Department of National Defense The DND seal presents the Coat-of-Arms of the Republic as its main feature representing defense of the country. Three pointed stars occupy the upper portion of the shield representing the countrys main islands Luzon, Visayas and Mindanao. The eight rays in the Philippine sun stands for the first eight provinces which revolted against Spain. Legal Basis l l l l Commonwealth Act No. 1 (December 21, 1935), the National Defense Act, created the Council of National Defense to advise the President on all matters pertaining to national defense policy. Commonwealth Act No. 430 (May 31, 1939), as implemented by E.O. 230 (October 31, 1939) created the Department of National Defense (DND). Executive Order No. 94 (October 4, 1947) charged the DND with the duty of supervising the national defense program of the country. Executive Order No. 292 (July 25, 1987), Administrative Code of 1987, directed the DND to exercise executive supervision over the Armed Forces of the Philippines, the Office of Civil Defense, the Philippine Veterans Affairs Office, the National Defense College of the Philippines, and the Government Arsenal. Mandate The Department of National Defense (DND) is tasked to guard against external and internal threats to national peace and security, and to provide support for social and economic development. ORGANIZATIONAL OUTCOMES A Country free from insurgency, secessionism, and other serious threats to national security The Defense Department has defeated the armed components of the communist and secessionist insurgency movements and the Rightist Groups and, at the same time, won the war against terrorism. A Country secured from direct armed aggression or invasion The Defense Department has prevented and deterred those that directly pose armed threats to the Philippines and has defeated armed aggression or invasion directed against its territory. Strengthened security alliance and partnership in the Asia-Pacific Region, and stable and peaceful international environment The Defense Department has enhanced the ability to shape its security and defense engagements with nations that share common interest with the Philippines. It has established partnerships to enhance defense capabilities and has collectively met challenges to these interests. As a credible member of the United Nations, the Philippines, through the Defense Department, is able to assist and participate within its capability in UN-mandated humanitarian assistance, peackeeping and peace enforcement operations. It is also able to respond within its capability, to environmental disasters and calamities in the region. Defense-wide capability upgraded The Defense Department has sustained a defense reform agenda that has created a stronger, more capable and responsive defense establishment. It has developed and upgraded the capability of the AFP to efficiently and effectively address current and emerging security threats and build upon this capability toward a fully mission-capable Armed Forces. It has likewise enhanced the capability of the Arsenal to supply the basic requirements of the AFP in terms of basic weapons, ammunition, and other munitions. Lives protected and properly preserved in times of war and other national emergencies The Defense Department has effectively and efficiently responded to man-made and natural disasters, calamities, and other emergencies. It has maximized the utilization of facilities and resources by coordinating activities and functions of various government agencies and instrumentalities, private institutions, and civic organizations to ensure lives are protected and properties are preserved. Socio-economic development and peace process supported In coordination with other departments and agencies, the Defense Department has assisted in maintaining a secure environment for social and economic development. It has supported the governments efforts toward the attainment of economic development and social cohesion. Consistent with it mandate, it has likewise supported the government peace process to promote national harmony and stability. MAJOR FINAL OUTPUTS Drawing from the defense mandate and strategic policy goals, the defense establishment considers the following mission areas as the imperatives of national defense: l l l l l l l Internal Security Territorial Defense Disaster Risk Management and Response Support to National Development International Defense and Security Engagement Humanitarian Assistance and Peacekeeping Operations Force-level Central Command and Control (C2), Support and Training These defense mission areas provide the foundation in determining military missions and tasks as well as assessing defense capabilities to identify current gaps and major shortfalls and future capability needs. In the determination of its Major Final Outputs, the Defense Department has identified the capabilities required to accomplish its mission through its programs. Its MFOs are: 1. Land Force Capability The Philippine Army is responsible for the conduct of operations on land. It is tasked with the organization, training, and equipage of land forces for the prompt and sustained operations on land, and to prepare such units as may be necessary for the effective prosecution of national defense plans and programs, and armed forces missions. 2. Air Force Capability The Philippine Air Force is responsible for the air defense of the Philippines and is tasked with the organization, training, and equipage of forces for prompt and sustained air operations for the defense of the Philippines. 3. Maritime Force Capability The Philippine Navy is responsible fo the naval defense of the Philippines. It is tasked with the organization, training, and equipage of forces for prompt and sustained naval operations, and in the preparation of necessary naval units for the effective enforcement of all applicable laws upon Philippine seas and waters, the prosecution of national defense plans and programs, and armed forces missions. Management of Joint Operations The General Headquarters, AFP, is responsible for providing centralized direction and control to ensure unity and coordination of efforts throughout the AFP. It is tasked with the following: l l l l l l Preparation of strategic plans and provision of the strategic direction of the AFP, including direction of operations of unified or specified commands; Preparation of integrated plans for military mobilization; Review of plans and programs of the Major Services and separate units to determine their adequacy, feasibility, and sustainability for the performance of their respective detailed plans; Participation in the preparation of combined plans or military action in conjunction with the armed forces of other nations; Preparation and submission to the Secretary of National Defense for his consideration the preparation of budgets and statements of military requirements based on strategic war plans, tasks, priority of tasks, force requirements, and general strategic guidance for the development of the military force; and Formulation of policies and guidelines on the organization of the Major Services and other elements of the military estbalishment, the training of military forces, the employment of forces in the prosecution of tasks required by law, and the employment of forces to assist government agencies in the implementation of laws and regulations when so directed by higher authorities. The AFP also develops its capability to participate in the infrastructure projects of the Government. Strategic Policy and Defense Resources Management The DND Proper or the Office of the Secretary of National Defense is mandated to exercise supervision and control over the Armed Forces of the Philippines, Government Arsenal, National Defense College of the Philippines, Philippine Veterans Affairs Office, and Office of Civil Defense. It is concerned with providing defense strategic policies for the overall direction of the AFP and its civilian bureaus and agencies. It provides both international policy and defense policy; international policy, for the strategic direction to bilateral and multilateral defense relations with our allies and strategic security partners and regimes and organizations; defense policy, which is a component of national security policy, for the broad guideline on how the defense of the Philippines shall be effected. Basically resource-oriented, it is concerned primarily with raising, supporting, and equipping the AFP to enable it to fulfill the defense mission. MFO 5 is also concerned with ensuring the continued systematic and institutional improvements in the defense and military establishments. Disaster Risk Management and Response Consistent with the Philippine Disaster Management and Response (DRM) Framework which is based on an all hazards, all agencies/multi-sectoral, and community-base approach, the Defense Department, through the Office of Civil Defense, shall continue implementing disaster risk management (DRM) activities even in the pre-disaster stage, namely, risk identification and analysis, risk reduction or prevention/mitigation, risk transfer and preparedness; and response, rehabilitation, and recovery in the post disaster event. The DRM is an on-going process and aims to reduce vulnerability to hazards across all levels of society. Quality Small Arms and Ammunition The Self-Reliant Defense Posture Program (SRDP) of the Defense Department shall be harnessed, as may be allowed by law, to fully support military capability upgrade. As an integral part of SRDP, the Government Arsenal shall, within its capability, pursue its ammunition production upgrade program. Research and development and eventual in-country manufacture of defense items, like small arms and mortars, through joint venture and/or co-production arrangement with local and foreign entities, shall be encouraged. National Security Education The National Defense College of the Philippines shall continue the training and development of skills and competencies in the formulation and implementation of national security policies, and for high command and staff duty of potential national security and defense leaders, civilian officials of the government, and selected executives from the private sector. AFP Modernization The Defense Department shall focus on projects designed to improve, develop and sustain land, air and maritime forces, and joint command and control. The central component of the six-year AFP Capability Upgrade Program shall be the Battalion Upgrade Program, wherein the Department is committed to adequately man, equip, and train 12 Army Battalions and 2 Marine Battalions every year for the next six years starting 2006, or a total of 72 Army Battalions and 12 Marine Battalions in six years. In adequately equipping each Battalion, the Department shall continue to program for acquisition mission essential equipment based on standard Table of Organization and Equipment (TOE) which will replace obsolete equipment still used in the battalions. The acquisition of mission essential equipment will upgrade the Battalions basic capabilities for firepower, mobility, communication, force protection, and combat life support.
