NASA Idaho Space Grant Consortium (ISGC) 2016-2017 Call for Proposals: Grants to Enhance ISGC Programs Goals of Grants to Enhance ISGC Programs The goal of the Grants to Enhance ISGC Programs is to encourage and support complementary activities for current and prospective students in ISGC’s programs. There is no minimum proposal amount. The maximum ISGC contribution is $5,000. All ISGC Grants require a nonfederal cash or in-kind match equal to the amount requested. All submissions must align with one or more goals or strategies of the NASA ISGC, NASA’s Strategic Plan, and/or the NASA Education Implementation Plan. Vision, Mission, and Goals of the NASA Idaho Space Grant Consortium Vision: For Idahoans to be engaged in NASA’s missions of exploration and discovery. Mission: To support NASA’s missions in science, technology, aeronautics, and space exploration through a portfolio of education and research opportunities that benefit both NASA and Idaho. Strategic Goals • Goal 1: To contribute to the development and diversity of NASA’s future workforce in disciplines needed to achieve NASA’s strategic goals through scholarship, fellowship, and internship opportunities. • Goal 2: To attract, educate, and retain students and educators of diverse backgrounds in STEM disciplines through hands-on and other experiential research opportunities. • Goal 3: To develop partnerships with NASA, other STEM-related organizations, and companies to provide opportunities for Idaho’s researchers to contribute to NASA’s missions through innovative research opportunities. • Goal 4: To engage K-12 students and the public in the excitement of NASA’s missions to encourage the pursuit of higher education in Idaho. Crosscutting Strategies (Applied across all goals and activities) • Increase STEM engagement and inclusion: Broaden participation in ISGC programs and projects through a focus on increasing diversity of participants and on STEM disciplines engaged. • Strengthen evaluation and assessment: Strengthen the ISGC’s programs and projects through data-driven evaluation and assessment. • Expand the ISGC network: Seek out new partnerships with the commercial aerospace industry and other agencies with STEM-focused missions. • Increase outreach efforts: Integrate more K-12 and public outreach into all ISGC programs and projects to communicate the excitement and value of ISGC’s activities. Who can apply? ISGC affiliate institutions and their employees/members can apply for these grants. Partnering with non-ISGC affiliate institutions is allowed, as long as one of the proposers is an ISGC affiliate institution. Proposal Preparation All proposals submitted by the deadline and meeting the following proposal requirements are eligible for funding consideration. Proposals from higher education institutions must have approval from the appropriate higher education institution research/grant office prior to submission. 2016 - 2017 Enhancement Grant Call for Proposals 1 NASA Idaho Space Grant Consortium (ISGC) Proposal Guidelines Title Page: Include proposal type; name of project; project lead – include contact information (phone, email and mailing address); and names of all collaborators. Enhancement project description: Describe the proposed project/activity and how it will enhance the higher education experiences of current and prospective ISGC students. Also describe which ISGC students will participate (e.g., all students, or students in a particular region or institution). ISGC encourages student involvement in these programs – especially those where the students take the lead with appropriate faculty/staff/mentor guidance. Timeline: Include the timeline for your proposed project Relevance to ISGC goals and/or strategies: Describe how the project benefits ISGC, Idaho, NASA, the public, and/or other groups Budget and Budget Justification, including 1:1 non-federal matching • • • • • • The budget should clearly outline both the funds requested from ISGC as well as matching funds and their source. Funding for an enhancement grant requires a non-federal cash or in-kind match equal to the amount requested from the ISGC. The ISGC contribution is limited to $5,000 for the award year. Although the minimum amount of cost share is 1:1, any additional cost share above that amount is welcomed. All individuals supported with ISGC funds, or contributing their time as cost share must be U.S. citizens. ISGC funding cannot be used for food, international travel, marketing materials, or capital outlay (equipment). Although food is not allowed, per diem for travel is allowed. Indirect costs for higher education institutions are limited to the federally negotiated rate of the institution. The budget should be submitted as an MS Excel spreadsheet along with the main proposal in PDF. Prior ISGC and/or NASA EPSCoR-Supported Projects, if any: List any prior project(s) supported by ISGC and/or Idaho NASA EPSCoR and the outcome/result(s) of each. Vita(e) of Principal Investigator and Co-investigators: The P.I. vita must be two pages or less. Coinvestigator(s) vita must be one page or less. Proposals must be in 12-point font with no less than 1 inch margins and single-spaced. Proposals are limited to four pages, excluding the title page, prior supported projects, budget, budget justification, and vita(e). Grant Duration and Required Reporting The maximum project period is 1 year. Enhancement grant awardees must submit a summary report within 30 days of completing the project. Specific reporting guidelines will be given upon award. Any publications or presentations related to the project should also be submitted to ISGC. Proposal Evaluation Criteria Proposals will be evaluated according to the following criteria: Merit of Proposed Project - 30% Involvement of students in the planning and execution of the project – 25% Alignment with ISGC Goals and Strategies, NASA’s Strategic Plan, and/or the NASA Education Implementation Plan – 15% Proposed timeline/metrics/deliverables – 15% Proposed budget and anticipated cost share - 15% Please note: All ISGC enhancement grants are contingent upon funding Proposal Submission Enhancement grant proposals should be submitted in a PDF file, along with the budget in an MS Excel file, via email to [email protected] Proposal Deadline: Monday, October 10, 2016 (11:59 pm PDT) 2016 - 2017 Enhancement Grant Call for Proposals 2
