I.Introduction

c.Focus:ThisMAprogramisaimedatindividualsinterestedinlearningmoreaboutthis
complexacademicsubfieldthathasrootsthatreachbacktotheworkofGreco-Romanand
medievalscholars,butisrecentlyresurgent,thanksinparttomediaattentiongiventoemerging
militarytechnologies,suchasdrones,humanenhancement,andcyberconflict.Undergraduates
seekinganadvanceddegreepost-graduationwillbeexpectedtoelectthisprogram.(Wemayalso
seekadditionalapprovalsforthisprogramtobeofferedthroughtheIntegratedGraduateStudies
programandforapprovalforgraduate/professionalstudentstoelecttopursueanMAinMilitary
EthicsandaJDorLLMatthesametime,aspartofadualdegreeprogramofstudy.Itwillalso
appealtomid-rankmilitaryofficersfromallbranchesoftheservicepursuingagraduatedegreein
ordertoachieveseniorrank,especiallythose“deepselected”fromrecentdeploymenttoteach
cadetsandmidshipmenatfederalmilitaryserviceacademies,ortocommandROTCunitsin
collegesanduniversities(inwhichacapstonecourseinmilitaryethicsisarequiredfinalcourse,
taughtbytheROTCcommandingofficer).
d.Description:Militaryethicsfocusesonthecorevaluesandmoralprinciplesthatcollectively
governthemenandwomenservinginthemilitaryforcesofnationsaroundtheworld,as
membersofwhatissometimestermedthe“militaryprofession”or“theprofessionofarms.”The
ethicalfoundationsthatdefinetheprofessionofarmshavedevelopedovermillenniafromthe
sharedvaluesandexperiences,uniqueroleresponsibilities,andreflectionsofmembersofthe
professionontheirownpractices–eventuallycomingtoserveasthebasisforvariouswarrior
codesandtheLawofArmedConflict(LOAC).Militaryethicsisabroadlyinterdisciplinarystudy,
incorporatingconcernsabouttheconductofwar,decisionsonhowandwhentoengagein
militaryoperations,andissuesrelatingtothemoralpsychologyandcareofthosewhoserveand
ofveteransofmilitaryservice.Traditionaljustwartheoryalsoplaysakeyroleininternational
relations(politicalandmoralphilosophygoverningwhentheuseofmilitaryforceisjustifiedfor
theresolutionofinternationalconflicts)andinternationallaw(includingLOACandinternational
humanitarianlaw).
II.Proposedcurriculum
a.Descriptionoftheproposedcurriculum:Thecurriculumisinterdisciplinary,witha
foundationinmoralandpoliticalphilosophyandinternationalrelations.Overa12-15month
program(designedtofacilitatetheenrollmentofmilitarypersonneloneducationalassignment),
studentswillstudyfoundationaltopicsinmoralandpoliticalphilosophy,togetherwithadvanced
coreandelectivetopicsinmilitaryandprofessionalethics,militarymedicalethics,militarylaw,

ethicalleadership,andotherrelatedsubjects(includingoptionalsupplementalelectivesinareas
suchasreligiousstudies,history,literature,journalism,andthearts).Eachstudentwillcomplete
aminimumof30credithours,includingasix-credit“capstonecourse”topresumablybe
completedduringthesummertermfollowingafullacademicyearofcoursework.Thecapstone
coursewillfeatureasummativeprojectdesignedtointegratetheircommonstudies,buttailored
totheirindividualfutureinterestsinteaching,furthergraduatestudy,oremploymentinpublic
policyorforeignaffairs,andmayproduceoutcomesotherthanatraditionalpaper/thesis(such
asthedetailedandwelldefendeddesignofamilitaryethicstraining/educationcurriculum).
b.Outlineofrequirements:Thisprogramrequires12-15monthsresidence,withthe
completionoffiverequiredPhilosophycourses,includingthecapstonecourse,andanadditional
fourelectivecoursesfromtheCollegeofArtsandSciences(CAS)andtheSchoolofLawchosenfrom
thelistofofferingsbelow.AMaster’scapstoneprojectculminatinginapaperisrequired,involving
bothacademicresearchandfieldwork,integratedwiththedegree-candidate’sprofessional
experienceorinterest.Theoutlineoftheprojectmustbepresentedanddefendedbythespring
recessofthecandidate’ssecondresidentsemester,andtheprojectitselfcompletedoverthe
followingsummerterm,forgraduationinAugusttheyearfollowingmatriculation.Ifspecial
circumstances,suchasmilitarydeployment,preventastudentfromcompletingtheprogramin
theintendedtimeframe,theacademicadvisorwillworkwithhim/hertocreateanalternative
scheduletoallowcompletionofthedegree,whichmaynecessitatethecapstonecoursebeing
offeredinthefallorspringsemesters,aswellasinthesummer.Otherstudentsmayalsoelectto
takemorethan15monthstocompletetheprogram,ifpermittedbyGraduateStudies.The
programwillfollowallpoliciesandproceduresoftheCWRUSchoolofGraduateStudies.
Thecorerequiredwillbetakenbyalldegreecandidates,whiletheselectionoftopicfor
theMaster’scapstoneprojectwilldictatetheselectionofrelevantelectivecoursesbyeach
candidate(inconsultationwithprogramfaculty)tocreateanappropriateconcentrationofstudy
forthecapstoneproject(e.g.,militarymedicineandethics;militarylawandethics;psychology,

theInternationalCriminalCourttoaidintheidentificationandprosecutionofwarcriminals)
andCAS’sInamoriProfessorinEthics,ShannonFrench(whoseoriginalworkonwarriorcodesis
nowcanoninthefieldandwhohasworkedfortheUSNavy,MarineCorps,andmostrecently,
Armytodefineandeducateofficersandtroopsonwarriorvalues).TheCollegefacultyalso
includesAnthonyJack,whohasco-authoredrecentworkwithFrenchondehumanizationand
neuroethicsinamilitarycontextandco-presentedsessionsattwoofthemostprestigious
MilitaryEthicsglobalconferences,andawiderangeofexpertscholarswhooffercoursesthat
coverrelevanttopicsinmilitaryhistory,internationalrelations,humanrights,comparative
religionandevenwartimejournalism(fromthePulitzerPrizewinningProf.JimSheeler).CWRU
LawProfessorMaxMehlmanhasbecomeanexpertonmilitarybioethicsandwonanNIHgrant
tostudytheethicsofbio-enhancementinthemilitary.
In2010,theInamoriCenterhostedtheInternationalPeaceandWarSummit,whichhad
participantsfrom15countriesandincludedCASfacultysuchasProfsLauraHengehold,Gilbert
Doho,JeremyBendik-Keymer;Engineering’sJimMcGuffin-Cawley;andmanyothers.Startingin
2016,CWRUwillbecomethehostinstitutionforISME–theInternationalSocietyforMilitary
Ethics.Inaddition,theInamoriCenterisamemberofCETMONS(ConsortiumonEthics,

EmergingTechnology,MilitaryOperations,andNationalSecurity)andhasbecomeafounding
memberofthenewinternationalconsortiumTheCompassGroup,establishedtogrowand
enhancetheacademicstudyofappliedmilitaryethicsaroundtheglobe.
c.Describeadministrativearrangementsfortheinitiative:Thisprogramwillbe
administeredjointlybytheCollegeofArtsandSciencesandtheInamoriCenter.Thedegreeand
administrativesupportwillbehousedintheDepartmentofPhilosophy.TheInamoriCenter
Director,togetherwithstaffsupportandacommitteeofCWRUfaculty,willalsohelpcoordinate
eachyear’svisitingscholar,reviewofapplications,advisingofMAparticipants,andsupervision
ofcapstoneprojects.
d.HowistheproposedinitiativeimportanttotheCASandtheinvolvedCASdepartments?
ThisprogramincreasesenrollmentandgeneratesimportantnewtuitionrevenueinCASandthe
involveddepartmentsandfocusesnationalinterestonauniqueprogramutilizingtheexpertise
oftheCollegeandthewideruniversity.Inparticular,thenewMAsupportsthecoremissionof
theInamoriCenterforEthicsandExcellenceinCAStopromoteethicalleadership.Instructionin
MilitaryEthicsbenefitsmilitaryandpoliticalleadersandleadstobetter-informed
citizens/voters.MilitaryEthicscoversawideswathofglobalissuesinethics,includinghuman
rights,humanitarianintervention,transitionaljustice,andthemoralfoundationsofsustainable
peace.Thiswouldalsotieinperfectlywiththeresearcheffortsofthecenterandcreatecohorts
ofgraduatestudentstoparticipateinandhelpadvancethatresearch.
e.WhatistherelationshipbetweentheproposedinitiativeandtheinvolvedCAS
departments’currentprograms(undergraduateand/orgraduate)?Thisprogramwilldraw
fromcoursesalreadyinexistenceinseveralCASdepartments,suchasPhilosophy,Political
Science,ArtHistory,Classics,ReligiousStudies,etc.Preliminaryconversationswithfacultyhave
takenplace,butfurtherandmoreformalconversationsneedtobehadwiththeChairsofallthe
relevantdepartmentstoseehowthisprogramcanintegratewithandbenefittheirexisting
programs.OurhopeisthattheMAwilldrawavaluablebutnotoverwhelmingnumberof
additionalstudentsintoCAScoursesthatwillbemostwelcomeandwilladdtothediversityof
perspectivesinthoseclassrooms.ThereiscurrentlynograduateprograminthePhilosophy
Department,fromwhichthemajorityoftherequiredcourseswilloriginate,sotheprogramwill
notdrawanyresourcesawayfromexistingprogramsbutmayprovidethestructureandimpetus
tobuildadditionalprogramsinthefuture.
f.WhatistherelationshipbetweentheproposedinitiativeandtheinvolvedCWRUschools’
(non---CAS)currentprograms(undergraduateand/orgraduate)?Thisprogramwill
incorporateaselectivescoursesfromtheSchoolofLaw,andhopefully,intime,theWeatherhead
SchoolofManagementandtheSchoolofMedicine.Wehavehadanenthusiasticresponsefrom
theco-DeansoftheSchoolofLawandhavediscussedthedevelopmentofnewcourseswiththeir
faculty.Theprogramdoesnotdirectlyoverlapanyexistingprograms,butitmaybeseenasan
attractiveadditionalprogramtobringstudentstoCWRU,especiallyJDandLLMstudentswho
couldthenalsoacquirethisdistinctiveMAinMilitaryEthics.

degreeprogramisuniqueinthenation.
b.Employmentopportunitiesforgraduates:ThisMAwoulddemonstrateunique,specialized
expertisethatcouldeitherstandonitsown,beastepping-stonetoaPh.D.programinafield
suchasPhilosophy(includingBioethics),PoliticalScience,History,Psychology,Sociology,or
StrategicStudies,orlikelybepairedwithaLawDegree(especiallyonewithanInternationalLaw
focus),ordualundergraduatemajorsintheIntegratedGraduateStudiesprogram.
TheU.S.andCanadianmilitaryserviceacademiesthemselvesareaprimaryemploymenttarget,
asthesubjectistaughtatalltheserviceacademies(RMA-Kingston,aswellasUSMA,USNA,
USAFA,USMMA,USCGA,etc.)asarequiredcourse(over1,000studentsayearperacademy).The
subjectisalsoofferedatmilitaryprepschools,schoolssuchasVirginiaTech,VMI,andthe
Citadel,andbymanyROTCandnROTCprogramsnationwide.Itwouldalsohavecrossover
appealtoindividualsintherelatedfieldsofLawEnforcementandPeaceStudies/Conflict
Resolution,aswellastograduatesintendingtopursuecareersinmilitarylaw(JAGCorps)or
militarymedicine.
c.Whatarethenationalandinternationalcompetitiveprogramsandtheirresources?The
onlyMilitaryEthicsMAprogramswecouldfindintheUSinareonlineprograms,whichlackthe
depth,prestige,andlegitimacyofatraditionaldegreeprogram.Theserviceacademiespreferto
havetheirPMPs(PermanentMilitaryProfessors)receivetraditionaldegreesatcivilian
institutions,ratherthanrelyingononlineprogramsorcoursesattheWarColleges.Thereare
someMilitaryEthicsdegreesavailableinothercountries,butUSgovernmentfundedprograms
willgenerallynotpayfortuitionatnon-USinstitutions.TheproposedMAinMilitaryEthicsat
CWRUwouldalsohaveastrongadvantageagainstanycompetition,duetothenationallyand
internationallyrecognizedscholarswhowouldbeinvolved.
V.Projectedenrollment
a.Defineexpectednationalandinternationalenrollmenttargetsoverafive---yearperiod:
ThisMAprogram,uniqueinthenation,wouldprimarilybeaimedatindividualsinterestedin
learningmoreaboutthiscomplexacademicsubfieldthathasrootsthatreachbacktotheworkof
Greco-Romanandmedievalscholarsbutisrecentlyresurgent,thanksinparttomediaattention
giventoemergingmilitarytechnologies,suchasdrones.Itwillalsoappealtomid-rankmilitary
officersfromallbranchesoftheservicepursuingagraduatedegreeinordertoachievesenior
rank.TheInamoriCenterhasfieldedinterestedinquiries(bothfromexternalpartiesandfrom
recentandcurrentCWRUstudents)aboutthepotentialforsuchaprogramforyears,sothat,in
essence,aneager“waitinglist”alreadyexists.

Over100flyersdescribingtheprospectiveprogramweredistributedatthemostrecentannual
meetingoftheInternationalSocietyforMilitaryEthics(ISME)attheU.S.NavalAcademyin
January2016andgeneratedenormouspositiveresponse.Thesameearlystagerecruitment
tacticwillcontinueattheupcomingmeetingoftheEuropeanchapterofISME,meetingatOslo,
NorwayinMay2016.Theprogramisclearlydescribedasindevelopmentandnotacurrent
offering.
Oneofthegovernorsofthe“PermanentMilitaryProfessor”programfortheNavyandMarine
Corpshas,inresponse,proposedthatitmightbepossiblefortheirselectionprocessbe
coordinatedtoprovideastreamofNavyandMarineCorpsofficerstothisprograminorderto
qualifytofillexistingbilletsinthemilitaryserviceacademies,andforethicsinstructioninthe
Fleet.ThecorrespondingU.S.Armypersonnelhaveexpressedsimilarinterestinutilizingthis
newresourcetoaddressthecurrentshortageofprofessionalexpertiseinethicsintheir
educationalandtrainingsystems.

underrepresentedgroupstoestablishinternationalreputations.Wealsobelieveitisimportant
thatthedirectorofthisprogramwillbeawoman,aswomenarecurrentlyunderrepresentedin
MilitaryEthics,andshecanserveasarolemodelforwomenenteringthefield.
VI.Resourcesrequired
a.Describetheavailabilityandadequacyofthefaculty,staff,facilities,andother
resourcesfortheproposedcurricularinitiative:Theprogramcouldbelaunchedwith
currentfunding.TheVisitingScholarinMilitaryEthics(seebelow)positionwillinitiallybe
fundedbytheInamoriCenter,butmightinsubsequentyearsrequireadditionalfunds(and
willalternatebetweenDistinguishedandEmergingscholars).Itwouldalsohelptohavea
part-timeadministratororsomeofanotheradministrator’stimedevotedtothisprogram
(e.g.20%timefromeitheranadministratorfromtheInamoriCenterorthePhilosophy
Department).Ideally,incomefromtheprogramitselfcouldsupportthesepositions,ifthe
timingworksandtuitionsharingagreementscanbearranged.

expresslytohelpuslaunchthisMA.Thispositioncouldbecontinuedwithhimorother
availabledistinguishedscholars(e.g.,MartinL.CookoftheNavyWarCollege)insubsequent
years,asneeded.
TheInamoriCenterisalreadyinstronginternationalpartnershipswithcentersaroundthe
worldthathaveexpertiseinMilitaryEthics,includingKing'sCollegeLondon,theCompass
Groupnetwork,ISME(theInternationalSocietyforMilitaryEthics-whichiscurrently
consideringmovingitsheadquarterstoCWRUassoonas2016),Euro-ISME,andCETMONS.
Thesepartnershipsallowustobringinasteadyflowofguestspeakersandcreatevideo
lecturestosupplementtheMAprogramprodigiously.

IX.Libraryresources
a.KarenThornton,theresearchserviceslibrarianforthePhilosophydepartmentsaid
thatbasedonherinitialreviewofthelibraryresources,theexistingresourcesare
sufficienttosupportthisdegreeprogram.Furthermore,shesaidthatitwouldbefairly
easytoacquireadditionalresourcesifanywereneeded.However,theavailable
resourcesarelikelycapableofsupportingthisprogramwithoutacquiring
supplementarymaterials.
Apreliminarysearchofexistingonlineresourcesshowsthatstudentscurrentlyhavefullonline
accesstoover300,000resourcestaggedunder“militaryethics.”Moreresourcesareavailable
throughdatabasessuchasJSTORandSocIndex.Furthermore,CWRUisassociatedwithofthe
foremostjournalinthisfield,TheJournalofMilitaryEthics,throughtheInamoriCenterDirector
(whoisanAssociateEditorofthejournal).MastersstudentswouldalsobenefitfromtheCETMONS
(ConsortiumforEmergingTechnologyandMilitaryOperationsandNationalSecurity)andISME
conferences,someofwhichwillbeheldatCWRUandtheannualfalllawsymposiumhostedby
DeanScharfandtheCWRULawSchoolthatregularlybringsleadersinthisfieldtocampus.
X.Relationshipofproposaltostrategicplans
a.HowdoestheproposedcurricularinitiativerelatetotheprioritiesoftheCASstrategic
plan?Thisprogram,uniqueintheU.S.,marshalstheresourcesandexpertiseofCASfacultyto
generatenewinterestinandrevenuefortheCollegethroughacademicservicetoawiderand
currently-underservedcommunityofpotentialstudents.
b.HowdoestheproposedcurricularinitiativerelatetotheprioritiesoftheCWRUstrategic

plan?Thisnewprogramwouldemphasizeinstitutionalcommitmentto“ethics&society,”acore
pillaroftheCWRUstrategicplan,generatepublicityandgoodwillfortheinstitution,itsschools,
anditsethicscenter,andexhibitthecommitmentoftheinstitutiontowardacademicinnovation
andpublicservice.Thestudyofmilitaryethicssupportslongtermhumanitariangoals,suchas
preventingunjustwars,decreasingincidentsofwarcrimes,genocide,humanrightsabuses,and
otheratrocitiesproducedbythedehumanizingeffectsofarmedconflict,supportingthemental
healthandsuccessfultransitionsofmilitaryservicemembersandcombatveterans,andfostering
alastingpeacefoundedinjustice.
