in local affairs, but the central govt keeps
control of the most important laws

against the govt if they disagree
Ex: Iran/Religious political leaders
make most decisions
Ex: Saudia Arabia
People have much greater participation in leaders
and laws
Comes from the Greek word "demo" meaning people
People realize there must be laws with individual freedoms
Decisions made by majority vote
Laws exist to protect individual rights
