4. Our ancient books have recognised women
education in that period.
5. Men and women were treated unequal
during early Vedic period.
It is pertinent to highlight the historical background
of women's education in India. During ancient period
Indian women and girls used to receive lesser education
than men. This was mainly due to the set social norms
and practices. Notably, in the Vedic period women had
better access to education, but gradually they had lost
this right. However, women's education in ancient India
prevailed during the early Vedic period. In addition to
that Indian scriptures Rig Veda and Upanishads
mentioned about several women sages and seers.
Women enjoyed equivalent position and rights in the
early Vedic era. Unfortunately, after 500 B.C., the
position of women started to decline. The Islamic
invasion played a vital role in restricting freedom and
rights of the women that triggered a radical change in
women's status followed by terrific constraints for
women education in this period in India.
The position of women education in India revived
with the invasion of the British in the country and
with the advent of Bhakti Movement. The colonial
period also introduced the institutional form of
imparting learning. Women's education in colonial
India witnessed an essential expansion. Various
movements were launched to make women of the
country literate. Furthermore, this progress was
maintained for several years and influenced the
modern Indian education system.

Passage-II
Climate change is a reality and an important part
of global warming is due to human activity. A twofronted effort is needed to counteract the impacts of
anthropogenic climate change. On the one hand
national and international agreements are needed to
reduce greenhouse gas emissions and on the other
hand initiatives are needed to help society adapt to
the future climate.
In its fourth assessment report, the IPCC concluded
that since the middle of the 20th century there is more
than 90% probability that global warming is due to
man-made greenhouse gases. We are facing a warmer
future. Without political intervention the average
global temperature is expected to rise by between 1.1
and 2.9°C in the IPCC's lowest emissions scenario and
between 2.4 and 6.4°C for the highest scenario between
2090 and 2100 compared to 1980-1999. Changes in the
extent of sea ice and glaciers are expected to continue
and possibly increase in speed. Increased melting and
warming of the oceans will contribute to higher sea
levels. The occurrence of weather and climate extremes
is expected to increase sharply, which will mean more
intense precipitation events and longer periods of
drought. If greenhouse gas emissions are not reduced
significantly the consequences of warming are
expected to be significant.
Taken in absolute terms we are, today, the fourth
largest emitter of greenhouse gases worldwide,
although our per-capita emissions are among the lowest
in the world. The most recent IPCC report suggests that

Notwithstanding the enormity of shortfall, India is
well positioned to tackle its health care challenges for
two fundamental reasons. First, it has the privilege of
learning from and avoiding the costly errors of the
advanced economies and second, it has an opportunity
to create new models that draw upon the strengths of
every sector of our society. Like any other country in
the world, the root cause of poor health of large number
of the Indian people is lack of access to primary health
care. The Indian health care delivery system presents a
paradoxical image. Medical tourism is increasing at a
rapid pace even as large sections of the domestic
population are denied access to those very facilities that
foreigners seem to enjoy. The inference that can be
drawn here is that the market in India for health care
services is highly fragmented. There is a large segment
of the population that does not get access to health care
facilities. Lack of affordability for health care services
is an important factor for the inaccessibility. Other
factors that impact the accessibility of medical care are
technology, social norms, capacity to absorb the number
of users in the health care facilities, consumer
expectations and provider incentives.
The government seems to be fighting a losing battle
for removing the lack of access to primary health care
services through tax-based funding of primary health
care centers. In India, all public distribution systems

Passage-I
The credit planning system in India until recently
revolved around the district credit plans under the lead
bank schemes and the Potential Linked Credit Plan
prepared by the National Bank for Agriculture and
Rural Development. When we look at the methodology
of district credit plan critically, it is necessary to
understand that in India a credit plan means a
projection, no matter whether it is for 1, 3 or 5 years. It
consists of the projection of different activities that could
be achieved at the end of the period concerned in the
projection. It also includes the projection of the
corresponding level of investment required to support
and generate the targeted level of activities in the district
plan. The recognition that the district credit plan is a
top down approach, they do not appear to be broken
down by categories of sufficient details and they are
not being dovetailed with development plans. A new
concept of service area credit planning (SACP) has been
introduced in 1989 with an emphasis to integrate and
co-ordinate the credit plans with the development plans
at the local level.
The essence of Service Area Approach (SAA) lies in
assigning specific areas, say, 10-15 villages (sometimes
wards of villages) to each bank branch. The unit of
planning as envisaged under service area approach is
'village' and therefore, the credit plan should start from
the village and aggregated to branch, block and district
levels. The SAA thus envisages credit planning from
the village upwards which should be compatible with
contemplated
devolution
of
development
responsibilities to local bodies and the new stress on
area planning at district and block levels. It is a first
step in the direction of planning from below; village to
block to district and then to state levels. The most
important objectives of Service Area Approach are to
improve the quality of lending and ensure its linkage
to production and productivity, and the institutional
credit agencies would have their own perception of
development potential and constraints of areas under
their jurisdiction.

Democratic decentralized governance means the
transfer of authority by delegation to field level or by
devolution to local authorities or local bodies. It is
specifically the transfer of authority—judicial or
administrative from a higher level of government to a
lower level. Further, de-centralization is a method
embracing both processes of de-concentration and
devolution. De-concentration stands for the delegation
of authority adequate for the discharge of specific
functions to an official of a centralized department
which is situated outside the headquarters, while
devolution is the legal conferring of powers to discharge
specified or residual functions upon a formally
constituted local authority. In the organizational
context, it refers to delegation of decision-making.
Thus, decentralization symbolizes democratic
values. It is a process of power-sharing in decisionmaking and is based on the principle that most decisions
are taken by the people, who are affected by them.
Decentralization of power aims at fostering better and
faster communication, involvement and commitment
of the people in development, mobilization of support
and utilization of resources in an efficient manner for
national development, reduction in delay in decisionmaking, greater equity in allocation of resources and
investments as well as reduction in apathy of
administration towards citizens. To achieve all this, the
institutional machinery of democratic decentralization
should be effective. Decentralized authority should not

nations, there is an absolute need not only to strengthen

Poverty is generally considered as being one of the
major causes of food insecurity. Food insecurity is
principally caused by a combination of factors,
including (1) low agricultural productivity (caused in
part by policy, institutional and technological
constraints), (2) high seasonal and year-to-year

rainfall and insufficient water for crop and livestock
production), and (3) lack of off-farm employment
