CALL TO ORDER The Chair called the meeting to order at 7:09 pm 2. CHAIRMAN READS THE STATEMENT OF PUBLIC HEARING The Chair read out the Statement of Public Hearing 3. INTRODUCTION TO PROPOSAL Kole Casey introduced the proposal as follows LANDOWNER: Ministry of Forests, Lands and Natural Resources Agent: Viktor Kisser of the CGF Church Dawson Creek LEGAL DESC: Northeast ¼ of Section 7, Township 78, Range 16, W6M, PRD PROPOSAL: To re-designate 4.5 ha (10 acres) of the parcel from OS “Park and Natural Environment” to CIVIC “Civic, Assembly and Institutional” and rezone the parcel from P-1 (Park and Open Space Zone), to P-2 (Civic, Assembly and Institutional Zone) to build a church, parking lot and recreation area (playground). 4. 5. SUMMARY OF APPLICATION PROCEDURE Kole Casey read the Summary of Application Procedure as follows: July 18, 2014 → PRRD receives application → Application and proposed bylaw referred to municipalities and November 24, 2014 provincial agencies December 12, 2014 → PRRD Board gives zoning amendment bylaw 1st & 2nd Reading and authorizes a public hearing to take place pursuant to s. 890(4) of the Local Government Act, and that public notice be issued February 5, 2015 → Public hearing notification mailed to landowners February 12 & 19, 2015 → Public notification advertised in Northeast News February 24, 2015 → Public hearing takes place in Arras, BC COMMENTS FROM AGENCIES AND MUNICIPALITIES RECEIVED Kole Casey read out the comments from agencies and municipalities as follows: MINISTRY OF TRANSPORTATION: The Ministry supports the proposal to rezone a portion of Legal Subdivision 16, Section 7, Township 78, Range 16, W6M, PRD from Park to Civic Assembly to allow for a church, parking lot and recreation area in the community of Arras. A driveway access permit from the Ministry will be required in the future, once the purchase from the Crown is finalized. NORTHERN HEALTH AUTHORITY The Northern Health Authority has no objection to the proposed bylaw amendment. Be aware any application for subdivision must be forwarded to the Northern Health Authority, as do applications for drinking water system construction and sewerage filing. Please contact our office at 250-719-6500 for any questions regarding this matter. DISTRICT OF TAYLOR Interests unaffected by Bylaw CITY OF FORT ST JOHN Interests unaffected by Bylaw 6. WRITTEN COMMENTS RECEIVED FROM PUBLIC · No comments received 7. COMMENTS FROM APPLICANT · Lives in Bessborough on the 212 Rd. · Agent on behalf of CGF Church which stands for Christian Gospel Fellowship · Most of the congregation lived in Germany o Many have lived in Canada from 10 to 20 years o Some are Canadian Citizens, some are still German Citizens · Want to have a place to have service for their church and the area fits our needs · Some come from Dawson Creek but we have had people come from Beaverlodge · This is essential for us and the location is good 8. COMMENTS FROM PUBLIC Lorne Ireland • What type of Denomination will be the church? Viktor Kisser • Christian Gospel Fellowship is evangelical, not Catholic Lorne Ireland • Not Muslim? Viktor Kisser • No Pollyanne Moorman • Your church has had meeting in Taylor and Fort St John? Viktor Kisser • Yes Sharon Basset • If this proposal does go through, would you have a cemetery? Viktor Kisser • Never thought of it, but we could Pollyanne Moorman • Not opposed to the proposal, however the area was called the Boy Scout area at one time and I never saw any boy scouts. I own the parcel of land next to the proposal and I tried to subdivide the property for my son to live on and it wasn’t approved. I am curious how the rules are different for each application. Bruce Simard • Not pertaining to this application, recommend to stay till after the public hearing so we can discuss your application Sharon Bell • Are you planning on taking out all the trees? Viktor Kisser: • Some will have to be removed but no trees are good Lorne Ireland • Where would you have the access for the Church? Viktor Kisser • We would access the church from 235 Rd, would like it to be there 9.
