 60th ANNUAL REPORT
Executive Summary More than 140 members of the Central Region attended the CAPPA 2012 Annual Meeting held at the Fairmont Hotel in downtown Dallas from October 14-­‐17. Hosted by Texas Christian University, the conference drew participants from 47 institutions, ranging from four year colleges to medical schools, seminaries, community colleges, and public school systems. “Learning to Change the World” was the theme of the conference, inviting attendees to explore ways in which we as facilities organizations can become more effective and efficient in supporting our institutions. Educational tracks addressed maintenance and utilities, project design and construction, grounds and custodial services, and human re-­‐sources. Across tracks, presenters emphasized sustainable approaches to developing and maintaining physical and human assets in the rapidly changing education environment. The conference also offered the Supervisor’s Toolkit to 18 facilities super-­‐visors. TCU provided a campus tour, spot-­‐lighting the Amon Carter Stadium, utilities, grounds and landscape, and new construction. Guests included APPA Executive Vice President Lander Medlin. CAPPA also welcomed participation from 128 business partners representing 66 companies. The Exhibit Hall provided the kind of networking and information sharing that supports CAPPA institutions in learning to change their world. CAPPA attendees balanced work and fun. They chose from a golf tournament at the Texas Star Golf Course, a trip to the Texas State Fair, or a visit to the Dallas World Aquarium. Later, they attended a football game-­‐watch party at Dallas House of Blues. The evening spent at the beautiful Dallas Arboretum was a special treat, featuring an exhibit of glassworks designed by renowned glass artisan Chihuly. Spouses and guests toured the 6th Floor Museum at the Texas Book Depository and visited historic Grapevine, Texas, for sightseeing and shopping. Bryan Dodge, a nationally-­‐known public speaker based in Dallas, launched the conference with a keynote address. During his speech and in an educational session, Bryan stressed the importance of keeping our professional and personal lives in balance and offered guidelines for time management. The conference concluded with an awards banquet, complete with a delicious dinner and live music performed by Of Many Colors. Numerous CAPPA members were recognized for their contributions to the organization and profession. Certificates of Meritorious Service were presented to Bob Everett, The Clark-­‐Enerson Partnership; Cindy Brewer, The University of Texas at Austin; and Chris Snow, Oklahoma City Community College. Distinguished Member Award recipients were David Millay, University of Arkansas-­‐Little Rock, and J.B. Messer, Oklahoma City Community College. Miles Abernathy, emeritus (UT-­‐Austin) received the Newsletter Award. President’s Awards were presented to Vickie Younger, emeritus (Missouri State University); Art Jones, Black Hills State University; and Mike Johnson, University of Arkansas. Scaling Up Net Zero from Buildings to the Campus
This presentation will provide participants with an understanding of what net zero energy means, what it takes to design buildings to achieve net-­‐zero energy, how high performance building systems and renewable energy systems can be financed and how net-­‐zero energy projects can be leveraged to yield savings beyond the individual project. Case studies from net zero energy projects, including a net zero energy K-­‐5 elementary school and a new applied science and technology campus for Cornell University will be used to high-­‐light the process of designing net-­‐zero energy projects and to share lessons learned. Making the case for revitalizing older/historical buildings With current available capital funds always difficult to attain, how do we economically maximize the need for additional updated space on campus, and still preserve the historical nature of existing campus facilities? This presentation will focus on the planning and design process for a major historical renovation using Academic Hall at Southeast Missouri State University as our primary case study. Agenda submitted and approved. Secretary’s report submitted by Art Jones and approved. Treasurer’s Report submitted by Tim Stiger. He reported CAPPA is in good financial condition. The audit is scheduled for completion before February. Sue-­‐Anna presented Finance committee information and a request to make minor changes to the travel policy. A motion was made and seconded to replace the word “travel” to “transportation” in two places, and correct the spelling of the word meals. A motion was made and seconded to accept the Treasurer’s report. First Vice President’s report submitted by Shelton Riley acknowledged the conference budget shortfall of about $30,000. Low attendance and high food costs were the major contributing factors. A significant balance in CAPPA funds will allow the deficit to be covered. Second Vice President’s report was submitted by David Handwork. He anticipates conference budget shortfall in Galveston as well. Contracts are in place. A promotional video will be presented at Tuesday’s banquet. Third Vice President Glen Haubold presented the report on the 2014 conference in El Paso. Plans are progressing. Immediate Past President’s report presented by Ted Weidner. Award recipients have been designated, to be announced later. It is a struggle to find 3rd VP for nominating committee. Bob Eckels is looking for host suggestions from the Executive Committee. Membership report presented by Tom Lee. APPA reported a gain of 15 new business partners, and 12 new institutions. Committee conducts monthly telephone conference calls. The focus is on recruiting smaller institutions and getting them actively involved in CAPPA. Information Services committee report submitted by Roy Ruiz. He has been working on the CAPPA website update, and showed what is under development. He expects CAPPA site to be live in a couple weeks. He will provide the link for review before it is switched. There was discussion about the legal name that should be used on all official documents, that is, CAPPA, Inc. Nominating Committee and Awards Committee reports were covered in the Immediate Past President’s report. The newsletter position is appointed, and we expect that will be filled at the annual meeting. Still looking for 3rd Vice President nominee. Committee positions are appointed and anticipated will be filled. APPA appointments should be submitted by November 1. Historian Report submitted by Art Jones. He reported that all material was collected from Ed Rice. He is working on scanning archived documents, and he requested copies of missing newsletters if anyone has any back issues. He will work with Roy to get the website information updated. Professional Development Committee report submitted by Sue-­‐Anna Miller. She presented information on committee membership; the 2013 Technology Conference; and a needs survey. She previewed the scholarship form for consideration by the Executive Committee. A modification was suggested to remove the specific event date and allow the award to be good for one year. Discussion ensued on the specific purpose of scholarships. Scholarships will be considered monthly, and awards can be considered for APPA and CAPPA related events and will be good for up to one year from the award date. Individuals are eligible for only one award in a 12 month period. Travel allowance for scholarship will be $500 for a local or regional event, and $1000 for a national or international event. Applications also require a letter of support from institutional representative or supervisor to accompany the application. The Executive Committee moved to approve a brochure developed to promote CAPPA Express Workshops. Newsletter report submitted by Bob Eckels. He displayed a presentation prepared by recently retired Vicki Younger. He welcomed Laurie Lentz. Sue-­‐Anna recommended the last newsletter be amended to reflect the new CAPPA Technology conference dates. Roy will make the changes on the website. Business Partner Report submitted by Bob Eckels. He discussed building the Strategic Plan with Business Partners. The Express Workshop in Springfield was successful. He stressed the commitment to networking and training is the region is important and working with BP is critical. President’s report submitted by Bob Eckels. He expressed appreciation for individuals that stepped forward to fill vacated and appointed positions. He pressed upon committee members the importance of implementing the CAPPA Strategic Plan. The committee will discuss the Integrated Membership proposal; event planner; re-­‐engaging membership; and the host for 2015. APPA Senior Representative report submitted by J.B. Messer. He reviewed the changes in the organization over his 7 year tenure; and presented CAPPA pins (the correct one) to the committee. He reported on working with the Regional Relationships Task Force; and the Community College Engagement Group. APPA Junior Representative report submitted by Larry Zitzow. He reported on the APPA Annual Conference. CAPPA was well represented; and members received numerous awards. Next conference is in August in Minneapolis. At Denver meeting he was elected as Senior Representative to APPA Executive Board. APPA Report submitted by Christina Hills and Lander Medlin. APPA developing online webinar prep course for professional credentialing. FPI can bring value to the membership with mentorship and assisting with institutions interested in participating. One Executive Board position, APPA President-­‐ Elect, is open this year. Encouraged CAPPA participation at that level. APPA will vote on a dues increase of 5% to cover cost of BOK implementation as member benefit. It will be available to everyone in member institutions. There was discussion on Mexico contingent as part of CAPPA and other regions and seeking engagement. Another strategic international alliance is developing in South Africa. She touched on the Integrated Membership issue and will discuss it further. In unfinished Business, Bob presented CAPPA Strategic Plan tasks by committee for review. New Business discussion centered around Integrated Membership. Original concept was presented to APPA by regional membership. Lengthy discussion followed. Original motion made and seconded was withdrawn. A second motion was made and seconded to adopt APPA’s proposed dues structure at the 36% recommended level with a stipulation for institutions that see an increase of $100 or more, CAPPA will offer complementary registration(s) to any CAPPA event for the next two years. The value will be approximately the amount of their increase. Unanimously accepted. An additional motion was made and seconded to offer new member institutions two complementary registrations per institution, to any CAPPA event, for one year. One opposed. Motion carried. Bob presented the APPA matrix for Strategic Alignment for discussion. Goals were established. Bob proposed revising and rebidding the event planning contract. Motion made and seconded to set up an ad-­‐hoc committee to restructure the event planning contract and bring it to the Feb. meeting. Motion carried. Discussion was held on codes and standards, and the need to develop regional networks that align with the Standards and Codes Council. Further discussion will be held in Feb. Respectfully submitted, Jeanne F Hanson CAPPA Secretary CAPPA EXECUTIVE COMMITTEE MEETING FEBRUARY 21, 2013 SAN ANTONIO, TEXAS President Riley Shelton called meeting to order at 8 AM. Sue Anna encouraged committee members that brought employees to promote the importance of attendance at the educational sessions. Morning attendance is at about 50%. The committee discussed ways to make attendees more accountable. The minutes of the October 12, 2012 Executive Committee were reviewed. Motion and second to accept as submitted: Carried. Jeanne Hanson reported that email notifications that require voting are kept as part of permanent record. Tim Stiger presented the January 31, 2013 balance sheet. He reported that the formal audit report is complete, and has a bound copy for permanent record. He reported no significant issues. Tim has submitted his resignation from Executive Committee. Sue Anna will serve as interim treasurer, leaving her position as co-­‐chair of Professional Development, but remain on PD committee. Tim recommended that the committee use the current auditing firm to handle day to day accounting tasks. Treasurer will still oversee income and expense allocation and act as liaison between committee and accounting firm. Committee approved hiring the firm and authorized using discretionary funds from existing budgets. Motion and second to approve Treasurers report. Motion carried. Dave Handwork presented First VP report. His projected budget report indicates meeting expenses will break-­‐even. Dave proposed offering 20 first time attendees full registration with an I-­‐Pad mini, paid by CAPPA. That estimated cost is $13,000. Motion made, seconded, and carried. There was further discussion regarding the use of the electronic guidebook, followed with a proposal to give away 25 I-­‐Pad mini devices, at a proposed budget of $7500. Attendees will be eligible to win when they attend (number to be determined) sessions and complete session evaluations. There are plans to expand the use of the guidebook, including session evaluations. Motion made, seconded and carried. Glen Haubold presented Second VP report. The contract with hotel and convention center is in place. Dates are Oct 10-­‐15, 2015. Budget preparation is underway. Ed Heptig presented Third VP report. They are just beginning preparations. The conference dates will depend on the home football schedule, and will be held in Manhatten, Kansas. Larry Zitzow presented APPA Sr. Rep report. He encouraged APPA members to vote in the upcoming election. Historically elections are poorly represented. APPA will be sending out updates and reminders. He encouraged CAPPA participation for APPA representation on committees and as appointees. He encouraged keeping members involved by educating them on their commitment and involvement expectation. He reported on the Integrated membership and how it affects by-­‐laws. He reported on the Mexico initiative, and recommended CAPPA offer 4 scholarships to Galveston conference, including registration and $1000 transportation. The APPA annual conference is scheduled in Minneapolis in June. Scholarship application is available through the Professional Development continuing education award, and APPA. He suggested offering new Canadian province comp registrations also. Ted Weidner presented APPA Jr. Rep report. He stated the conference calls include many issues that need much professional assistance. APPA credentialing board, regional delivery, 14 certified in CAPPA. CEFP holders, and the need to update questions based on Body of Knowledge. Prep course and testing will be offered at annual conference in Galveston Saturday and Sunday. Bob Eckels presented the immediate past president report. The Event planner contracts will be discussed later in meeting. He reported on Award nominations. He reported he attended the APPA orientation event in Alexandria, and other meetings he attended. JB Messer presented Membership Report. He currently has 16 committee members, and is aligning Texas membership with TAPPA. Communication is provided to committee members, and he stated he expects members to review and implement as needed. He reported on the APPA Oklahoma affiliation., and is working with ND, SD, NE & KS on state associations. The new CAPPA brochure is moving forward. He reported 41 new members since October. He is working on cleaning up the CAPPA list serve and stated he is in need of an accurate APPA database as that will affect the Integrated Membership. He feels Emerging Professionals need to be more engaged, and promotes more communication. He reported on his Involvement with and appreciation of Roy and his rd
committee on website development. He presented a letter of nomination for 3 VP for 2016. Roy Ruiz presented the Information Services Committee report. He reported he conducts monthly IS committee meetings, with the goal of keep the CAPPA website current. He presented information on website traffic data, and explained the host platform provided by MemberClicks and how website can be used more effectively. The Executive Committee thanked Roy for his development efforts. Roy will continue to update membership information. There was discussion regarding Business Partner recognition with a rotating widget. He stated it is currently necessary to log in to view additional information regarding Business Partners. He will change it to allow the company name to display without a log in. Bob Eckels presented the nominating committee report. Roy is nominated for another term; Tim Stiger resigned and Sue-­‐Anna Miller was appointed as interim treasurer. That leaves Professional Development co-­‐chair position open, as well as the APPA Professional Development committee position. The Business Partner replacement for Jam Rivetna is Keith Macejewski. Dan Whitezell declined second term. A Third Vice President nomination was presented. Bob Eckels presented Awards committee report. He is entertaining APPA nominations for meritorious service and Pacesetter awards. The Unsung hero award is under consideration. CAPPA awards for distinguished member and meritorious member will be considered at committee meeting. Art Jones presented the historian report. He has finished scanning historical documents for website presentation, but is still looking for some missing annual reports and newsletters. He mentioned the by-­‐laws require creating annual reports, and acknowledged it is a significant task, but guidelines are available. Lander mentioned the upcoming APPA 100 year anniversary in 2014. There is a year-­‐long celebration planned beginning at end of the 2013 conference and culminating in San Diego. APPA will have a digital display available and needs content from regions. Lee presented professional development report. He acknowledged the cooperation of APPA and the assistance with setting up the Guidebook app. The 2013 Technology conference and associated Supervisor’s Toolkit has had the highest attendance in history. He reported on the CEA and scholarship awards for CAPPA and APPA events. The next Tech Conference is scheduled for February 24 through 27, 2014. For that conference the room rates will remain the same, but are scheduled to go up in 2015 because of scheduled hotel renovation. The committee will be reviewing potential site relocation for 2015. The post-­‐conference survey will be going out to Business Partners and attendees; as well as additional info on CEFP. Sue-­‐Anna reported on APPA Professional Development committee, and its work on Strategic Planning, task forces and scholarships. Laurie Lentz presented the newsletter report. Minor changes will be made to the color and design to more closely align with the CAPPA website. She stated she needs articles for next addition. She requested input and ideas for additional columns with ongoing and changing information. She said there is space for information other than full articles. March 11 is the deadline for the next issue. Shelton Riley presented Presidents report. He reported on the recommendation for integrated membership, and the necessity for the Membership Committee to review by-­‐laws for any necessary changes affected by it. The MC will present by law changes to the Executive Committee this summer for review and presentation to membership at annual conference. APPA will provide the matrix to determine cost effects of change. CAPPA will present the incentives to institutions to promote the change. Lander presented discussion on APPA only/CAPPA only movement to membership and grandfather existing. He stated the conference planning issue will be discussed under new business. He addressed the treasure position resignation. He reported the 2012 conference event was profitable; with about $7500 in bank. He reported on the CAPPA strategy plan by past president, and that 3 goals had been established. He is working with Bob and JB on strategies to for committees to meet goals and objectives. Discussed submitting budgets that include these goals and strategies, including the actions discussed and passed today. Christina Hills presented the APPA Report. She acknowledged her appreciation to Sue-­‐Anna and Lee to allow the prep course venue as part of CAPPA Tech. Lander Medlin presented a video on WHY, HOW, What and the connection to CAPPA & APPA, and its benefits to membership and emerging professionals. The Prep courses and Body Of Knowledge provide an avenue. Dan Whitezell was presented the Eagle Award at APPA event as a significant contributor to CAPPA & APPA. The Business Partner Engagement Group is developing, and the Body of Knowledge will become available to them. She reported on the development of quarterly regional conference calls. She reported that APPA is financially healthy. She reported APPA Institute attendance is up. She complimented Larry Zitzow on his commitment to APPA. She asked for feedback on Texas A&M outsourcing issue. There was discussion on the long-­‐term impact; and that educating administrators is critical. Lander asked, “How does Facilities Management tell the story? What are we not doing?” President Riley Shelton asked for unfinished business and there was none presented. New Business Tim Stiger presented a proposal to add the Finance Committee chair as a member of the Executive Committee. Motion made and seconded to proceed to research the change to the by-­‐laws and bring to the executive committee before the annual meeting. Any change to the by-­‐laws requires a vote by general assembly. Motion carried. Bob Eckels made a motion that the Executive Committee establish a standing committee that will meet as required to assist the host of an upcoming meeting to finalize and issue an RFP for hotel contract negotiations and/or event planning services. This committee will be comprised of the President, Immediate Past President, Treasurer or Finance Committee Chair, and the annual meeting host. There was a Second. Discussion followed and the motion was withdrawn. After presentation by Bob Eckels, and at the recommendation of the Executive Committee, the President will appoint ad-­‐hoc committee for the development of the event planning contract. rd
