2017 SERC MLK Basketball Challenge
Be Someone’s Hero For the past 25 years, young men and women, their coaches, chaperones, parents and members of
public housing agencies and Boys & Girls Clubs throughout the Southeastern Region have traveled to
various host states to take part in the Annual Martin Luther King, Jr. SERC Basketball Challenge. On
January 13th – 17th the Housing Authority of Bowling Green will host the 2017 Basketball Challenge in
BowlingGreen,KY.
Thisyear’stournamentthemeis‘BeSomeone’sHero’.
Thisjointventurewillincludeparticipationfrommanyofourlocalpartners.Thetournamentgameswill
take place at the City of Bowling Green’s two state of the art gymnasiums located in the downtown
district.BowlingGreenisthehomeoftheCorvetteandvisitorswilltourtheworldrenownedNational
Corvette Museum as well as Western Kentucky University’s campus and first class athletic facilities.
Additionally,theAnnualTournamentBanquetwilltakeplaceattheNationalCorvetteMuseumBanquet
FacilityonSaturdayeveningofthetournament.
Tournament play will begin on Saturday at 8:00 a.m. with the Opening Ceremony and reading of the
ProclamationbytheCityofBowlingGreenMayor.Approximately30teamswithyouthages9to18will
play throughout the day for championship placement. Tournament play will conclude on Sunday
morningimmediatelyfollowedbytheawardsceremony.
Trophieswillbepresentedtothefirst,secondandthirdplacewinnersinagebrackets12&under,15&
under,and18&under.Eachtournamentparticipantwillbepresentedwithatournamentmedaland
commemorativeshirts.

GeneralRulesforParticipation
1. ELIGIBILITY-Participants(players,cheerleaders,andothers)mustbeverifiedaseligibletoparticipateaslistedinthissection.
Residents or Membership Status - Every participant must be legally listed on the dwelling lease of a public housing
complex,ontheSection8programormemberofaBoysandGirlsClub.Thehousingauthorityorboysandgirlsexecutive
directorisrequiredtoverifyresident/membershipstatus.
Age-Theplayer’sagedeterminationdateisthefirstdayofthetournament,January13,2017.Forexample,ifaplayer
turns13afterJanuary13,thatplayercancompeteinthe12andunderbracket.Iftheplayerturns13onorbeforeJanuary
13,2017,theymustmoveuptothenextbracket.Acopyofeachplayer’sbirthcertificateorMedicarecardisrequiredto
besubmittedwiththeteams’entry.Playerswithoutproperproof-of-ageareineligible.
EducationActivities/SchoolGrades—Participantsmustabidebythefollowingrules:
•Eachplayer/studentmustbeenrolledinschoolorinanapprovedGEDprogram.
•Eachparticipantisrequiredtomaintainanoverall“C”average.Ifanoverall“C”averageisnotmaintained,participants
are required to enroll in a tutorial program. The tutorial program may be administered by the school, local Housing
Authorityorotheragency.
•Eachteamisresponsibleforhavingitsteammembersinvolvedineducationalactivities.Eachteammustsubmitawritten
summary of what it is doing to meet the above requirement. Failure to provide this information will make the team
ineligibletoparticipate.**Forexample,Tutorialprogram,lifeskilltrips,andguestspeakers.
HighSchoolAthleticEligibility-Playerslistedontheirschool’sbasketballteam(Grades9through12)duringthecurrent
schoolyearareprohibitedfromplayingbasketballinthistournament.
Conduct - Participants are expected to display good sportsmanship at all times. The AAHRA/HUD Youth Sports Code of
Ethicswillbeenforced.
2. HOTELCURFEW-Eachteamshouldestablishatimecurfewforathletestobeinbed.Atthemandatorycoachesmeeting,
thecoacheswillindicatethedesignatedcurfewtimefortheirteam(s).
3. CHAPERONES-Eachteamisrequiredtohavetwo(2)adultspresentatalltimes.
4. AGECLASSIFICATION-
18&underBornafter1/15/99
15&underBornafter1/15/02
12&underBornafter1/15/05
Remember, younger participants may play in an older age classification. However, older participants may not play in a
youngerageclassification.Aplayercanonlybelistedononeroster.
5. RULES-Allagedivisionswillplay6minutequarters.Eachteamhastwo30-secondtime-outsperhalfandthreefulltime-outs
pergame.Inovertime,eachteamhasonefulltime-out.The12&under,15&underand18&underboyswillplaywitha
29.5”sizeball.Amercyrulewillbeineffect.Arunningclockwillbeginonceateamisaheadby30pointsormore.Theclock
willcontinuouslyrununtilthepointsdifferenceislessthan20.
6. FORFEITS-Anyteamthatleavesthetournamentearlycausingthemtomissagamewillbefined$100.00pergamemissed.
7. AWARDS-AllAthleteswillreceiveOfficial2017MartinLutherKing,Jr.SERCBasketballChallengeT-shirt.Ateamtrophywill
be awarded to the 1st, 2nd, and 3rd place team in each age classification. Each player on the 1st place team will receive
individualmedalsandallparticipatingplayerwillreceiveacommemorative2017SERCBasketballChallengeMedal.
8. UNIFORMS–Uniformityonthecourtwillbeenforced.Eachteamplayermustwearthesamecolorshirts,pantsandsocks.
Failuretodosowillresultinatechnicalfoulforthefirstoffenseandforfeitureofthegameforfutureoffenses.
9. DRESSCODE–Novisiblejewelry,opentoeshoesorhatsduringplayonallathletes,coachesandchaperones.Coachesand
chaperones must wear a team T-shirt or a collared shirt during play. The Banquet attire will be a collared shirt and tie for
malesandadressordressslacksforfemales.Ifonefailstocomply,theywillnotbeallowedtoattendthebanquetorplay
theirfirstgame.Inthecaseofacoachorchaperone,theentireteamwillforfeitthenextgame.
10. CONFIRMATIONPACKET–Aconfirmationpacketandthetournamentbracketswillbeemailedand/ormailed,
approximatelytheweekofJanuary3,2017totheheadcoach/directorlistedontheOfficialRegistrationFormBasketballTeam
Roster.

Teams registered in the 25 Annual Martin Luther King, Jr. SERC Basketball Challenge are required to participate in Educational
ActivitiesandSpecialEventsinandaroundtheBowlingGreenarea.TheseEducationalActivitiesandSpecialEventsaredesignedto
notonlyprovideentertainmentforparticipatingathletes,butalsotoeducatethemonthehistory,cultureanduniquenessofthe
HostCity.Inthepast,EducationalActivitieshaveincludedtripsthroughoutBryant-DennyStadiumonthecampusoftheUniversity
ofAlabamainTuscaloosa,ahistoricalwalkthroughNoccalulaFallsinGadsden,atouroftheDauphinIslandSeaLabinmobile,anda
tour of the Huntsville Space and Rocket Center. Special Events, such as the Opening Ceremony Banquet, are an opportunity to
rewardparticipatingathleteswithaformal,sit-downdinnerwhileprovidingthrillingentertainment,theoathtotheathletesandan
encouragingspeaker.FailuretoattendanEducationalTourorSpecialEventwillresultinateam’sforfeitureoftheirfirstgame

In consideration of the PARTICIPANT’S being allowed to participate in the MLK, Jr. Southeastern Regional Council/Alabama
Association of Housing and Redevelopment Authorities/Housing Authority of Bowling Green athletic/sports program and related
events and activities, the undersigned:

ACKNOWLEDGE, FULLY UNDERSTAND that the participant will be engaging in activities that involve risk or serious injury,
including permanent disability and death, and severe social and economic losses which might result no only from their own
actions, inactions, or negligence, but the actions, inactions or negligence of others, the rules of play, or the condition of the
premises or of any equipment used. Further, that there may be other risk not known or not reasonably foreseeable at this
time.

ASSUME all the foregoing risks, know and unknown, and accept personal responsibility for the damages following such
injury, permanent disability or death.

RELEASE, WAIVE, DISCHARGE, HOLD HARMLESS, INDEMNIFY AND COVENANT NOT TO SUE SERC, AAHRA or the Housing
Authority of Bowling Green, sponsors of the Basketball Tournament, its affiliated clubs, the promoters, other participants,
operators, officials, any persons in a restricted area, sponsors, advertisers, owners and lessees of premises used to conduct
the event and each of them, their officers and employees, all of which are hereinafter referred to as “releases,” from any and
all liability to each of the undersigned, his or her heirs, executors, administrators, successors, assigns and next of kin for any
and all claims, demands, losses or damages on account of injury, including death or damage to property, caused or alleged to
be in whole or in part by the negligence of the release or otherwise.

AUTHORIZE, in the event that the participant sustains injury or illness while competing/participating in the MLK, Jr.
Southeastern Regional Council Basketball Challenge, any emergency first aid, medication, medical treatment or surgery
deemed necessary by licensed medical personnel, and give permissions for attending medical personnel to execute on behalf
of the participant permission forms or other necessary medical documents and to act on his or her behalf if he or she is not
immediately available to do so.
5.
CONSENT to allow the Participant’s picture and/or likeness or voice to appear in any official documentary, promotional
(including any and all advertisements) television, radio or film coverage of the MLK, Jr. Southeastern Regional Council
Basketball Challenge in any manner incidental to his or her participation in the MLK, Jr. Southeastern Regional Council
Basketball Challenge, without compensation.
ALL OF THE UNDERSIGNED HAVE READ THE ABOVE WAIVER, RELEASE OF LIABILITY AND AUTHORIZATION OF MEDICAL

Eachcontestantreceives3warmuptosses,followedbyfreethrowattemptsina50secondregulation
fromthedesignatedfoulline.Tobreakatie,contestantstakeasecondroundof5freethrows.No
warmuptossesarepermittedfortie-breakerrounds,andsuccessiveroundscontinueuntilawinner
emerges.Firstplacewinnerswillbeawarded.
RegulationsForthe3-PointShootout–women’sregulation28.5’sizebasketballswillbeused
(participantsmaybringtheirownball,butjudgeswillmakesuretheballcomplieswithregulationsize).
Shooterswillhave60secondstomakeasmany3-pointersaspossible.Onlylegallyattemptedshots,
bothfeetbehindthearcatthereleaseoftheballwillbecounted.Designatedrebounderswillbe
assignedtoreboundallshots.Aftereach3pointshot,theshootermustmovetoadifferentlocation
aroundthe3pointarc.Forexample:movingaroundtheentirearcORmovingbackandforthbetween
onlytwolocationsaroundthearc.
Intheeventofatieshooterswillbegiven30secondstocompleteasmany3pointshotstodetermine
thewinner.Firstplacewinnersfrombothofthetwoagebracketswillbeawarded.
