TENDER NOTICE FOR SUPPLY AND INSTALLATION OF CURTAINS AT ZTC BHOPAL
ZONAL TRAINING CENTRE of LIC of India, Central Zone, “JEEVAN VIDYA”, is located at 60-A, Arera Hills,
BHOPAL – 462011.
Life Insurance Corporation of India, Zonal Training Centre, Bhopal (hereinafter referred to as ZTC) invites
sealed Tenders for supply and installation of CURTAINS for its 36 HOSTEL ROOMS and ONE WARDEN ROOM.
The tenders are invited in the prescribed format under two bid system – Eligibility Condition + Technical Bid
(Part I) and Financial Bid (Part II) – from the AUTHORISED DEALERS OF D’DECOR HOME FABRICS PRIVATE
LIMITED in Bhopal.
Interested Vendors may collect the tender document on payment of Rs. 100/- [non-refundable] in Cash.
Tender document will be available at the Office of Manager [Administration], ZTC Bhopal.
The Tender Document can also be downloaded from the website www.licindia.in. In case, the tender
document is downloaded, the tender fee of Rs 100/- (non-refundable) should be paid through Cash which
must be deposited on or before the pre-bid meeting. Receipt of Rs 100/- may be obtained from the cash
counter. The Bidders who fail to deposit the tender fees will not be allowed to participate in the pre-bid
conference.

Tender for providing Curtains for 36 Hostel rooms & 1 Warden room
at Zonal Training Centre, Bhopal.
TERMS & CONDITIONS
1) The eligibility terms and conditions and the technical specifications referred to as Technical
Bid are defined in Annexure A and the compliances for the same have to be submitted in
Annexure A1.
2) The tender should be submitted in two separate parts.
a. Part One should contain compliance of Eligibility Conditions and technical
specifications as per Annexure A-1 and
b. Part Two should contain Financial Bid as per Annexure B.
Two sealed envelopes, one containing Annexure A-1 along with relevant documents and the
other containing Annexure B should be inserted together in a single envelope, sealed and
super scribed with “Tender Ref. No. and Name & Contact No. of the Tenderer.” The tender
will not be considered if Annexure A-1 along with relevant documents and Annexure B are not
submitted in separate envelopes.
3) All Annexure should be duly sealed and signed by the authorized person along with contact
details of firm.
4) Tenderer has to submit a certificate of being Authorised dealer from the manufacturer as
per Addendum-1 along with Eligibility conditions & Technical Bid.
5) The submission of the tender will be taken as a confirmation of acceptance of our terms
and conditions of tender after understanding the tender completely.
6) The rates quoted in Financial Bid as per Annexure B should include All material plus
stitching charges as well as all taxes and freight including VAT and installation charges etc.,
wherever applicable, up to ZTC. No separate payment of whatsoever nature will be made
other than the rates quoted.
7) The whole process of delivery/installation of Curtains by the L-1 vendor has to be
necessarily completed within 21 (Twenty one) days of placing the order by ZTC excluding
Sundays and Holidays. Decision on any force majeure condition will be taken by Principal ZTC
on representation by the vendor.

8) The Tenderers will have to submit documentary evidences confirming Registration with Sales
Tax, Service Tax and allotment of TIN.
9) ZTC reserves the right to reject any tender or all the tenders at any stage without stating any
reasons for the same and the decision of ZTC will be final and binding on all vendors.
10) Any dispute arising out of or relating to this tender shall be deemed to have arisen at Bhopal
and shall be subject to adjudication by a Court in Bhopal only.
11) In case the qualified bidder (L1 Bidder) refuses to execute the purchase order, either full or in
part, ZTC may debar or blacklist the concerned bidder and the decision in this matter will be
final and binding on the L-1 Bidder. The order will then, at ZTC’s discretion, will be given to L2
bidder at L1 rates, if L2 bidder agrees for the same.
12) Penalty Clause-1: In case of failure in supplying and installing curtains within 21 days from the
date of issue of work order excluding Sundays and Holidays, ZTC reserves the right to impose
penalty of Rs 100/- per day for first 10 days and Rs 200/- per day thereafter subject to
maximum of Rs 3000/-. Delay beyond one month may result in the cancellation of the
purchase order.
13) Penalty Clause-2: In case the Stitching of curtains is not found as per the specifications given
in the tender, ZTC reserves the right to impose penalty of upto 5% of the total bill value
excluding taxes depending on the extent of deviation and as decided by Principal ZTC.
14) One or more curtains will be sample checked for stitching measurements specifications. If not
found as per measurements specified then prorata deduction for shortfall in material will be
made for the entire lot, apart from penalty clause as defined in clause 13 above.
15) The Tenderer whose tender would be approved [L1 bidder] will have to submit a Performance
Bank Guarantee of a Scheduled/Nationalised Bank as per format given in Addendum-3. Bank
Guarantee should be valid up to one year. Please note that the Bank Guarantee in the form
given by us should be sent to ZTC directly by the issuing Bank under Registered post [A.D.] /
Speed post and not through the Tenderer himself. The performance bank guarantee has to be
submitted within 10 days of the issue of Letter of Intent (LOI) and will be equal to 10% of the
Financial Bid value.

The bidder for the tender must be a registered entity [Public Limited/Private
Limited/Partnership Firm/Sole Proprietor] having a valid Commercial Tax Registration
for last 5 years and Gumasta (as applicable). It should have an operating unit in Bhopal

The bidder should be authorized dealer of D’DÉCOR HOME FABRICS PRIVATE LIMITED

The bidder’s firm should have minimum annual turnover of Rs. 50 lacs for each of the

The bidders that have been blacklisted / prosecuted by any Department(s)/Statutory
Bodies/LIC of India/Banks/any other organization or by any Court of Law, shall not be
entertained.
