Anacortes Yacht Club 2016 Tulip Regatta April 2nd & 3rd SAILING INSTRUCTIONS 1. RULES The regatta will be governed by The Racing Rules of Sailing 2013-2016, (RRS) except as any of these are changed by these sailing instructions. 2. ENTRIES Competing boats shall: A. Have completed a registration and A.Y.C. waiver form for this regatta prior to April 2nd, 2016. B. Have a current P.H.R.F. certificate unless competing in a One Design Class. C. Meet PIYA inshore requirements unless a one design waiver is approved prior to April 2nd. 3. CHANGES IN NOTICES AND SAILING INSTRUCTIONS A. Any changes to the sailing instructions or notices to competitors will be posted on the regatta notice board before 09:00 on the day of the race. B. The regatta notice board is located on the ground floor of the Anacortes Yacht Club west entrance, to the left of the door entrance. 4. SKIPPER’S MEETING There will be a brief required skipper’s meeting at 09:00 Saturday morning at the Anacortes Yacht Club. 5. SIGNALS MADE ASHORE A. Signals made ashore will be flown from the flag pole in front of the Anacortes Yacht Club. B. Warning signals for races postponed ashore will be sounded no sooner than one hour after the A.P. flag has been lowered ashore. 6. SIGNALS MADE AFLOAT A. Signals made afloat will be from the committee boat or boats. B. In accordance with RRS 90.2(c) oral changes to the Sailing Instructions may be made on the water by procedure listed below. C. A change is in effect when the RC signal boat displays code L with one sound signal. This means come within hail AND/OR listen on VHF channel 68 to receive the oral changes to the Sailing Instructions. 7. CLASSES A. Class assignments shall be announced at the skipper’s meeting at 09:00 Saturday at the Anacortes Yacht Club. Class ribbons shall be handed out at that time. Class ribbons shall be flown from the backstay of competing boats. On boats without a backstage they shall be flown from an upper afft lifeline. If this is not practical, ask for alternate arrangements in writing prior to the skippers’ meeting. B. Class assignments will be designated such as to group similar boats together and to maximize fair racing. 8. AREA, SCHEDULE OF RACES, AND CHECK IN A. The racing area will be in the waters of Fidalgo Bay although the Race Committee reserves the right to move it to the waters surrounding Jack Island if conditions and commercial traffic dictate. B. The warning signal for the first start will be at 10:00 am on Saturday and on 10:00am on Sunday. C. Each day before the start of racing competing boats are requested to sail by the committee boat’s starboard side and check in by hailing their name and sail number. No check-in’s will be accepted while the Race Committee is in starting sequence. D. The Race Committee will start as many races as possible each day with the intent of keeping each race to approximately one (1) hour in length. 9. SCORING A. PHRF Northwest time on time handicap factors will be used to correct boats elapsed times. B. A boats score will be the sum of her score for all races. This changes RRS Appendix A2. 10. STARTING SIGNALS A. Races will be started using Rule 26. B. Class flags will be the numeric international code flags identifying that class’s assigned number. 11. STARTING ORDER A. Classes will likely start the first race each day in the numeric order of class assignments. Subsequent starts may be in any order, as the Race Committee endeavors to start as many races as possible. B. The Race Committee will announce all starting sequences on VHF Ch. 72 and may use multiple horn sounds as an attention getting signal for information purposes. Errors or omissions regarding these broadcasts will not be considered grounds for redress per RRS 62.1. Official RC communication shall be the flags as defined in these SIs and rule 26. C. Fleets may be combined in a single start. In this case more than one numeral pennant, one for each starting class will serve as the warning flag. 12. START/ FINISH LINE AREA AND RESTRICTIONS A. Prior to a boat’s warning signal she shall keep WELL CLEAR of the start/finish area and of all boats whose warning signal has been made. Boats failing to keep well clear may be subject to protest by the Race Committee. B. Upon finishing a boat must stay WELL CLEAR the finish area so as to not interfere with boats racing. Boats failing to keep well clear may be subject to protest by the Race Committee. C. A boat may not protest another boat for an alleged breach of Sailing Instruction 11.A or 11.B. This changes Rule 60.1. D. A limit buoy tethered to the stern of the Race Committee signal boat is considered as part of the committee boat. A boat touching this limit buoy while racing will be considered to have broken RRS 31 and may exonerate herself by completing a one-turn penalty as per RRS 44.1. Boats that cause damage to any Race Committee boat shall liable for the repair. E. After completing the first leg of the course a boat shall not cross the starting or finishing line. A boat that breaks this rule shall correct her error as per Rule 28.2. F. While racing the start line and the finish line shall be considered an obstruction unless a boat is starting or finishing and as such Rule 19 and 20 will apply. 13. RECALLS A. The Race Committee will attempt to hail the sail numbers of individually recalled boats on VHF Ch. 72. Failure to do so, the timing, the order of the hails, the failure of a boat to hear the hail, and any other issues with the Race Committee about the hailand and this Sailing Instruction shall not constitute grounds for redress. This changes RRS 62.1(a). B. If the warning signal for a succeeding class is made with the starting signal of a preceding class, and if the preceding class has a general recall, then the class flag of the succeeding class will be removed and the start of the succeeding class will be considered abandoned without further signal. The recalled class will be the next class to start. 14. SHORTENED COURSE A. The short course Committee Boat may use its engine to hold position. This shall not constitute grounds for redress. This changes RRS 62.1(a). 15. TIME LIMIT A. Boats failing to finish with 30 minutes after the first boat in her class sails the course and finishes Will be scored DNF without a hearing. This changes RRS 35, A4 and A5. B. The time limit for the first boat in each class in each race is 2 hours. C. If no boats finish in a class in any single race, that race for that class is considered abandoned. 16. PENALTIES, PROTESTS AND WITHDRAWALS A. RRS 44 is in effect with the exception that only one (1) penalty turn is required and that RRS 44.3 (scoring penalty) is excluded. B. Boats who wish to protest or withdraw shall inform the Race Committee on VHF Ch. 72 upon either finishing the race in which the incident occurred or withdrawing from the race. Failure to do so will render the protest invalid unless major damage occurs or there is physical injury. C. Protest forms will be available at the AYC clubhouse. D. Written protests shall be filed with the Race Committee at the AYC clubhouse within one hour after the RC boat arrives at the dock. E. The Race committee shall post the filing deadline no later than 15 minutes before the deadline. F. The protest committee shall post the identity of protesting and protested boats on the notice board upon receiving the written protest. G. It is each boat’s responsibility to check the notice board H. Protests will be heard downstairs at the AYC clubhouse starting as soon as possible after the close of the time for filing protests. I. Any vessel registered with AYC’s Tulip Regatta who impede commercial traffic and the commercial vessel sounds 5 horn blasts will be protested by the Race Committee and the Protest Committee shall assume that the protested boat has impeded passage or violated the US Inland Navigation Rules. The protested boat shall have the burden of proving otherwise. (It is strongly advised that all yachts monitor commercial vessel traffic channels (Channel 5 and 16) and AIS if possible.) 17 PROTEST ARBITRATION A. Arbitration hearings may be held prior to the protest hearing for all protests involving violations of Part 2 or 31, but only if each party is represented by a person who was on board at the time of the incident. No witnesses will be permitted. However if the arbitrator decides that 44.1(b) may apply or that arbitration is not appropriate, the meeting will not be held and if the meeting is in progress, it will be closed. B. After hearing the testimony of each representative, the arbitrator shall reach one of the following conclusions: i. Protest is invalid ii. There was no breach of a rule iii. One or more boats broke a rule C. If the representatives agree, and then protest is withdrawn and cannot be reopened. D. If the representatives cannot agree on the above then the matter should go to the jury for a hearing. E. When the protest is referred to the jury, the arbitrator shall not be a member of the jury hearing the protest 18. COURSES A. Start and Finish line definitions and mark descriptions are listed on the attached sheet labelled Exhibit 1. B. All courses shall be windward leeward with all marks being left to port. C. There will be one or more class numbers plus a list of rounding marks displayed on a placard on the Race Committee Boat at that class’s warning signal. D. The Race Committee will announce classes and courses on VHF channel 68. EXHIBIT 1 – COURSE DIAGRAMS WHEN STARTING Start between “S” and the orange flag on the fly bridge of the Race Committee signal boat. Leave the Race Committee Signal boat to starboard. WHEN FINISHING Finish between “F” and the blue flag on the starboard side aft deck of the Race Committee signal boat, leave the committee boat to Port if finishing upwind, or to starboard if finishing downwind. COURSE DESCRIPTIONS Courses for each class will be defined by a placard on the stern or fly bridge of the committee boat bearing a number representing the class and a series of letters representing the course. Classes whose class number is not displayed are to standby unless their class number is listed.
