CHURCH LEAGUE BASKETBALL FOR YOUTH I. PURPOSE: A. To provide an organized basketball program for elementary, middle, and senior high school youth of the churches of Greenville, B. To encourage Sunday School/Church Program participation by these youth. C. Emphasize spiritual growth and sportsmanship through participation in athletic competition. II. ORGANIZATION: A. The governing Board of the League is composed by one representative from each church having one or more teams in the league. Each church has one vote in determining rules and policy for this league. This organization requires voluntary help from all participating churches to function. III. PLAYER ELIGIBILITY RULES: A. CHURCH MEMBERSHIP: A player must be a member or active participant of the church for which he or she plays. Two or more churches are allowed to combine players to field a team if neither church has enough players to field a team independently. If a player from a church that has a team in CLBBY decides to play with another church that has a team in CLBBY, that person will be classified as an ineligible participant and not permitted to play. If a League Representative allows this situation to exist, then all games that are played with the ineligible player on the roster will be forfeited to the opposing team. The purpose of this rule is to encourage youth to participate in the programs of their church. 1. All participants in Church League Basketball for Youth must participate in the program of their church. Any person not wanting to play for their church and wants to play for another church must make a request to the League through their Church Representative. B. CHURCH SCHOOL STUDENTS: Students from a Church School will be eligible if the church they normally attend does not have a team in CLBBY. All of the eligibility requirements as noted in paragraph A. will apply. 1. All teams participating in the Church League Basketball for Youth including adult will play under rules A and B above. In addition, no team will have more that 20% of the total number of members that would be classified as an outreach ministry player. 1 C. MIDDLE SCHOOL/HIGH SCHOOL: The NFHS in South Carolina has set aside the ruling preventing players from participating in league play while participating in middle or high school play. CLBBY’s position on this situation is that a player that desires to try out for their middle or high school team may have their named placed on the roster of the church team but will be ineligible to participate in any practice, scrimmage games or regular season games until they have been released from the middle or high school team. If a player that is trying to make the middle or high school team participates (name on roster of the official score book) in any exhibition game, jamboree, or preseason game that has officials assigned by the governing body of the NFHS of South Carolina and later is cut or quits the middle school or high school team WILL NOT BE ELIGIBLE to participate in CLBBY. D. SCHOOL STATUS AND AGE: (assumes enrollment in a public or private school) the birthday cutoff date is September 1st. THE DIRECTOR OF CLBBY WILL REVIEW AND RULE ON ANY SPECIAL SITUATION CONCERNING SCHOOL STATUS (GRADE) AND AGE OF ANY PLAYER. E. DIVISIONS OF PLAY: There will be six divisions of players in CLBBY, ADULTS, SENIORS, JUNIORS, MIDGET, MITES, AND I-MITES. 1. ADULTS: Men or women that have completed high school. 2. SENIORS: Grades 9-12 not having reached the age of 19 before September 1st. 3. JUNIORS: Grades 6-8 having reached the age of 11 but not the age of 14 before September 1st. If a player is in the 8th grade and has reached the age of 14 before September 1st, that player must play in the Senior Division. 4. MIDGETS: Grades 4-5 and not having reached the age of 11 before September 1st. If a player is in the 5th grade and has reached the age of 11 before September 1st, that player must play in the Junior Division. ALL PLAYERS ON THE TEAM WILL PLAY EQUALLY, REGARDLESS OF THEIR ABILITY. 5. I-MITES/MITES: These divisions are to be considered as instructional. Especially the I-Mites. In the I-Mites we will not keep a score of the game. ALL PLAYERS ON THE TEAM WILL PLAY EQUALLY, REGARDLESS OF THEIR ABILITY. ALL CLOCK OPERATORSAND OFFICIALS STOP PLAY AT 3 MINUTES INTO EACH QUARTER FOR SUBSTITUTION. ALL PLAYERS UP TO AND INCLUDING THE NUMBER 5 MUST BE SUBSTITUTED AT THIS TIME. IF A TEAM HAS MORE THAN 10 PLAYERS, THEN 2 THE COACH HAS THE RESPONSIBILI OF ENSURING EQUAL PARTICIAPTION 6. Coaches will act as officials and will be expected to ensure equal participation. If a team has a player of exceptional talent, the League will reserve the right to try to move the player, in question, to a team that will be better suited for his or her talent level. Players in K5 and 1st grade will play in the I-MITES. This division will be coed. Players in the 2nd and 3rd grades will play in the MITES. This division also can be coed. If a coed team exists in the Mites, the League must be notified, the number of girls and boys must be noted, and ALL PLAYERS ON THE TEAM WILL PLAY EQUALLY, REGARDLESS OF THEIR ABILITY OR GENDER. In classifying the teams, every effort possible will be made to ensure coed teams are playing other coed teams. The League discourages gender specific teams when a coed team can be formed from the players of the Mites age group. The Mites will play by the rules for the Midgets except the goal will be set at a height of 8’0”. All fee throws for divisions; Midget, Mites, and I Mites will be attempted from strip on the gym floor 12 feet from the front of the backboard or 3 feet closer than the regulation distance. . IV. TEAM ENTRIES: A. A complete roster will be turned in before any participation in League play. A complete roster consists of name, date of birth, grade, and school of each player. The coach’s section and the assistant coach’s section must also be complete. Any roster that is not complete will be returned. B. A team can only have a maximum of 14 players on any roster. The suggested minimum is 8 players, but if a coach feels his team can be competitive with less than 8 players that will be the coach’s decision. In forming teams, remember that a roster with 14 players places a tremendous burden on the coach to achieve equitable participation in the game. C. All team entry sheets may be reviewed by any church representative upon receipt of written request by the League Director. V. GENERAL CONDUCT OF PLAY: A. STARTING TIMES: A team that does not have four (4) eligible players ready to play at game time forfeits the game. The 1st game at any gym on any play date will be afforded a 10 minute grace period before forfeiture. Following games WILL NOT be afforded a grace period before forfeiture. Following games must start on time. If a game runs past the starting time of any following game, a period of 10 minutes will be given to the teams for warm up. This time period CANNOT be changed by anyone (scorekeepers or officials) without both coaches agreeing to start early. REMEMBER: THE WARM UP PERIOD FOR GAMES FOLLOWING THE FIRST GAME IS NOT A GRACE PERIOD 3 TO ALLOW A TEAM TO HAVE THE MINIMUM NUMBER OF PLAYERS. IF, AFTER THE WARM UP PERIOD HAS EXPIRED; A TEAM NOT HAVING FOUR (4) ELIGIBLE PLAYERS WILL FORFEIT THE GAME TO THE OPPOSING TEAM IMMEDIATELY. If this situation occurs and the teams involved want to reschedule the game for a later date and time, the coaches must remember two things. One, they will be responsible for all cost (officials, gym personnel) and for scheduling the gymnasium to be used. Two, the original forfeit will stand. B. NO GAME WILL END IN A TIE! In the case of a tie at the end of regulation play; play will be continued for a maximum of three (3) overtime periods of two (2) minutes duration each. If a tie exists after three (3) overtime periods, a following period of sudden victory will be played (first team to score wins.) If either coach decides not to play the overtime period, a forfeiture will be charged to his/her team. If both coaches decide not play, a double forfeiture will be charged. The League will be advised to the circumstances that led to the coaches not wanting to play and will make the decision as to the forfeiture. During the overtime period, the clock will stop on each whistle and each team will receive an additional time out. C. THREE POINT GOALS: All midget and mite teams are discouraged from attempting a 3 point shot. If a shot is made from behind the 3 point line, it will be scored as a 2 point goal. D. UNIFORMS: Each team is required to have jerseys of the same color, number on the front and back with legal numbers as per National Federation of High School Associates rules. Legal numbers are: 0, 00, 1, 2, 3, 4, 5, 10, 11, 12, 13, 14, 15, 20, 21, 22, 23, 23, 25, 30, 31, 32, 33, 34, 35, 40, 41, 42, 43, 44, 45, 50, 51, 52, 53, 54, and 55. The numbers 0 and 00 are legal but cannot be used at the same time. Teams with indistinguishable jerseys shall wear pennies. The home team will have the option to wear or not wear the pennies. Pennies are the property of the League or church and are loaned to the teams. Jerseys are designed to be worn in the pants. The League understands that a jersey will become untucked during play, but it will be the responsibility of each coach and official of the game to ensure that the uniforms will be worn properly. While the League does not require a complete uniform (jersey and pants) it does expect the participants to dress appropriately. Gym/basketball shorts will also be worn properly, being secured at the waist of the player, not being worn at the midline of the buttocks or rolled down from the waist. Appropriate footwear will be worn by all players. Undershirts if worn, must be white only!! Players will have the option of wearing an undershirt with or without sleeves. If without sleeves the shirt must have been manufactured sleeveless. Sweat bands, head and wrist are permitted but must be the same color as the dominate color of the jersey or white. Only a manufacture’s logo will be permitted on any sweat band. NO COMPRESSION SLEEVES WILL BE ALLOWED UNLESS THE PLAYER HAS A MUSCLE INJURY AND THE LEAGUE HAS BEEN NOTIFIED OF THE INJURY AND A STATEMENT FROM THE ATTENDING PHYSICIAL HAS BEEN RECEIVED BY THE LEAGUE. No player will be allowed to 4 participate in a game without a jersey matching the remainder of the team. NO ONE WILL BE ALLOWED TO ADD A NUMBER OR ALTER A JERSEY NUMBER BY THE USE OF TAPE. If a player is injured and as a result of the injury his or her uniform is soiled by blood, that player that player will NOT be permitted to continue participating in the game with the soiled uniform. However; the player will be allowed to changed the soiled part of the uniform and resume play. All coaches are urged to have a extra jersey with a legal number not being used by a player on the roster. E. GYM PERSONNEL: The League will provide scorekeepers and timekeepers for all gyms. These people must be at least in the 10th grade. F. GAME BALLS: Men, Junior, and Senior boys will use a regulation size ball 29.5” in circumference. All other divisions; Women, Junior and Senior Girls, Midgets, Mites, and Imites will use Junior size ball 28.5” in circumference. G. ROSTERS: Each coach must fill our a COMPLETE ROSTER before each game! Even if all players are not present, the official roster must be complete (all players names listed on the official book). A player’s jersey number can be added when that players arrives if the coach does not have a list of name and numbers of their team and have to rely to sight recognition of the players on their team. This requirement will prevent a team or coach from being penalized for changing the official roster on the official score book if a player should be late arriving. Coaches are requested to be especially careful in listing a player’s jersey number. If the number is listed in error and it is noted after the game begins, a technical will be charged to the bench. This is an administrative technical and does not count as a team foul. However; it will be noted as a technical foul administrative type and charged to the coach. H. COACHING BOX: Each gym will have a designated boundary for the coach’s box. This boundary will be either painted on the floor or marked with a piece of tape. The coach’s box will begin at a point no less than 14 feet from the middle of the court and will be 14 feet long. Coaches are required to stay within this boundary. A coach who is permitted to be out of the box is given a distinct advantage resulting in a better chance to communicate with his or her team. This can also influence the play of the teams. Only the head coach of a team will be permitted to stand and move within the boundaries of the box. It is suggested by the League that all coaches remain seated and stand only when they are trying to communicate with their team during play and to return to their seat once the communication is complete. If the head coach is standing the assistant must remain seated. If the assistant is standing the head coach must remain seated. Neither coach will be allowed to leave the boundary of the box and approach the score table during play. I. GAME TIME LIMITS: Women, Senior, and Junior girls will play seven (7) minute quarters. Midget and Mite girls and boys will play six (6) minute quarters. Men, Senior, and Junior boys will play eight minute quarters. There will be one (1) minute between quarters and five (5) minutes at half time. A warning horn 5 will sound when 45 seconds have elapsed in the time between quarters. This is a signal for all players that are to resume play to take their positions on the court. After 60 seconds (1 minute) a second horn will sound and at that time the officials will signal the beginning of play. The same format will be used for the period at half time. A horn will sound after 4 minutes have elapsed signaling all players to return to their benches. A second horn will sound after 4 minutes and 45 seconds have elapsed. At this time the five (5) players starting the second half will be required to take their respective positions on the court. After 5 minutes have elapsed a third horn will sound signaling the officials to signal to beginning of play of the second half. The official clock will run continuously during the game with the exception being TIME-OUTS, FREE-THROWS, and CLOCK STOPPING on the whistle for the last two (2) minutes of the 2nd and 4th quarters. J. TIME OUTS: Each team will have four (4) times outs of one minute duration per game. An additional one (1) time out will be granted for each overtime period. Any unused time outs will carry over to any and all overtime periods. Called time outs will be one (1) minute long. After 45 seconds have elapsed a horn will sound signaling the players to take their positions on the court. After 60 seconds (1 minute) has elapsed a second horn will sound signaling the officials to signal the resumption of play. K. INJURY TIME OUTS: In the event of an injury to a player, the officials will call time out at the completion of the current play or when the officials see the presence of blood on a player. If a coach goes onto the court to attend to a player that is injured and does not remove the injured player from the game, a time out will be charged to the team. If the injured player is removed from the game, a time out will not be charged. A player removed from the game due to an injury can return to the game at the next dead ball situation. L. FOULS AND FOUL SHOTS: When a foul is called on a player, it is the responsibility of the official making the call to announce to the scorekeeper the jersey number of the player that committed the foul. Therefore; players will not be required to raise their hands after a foul is called on them. A one and one foul shot will be administered after the accumulation of seven (7) team fouls. After the accumulation of ten (10) team fouls, two foul shots will be administered. Simply put, we will shot one on one on the seventh (7th) team foul and two on the tenth (10th) team foul. ALL TECHNICAL FOULS WILL RESULT IN TWO FOUL SHOTS BEING ATTEMPTED BY THE OPPOSING TEAM. An intentional foul will be treated the same as a technical foul. M. TECHNICAL FOULS: When a player receives a technical foul, that player must leave the game immediately, being disqualified for further participation in that game. The disqualified player will become classified as bench personnel and must stay seated on the bench next to the assistant or head coach. If a player that has been disqualified from play continues to act in an unsportsmanlike manner any subsequent fouls that are called as a result of his or her actions will be charged to the head coach. When a foul is charged to the head coach, all bench privileges are cancelled. If and when a player or coach receives two technical 6 fouls that person will be disqualified for the remainder of the year. If a player or coach receives one technical foul during a playoff game, that player or coach will be disqualified for the remainder of the year Any player or coach that has been disqualified will be required to write a letter to the representative of their church requesting reinstatement of eligibility for the following year and their representative will request the same from the League. N. OVERLY AGGRESSIVE PLAY/FIGHTING: If a player is removed from a game for overly aggressive play or fighting, he or she will be disqualified for the remainder of the year. Coaches are instructed to discuss this regulation with all players and their parents to prevent any misunderstanding of the rule. Officials are instructed to be especially careful when ejecting players under this rule. O. PLAYER PARTICIPATION For I Mites and Mites see rule E paragraph 5 The responsibility for substitution is the coaches. Players Midgets, Juniors, Seniors, and Adult must play in each half. Coaches are instructed to substitute in a way that each player will receive equitable playing time. Failure to play a player in the first half will result in a two shot technical foul being administered before the beginning of the second half. Players not playing in the first half must start the second half. Failure to play a player in the second half will result in a two shot technical foul being administered at the conclusion of the game. If a coach has properly listed all players on his or her roster on the official scorebook and a player is not present at the beginning of the game but comes in later, that person can enter the game without a technical being charge to the coach. If the same player comes to the gym during the half time period, he or she must start the second half. If the player comes to the gym later, they must enter the game immediately. NOTE: A TECHNICAL FOUL WILL ONLY BE CHARGED TO THE COACH IF A CHANGE IS MADE TO THE OFFICIAL SCOREBOOK. A NUMBER ADDITION TO A NAME THAT IS IN THE BOOK IS NOT CONSIDERED A CHANGE. P. DISCIPLINE: The League supports the right of a coach to discipline their players and reserve the right to make a suggestion of discipline toward any player if they think if is warranted. Should a coach deem it necessary to withhold a player from participating for disciplinary reasons; the coach must inform the officials and official scorekeeper before the beginning of the game or at the time the coach decides to discipline the player. Q. JEWELRY: NO PLAYER WILL BE ALLOWED TO PARTICIPATE IN ANY GAME WITH ANY TYPE OF EARRING OR JEWELRY. ALL JEWELRY WILL BE REMOVED BEFORE ANY PARTICIPATION WILL BE ALLOWED. IF A PLAYER HAS RECENTLY PIERCED THEIR EARS OR ANY OTHER BODY PART, THEY WILL NOT BE ALLOWED TO COVER THE PART WITH A BAND-AIDE OR ANY TYPE OF BANDAGE AND PLAY. NO HARD PLASTIC, METAL CLIPS OR HAIR PINS MAY BE WORN IN THE HAIR. IF A PLAYER WEARS A RIBBON IN HIS OR HER HAIR, NO BOWS WILL BE ALLOWED. 7 R. FORFEITS: Two forfeits in League play will disqualify a team from tournament play. S. PROTEST: Protest will not be allowed in CLBBY! T. SLAM DUNKS: Dunking the ball or slamming the ball will not be permitted at any time. If a player commits a slam dunk or attempts a slam dunk, a two shot technical foul will be charged to the player and opposing team will assume possession of the ball after the technical shots are attempted. This rule applies to the warm up period before the game and during the half time period as well. If this should occur during the half time, the possession for beginning the second half will not change. U. NO PRESS RULE FOR MITE AND MIDGET DIVISIONS: No pressing or defensive activity by the defensive team will be allowed in the backcourt of any game in the Mites or Midget Divisions. Coaches are required to bring their teams down court and set the defense in the forecourt at the top of the free throw circle or at the highest arc of the 3 point line, if it exists. In short, an offensive team must be allowed to get the ball in the forecourt. In short a half court trap defense will not be allowed. When the offensive team has crossed the mid court line and has the ball in the forecourt, the defensive team can come out and play a normal defense. EXCEPTION: BACK COURT PRESSING WILL BE ALLOWED DURING THE LAST MINUTE (60 SECONDS) OF THE SECOND AND FOURTH QUARTERS AND THE LAST MINUTE (60 SECONDS) OF ANY OVERTIME PERIOD IN THE MIDGET DIVISION ONLY. V. TOURNAMENT: Tournament seedings will be determined by the final regular season standings. Regular season standing will be determined as follows: 1. Results of regular head to head competition 2. Results of regular competition against common opponents. 3. Flip of a coin. Rev07/10 8
