Disposing of
business waste?
It is a criminal offence to leave waste
from a business at our recycling centres
and doing so could lead to a £50,000 fine
Essex County Council’s recycling centres cannot legally accept business
or trade waste. For example, waste from a builder or other tradesman
carrying out work to a house he does not live in; waste produced by
someone running a business from home; waste from the landlord of a
property, or someone offering to clear any rubbish from a house which
isn’t their own.
• Business waste illegally entering recycling centres puts
additional burden on resources and incurs additional costs
for local Council Tax payers
• The cost of waste disposal and recycling is not included in
business rates

Drivers of car-derived vans, full-sized vans, pick-up trucks and
tippers, and any vehicle towing a trailer with more than one axle,
will no longer be able to access these sites. This is to improve
site access and safety.

These sites will no longer accept the following materials:
Soil, hardcore, plasterboard, ceramics (e.g. tiles, toilets, basins),
dismantled fitted kitchens and bathrooms, uPVC and wooden
doors and windows.
I have always disposed of DIY waste at recycling centres. What’s changed?
The Environmental Protection Act (1990) only requires Essex County Council to accept
‘Household Waste’ at recycling centres. The definition of household waste does not
include DIY waste, which is classed as ‘construction and demolition’ waste. Householders
undertaking small DIY projects will still be able to access the larger sites with their waste.
So where should I dispose of larger volumes of DIY waste?
If you are having work done, the tradesman should dispose of any waste material. If
you are doing a job yourself which is likely to create more waste than the new disposal
limits allow, you should consider using a mini skip or other commercial waste service.
I can’t get to the recycling centre. Can I pay someone else to bring some of
my household rubbish in?
No. Anyone who accepts money to move any rubbish is a business and is liable to a fine if
they attempt to use a recycling centre to deposit waste. You may wish to contact your local
council to arrange a special collection from the kerbside for any bulky items you may have.
*The vehicle restrictions will apply to Rayleigh however you will still be able to take
limited amounts of DIY and construction waste subject to the restrictions opposite.
With effect from 31st October 2016, recycling centres
across the county will be changing the way they operate.
