Matthew Abel, Esq. of Detroit, MI is a lifetime member of the NORML Legal Committee. He is the
founder of Cannabis Counsel, P.L.C., a practice entirely devoted to cannabis cases and clients.
Paul Armentano is the Deputy Director of NORML, and he is the co-author (with Steve Fox and
Mason Tvert) of the book Marijuana Is Safer: So Why Are We Driving People to Drink? (Chelsea Green,
2009). He is a 2008 recipient of the 'Project Censored Real News Award for Outstanding Investigative

Russ Belville is the Outreach Director for NORML, and he is the host and producer of NORML's

Stash iTunes podcast, and the NORML Stash Blog.
Leland Berger, Esq. of Portland, OR is chair of the NORML Amicus Curiae Committee as well as
chair of Oregon Criminal Defense Lawyers Association's Legislative Subcommittee on Drug Policy. He
assisted in drafting the Oregon Medical Marijuana Act, and has worked on its implementation, including
impact litigation. He also serves as legal counsel for the American Alliance for Medical Cannabis, and on
the Board of Legal Advisers for Americans for Safe Access.
David Bienenstock is the West Coast Editor for High Times Medical Marijuana Magazine.
Steve Bloom is the co-author (with Shirley Halperin) of Pot Culture: The A to Z Guide to Stoner
Language & Life (Abrams Image, 2008) and the co-author (also with Shirley Halperin) of Reefer Movie
Madness: The Ultimate Stoner Film Guide (Abrams Image, 2010). He is a former editor of High Times

NORML Media Award.
Earl Blumenauer is a member of the United States House of Representatives, where he has served
since 1996. A lifelong resident of Portland, Oregon, the Democratic Congressman has devoted his entire
career to public service.
Rielle Capler, MHA, is the co-founder of Canadians for Safe Access, which works pro-actively with
regional grassroots activists and local, provincial, and federal politicians to protect the rights of those
who need cannabis for medical reasons as well as those who risk prosecution by supplying them.
Gregory Carter, MD co-directs the Muscular Dystrophy Association/Amyotrophic Lateral Sclerosis
Center at the University of Washington. His clinical practice is focused on the rehabilitation and palliative
care of people with severe neuromuscular disease, particularly amyotrophic lateral sclerosis (ALS), and
Duchenne muscular dystrophy (DMD), with the goal oftrying to improve the quality of lifeand
lesseningthe burden of disease for these patients.

Warren Edson, Esq. of Denver, CO, a partner in the firm of Kumin Sommers LLP and a principal in
the Medical Cannabis Counsel, is a lifetime member of the NORML Legal Committee. Since assisting
with the passage of Colorado's Medical Marijuana Amendment, he has worked closely with patients,
caregivers and dispensaries, facilitating the return of plants, growing equipment, and cured marijuana.

Neill Franklin is a 33-year law enforcement veteran of both the Maryland State Police and Baltimore
Police forces. He is Executive Director of Law Enforcement Against Prohibition (LEAP), an
organization of current and former members of the law enforcement and criminal justice communities
who are speaking out about the failures of our existing drug policies.
Sabrina Fendrick is the Executive Assistant to NORML Director Allen St. Pierre and the coordinator
for the NORML Women's Alliance.
Greta Gaines is an accomplished singer/songwriter/television host and internationally recognized prosnowboarder and fly-fisherman. She has won the Women's Extreme Snowboarding World and landed a
major recording contract out of Los Angeles. Her song "Firefly" rose to the top of the MP3.com charts.
She has toured with the Lilith Fair, opening shows for Tori Amos and Alanis Morissette. Gaines has also

Dale Gieringer, PhD is the state Coordinator of California NORML and is the co-author of the book
Marijuana Medical Handbook (Quick Publications, 1997, 2008). He is Vice-Chairman of NORML's
Board of Directors. Mr. Gieringer was the 2004 recipient of NORML's Lester Grinspoon Award,
recognizing outstanding work in medical cannabis advocacy.
Chris Goldstein serves as a lead advocate at The Coalition for Medical Marijuana New Jersey (CMMNJ)
and Pennsylvanians for Medical Marijuana (PA4MMJ). He serves on the Board of PhillyNORML and
NORML NJ, and was the founder of NORML's highly rated podcast, the NORML Daily Audio Stash.

up in the criminal justice system."
Jennifer Janichek, MA has worked in the mental health, substance misuse, and harm reduction field for
nearly 10 years. Ms. Janichek currently administers a Substance Use & Misuse Clinical Services program
at Harborside Health Center, a medical cannabis health center in Oakland, CA. The clinical services offer
medical cannabis patients substance use education and harm reduction strategies, peer support groups,
and individual brief counseling.
Anthony Johnson is a graduate of the University of Missouri School of Law, where he helped get
successful initiatives on the ballot. He is the co-author and Co-Chief Petitioner of Measure 74, Oregon's
current ballot measure to establish a regulated medical marijuana supply system statewide.
Gary Johnson served as Republican Governor of New Mexico from 1995 to 2003, where he was an
outspoken advocate for marijuana law and drug law reform. He now serves as the Honorary Chairman of
the Our America Initiative. He has been an advocate for efficient government, lower taxes, winning the
war on drug abuse, protection of civil liberties, revitalization of the economy and promoting
entrepreneurship and privatization.
Norman Elliot Kent, Esq. of Fort Lauderdale, FL is a member of the NORML Legal Committee and
serves on NORML's Board of Directors. Mr. Kent has been actively involved in the defense of medical
marijuana users, including the case of Elvy Mussika (one of four legal marijuana users who obtain their
medicine from the federal government) and the Key West Buyers' Club.

Kyle Kushman
Harry Levine, PhD is a Professor of Sociology at Queens College, City University of New York. His
current research examines the epidemic of racially-biased marijuana arrests in the United States and why,
since 1997, New York City has arrested more people for possessing small amounts of marijuana than any
city in the world.
Paul Loney, Esq. of Portland, OR is a member of the NORML Legal Committee and serves as Legal
Director for Oregon NORML.
Philippe Lucas is a Research Affiliate with the Center for Addictions Research of British Columbia. He
is the founder of the Vancouver Island Compassion Society, a non-profit medical cannabis research and
distribution center. He presently serves on the City Council for the city of Victoria, British Columbia.
Frank H. Lucido MD has been practicing Family and General Medicine in Berkeley, California since
1979. Since the passage of the California Compassionate Use Act of 1996, he has been performing
Medical Cannabis evaluations, and has written and lectured on the subject. He co-authored the widely
read article "Implementation of the Compassionate Use Act in a Family Medical Practice. Dr. Lucido is a
founding member of the American Academy of Cannabinoid Medicine, and founder of the Association
of Independent Medical-Legal Consultants (AIMLegal.org). He serves on NORML's Advisory Board.
Jahan Marcu investigates the pharmacology of cannabinoid receptors at Temple University School of
Medicine. Before joining the PhD program at Temple, Mr. Marcu worked at the California Pacific
Medical Center Research Institute studying the anti-cancer properties of compounds from the cannabis
plant. His findings appeared in the Journal of Molecular Cancer Therapeutics.
Madeline Martinez is the Executive Director of Oregon NORML and serves on NORML's Board of
Directors. She is the cofounder of the 'World Famous' Cannabis Café in Portland, OR. Ms. Martinez is
the 2007 recipient of NORML's Pauline Sabin Award in honor of women's leadership in ending
marijuana prohibition.

William Panzer, Esq. of Oakland, CA, is a member of the board of directors of both national NORML
and CA NORML , and the advisory board of ASA. Mr. Panzer was co-author of California's Prop. 215,
"The Compassionate Use Act of 1996," and has represented patients, growers, and medical cannabis
dispensaries throughout California in state and federal court, at both the trial and appellate levels. He was
the 2002 recipient of the NORML Legal Committee's Al Horn Award, and has been recognized by High
Times Magazine as their "Freedom Fighter of the Month."
Bill Piper is the Director of National Affairs at the Drug Policy Alliance, where he is responsible for
developing and implementing strategies for ending the federal war on drugs. He lobbies Congress in
support of a "New Bottom Line" in drug policy, one that seeks to reduce the negative consequences
associated with both drug abuse and drug prohibition. Issues he works on include cutting drug war
waste, preventing drug overdoses and the spread of HIV/AIDS and hepatitis C, protecting state medical
marijuana programs from federal interference, reforming draconian sentencing laws, and re-prioritizing
federal law enforcement agencies.
Amanda Reiman, PhD is a lecturer in the School of Social Welfare at the University of California,
Berkeley, the Chairwoman of the Berkeley (California) Medical Cannabis Commission, and the Director
of Research for Berkeley Patients Group, a medical cannabis health center in Berkeley. Dr. Reiman has
published numerous articles on the topics of medical cannabis dispensaries and the substitution of
cannabis for alcohol.
Craig Reinarman, PhD is Professor of Sociology and legal studies at the University of California, Santa
Cruz. He has been a Visiting Scholar at the Center for Drug Research at the University of Amsterdam; a
member of the board of directors of the College on Problems of Drug Dependence; a consultant to the
World Health Organization's Programme on Substance Abuse; and a principal investigator on research

Marsha Rosenbaum, PhD is director emerita of the Safety First Project at the Drug Policy Alliance,
San Francisco. She received ten National Institute on Drug Abuse grants to study heroin addiction,
methadone maintenance treatment, MDMA (Ecstasy), cocaine, and drug use during pregnancy before
founding the San Francisco office of the Drug Policy Alliance. She is the 2002 recipient of NORML's
Lester Grinspoon Award, recognizing outstanding work in medical cannabis advocacy.
