To this end, we’ve collected data from several federal, state, and county level governments. The information in this book describes the economic, demographic, public safety, and financial characteristics of each of Utah’s 29 counties. Where applicable, we have converted data into a form that allows comparisons across counties. Because we’ve gathered data from well established sources, we will be able to make the comparisons found in this book for years to come. This book is divided into two sections. The first section is a county by county, two-page profile of key county statistics. These county profiles offer a snapshot of each county’s demographic, fiscal, public safety, and economic standing. The second section is an appendix that presents the same data in table form. The appendix compares the data county to county and year to year. We appreciate the work various agencies went through to collect the source data we’ve used. A list of sources used in this book can be found on page 60. An electronic version of previous editions of this book is available on our website at uacnet. org as well as other useful data on Utah’s counties and links to each county’s website. New to the 2015 edition of the Fact Book are additional charts and graphs and new data on the property value makeup of each county. We hope this additional data will be useful to our readers. UAC would like to express its appreciation to Zions Bank which has helped make it possible for UAC to offer this and many other services. We would invite suggestions on how to improve future editions and we hope you’ll find this book useful. iii Table of Contents County Profiles iv Page Beaver Box Elder Cache Carbon Daggett 1 3 5 7 9 Davis Duchesne Emery Garfield Grand 11 13 15 17 19 Iron Juab Kane Millard Morgan 21 23 25 27 29 Piute Rich Salt Lake San Juan Sanpete 31 33 35 37 39 Sevier Summit Tooele Uintah Utah 41 43 45 47 49 Wasatch Washington Wayne Weber 51 53 55 57 Data Sources 60 Counties by Class 61 Table of Contents Appendix Page Population--2004 and 2013, Percent Change Population--Persons per Square Mile and County Employees per 10,000 People, 2013 Population--Under 44 Years Old, 2006 Population--Over 44 Years Old and Average Age, 2006 62 Land Ownership--Federal, 2013 Land Ownership--State, 2013 Land Ownership--Native American, Local and Private, and Totals, 2013 66 68 Economy--Labor Force, 2013 Economy--Unemployment Rate, 2009-2013 Economy--Education, 2009-2013 Economy--Personal Income, 2009-2013 70 71 72 73 Public Safety--Peace Officers, 2013 Public Safety--Violent Crime, 2013 Public Safety--Property Crime, 2013 Public Safety--Crime per 1,000, 2009-2013 Public Safety--Arrests, 2013 74 75 76 77 78 Public Finance--Revenues, 2013 Public Finance--Revenues per Capita, 2013 Public Finance--Expenditures, 2013 Public Finance--Expenditures per Capita, 2013 Public Finance--Total Revenues per Capita (In Constant Dollars), 2009-2013 Public Finance--Total Expenditures per Capita (In Constant Dollars), 2009-2013 Public Finance--General Fund Revenue, 2013 Public Finance--General Fund Expenditure, 2013 79 81 83 85 Property Value--Locally Assessed Value, 2013 Property Value--Centrally Assessed Value, 2013 91 92 63 64 65 69 87 88 89 90 v Beaver County Population 2013 County State Rank 2004 Population 6,077 2,401,580 24 2013 Population 6,459 2,900,872 24 Percent Change, 2004-2013 6.3% 20.8% 25 Land Area, 2010 (square miles) 2,590 82,170 13 Persons per Square Mile, 2013 2.5 35.3 20 161.0 33.5 4 County Employees per 10,000 People Population by Age, 2006 Under 18 18-24 25-44 45-64 65+ Average Age County 32.3% 9.5% 24.4% 21.2% 12.7% 30.2 State 31.0% 12.5% 28.2% 19.4% 8.8% 28.7 Rank 6 26 17 17 11 13 Land Ownership Percent of Land Ownership Federal Land 2013 Federal State Native American Private and Local Government County 77.1% 10.3% 0.0% 12.6% State 64.4% 10.0% 4.5% 21.0% Rank 8 13 15 21 State Land Native American Private and Local Government Economy 2013 County State Civilian Labor Force 3,387 1,418,526 Employed Labor Force 3,248 1,355,721 Unemployed Labor Force Rank 5-Year Unemployment Rate 15% 139 62,805 4.1% 4.4% 22 % High School Graduates, 25+ (2009-2013) 90.9% 90.9% 14 % Bachelor’s Degree or Higher, 25+ (2009-2013) 17.0% 30.3% 21 Median Household Income (2009-2013) $46,660 $58,821 21 Per Capita Personal Income (2009-2013) $19,415 $23,873 23 14.1% 12.7% 11 Unemployment Rate Percent Population Below Poverty (2009-2013) 10% 5% 0% 2009 2010 2011 Beaver 2012 2013 Statewide Public Safety 2013 Crime per 1,000 People Per 1,000 People County Totals County State Rank Violent Crimes 7 1.08 2.05 19 Property Crimes 25 3.87 29.82 28 Adult Arrests 138 21.37 39.62 20 Juvenile Arrests 20 3.10 6.34 19 Law Enforcement Employees 76 11.77 2.42 2 1 13.38 9.81 6.13 2009 2010 2011 7.38 4.95 2012 2013 Public Finance 2013 Revenues Taxes County State Ave. Per Capita Per Capita Rank $2,851,747 $441.52 $339.98 14 $123,325 $19.09 $8.79 8 Intergovernmental Revenue $2,489,933 $385.50 $136.13 14 Charges for Services $7,396,665 $1,145.17 $64.87 2 Fines and Forfeitures $549,966 $85.15 $6.72 1 $43,804 $6.78 $9.15 11 Other $824,085 $127.59 $32.82 5 Total $14,279,525 $2,210.80 $598.46 6 General $1,894,828 $293.36 $96.48 11 Public Safety $7,594,509 $1,175.80 $163.06 2 Public Health $337,422 $52.24 $98.50 17 $1,389,617 $215.14 $59.59 13 Parks and Recreation $281,489 $43.58 $62.93 16 Economic Development $521,504 $80.74 $10.91 8 $1,294,894 $200.48 $47.43 2 Licenses and Permits Interest Revenue Revenues per Capita $500 $450 $400 $350 2009 2010 2011 2012 2013 Expenditures Highway and Public Improvement Debt Service Capital Outlay $16,225 $2.51 $41.63 17 Other $0 $0.00 $11.96 13 Total $13,330,488 $2,063.86 $592.49 6 Expenditures per Capita $500 $450 $400 $350 2009 General Fund Revenue and Expenditure 2011 2012 2013 General Fund Revenues and Expenditures 2013 Value 2010 Percent of State Percent Total of Total Rank Rev Exp General Fund Revenue $10,356,986 72.5% 44.7% 7 General Fund Expenditure $10,274,057 77.1% 39.9% 5 0% 20% 40% General Fund 60% 80% 100% Others Funds Taxable Property Value 2013 Percent of Total State Percent of Total Rank Residential 18.0% 55.4% 27 Commercial & Industrial 5.7% 21.9% 25 Agricutural 12.9% 4.4% 8 Personal Property 3.4% 6.5% 15 Utilities 49.2% 6.9% 4 Natural Resources 10.8% 4.9% 7 Locally Assessed Centrally Assessed Source information for the data in this county profile is available on page 60.
