efficient manner for national development, reduction in delay in decisionmaking, greater equity in allocation of resources and investments as well as reduction in apathy of administration towards citizens. To achieve all this, the institutional machinery of democratic decentralization should be effective. Decentralized authority should not become the monopoly of an individual, but should be vested in a committee. 33. Consider the following assumptions regarding the above passage. 1. Decentralisation of power sometimes causes delay in decision making. 2. Decentralisation leads to a sensitive administration for the welfare of citizens. According to the passage what should be the correct meaning of 'democratic decentralised governance'? (a) It leads to transfer of administrative power in the hands of lower level of government. (b) It involves delegation to field level functionaries. (c) It also envisages the devolution process to strengthen the local bodies. (d) All 'a', 'b', 'c' above 37. What should be ensured so that 'decentralised authority should not become monopoly of an individual'? 1. Mock-1, Paper-2 Passage-I To control the tide of over-all corruption among all nations, there is an absolute need not only to strengthen the moral resolve towards good governance but also to appreciate pragmatic ethical values so that people in all the professions would act morally and ethically. By doing that, there might emerge the needed shift in global consciousness and universal connectivity. To accomplish this phenomenon, we need to reincarnate the incorruptible public administrators of the yester years who were keen to serve and steadfastly devoted to uphold the moral and spiritual imperatives of the democratic ideals of protecting the common good and serving the public. And for those of them who are already in the service, we need to honour them so that they act as mentors and role models in sustaining the ideals of service to humanity, which is the highest duty of a person in any society and in any culture. Of course, theirs is the most difficult task when being surrounded by the sea of unethical activities and unscrupulous colleagues; nevertheless, they will have to rise to the occasion by accepting the challenge for rekindling the torch of ethical governance. But we should also realize that speeches, exhortations and pious hopes are not going to create ethical governance; instead all-out efforts will have to be made by such people as visionary leaders, motivated youth, empowered communities, and inspired bureaucrats. And this is the challenge before the world around us all. 9 Passage-II Poverty is generally considered as being one of the major causes of food insecurity. Food insecurity is principally caused by a combination of factors, including (1) low agricultural productivity (caused in part by policy, institutional and technological constraints), (2) high seasonal and year-to-year variability in food supplies (often the result of unreliable rainfall and insufficient water for crop and livestock production), and (3) lack of off-farm employment opportunities (contributing to low and uncertain incomes in urban and rural areas). Hence, in the present scenario poverty eradication is essential to improve access to food, in other words for the sustainable livelihood and food security it is very important to produce food for every man, woman and child as well as there is a need of adoption of more productive technologies, better management of these technologies and combining the resources in an optimal way for more production to meet the food requirement.
