2017 Club & Pennant Captains Workshop Notes

The workshop commenced at 12.00 noon.

Peter Castrisos, Golf Australia, gave a rules presentation on the new rules that do not come into effect until January 2019. The new rules have been
considered since 2012 and have been written in a language that everyone can understand. The number of rules have been reduced from 33 to 24. There
will be a players rule book available with only 20 rules.The new rules have been introduced in order to be fairer, quicker to play, and easier to understand.
Comments can be made on the new rules via the R&A website (or via GQ website) until 20 August 2017 – they are seeking public comments from golfers
on the changes. In early 2018 once feedback has been received, the rules will be released on 1 January 2019. There will be 30 rule changes. Peter went
through some of the rule changes and provided information for distribution to B&D ladies via the BDLGA website.
The R&A are deciding on the following rules:
 No penalty for a double hit.
 Allowing the ball to be declared lost (can’t do at the moment – it s deemed lost).
 Alternative for stroke and distance for OOB.
Peter encouraged everyone to give feedback on the new rules.
At 12.45 BDLGA President, Judy Shelton thanked Peter for his attendance and welcomed everyone to the workshop.

Tournaments (Judy Shelton)
Thank you to Vicki for preparing the annual report and handbook. The first tournament for the year is the Foursomes on 24th March at McLeod. Late entries
are being taken up to Thursday, 16th March. The Junior Championships are on 5th April at Virginia. Please remind juniors at your clubs. Final of junior
pennants is this Sunday at Redland Bay. Please encourage your champions to compete in the Champion of Champions event in May. The Qld Golf
Foundation Brooch for 2017 – entry money for this event is going towards the Qld Golf Foundation. This is not the BDLGA District Brooch. The Gertrude
McLeod event is also a Golf Qld event, not a BDLGA event. Please put the BDLGA schedule and entry forms up in club ladies rooms and encourage
members to come to BDLGA tournaments.
We are sponsoring with the ALPG a National Clinic at Oxley Golf Club on 30th March. This event will replace the Sip and Swing events as we can
accommodate more ladies at the clinic which can accommodate 60. We are sponsoring the day with Tony Hollands Funerals.
Last year we secured Thailand Golf Tours as a new sponsor (Graham Davison). Graham has proposed a new year-long competition - “Race to Hua Hin
Amateur Golf Week”. Judy explained the competition to attendees – explaining the points system and that the more BDLGA events you enter, the more
chances you have to win a spot in the playoff which will be held at Oxley Golf Club on 24th November.
Pennants (Deborah Marsland)
Deborah discussed some changes to the 2017 Pennant Regulations as published in the Handbook. Briefly:
















A Player may play up only once.
Registered Players.
Weekend Pennants is a separate competition and may not fill in / vice versa.
1st and 2nd teams MAY be promoted and last placed teams MAY be relegated.
Weekend pennants zoned as much as possible.
If a GA handicap moves up or down players may still play in the team they were registered but on their new handicap.
Reserve players must be clearly noted as a reserve player on PRFs. (otherwise, only register 5 core players)
A non registered (reserve) player who plays up once, may play in a lower team with the first game declared as their one play up.
Change to GA handicaps.
Mobile phones and distance devices – players AND CADDIES to be aware of pace of play with distance devices.
Mobile phones as a GPS device is not permitted.
Motorised carts – rates are not the responsibility of BDLGA, carts must be booked by individual players.
Team lists – 5,4,3,2,1 - new playing order.
Pennant Captains make sure players are aware of pace of play and distance device rules.
A new incentive which cannot be enforced, however, pennant captains please encourage teams to sit with opponents rather than their own club
groups to enforce camaraderie between teams. A suggestion would be to put team names on tables in the clubhouse.
It is a player’s responsibility, not the caddy, to resolve any disputes.

Questions
If a player has played up twice can they then not play in a lower
division?
If it is the last game – how would anyone know if a player has
played up once before?
Divisions off the stick Div 1 – 4. Why is there a maximum handicap
with off the stick matches?
Duties of Hostess – reverse balanced index. Why is it not included
in the duties.
Slope ratings
Comments
If they have played up twice then they have to stay in that higher division.
This shouldn’t happen in the spirit of the competition.
This is to encourage clubs to choose their best players in these divisions.
Deborah will send out a separate email to clubs who need to do this. There are only a
few clubs that will have a double up of divisions and require a balanced index.
Pennant captains please make their pro shops aware what the slope rating is so that
this information can be passed on to anyone who might call to enquire.
Alternatively, pennant captains can email their slope rating to Deborah and she will
advise pennant captains concerned.
Deborah reiterated for all pennant captains to ensure that clubs are aware of the pennant matches and dates.
