As this is the first Henty 4WD and Outdoor Expo it is not known how many will attend although expectations are around the 10,000. There are over 150 exhibitors and many displays organised. Developed a “Subscribe” button on website for general public to receive a copy of the monthly “Whats On in Greater Hume Shire”. Arranged promotions through Henty 4WD Expo, Henty Art Show and community markets. Henty 4WD and Outdoor Expo, organised a ‘Visit Greater Hume’ display on Site E24 in Expo Shed A. The Visitor Experience Plan was endorsed by Greater Hume Shire Council at its March 2014 meeting. An expression of interest has been sent out to all Tourism Operators in Greater Hume Shire to gauge interest in the development of a Tourism Operators Group, which will be separate from Greater Hume Shire Council, whose role will be in advocacy, developing industry networking, enhancing the visitor experience, liaising with Greater Hume Shire Council and marketing/promotion. A number of EOI were received and an email has now been sent to arrange a common meeting time. Australia Day to be held in Jindera in conjunction with the 150th Town Celebrations. Delivery Plan 7.1 ANNEXURE 12 Page 2 of 6 Prepared by Kerrie Wise TOURISM AND PROMOTIONS REPORT (February 2017) Murray Regional Tourism The Murray Regional Tourism (MRT) is a joint venture between Albury, Balranald, Berrigan, Campaspe, Corowa, Deniliquin, Gannawarra, Greater Hume, Mildura, Moira, Murray, Swan Hill, Wakool, Wodonga, as well as Tourism Victoria and Tourism New South Wales. The objectives of the organisation are coordination of destination and product development, assess industry development needs and opportunities, assess community awareness and understanding of tourism and its benefits and future opportunities. • • Delivery Plan 11.1.5, 11.3.12, 11.3.16 • Murray Arts • ANNEXURE 12 Murray Arts aim is to actively assist the ongoing development of, and participation in, arts and culture throughout the Border region. The cultural tourism network, within Murray Arts comprises of tourism and cultural officers working on cross promotion of events, funding initiatives and workshops. MRT Digital Platform - The Greater Hume Shire site is now live, www.visitgreaterhume.com. The Tourism and Promotions Officer and VIC Officer are still busy uploading more information. Linkage issues have now been rectified. Have commenced integration with Bookeasy, booking system. NSW Regional Tourism Organisation review has been undertaken and it has been determined that Riverina and Murray Regional Tourism should merge into one area. This has created some problems as Murray Regional Tourism straddles both sides of the Murray River with funding also coming from Tourism Victoria. Therefore Murray Regional Tourism is advocating (and up until December 2016 had been given a guarantee from the NSW Government) that due to the special situation it would continue to stand alone and that it would have a dual relationship with the new Riverina Murray Regional Tourism Organisation. Unfortunately late December 2016 the NSW Government reneged on its decision and we are expected to merge fully with Riverina. This situation places all NSW Councils within Murray Regional Tourism in a difficult position as it impacts the ability to progress important cross border initiatives to grow the visitor economy for the Murray region. Murray Regional Tourism over the past month have undertaken a number of advocacy activities and our advocacy group nominated by the LGAs are involved whenever possible, including meeting with NSW Local Members, writing to relevant ministers and NSW Premier, Gladys Berejiklian, Victorian Minister Tourism and Major Events, briefing James McTavish, NSW Cross Border Commissioner, requesting a meeting with the Chair and CEO of Destination NSW and preparing a stakeholder advocacy document to be used when meeting with NSW Government representatives. Tourism and Promotions Officer has been appointed to the Murray Regional Tourism Crisis Management Group which is currently working on a Crisis Management Plan for the regional. We are working with Stu Toplis from Tourism Victoria, who has developed an excellent Tourism Crisis Management Planning toolkit for Tourism businesses in Victoria. The Murray Crisis Management Plan will cover all crisis’s from natural to manmade. Arranging with Murray Arts to display the “Sum of Us” Exhibition on the Murray Arts website. Mrs Biggs has extensive experience with regional museums and her services will be made available to all public museums in Greater Hume Shire. • • • Delivery Plan 5.9, 11.1.5. Shire Newsletter To create a Shire wide newsletter that provides information to all shire residents on council and community services and events as well as other general information that is relevant to residents. • The Sum of Us exhibition is still on display until 19 March, when the artefacts will be returned to the individual museums. There are some great stories from all of our community museums. The exhibition will go on display on Visit Greater Hume and Murray Arts websites. Diversity project – Video completed in November is currently being developed by the Augmented Reality Group. Commenced preliminary meetings with A-Positive to develop AR Holograms for the museums. Disaster Workshop – (funding via a grant from Museums & Galleries NSW) Held a Disaster Workshop on Tuesday 14 February for all our museums at the Albury Library Museum, seven museums attended. The workshop gave the volunteers the skills and information to prepare for a potential disaster at their museums such as flood or bushfire. The workshop raised the question of Disaster Management Plans which could be a project for late 2017/early 2018. Autumn Newsletter has been distributed from 13 March and included information on Australia Day, Holbrook Landcare, Library, Tourism and Events, Road Safety, Works Program, ANZAC Day, Economic Development and Social Plan, Sum of Us Exhibition and a survey to residents/readers relating to the future format of the newsletter. General Business: 1/ It was reported that the swimming pool building is to be demolished one week after the pool closes on the 12th March. Garry expressed hope that the historical doors on the entrance be retained and used in the new structure. Beryl suggested that the existing filtration might be kept for its historic value. 2/ Discussion took place on the hazardous nature of the shopping precinct noting that a number of people have been injured when walking on the footpaths(it was decided that their names not be noted) with a number having close calls. We are looking to the streetscape being completed which will remove the hazards currently existing. 3/ The HCDC committee is disappointed at the lack of communication from the council engineer on progress of the ‘Streetscape’ project. ANNEXURE 15 4/ Garry suggested that we use 2GHR FM 96.7 when communicating with Henty residents it is a free service. Trent Geddes is the ‘Station Manager’. 5/ Chair Neil commented on the as yet unfinished Comer St. Bartsch Ave. intersection. 6/ Council is reorganizing Tourism committee. 7/ Community transport ‘Kalliana’ is now being organised from Albury which anecdotally has resulted in a poorer service to the Henty community. 8/ The need for marked pedestrian crossing on the Olympic Highway and/or Allen St and Sladen St west of roundabout may need to be to be investigated with traffic committee of GHS 9/ Neil is going to attend a meeting of the ‘Headlie Taylor Header Committee’ on 06/03/2017. 10/ Garry suggested that the speed limit in Sladen St bounded by Ivor and Alan Streets be reduced to 40kmhr-1 and that an unbroken centerline be ‘painted’. The aim being to slow traffic down and to stop the dangerous practice of reversing right hand down over an imaginary centreline. Once the streetscape project is completed there will be a smaller margin of safety for people carrying out this maneuver. It exists in Rutherglen but they do have parallel parking. Council use the same guidelines from TfNSW to assess bus stops. Moven bus stops on Brownrigg Street and Purtell Street have been investigated by Council and construction is anticipated to commence in the new financial year subject to residents approving the decision to construct a central consolidated bus stop on Brownrigg Street, Morven. Railway Parade, Holbrook – Illegal turning is occurring at the location and Kanes will not continue to do this. Council are commencing works at the intersection in October 2017. Council will arrange an on-site meeting in the next month with Kanes Buses to determine bus stop requirements. Bus zone Billabong High School, Culcairn – vehicles on occasion park in the bus zone. St Pauls Lutheran School, Henty – Road beginning to break up. Third Avenue, Henty – potholes. Hopetown Street, Culcairn – Trees overhanging. ANNEXURE 15 FRRR HEYWIRE – OPERATION DEFROST PROJECT The project is continuing in 2017 with the script for the play being completed by Monday 6 February and the first workshop for the year also held on this day. Action: Hannah will continue to liaise with all parties involved in the project in early 2017. CORRESPONDENCE IN Correspondence in form of an email of thanks from Greater Hume Shire’s General Manager Steven Pinnuck was sent to Emily Jones. GENERAL BUSINESS Australia Day 2017 to be celebrated Henty Library & Youth Services Development Officer thanked everyone on the Youth Advisory Committee who assisted on Australia Day at Henty. Emily Jones was also congratulated for her success in receiving the Young Citizen Australia Day award. Youth Week 2017 It was decided that the Youth Advisory Committee would go ahead with plans to organise a Youth Week event which will bring attention to young people in community the plight of young people who are homeless. Action: Emily Jones will meet with Susan Kane on Friday 3 February to go over the Youth Week program. Councilor Denise Osborne will be invited to attend the March 2017 Youth Meeting to provide some information on homelessness issues in the Greater Hume Shire. Holly Johnson to come up with an appropriate title for the project. April School Holidays 2017 It was decided to investigate the feasibility of organising bubble soccer at Holbrook this year as young people other towns have enjoyed this activity. Committee member Mitchell O’Keeffe to provide the Bubble Soccer ball. Action: Mitchell O’Keefee to send Susan Kane his Certificate of Currency to see if he has the correct insurance to do this or Jason from Bubble Soccer will be approached to facilitate the program. Battle of the Bands A letter was sent to Hamish and Andy to see if they could attend the event. Unfortunately Hamish and Andy will not be able to attend due to other commitments. Susan Kane discussed with the committee about instead of holding the Battle of the Bands at the Culcairn Memorial Hall that it is held in partnership with Billabong High School or St Paul’s College. Henty Machinery Field Days (HMFD) – Traffic Management Plan (EAR No: 147.2016) Refer to ANNEXURE 1 Accepted 5 GENERAL BUSINESS 5.1 UNSAFE SCHOOL BUS STOP – DIGHTS FOREST ROAD, JINDERA On the 29 November 2016 Council received a request from Brad Lodge at Lodges Bus Service to inspect an unsafe school bus stop at 230 Dights Forest Road, Jindera and offer alternatives or fixes to the stop. ANNEXURE 2 Report A site inspection was conducted on the 9/12/2016 by Councils Manager Traffic and Infrastructure who advised the stop is currently unsafe as the 57 seater bus (12 metres in length) is unable to exit the road completely in both directions. It was recommended that all Dights Forest Road bus stops will be investigated further by Councils’ Road Safety Officer to determine a solution. The Councils Road Safety Officer established there were no other bus stops along Dights Forest Road that Lodges Bus Service felt was unsafe. Sharps Bus Service was sent an email on the 16 January 2017 asking them about any un-safe school bus stops they have concerns about on that section of Dights Forest Road, a reply was received from Sharps on the 23 January stating they had no concerns. The sight distance from the bus stop in both directions exceeds the recommended 9 seconds or 250 metres for a 100km speed limit zone. This section of Dights Forest road is flat with no curves, inclines or declines to obstruct vision. Recommendation The Local Traffic Committee endorses the request and recommends Council undertakes works to remedy the safety of the stop. Carried 230 Dights Forest Road driveway Heading west towards Jindera School Bus Pads – 230 Dights Forest Road 5.2 REQUEST FOR RELOCATING TOURISM SIGNS – NATIONAL MUSEUM OF AUSTRALIAN POTTERY, HOLBROOK A request has been received by Council from the National Museum of Australian Pottery to consider relocating the two previously approved tourism signs. The sign north near the Post office they would like relocated to the footpath opposite Raymond Street, to alert visitors who enter from the north. The sign south on the corner of Bardwell Street in front of the Glenndale Motel to be relocated to the footpath near the northern boundary of the new Caltex Service centre complex, which would alert visitors who were only calling in for petrol or food. ANNEXURE 3 Recommendation The Local Traffic Committee endorses the request and recommends Council relocate the signs to the locations identified in the request. Carried 5.3 REQUEST FOR BIKE STAND AT BUS STOP – CNR TOWNVIEW AVENUE & SCHOLZ STREET, WALLA WALLA A request was received by Council on the 17 November 2016 by Angela Godde asking if is possible to get a bike stand built at the Townview Ave and Scholz Street bus stop in Walla Walla. ANNEXURE 4 Recommendation The Local Traffic Committee decline the request as this will place a precedence for all bus stops within the Greater Hume. Carried Greater Hume Shire Council Local Traffic Committee Meeting MINUTES Wednesday 22 February 2017 Page 3 of 42 ANNEXURE 15 5.4 REQUEST FOR RESTRICTED PARKING – RAILWAY PARADE, CULCAIRN Council received a signed petition from Kristy Wilksch at the Culcairn Development Committee meeting on the 18 October 2016 requesting restricted parking be installed on the western side of Railway Parade, Culcairn to allow trucks to park easily and access the CBD. ANNEXURE 5 Report Councils Director Engineering responded to the request sending a letter to Kristy Wilksch stating the matter will be discussed at the next Local Traffic Meeting which was scheduled for November but did not eventuate. The letter addressed the request informing that truck parking is provided on the eastern side, north of the Culcairn Hotel along Railway Parade, Culcairn. ANNEXURE 5A A response to the Council letter was received by Council on the 18 November 2016 from Andrew Thomson stating that the current truck parking area: 1 2 We consider provides parking for residents of Culcairn Does not meet the needs for: A) Locals to do business close to the centre B) Tourists travelling through C) Transporters travelling through Councils Manager Traffic and Infrastructure phoned Andrew Thomson on the 24 November 2016 informing Mr Thomson the matter will be discussed at the next Local Traffic Committee Meeting in the new-year. A site inspection of the proposed restricted parking area on Railway Parade, Culcairn was conducted by Councils Road Safety Officer on the 18 January 2016. The inspection revealed: 2 x no truck parking signs between the hours of 9pm and 7am. 2 driveway entries into the vacant Telstra building. Insufficient parking space - 15 metre distance in between Telstra driveways (average length of a semi-trailer is 19 to 25m). Compromised vision for drivers approaching the roundabout from the south and west if large trucks park in the requested area. Safety concerns for truck drivers entering and exiting their vehicle from passing traffic. Carried LEGEND Truck Parking Trailer/Caravan Parking Greater Hume Shire Council Local Traffic Committee Meeting MINUTES Wednesday 22 February 2017 Page 5 of 42 ANNEXURE 15 5.5 SAFETY CONCERN/RISK, REGARDING HEAVY VEHCILE PARKING – CULCAIRN SWIMMING POOL CARPARK, CULCAIRN An email was received by Holbrook Police on the 26 December 2016 from the Corowa Sector Supervisor, Sergeant Andrew Robertson, requesting a review of safety concerns which have been raised by local residents on Balfour Street, regarding heavy vehicles and trailers being parked and or left at the Culcairn Swimming Pool public carpark during the day and at night/overnight. ANNEXURE 6 Report Residents are concerned that children and other patrons using the pool who also park in the carpark are at risk of being run over by a truck, or their vehicle being damaged. In addition to this, truck drivers leave their trucks idling for 20 minutes or more when starting up or shutting down, which is waking up the elderly residents living opposite. It is the opinion of Sgt Andrew Robertson that the carpark needs signage stating that no vehicle over 4.5 tonne can park in the carpark, eliminating heavy vehicles from parking there. The location has been monitored regularly by Councils Road Safety Officer during the day since the request was received and it has been noted that very few passenger vehicles and no trucks have been sighted parking in the swimming pool carpark. Truck trailers have not been parked and unattended in the carpark during the day either. Passenger vehicles have been noticed parking on Federal Street under the shade of the trees opposite the pool. Council has not received complaints or safety concerns from residents regarding the Swimming Pool carpark. Recommendation The Local Traffic Committee recommends Council take no immediate action but monitor the situation. Carried 5.6 REQUEST FOR SPEED LIMIT CHANGE – KYWONG HOWLONG ROAD, WALBUNDRIE Council has received a request from Ingrid Bassett that the 50km/h speed limit distance be lengthened when travelling south from Walbundrie to the intersection of Drysdale Road. ANNEXURE 7 Report A site inspection was conducted on the 16 January 2017 by the Road Safety Officer. The distance from the 100km sign to the intersection travelling south is approximately 300 metres. The advisory signs approaching the intersection are clear and easy to identify even though the speed limit increases to 100km. Available crash data identifies that there have been no reported crashes at the intersection within the last 5 years. Recommendation The Local Traffic Committee recommends that Council decline the request but monitor the approach to the intersection with traffic classifiers on the Kywong – Howlong Road within the 100km zone to monitor the traffic situation. Carried Greater Hume Shire Council Local Traffic Committee Meeting MINUTES Wednesday 22 February 2017 Page 6 of 42 ANNEXURE 15 5.7 REQUEST FOR DISABLED CARPARK AND KERB RAMP – HOLBROOK PUBLIC SCHOOL, SWIFT STREET, HOLBROOK Mayor Heather Wilton has requested whether a suitable disabled car parking area and kerb ramp can be constructed on Swift Street to allow access to Holbrook Primary School for disabled people. Councils Road Safety Officer spoke with Cr Wilton on 25 January 2017 to further discuss the request and established that there are siblings and grandparents of students who attend Holbrook Primary School regularly to attend assemblies and other events. A phone call to Holbrook Primary School on 9 February 2017 highlighted that there is currently 1 disabled carpark in the teacher’s carpark area which is used every day by the Father of an attending student, otherwise there is no-where else for disabled parking. The school regularly has people with limited physical abilities, especially the elderly attend the school for weekly assemblies, sporting events, annual performances and when there are elections. Recommendation The Local Traffic Committee endorse the request and recommend Council investigate a suitable location for a disabled carpark on Swift Street, close to the rear entrance of the School and construct the disabled carpark and associated kerb ramp as part of the future works program. Carried 5.8 SCHOOL BUS STOPS – MORVEN Council received a phone call from Dennis Kane of Kane bus services in mid- December 2016, requesting three bus stops in Morven village be modified to address safety issues. Report A site inspection was conducted on the 17 January 2017 by Councils Road Safety Officer, Dennis Kane and bus driver Patrick. Currently all three bus stops do not allow for the bus to pull off the road. Two stops are on Brownrigg Street outside house numbers 3 and 19 and one stop on Purtell Street outside number 7. Brownrigg Street is undergoing a speed zone reduction investigation from 80km to 50km. The road shoulder on the eastern and western side of Brownrigg Street is suitable to construct a consolidated all-weather bus stop and shelter. Council report submitted ANNEXURE 8 Report A speed zone survey recommended by RMS was posted to 40 residents in October 2016. The survey results are below. Residents have also advised a majority of light passenger vehicles are also above the speed limit of 50km/h. ANNEXURE 9 Report On 11 January 2017 Councils Road Safety Officer and Technical Officer placed traffic classifiers on Dights Forest Road to capture data regarding the complaints. Traffic classifier 1 site: Prior to 50km ahead sign, near transfer station within the 100km/h speed zone, heading into Jindera village. Traffic classifier 2 site: 50 metres inside 50km/h speed zone, heading towards roundabout. The data results from the classifiers show the average daily traffic (ADT) is 1022 vehicles. Recommendation The Local Traffic Committee recommends that Council install a “Residential area trucks limit engine braking” sign prior to the 50km sign and further investigate the situation with a joint assessment from RMS and Councils Road Safety Officer to develop road safety solutions to improve safety at this location. Greater Hume Shire Council Local Traffic Committee Meeting MINUTES Wednesday 22 February 2017 Page 10 of 42 ANNEXURE 15 5.11 REQUEST FOR TURNING AREA AND ELIMINATE ROAD - SHOEMARK AND SCHOLZ ROADS GRAVEL ON BUS STOP – 401 SCHNAARS ROAD , CULCAIRN Council has received an email from Councillor Terry Weston who had a site inspection with Hayden Lieschke regarding the possibility of the installation of a safe turning area at the intersection of Shoemark and Scholz Roads and eliminate curved short cut road on Scholz Road to create a T intersection. ANNEXURE 10 Councillor Weston also received a verbal request from a bus operator asking for gravel to be placed on the bus stop at 401 Schnarrs Road, Culcairn. Report Council’s Road Safety Officer contacted Mr Terry Weston by phone on Friday 27 January to further investigate the request. Mr Weston is of the shares opinion of Hayden Lieschke that the intersection requires works to create a safe turning area for the school bus and that the curved short cut road is unsafe to pull back onto with a bus due to the roads width, limited visibility and speed of travelling vehicles. Recommendation The Local Traffic Committee recommends Council further investigate options for improving the safety at this location. Carried Gravel on Schnaars Road next time road is graded. Greater Hume Shire Council Local Traffic Committee Meeting MINUTES Wednesday 22 February 2017 Page 11 of 42 ANNEXURE 15 5.12 DANGEROUS ROAD FOR B-DOUBLE TRUCKS – RIVER ROAD, JINGELLIC Council received an email from a very concerned Tony Jefferies at 3870 River Road, Jingellic stating that he had grave concerns for the roads condition. Mr Jefferies would like to see the dangerous corners straightened and the road reclassified to stop B-Double trucks from using it. ANNEXURE 11 Report Councils Manager Traffic and Infrastructure and Road Safety Officer attended a meeting at 3870 River Road on Tuesday 7 February 2017. Tony Jefferies was in attendance along with three other residents along River Road who share the same concerns. Councils Manager Traffic and Infrastructure assessed the condition of River Road and due to the high rainfall in 2016 the road is in reasonable condition. Some of the corners that were mentioned by the residents to be unsafe due to limited visibility were photographed and noted for future recommendations subject to further investigations and budgeting. The corners identified are solid rock. Recommendation The Local Traffic Committee recommends Council take no action regarding the request to reclassify River Road to stop B-Double trucks due to land owners requiring efficient livestock transportation. The Local Traffic Committee also recommends Council install traffic classifiers to monitor vehicle numbers and vehicle type and assess the appropriate type of future works due to the geographical terrain and overall length of River Road. Traffic classifier 1 location: Talmalo Traffic classifier 2 location: Jingellic Carried RMS Threshold treatment, signage, turn-around area Talmalmo and Jingellic 5.13 REQUEST FOR TREE REMOVAL – BALFOUR STREET, CULCAIRN Councils Road Safety Officer received an email on 30 January 2017 from Kerryn Woods at Toll Liquids, requesting that a large tree be removed on the intersection of Olympic Hwy and Balfour Street Culcairn. TOLL drivers have complained that their vision is blocked from the left due to the size of the tree and need to place the front of their truck into the intersection to gain better visibility of approaching vehicles; this is accentuated by trucks with a bonnet. ANNEXURE 12 Report Kerryn Woods (TOLL) conducted a site inspection on Friday 27 January and took 2 photos from the cabin of her truck (see below) to demonstrate the drivers complaints. Toll would like the tree removed to provide a clear and unobstructed view. On two separate occasions Karen had B-Double trucks which failed to giveway and nearly resulted in a collision. ANNEXURE 12 Recommendation The Local Traffic Committee recommends Council conduct a joint site inspection with RMS to determine future works to improve safety of the intersection. Carried RMS to investigate intersection as part of the Safer Roads Project. RMS inspection of tree and remove. 5.14 DESIGNATED BUS STOPPING ZONE – COMMERCIAL STREET, WALLA WALLA Council received a safety concern from Janet Paech in Walla Walla stating that Lodges Bus Service which services the Commercial Street Walla Walla bus route is unable to pull off the road to pick up and drop off children because of parked vehicles. Due to the limited parking the driver on occasions double parks or pulls up at a different location further up or down from the stop depending on what is more suitable. The limited parking affects the morning and afternoon stops. ANNEXURE 13 Report Councils Road Safety Officer received the email transcript detailing the communication between Councils Director Engineering, Councillor Matt Hicks and Janet Paech. The Road Safety Officer phoned Janet Paech to further discuss and confirmed her concerns. Brad Lodge from Lodges Bus Service was phoned shortly after to discuss the bus stop concerns and it was confirmed that the central Commercial Street bus stop which is located outside the old Jacobs Toyota dealership, has become increasingly difficult to pull buses off the road. A new chemist has opened on Commercial Street and as a result more cars park directly outside where the bus stop is. The trees lining Commercial Street make locating a suitable pull off area an added issue and are regularly forced to pull up much further ahead than the official stop. Lodges bus service currently has 4 services which travel down Commercial Street daily. An email was sent to Lodges Bus Service from Councils Road Safety Officer confirming 2 stops which are preferable as they do not impede business operations or residents and are suitably located with amenities. The stops are demonstrated in the photo below. The Henty lifestyle centre will soon be receiving exercise equipment to help rehabilitate residents with hip, knee and shoulder issues and it is believed most people attending the centre will be in wheelchairs. ANNEXURE 14 Report Councils Road Safety Officer met with Lorrie on site 9 Feb 2017. Lyne Street has been requested due to the bus zone parking directly out the front of 6 Allen Street. Placing an allocated disabled parking area on Lyne Street as illustrated below will benefit the Lifestyle Centre’s clients who have limited physical abilities, the location requires minimal works as the foot path onto Allen Street from Lyne Street is already flat, the road surface and camber is satisfactory for wheelchair use. Parking on the street is currently 45 degree angle parking. Recommendation The Local Traffic Committee recommends that Council install the disabled bay as detailed. Carried – Bay to be installed 2017/18 budget. Footpath works and 2 kerb ramps for angle parking. Greater Hume Shire Council Local Traffic Committee Meeting MINUTES Wednesday 22 February 2017 Page 14 of 42 ANNEXURE 15 5.15 24th ANNUAL HOLBROOK TRIATHLON – EAR 030.2017 Council has received a request from the organisers of the Holbrook Triathlon for permission to close a number of streets in Holbrook and implement traffic diversions during the staging of the Holbrook Triathlon on Sunday 5 March 2017. ANNEXURE 15 Report A copy of the transport management plan, traffic control plans and associated documents is attached as an appendix to this agenda. Recommendation The Local Traffic Committee recommends that Council grant permission for the event to be staged providing that event organisers abide by conditions set out in the traffic control plan. Carried – Event documentation must be in for the October Traffic Meeting 5.16 BROCKLESBY BUSH DASH Council has received notification from organisers of the Brocklesby Bush Dash that they intend to stage this event on Sunday 28 May 2017 on local roads in and around Brocklesby. Report This is a class 3 event and was staged for the first time in 2015 without incident. The organisers have provided a transport management plan and associated documents. The traffic control plan is identical to that used for the 2015 and 2016 event and Council has undertaken to change the date for event organisers. Council has not been provided with any supporting information for this event as yet however in previous years it has been a Class 3 event and has been staged without incident. Recommendation For the Local Traffic Committee’s information only. 5.17 WYMAH FUN RUN Council has received notification from the organisers of the Wymah Fun Run of their intention to stage the 2017 event on Sunday 23 April. Report Council has not been provided with any supporting information for this event as yet however in previous years it has been a Class 3 event and has been staged without incident. Recommendation For the Local Traffic Committee’s information only. 5.18 ANZAC DAY Council has been notified of times and locations of ANZAC Day parades to be staged in Brocklesby, Walla Walla, Holbrook, Henty and Culcairn. To date no additional information has been supplied although it is anticipated that the format of the 2017 events will be the same as those in 2016. Traffic control and speed zone reduction – Walbundrie Show (EAR No:118.2016) Report Council received an Event Notification and Application form from The Walbundrie Show Committee Monday, 3 October during the Walbundrie Show. Council has received a copy of the approved speed zone variation and Traffic Control Plan from Trafficking who will be responsible for traffic control for the show. Council’s Engineering Administration Risk/WHS Officer, Jackie Lister has requested a Traffic Management Plan and Public Liability Certificate of Currency and was hoping to receive this documentation prior to advising the Local Traffic Committee and seeking its endorsement, however this has not yet arrived and as Jackie is out of the office next week, it was thought best to seek electronic approval now and provide copies of the appropriate paperwork at the meeting. Recommendation The Local Traffic Committee endorses the traffic control plan and recommends that Council approve the event.
