Dear Readers,
The new Government has assumed office in May 2014 and expectations have sky-rocketed. The country has reposed faith
in Shri Narendra Modi as Prime Minister. Mr. Modi has been able to bring hope and motivation levels in the Government
have peaked. His emphasis on development of manufacturing in the country has brought cheer for the electronics sector
as well. His emphasis on infrastructure development, expeditious implementation of GST and enhancing ease of doing
business are initiatives which are music to the ears of manufacturing sector in general as also to the electronics sector.
Shri Ravi Shankar Prasad has taken charge as the Minister of Communications and IT. As one of the dynamic leader, with
track record of success in his earlier ministerial responsibilities, the Department is lucky to have him. After his very first
briefing with the officials of the DeitY, on the very first day of his coming to office, he announced that promotion of
electronics design and manufacturing is high priority for the Government. Thereafter, within first week in office, he had a
detailed presentation on various issues relating to promotion of this sector. This was followed by interaction with industry
associations. He has already met with India Cellular Association and the Indian Electronic Semiconductors Association.
Other associations should be following.
The electronics industry and its stakeholders welcome new leadership and look forward to the sector’s growth in the
coming years.

A familiar face and a senior leader of the Bhartiya Janata Party (BJP), Shri Ravi Shankar Prasad was
born on August 30, 1954 in Patna, Bihar to illustrious father Late Shri Thakur Prasad, an eminent
lawyer and founder of Bhartiya Jan Sangh in Bihar. His father was also the President of Bihar Jan
Sangh for 10 years.

Shri Ravi Shankar Prasad was active in student politics from an early age. He participated in the J.P. Movement in Bihar,
held various offices in Akhil Bharatiya Vidyarthi Parishad (A.B.V.P.), Patna University Students’ Union, in the youth wing of
the BJP and the main party.
He became a Member of Parliament in 2000. He was Minister of State (Coal & Mines) in 2001 in Shri A.B. Vajpayee led
Government where he is credited to have accelerated the reforms process in the mining and coal sectors. He was given
the additional charge of the Minister of State in the Ministry of Law & Justice on 01-07-2002. He is instrumental in the
preparation of the amendment to the Representation of People’s Act in order to halt criminalisation of Politics. Later as
Minister of Information & Broadcasting, he initiated far reaching reforms to make India the hub of entertainment. This
included venture capital investment and good marketing of Indian Films, reforms in the Radio, Television and Animation
Sector and establishment of Goa as the Centre of Indian Film Festival. He also laid the foundation for the FM Radio
revolution. Apart from these Ministerial responsibilities, Shri Prasad has represented India at various global forums,
including at the United Nations, Non-Aligned Movement (NAM), Commonwealth etc.
Shri Prasad became National Spokesperson of BJP in 2006 and has been re-elected again to the Parliament (Rajya Sabha)
from Bihar in April 2006 for the second term and in April 2012 for the third term. He is also the member of BJP National
Executive, the top policy making body of the party for last 19 years. Between years 2010 – Feb 2013, he was made the All
India General Secretary and Chief Spokesperson of the Party and In-charge of its Media Cell. He is also Member of various
Parliamentary Committees. He was nominated as Deputy Leader of BJP Parliamentary Party, the Principal Opposition in
the Rajya Sabha on 22nd July 2012 till 25th May 2014.
Shri Ravi Shankar Prasad is known for his effective oration and debating skills, both in Hindi and in English, from his
school/college days and has today become household name because of his views and effective discussion skills as an
invitee to several shows on various national and international television channels.
Shri Ravi Shankar Prasad is a human rights and civil liberty activist and has been championing the eradication of
corruption.

Computer Science from University of California, Riverside.
Shri Sharma joined the Bihar cadre in Indian Administrative Service (IAS) in 1978. In 1986, he wrote a program in DBASE,
that would keep a record of all stolen firearms in the crime-prone district. As soon as a firearm would be found, the
program would run a search query among thousands of age-old records. Together, they impressed the state government,
by solving 22 cases in just 30 days.
In a distinguished career spanning 35 years, Shri Sharma has held several key positions in the government, his last being
the Chief Secretary, Government of Jharkhand. Prior to that he was Director General, UIDAI (2009–2013) and helped bring
to life AADHAR, the flagship program of the UPA government. He has also served with distinction at various other
positions such as Jharkhand’s Principal Secretary (Public Health and Engineering); Secretary IT, Human Resource
Development, Panchayati Raj, Personnel and Drinking Water & Sanitation and Principal Secretary to the Governor from
January 1, 2003 to June 11, 2003.
For his distinguished service to the nation, Shri Sharma was also nominated for the Prime Minister’s Award for Excellence
in Public Administration in the year 2008.

Electronic Voting Machine – An Indian Innovation - a continuing saga of success
The Electronic Voting Machine
Voter Verifiable Paper Audit Trail Unit
The vibrant democracy that it is, the Republic of India has just chosen its next Union Government through the largest democratic
election exercise in the history of mankind. Making this tedious and complex process easy in the most transparent manner is a
unique innovation from Indian ESDM sector i.e. the Electronic Voting Machines.
The Election Commission of India, in 1977, suggested to M/s Electronics Corporation of India Limited, a public sector undertaking
under the Department of Atomic Energy, that they design a voting machine suitable for Indian conditions. The EVMs were first used
in general elections for the Kerala Legislative Assembly held in May 1982 in the Parur constituency followed by 10 others spread over
8 states in different parts of the country. The first large scale use of the EVMs for general elections was in 1998 in 16 assembly
constituencies spread over Madhya Pradesh, Rajasthan and the National Capital Territory of Delhi.
Some technical issues, since encountered have been addressed and the machines have been used in all General Elections for the Lok
Sabha and State Legislative Assemblies since 2004. Over the years, additional features have been incorporated such as battery power
indicator, power saving in idle mode, time stamping of votes, data encryption and secure communication between the control unit
and the ballot unit. Anti- tamper and tamper detection mechanisms have also been built-in. The latest development is the addition of
a Voter Verifiable Paper Audit Trail unit which will print the symbol of the contestant in whose favour the vote has been cast and
would be visible to the voter. This provides an assurance to the voter that his vote has indeed been recorded as cast by him. The
printed slip then gets cut and stored in the unit to provide a document for verification.
Over 8,50,000 units of EVM have been supplied to the Election Commission of India till date. In addition, over 1,00,000 units of multipost, multi-vote model of EVMs have been supplied to State Election Commissions of states like Maharashtra, West Bengal and
Kerala. The EVMs are rugged, reliable, mobile and provide savings in time and cost. The secrecy of voting process is maintained. The
EVMs include a feature which disables further voting once the election is closed. The EVM enables quick and accurate counting of
votes and preserves the integrity of the voting data. The latest EVMs also employ public key cryptography for unit authentication
between the control unit, ballot unit and other peripherals. Most importantly, the whole EVM has been designed and manufactured
in India. DeitY has assured all support to ECIL in development of its ecosystem to manufacture the EVMs and their future versions.
EVMs is an example of our capability to create electronic products to suit our needs and operating conditions. All we need is to have
more examples of such successes in different verticals of electronics.

Scheme for setting up Testing Labs for Compulsory Registration
Deity has launched a Scheme on the 18th of October, 2013, for the Setting-up/Up-gradation of existing Labs for providing
facilities to carry out Safety Testing of the 15 Categories of Electronics Goods covered under the "Electronics and
Information Technology Goods (Requirements of Compulsory Registration) Order, 2012".
Under this Scheme proposals/applications are invited for Grant-in-aid (to the tune of Rs. 2 Crore per Lab) sought by
Central/State Government Bodies, PSU's and Institutions/ Universities/Deemed Universities desirous to set-up facilities
for Safety Test of Electronics & IT Goods against Indian Standards.
Under this Scheme the following have submitted Detailed Applications/ Project Proposals to Deity and the proposals are
presently in varying degrees of scrutiny, after which they would be put for the consideration of the PRSG Committee for
approval:
1. Central Electronics Center, IIT Madras, Chennai.
2. MP State Electronics Development Corporation (MPSEDC), Bhopal.
3. Maulana Azad National Institute of Technology (MANIT), Bhopal.
4. AMET University, Chennai.
The following have also shown interest but are expected to submit formal proposal to Deity:
1. National Research and Technology Consortium (NRTC), Parwanoo, Himachal Pradesh.
2. The Institution of Electronics & Telecommunications Engineers (IETE), New Delhi.
3. International Institute of Information Technology (IIIT), Bhubaneswar.
4. National Test House, Department of Consumer Affairs, Kolkata.

MoU between ESSCI and IT Skills Development Society of Govt. of Karnataka
A MOU has been signed by Electronics Sector Skills Council of India (ESSCI) with IT Skills Development Society (ITSDS)
under Department of IT, BT and S&T, Govt. of Karnataka, on 24th May 2014 for Skill Development Programme (SDP) in
ESDM with a validity of 5 years. Govt. of Karnataka was represented by Shri S. S. Nakul, Chairman ITSDS and ESSCI was
represented by Shri Pradeep Doshi, Head, ESSCI.
In the pilot phase, ESSCI will skill 1,000 candidates under STAR scheme. For this, NSDC has agreed to allocate a separate

Draft Policy to promote Fabless Design
A Round Table Conference was held at DeitY on 16th April 2014 under the chairmanship of Secretary and was attended
by key officials from the government and the industry including Dr. Ajay Kumar, Joint Secretary, Shri K R Vaidheewaran,
Dept of Expenditure; Shri Amitabh Kumar, TRU, Ministry of Finance; Shri Debashis Dutta, GC, DeitY; Shri R K Gupta,
Planning Commission, Shri Ramashray Prasad, Director, DeitY; Shri Rajiv Jain, IESA; Shri Jaswinder Ahuja, Cadence Design;
Shri P K Das, STPI Bangalore; Ms. Bishakha Bhattacharya, NASSCOM and Shri Rishi Sirohi, Consultant, DeitY
The draft policy has the following objectives:
-
to take VLSI, chip design, board design etc. to a turnover of USD 55 billion by 2020.
to develop IP in the electronics and nano-electronics.
to develop core competencies in strategic and core infrastructure sectors: Defence, Space, Atomic Energy,
Telecom, Power, Railways etc.
to develop electronics products to improve productivity, efficiency etc. in other sectors.
to develop electronic products for domestic needs, including rural, and conditions, as well as international needs
at affordable price points.
The main strategies outlined in the draft policy are as follows:

to create Synergies with Semiconductor Wafer fab project
to create infrastructure to support fabless design
Financial/Fiscal Incentives to facilitate funding for Fabless Design
to create market for local Fabless design
to create academia-industry linkages
to develop standards
to strengthen IP regime
to market India as a destination of fabless design
to promote Exports in Fabless Design; Provide export incentives
to develop International Collaborations .
All participants emphasized the need to create a special policy to promote the fables design industry in the country. It was
agreed that the stakeholders may send their comments within a fortnight. Thereafter, DeitY would compile the comments
received, consider those and place the policy for approval of the Government.

Preference to Domestically Manufactured Electronic Products (DMEPs) in Government Procurement
Under the revised policy to provide for preference to domestically manufactured electronic goods, a National Planning
and Monitoring Council for Electronic Products (NPMC-EP) has been constituted under the chairmanship of Secretary,
DeitY to coordinate and oversee the implementation of the scheme.
The first meeting of the National Planning and Monitoring Council for Electronic Products (NPMC-EP) was held on 21st
March, 2014 at DeitY, Electronics Niketan, New Delhi under the Chairmanship of Shri J. Satyanarayana, Secretary, DeitY.
High level government officials participated in the meeting included Dr. Ajay Kumar, Joint Secretary, DeitY; Shri Shashi
Ranjan Kumar, Joint Secretary, DoT; Shri Shailendra Singh, Joint Secretary, DIPP; Shri Sanjay Aggarwal, Director
(Procurement Policy), Department of Expenditure; Shri A.K. Singh, Director, MHRD (Higher Education); Shri S.N.
Srivastava, Dy. DG(Supplies), DGS&D; Shri Rajesh Gupta, Director, DGS&D; Shri M.K. Gupta, Director(Store)-IC, Railway
Board, Ministry of Railways; Shri Harish Bawaria, Director(Telecom), Ministry of Railways; Shri B. Mitra, Dy.

The Chairman desired that the representatives of the Department/s of Telecommunications, Expenditure and DIPP, who
are the permanent members of the Committee, may send the nominations (by name) from the respective Departments,
so that the continuity of discussions is maintained.
DGS&D officials confirmed that they have already initiated action to put on rate contract domestic manufacturers for the
items notified by DeitY and Department of telecommunications.
The following main decisions were taken with respect to the implementation of the policy:
i. It was decided that the notifications issued by DeitY for providing preference to the following electronic products,
namely desktop PCs, laptop PCs, tablets, inkjet printers, LEDS, smart cards (with and without contact) be reissued under
the new policy with the provision that the first year for the purpose of the policy may be extended till 31.3.2015.
ii. The Department of Telecommunications was requested to review the notifications issued for 23 telecom items and
provide a more detailed notification, in terms of how the value addition is to be achieved.
iii. As per existing Guidelines, only those domestic manufacturers whose bids are within 20% of the L1 bid would be
allowed an opportunity to match the L1 bid. Several representations were received for deletion of the said provision and
the matter has been referred to the Department of Expenditure (DoE) by DeitY. The Department of Expenditure was
requested to consider the suggestion and expedite their comments.
iv. The Committee also decided that a MIS would be jointly developed by DGSD and NIC regarding the procurement under
the policy by various Government Departments and organizations under their control. The MIS would be ready in about a
month.

v. NICSI was informed that there contention that there is no domestic manufacturer of desktop PCs is not correct as
DGS&D has been able to find two domestic vendors for desktop PCS and these have been put under rate contract.
vi. Railways, Ministry of Human Resource Development and Ministry of Power were asked to present their Action Plan for
implementation of the policy in the next meeting.
vii. The Committee also directed that provisions of the policy should be embedded in the EFC memo being developed for
approval. NeGD/eGov Division should take necessary action when these EFC memos come to them for approval.
viii. It was also decided that a common template will be developed for use by procuring Departments/Ministries in their
RFPs and circulated by DeitY.
ix. STQC was asked to prepare their action plan for fulfilling the role of testing agency for domestic value-addition as
envisaged under the policy.
As a follow up of the said decision, the following action has since been taken.
i. Revised notifications for DeitY notified products, namely desktop PCS, laptop PCs, tablets, inkjet printers, LEDs and
smart cards have been issued and these are available on the website www.deity.gov.in/esdm.
ii. The following officers of STQC have been notified as nodal officers to receive the complaints regarding the
implementation of the policy.

Renaming of Guidelines for notifying Brownfield clusters under MSIPS scheme for ESDM as “Notified Electronics
Manufacturing Clusters for the purpose of MSIPS
It has been brought to the notice of DeitY that there have been confusion in the nomenclature of areas notified as
Brownfield Electronics Manufacturing Clusters for the purpose of Modified Special Incentive Package (M-SIPS) Scheme.
Under the Electronics Manufacturing Clusters Scheme, Brownfield EMC is eligible for 75% support (subject to a ceiling of
`50 Crore). However, a brownfield EMC notified under MSIPS is merely an area notified to enable units in that area to
obtain MSIPS benefits.
Therefore, to avoid any ambiguity in this regard, the Government of India has decided that all Brownfield Electronics
Manufacturing Clusters notified under M-SIPS scheme will henceforth be termed and known as “Notified Electronics
Manufacturing Clusters for the purpose of M-SIPS”

India to host “Connect with India: The Next Semiconductor Manufacturing Region” at SEMICON
West 2014, San Francisco 2014
India is attempting to join the select countries which have capabilities to manufacture state-of-the-art semiconductor
chips in the world. Recently, Government of India has approved two semiconductor wafer fabrication facilities (FABs) to
be set up. Two consortia of investors and technology providers have responded to the Government of India’s expression
of interest to set up FABs in India. These two consortia are:

Government of India has responded to the demands of the two consortia by providing an attractive incentive package.
The ground breaking for the FABs is expected during 2014 itself.
To showcase its commitment and determination to set up FABs in the country, Government of India has accepted the
invitation from SEMI to participate in this year’s SEMICON WEST event along with industry partners. The event entitled
“Connect with India: The Next Semiconductor Manufacturing Region” will be attended by senior officials of Government
of India, along with representatives of the two FAB consortia and other industry in the semiconductor space from India.
The event will be held on Tuesday, July 8, 5:30pm to 7:30pm at Club Room, Atrium Level, San Francisco Marriott Marquis,
San Francisco, CA, USA.
Since 1971, its first year, SEMICON West is the premier event for new products and technologies for microelectronics
design and manufacturing across the microelectronics supply chain, from electronic design automation, to device
fabrication (wafer processing), to final manufacturing (assembly, packaging, and test). More than semiconductors,
SEMICON West is also showcase for emerging markets and technologies born from the microelectronics industry,
including micro-electromechanical systems (MEMS), photovoltaics (PV), flexible electronics and displays, nano-electronics,
solid state lighting (LEDs), and related technologies.
SEMI is the global industry association serving the manufacturing supply chain for the micro- and nano-electronics

DeitY supports Bosch Automotive Electronics efforts for vendor development in India
M/s Bosch Automotive Electronics organized a vendor workshop on April 10, 2014 at Bengaluru. The global leadership of Bosch
Automotive Electronics was represented by Mr. Andreas Fischer, EVP Bosch. Dr. Ajay Kumar, Joint Secretary, DeitY made a
presentation about the various opportunities available for Bosch and its vendors under the various policy initiatives for promotion of
Electronics System Design and Manufacturing.
M/s Bosch indicated their interest to increase local content in their automotive electronic products and encouraged the vendors to
increase their capacity to meet their requirements of the future.
Several vendors of M/s Bosch including Kramski India, Ascent Circuits and Nash among others participated and also expressed their
interest in various policy initiatives being implemented by the Department of Electronics and IT (DeitY).

Avionics Incubator in HAL
Deity held a meeting with senior management of Hindustan Aeronautics Limited (HAL) on 11th April 2014. HAL was represented by
Shri. Suvarna Raju, Director (Design & Development); Shri Vyas, ED and Shri Bhattacharya, GM among others. The objective was to
create greater involvement of HAL to participate in the avionics and other strategic electronics. A presentation was made to them by
Dr. Ajay Kumar, Joint Secretary, DeitY. HAL informed their emphasis on R& D and IP creation in avionics and that 200 patents were
filed by them in the last year. They also proposed setting up an incubator for Avionics start-ups to further this trend.
HAL could also consider setting up of common infrastructure for testing of components supplied by their vendors to meet quality
requirements. Such a facility could be taken under the Brownfield EMC of the DeitY.
Several other possibilities including setting up of Joint Working Group with HAL and others to align strategic needs of these sectors
was discussed. Possible collaboration in skill development in the area of avionics were also explored.
Dr. Ajay Kumar, Joint Secretary was also invited to address the management trainees and new officers of HAL on the same day.

Telecom Sector Skill Council (TSSC) Moves Ahead
Telecom Sector Skill Council (TSSC), set up in 2012-13, has been actively working to strengthen the skill ecosystem in telecom and
electronics design and manufacturing domain. TSSC, a Not-for-Profit organisation, led by the industry under the umbrella of National
Skills Development Corporation (NSDC. It has, within a year, developed over 100 National Occupational Standards, covering 26 job
roles in telecom. The list of these is given on the website www.deity.gov.in/esdm.
12 of these job roles also qualify for the monetary award of `10,000/- to each skilled individual, under the STAR scheme of GoI. The
details of these job roles are also available on the aforesaid website.
As part of its mandate, TSSC also affiliates Training Providers, who then impart training based on the relevant standards. Assessment
& Certification of the candidates is facilitated through third party assessors who undergo a strict short-listing, selection and training
by TSSC. TSSC has so far affiliated 113 training partners. The details of these partners are available at www.deity.gov.in/esdm.
