SINGAPORE ICE SKATING ASSOCIATION FIGURE SKATING INTERNATIONAL SQUAD BENCHMARK POLICY For 2016/2017 (January 2016) 1.0 INTRODUCTION 1.1 1.2 1.3 1.4 The objective of the Singapore Ice Skating Association (SISA) International Squad Benchmark Policy is to establish the minimum standards for athletes used to determine selection to ISU International Events. This Policy applies to all eligible figure skating athletes, and members of SISA, seeking selection for ISU international events. This International Squad Benchmark Policy commences at the 2016 SISA National Championships and remains in force until amended or revoked by the SISA Executive Committee. The following definitions apply throughout this policy: Eligible ISU Minimum Technical Score ISU World Standing Previous International Skating Season Exceptional circumstances TES SISA Nominated Qualifying Event Age Eligibility ISU Rule 108 and meet all ISU and SISA residency requirements (ISU Communication 1420) to be able to represent Singapore. The ISU Minimum Technical Scores for Short Program and Free Skating as determined and published by ISU for each international skating season. A skater’s World Standing as defined by the International Skating Union. The ISU Skating Season that commenced on the 1st July 2015 and concluded on the 30th June 2016. Means an inability to compete at the SISA National Championships due to injury or illness. Technical Element Score SISA Nominated Qualifying Event/s (local/regional competitions) as published by SISA. Interclub competitions with participants from at least two members Rule 107.14 (eg. Asian Junior Skating Challenge events) may be included, following an evaluation on the judge and technical panel qualifications by the SISA Selection Panel following the competition. SISA Minimum The minimum standard for Novice A, Novice B, Advanced Technical Element Novice, Junior and Senior for figure skating athletes to be Scores (TES) considered for selection for ISU International events. Senior Equalized A Senior Free Skate Technical Element Score, less the Score value for the Choreographic Sequence SISA Selection Panel A panel comprising of up to five but no less than 3 National selectors as appointed by SISA Executive Committee. ISU International An event listed on the ISU Figure Skating Event Calendar Event and as defined in ISU Rule 107.4 Singapore Ice Skating Association Page 2 of 5 2.0 GUIDELINES 2.1 The SISA Executive Committee (EXCO) has overall and final responsibility for all performance criteria and individual selection decisions. 2.2 2.3 2.4 The SISA EXCO may appoint, at its discretion, a panel of up to five but no less than three National Selectors (SISA Selection Panel) whose task will be to consider athlete/s based on the performance criteria outlined below for the SISA International Squad. The SISA Selection Panel may in their discretion take into consideration exceptional circumstances. The SISA Selection Panel will only consider exceptional circumstances if the athlete/s fulfills Section 3.1 (below) and has entered into the SISA National Championships. Athletes must advise the SISA executive in writing including the reasons of the exceptional circumstance before the end of the SISA National Championships. A decision in each case of exceptional circumstances will be made by the SISA Selection Panel. The SISA International Squad will be published following the 2016 SISA National Championships and updated following SISA Nominated Qualifying event/s. . 3.0 QUALIFICATION 3.1 3.2 In order to be included in the SISA International Squad, each athlete must: i. be an individual member of SISA. All dues must be paid and forms completed prior to the current season’s SISA National Championships. ii. Adhere to division Age Limits -‐ ISU Rule 108 iii. Adhere to Citizenship/Residence requirements and Clearance Procedure ISU Communication 1420 – ‘Update to Rule 109 ‘ iv. Adhere to ISU Eligibility (ISU Rule 102, ISU Rule 103) Athletes will be included in the SISA International Squad when they have: i. met Section 3.1 (above) and have competed in the respective division at the 2016 Singapore Figure Skating National Championships: Division at Nationals Novice A or Novice B Advanced Novice Junior Senior International Squad Novice A/B Advanced Novice Junior Junior and/or Senior AND Singapore Ice Skating Association Page 3 of 5 ii. achieved at least one of the following performance criteria: a. b. c. d. Participated in a 2016 ISU Championship Event (Junior Worlds, Four Continents or Worlds) Have an ISU World Standing Achieved the 2015/2016 ISU Minimum Technical Score for Championships (i.e. Junior Worlds, Four Continents or Worlds) (Short and Free) in the Previous International Skating Season (ie. 2015/2016 International Skating Season) at an ISU international event Achieved the 2015/2016 SISA Minimum Technical Element Scores (short and Free) in the Previous International Skating Season at an ISU international event: SHORT FREE SENIOR DIVISON Ladies 19.0 23.0 Men JUNIOR DIVISION OR Ladies SENIOR EQUALISED SCORE Men IN SENIOR DIVISION ADVANCED NOVICE Ladies DIVISION Men 19.0 33.0 13.0 21.0 17.0 30.0 11.0 14.5 14.0 22.0 e. Achieved the 2016/2017 SISA Minimum Technical Element Scores (Short and Free) at the 2016 Singapore National Figure Skating Championships or SISA Nominated Qualifying event/s: SENIOR DIVISON SHORT FREE Ladies 15.0 26.0 Men 19.0 33.0 JUNIOR DIVISION OR Ladies SENIOR EQUALISED SCORE Men IN SENIOR DIVISION ADVANCED NOVICE Ladies DIVISION Men NOVICE B DIVISION Ladies NOVICE A DIVISION 14.0 21.0 16.0 30.0 11.0 15.0 12.0 17.0 -‐ 12.0 Men -‐ 12.0 Ladies -‐ 10.0 Men -‐ 10.0 Singapore Ice Skating Association Page 4 of 5 4.0 SELECTION APPEAL PROCEDURE 4.1 4.2 For all appeals regarding an athletes’ inclusion in the SISA International Squad (Figure Skating), an official appeal must be made in writing and addressed to the President, Singapore Ice Skating Association no more than 3 days following the announcement. Failing which no appeal will be entertained. The grounds on which an appeal can be made to SISA are based on: i. the relevant policy has not been properly followed and/or implemented; and/or ii. the decision was affected by actual bias.
