D ELHI PRISONS RAISING DAY
D
elhi prisons celebrated its Raising Day
for the first time on 19.03.2014.
Hon'ble Lt. Governor of Delhi, Sh.
Najeeb Jung was the Chief Guest on the occasion. The
dignitaries were welcomed by the Director General
(Prisons), Ms. Vimlaa Mehra. Hon'ble Lt. Governor was
given Guard of Honour by the Security Forces on his
arrival at Prisons Headquarter. He inaugurated the
Neelkamal fountain Chowk at the PHQ, this fountain is
Lotus shaped with blue tiles, hence named
'NeelKamal'. Lt. Governor also distributed awards to
the staff for their good performance and those
winners in sports. Lt. Governor also addressed the
staff and their family members. Speaking on the
occasion Hon'ble Chief Guest complemented the work
being done by the jail staff for the safety and security
of the prisons as well as correctional programmes for
the reformation and rehabilitation of prisoners.
Later Hon'ble Lt. Governor inaugurated the
mural on 968 meter long wall. Mural consists of
paintings and poems 'Chardiwari' from the book 'TinkaTinka Tihar.' This book contain collection of poems
written by women inmates in both English and Hindi
and edited by Ms. Vimlaa Mehra and Ms. Vartika Nanda.
The mural is drawn in collaboration between local
signboard painters, international and Indian graffiti
writer, street artists and art students lead by Sh. Hanif
Qureshi making this India's longest mural. The mural is
part of the city's first ever street art festival.
Hon'ble Chief Guest also visited the Central Jail
No.2 where he saw various prison activities and
appreciated the management.

Republic Day 2014 was celebrated in Delhi jails
with great zeal and patriotism. Director General (Prisons)
hoisted national flag at Prisons Headquarter, Tihar in the
presence of all Jail Superintendents and staff. All Jail
Superintendents hoisted the National Flag in their
respective jails. Prisoners performed a grand musical
programme on this occasion. Patriotic songs were sung by
the inmates. Govt. of NCT of Delhi also announced special
remission to the convicted prisoners on the following scale:

PRESIDENT'S DISTINGUISHED/MERITORIOUS
SERVICE MEDAL FOR JAIL STAFF
7th Campus Placement was held on 6th May 2014 in
the premises of Central Jail No.3, Tihar. In this event 31
companies participated and selected 37 convicts out of the
lot of 66. 04 convicts were selected and offered jobs by
three companies each. Ex-inmate Raju was star of the lot
as this proud winner who started/resumed studying in jail
from 6th standard and reached to graduation level setting
exemplary conduct and best use of time, was offered
highest package of Rs.4,20,000/- per annum. One of the
selected convicts namely Uttam Kumar was offered jobs by
three different companies and he was heard telling media
persons" It is awesome to find corporate companies queued
up to absorb us in mainstream life. A placement cell has
been created at PHQ for regular organizing placement.

President's Correctional Medal for Distinguished Services and
Meritorious Service on the occasion of Republic Day-2014 for
their outstanding work.

HO KHO FINAL MATCH
On 6th February 2014, final match of Kho Kho event
of Annual Tihar Winter Olympics 2013-2014 was played in
Central Jail No.5 between the teams of Central Jail No.1
and Central Jail No.5 with their zeal and enthusiasm with
victorious spirit upto brim. The match was never one sided
at any stage and was full of thrills being neck to neck
competition. The team of Central Jail No.5 made
convincing victory in the end. Sh. Rajesh Mahabali @
Bheem, was the Chief Guest on the occasion who gave
away prizes to the winner and runner up teams. It was
followed by a cultural programme in which noted singers
Jaswinder Jassi, Prem Bhatia, Shabbir Khan, Sunny Singh
and Saina Khan enthralled the audience with melodious
songs.

OOTBALL MATCH
On 5th March, 2014, a friendly football match
between the teams of Tihar-XI and Indian Football
Foundation was organized in CJ-1. Sh. Baichung Bhutiya, a
Padamshree and Arjuna awardee, a well known
international football player grace the occasion. Sh.
Mukesh Prasad, DIG Prisons was also present. In this match,
the team of Tihar-XI was selected from various players
called from different prisons of Delhi Prisons. This match
was won by 3-0 by the visitor's team.

Last match in the series of Tihar Winter Olympics2014 was the event of final cricket match played at Central
Jail No.1 between the teams of Central Jail No.1 and
Central Jail No.3. The audiences were spellbound by the
crest and turfs of the game. Feats and sports spirit of the
cricketers/inmates and last over thrills of the match
resulting in Central Jail No.3 emerging as winner. Star
cricketer Sh. Gautam Gambhir graced the occasion as
Chief Guest in the august presence of DG (P). The trophies
and various awards were distributed to the players.

Sudarshan Kriya was found to be beneficial for both groups
of patients. After undergoing daily sessions of Sudarshan
Kriya for at least 6 weeks, patients were found to have
significant reduction in anxiety and depression levels,
improved self control and positive overall well being. At
the end of studies based on findings it was suggested by
researchers that regular sessions of Sudarshan Kriya will
have positive impact on mental health of prisoners.
OGA COURSE
A 4 day Yoga course
was conducted in Central Jail
No.4 on daily basis early in
the morning by Sh. Anubhav
Kumar, Yoga Guru. In this
course approx. 80 inmates
(per day) participated.

AVRATRAS CELEBRATION
YE CAMP
An Eye Camp was organized
by Central Jail No.5, Tihar on
22.04.2014 in association
with Gandhi Darshan Samiti,
Department of Community
Ophthalmology, All India
Institute of Medical Science
(AIIMS) and Sh. R.K. Memorial
Foundation. Dr. Praveen Vashisth, Addl. Professor & Head,
Deptt. Of Community Ophthalmology and team of senior
Ophthalmologists from AIIMS examined the eyes of 224
inmates (214 Refraction cases, 05 Cataract cases and 05
other referrals) of Central Jail No.5 and provided them

with medicines and spectacles.
programme was organized in Central Jail No.5 on 4th
April in association with Rotary Club of Delhi Heritage &
IGNIFICANCE OF SUDARSHAN KRIYA Prem Bhatia Musical Group. The prisoners of Central Jail
No.5 participated in this programme with utmost
devotion. Noted Bollywood actress and singer Ms. Amita
Nangia and singer Sh. Prem Bhatia devoted songs to
Mother Goddess i.e. Durga on this occasion and prisoners
also sung and danced with them.

Two research studies regarding benefit of
Sudarshan Kriya on overall well being of patients have been
carried out in Central Jail Hospital over a period of three
months. Sudarshan Kriya is a rhythmic breathing technique
derived from Vedic texts. This breathing technique is
practiced by millions of people worldwide. This study was
carried by doctors posted at Central Jail Hospital who all
are qualified Psychiatrists. These studies were carried out
on patients suffering from Substance dependence and
Psychiatric illness,
Prior to onset these studies most of patients
involved in studies had high level of depression and
anxiety, along with the poor self control. In these studies

The Maha Panchayat of the prison inmates were
organized in Central Jail No.1, 8/9 and District Jail, Rohini
wherein DG (P) and other officers interacted with Jail
Sahayaks and discussed their grievances and suggestions.

A
ITE MAKING COMPETITION
It has been a constant endeavour of Prison
administration to develop positive attitude and self
confidence in inmates so that they may enjoy the
moments of life. A function was organized on 30.05.2014 in
Central Jail No.1 where a team of officers of Air Force has
visited the jail under the supervision of Sh. B.G.
Chaudhary, Air Commodore, Indian Air Force.
A Kite making competition was organized on
16.05.2014 at Prisons Headquarter in which the Kite
manufactured by the inmates of all the 10 Jails were
exhibited. This was inaugurated by the Director General
(Prisons) Ms. Vimlaa Mehra. A Committee was constituted
to select the best Kites amongst the entries and the Kite
manufactured by the inmates of Central Jail No.8/9 were
awarded the first prize. The second prize was won by the
kite of Central Jail No.5.
The Prison Administration is encouraging the prison
inmates to participate in positive activities with the theme
of "Samay Ka Sadupuyog" so that they may utilize their time
with positive synergy.

IR WARRIORS DRILL AND BAND PERFORMANCE
The spectacular performance was exhibited by the
Air Warrior Drill Team and Air Force Band from 05.30 PM to
7.30 PM which was applauded and appreciated by the
entire audience of inmates, prison officials/officers and
other distinguished visitors.
Ms. Vimlaa Mehra, Director General of Prisons also
shared her thoughts with the inmates and other visiting
dignitaries and thanks Indian Air Force for the spectacular
show put up by the Drill team and Band for the inmates of
Delhi Prison.

J FM RADIO
Two TJ FM Radios were launched and inaugurated in
Central Jail No.2 & 3 on 26.5.2014 by Ms. Vimlaa Mehra,
Director General (Prisons). Also an e-library was also
launched in Central Jail No.2 in collaboration with Care Today
Foundation for the entertainment of prison inmates.
TJ's FM Radios have been launched in the jails to
engage the prison inmates in positive activities.
The
important information is disseminated to the prisoners
through FM Radio and this is also one of the major sources of
entertainment. The inmates are also being trained in RJ
vocation.
USTARD OIL UNIT
A new unit of mustard oil extraction under the
brand TJ-Aum, in collaboration with IFP Petro Products
Pvt. Ltd., a leading manufacturer of oil and contract
packager, was inaugurated on 05.05.2014 by filling the first
bottle of mustard oil. Mustard Oil Extraction has been
established in Factory, Central Jail No.2, Tihar, to make
mustard oil available under the brand TJ-Aum in packaging
of half & one ltr. bottles and pouches. The unit is based on
PPP model.

ERTIFICATE DISTRIBUTION AND CONVOCATION CEREMONY
On 27.03.2014 Director General (Prisons) with
Addl. DG (Tourism), Govt. of India attended the
convocation and certificate distribution to convicts
enrolled in the Hotel Management Course after
successful completion of eight weeks Certificate Course
for Baker under the scheme "Hunar Se Rozgar Tak"
conducted by Delhi Institute of Hotel Management &
Catering Technology under Ministry of Tourism and also
gave cash honorarium.

IO GAS PLANT
A Bio-gas Plant was commissioned on
18.03.2014 inside the premises of Central Jail No.2 of
Tihar Complex by Ms. Vimlaa Mehra, Director General
(Prisons). The plant utilizes 750 Kg/day of kitchen
waste generated by the kitchen of the Central Jail
No.2 and produces about 75 cubic meter of high
quality cooking gas per day, which is then used in the
kitchen of the jail, where food for about 850 inmates
is prepared everyday.
This plant is based on the NISARGUNA
technology developed by the Bhaba Atomic Research
Centre (BARC). M/s Green Brick Eco Solution, a Delhi
based company has constructed, installed and
commissioned this plant under license from BARC.
The total cost of the project is Rs.15 lakh (approx.).
This plant uses completely Green Technology in which
even the water used is recycled. Another major
advantage of this plant is that the residual solid
matter is high quality organic manure, which can be
put to good use in the green areas of Tihar jail.
IHAR FURNITURE SHOP
The commissioning of this plant will not only replace
the equivalent of about 2 cylinders of LPG used in the
kitchen, but also obviate the need for disposal of the
garbage. It is planned to start bio gas plant in other
jails to make the prisons self reliant in energy
generation.
A Tihar Furniture shop displaying the entire
range of furniture products of Jail Factory was
inaugurated by Sh. Dinesh Kumar, IES, Engineer in
Chief, PWD, at Tihar Haat on 07.05.2014 in the
presence of DG (P) Tihar.
Delhi Prisons is working towards the vision of
zero garbage discharge. It is worthwhile to mention
that the Delhi Prisons are already using the Solar
Power for its Headquarters and affiliated offices.

The 'Coffee Table Book' and new 'TJ Logo' of Delhi
Prisons was launched on 18.06.2014 by Ms. Meenakshi
Lekhi, Hon'ble Member of Parliament and Sh. S.K.
Srivastava, Chief Secretary, GNCT of Delhi.
ASHION SHOW AT PRISONS HEADQUARTER
The Coffee Table Book contains the history of the
prison, evolution of reforms, important activities and new
initiatives alongwith pictorial depictions. In her welcome
address Director General (Prisons) Ms. Vimlaa Mehra
detailed various steps taken to alleviate the suffering of
prisoners by introducing various reformative and
rehabilitative schemes for the welfare of prisoners.
The
prisoners are motivated and taught to optimally utilize
their time in the positive activities under the slogan
"Samay Ka Sadupuyog." She welcomed the Hon'ble Member
of Parliament Ms. Meenakshi Lekhi, Sh. S.K. Srivastava,
Chief Secretary, GNCT of Delhi, Mr. T.M. Bhasin, CMD,
Indian Bank.
On 14.6.2014, a Fashion show was organized at
Prison Headquarters where the clothing woven and
stitched at jail was exhibited by the prisoner models in the
presence of Ms. Rina Dhaka, famous Fashion Designer and
Director General Prisons Ms. Vimlaa Mehra. This was
followed by a Rock Band Show by the prison inmate's band
known as 'Flying Souls'. The dress design and stitching of
the cloths was done under supervision of Ms. Rina Dhaka,
the famous fashion designer. Hon'ble Ms. Justice Pratibha
Rani, Judge, Delhi High Court was the Chief Guest on the
occasion. A counter of TJ Canteen was also inaugurated
near Tihar Haat of Jail Road.

Ms. Meenakshi Lekhi, Hon'ble Member of
Parliament lauded the prison reforms being carried out in
the prisons under the leadership of Ms. Vimlaa Mehra,
DG(Prisons). She hoped that Delhi Prisons will create new
milestones in correctional activities.
Hon'ble Chief Secretary, GNCT of Delhi Sh. S.K.
Srivastava, IAS, applauded the efforts of prison
department for coming out with such a beautiful thought
provoking and informative Coffee Table Book.
Sh. T.M. Bhasin, CMD, Indian Bank also appreciated
the prison reforms and offered his bank help in various
rehabilitative activities including employment of prison
inmates.
