FTA-required locally developed, coordinated public transit-human services plans have been completed in all 12 of
Minnesota’s Economic Development Regions, however, which cover the entire state outside of the Twin Cities
metro area. Most plans were completed by regional planning entities called Regional Development Commissions
(RDCs) under MnDOT contracts; the process included the creation of regional steering committees that discussed
coordination issues. Four of the state’s seven Metropolitan Planning Organizations (MPOs) coordinated with RDCs
on their plans; the other three MPOs are developing their own plans. The RDCs and MPOs that conducted
