Our new website continues to be developed. Please have patience with our slow
and steady progress. Brenda Findlay & Bill Clinefelter continue to refine the site
with Brian in Wright McLeod’s office.
Consider running for our West Lake Property Owners Association Board of
Directors. The terms of three members of the Board expire in March, including mine.
An explanation of mailing our dues payments to Phoenix, Arizona is included
in Gary Dove’s Treasurer’s Report.
In Bill Clinefelter’s Security Report: Lock & arm your vehicles – recent thefts
have occurred from unlocked vehicles; Rather than delaying everyone in the
resident entry lanes, secure a new RFID if yours no longer works; our speed limit
is 25 MPH and the Stop Signs are there for a reason – Please obey all signage.
Lastly, a big community thank you to Richard Rosema, 4017 Firethorn Court, for
volunteering to replace boards damaged in our perimeter fence during the 10/13
windstorm, only charging the WLPOA for the materials.

A total of seventeen (17) requests were submitted and approved
during this reporting period; nine (9) for tree removal, two (2)
for driveway repair and parking pad addition, one (1) for pool
addition, one (1) for landscaping, and four (4) for roof and
miscellaneous exterior repair/maintenance work.

Fall is finally here with cooler weather being enjoyed by all.
As our yards are being prepared for autumn, check for
overgrowth encroachment onto the road of plantings and
trees. Cold Creek has been trimming back the Association’s
plantings and trees. Broken sprinkler heads have been
repaired, electrical receptacles have been added to the guard
houses along with general maintenance of the grounds
throughout the community. It’s a down time, but plans are
in the process for fall/winter plantings and the upgrading of
the three islands at West Lake Drive near West Lake Circle.
Please plan in advance and help me by submitting your
requests at least 72 hours in advance of the start of your
project, by email ([email protected] or
[email protected]). I will try my best but it is very
difficult for me to process your request at same hour or
same day due to my very busy work schedule.

As Co-Chair of the Website Committee, I’m happy to
report that our website, www.westlakepoa.com has been
launched, but continues to be completed and upgraded.

COVENANTS COMMITTEE

As fall is upon us, I have noticed quite a few dead or dying
bushes, limbs and trees around the neighborhood. I’m sure
this is a result of our extremely hot and dry summer! The
rain we have received this fall so far has certainly been
welcome, but the weeds will still be growing. Please
remove any leaves, branches, cones and other debris from
your property and dispose of them properly. Do not put
any debris down the storm sewer system or on vacant lots!

ROADS AND DRAINS

A very short report this month: no drainage issues & road
patching will begin soon.
Many thanks to the majority of you that maintain your
house, yard, mailboxes, etc. up to our community standards
and do such a wonderful job following our WLPOA
covenants. Under the WLPOA Covenants, Article X Use
Restrictions, Section 7 Unsightly or Unkempt Conditions,
“It shall be the responsibility of each Owner to prevent
the development of any unclean, unhealthy, or unkempt
condition on his or her lot.”

• Speeding on West Lake streets continues to be detected.
Please drive safely and adhere to the posted speed limit
when driving in our neighborhood. It would be a
devastating event for our community if any of us were
involved in an accident that caused injury.
If property is not maintained according to the Covenants,
after repeated notice, the Board may invoke the Self-Help
provision of the Covenants. We may employ a contractor
to maintain the property and charge the owner our cost
of same. Fines may also apply. The Board uses all legal
means available to pursue collections of these charges if
not paid when due.
If you observe a speeding motorist write down the
license plate number. Call the Columbia County
Sheriff’s Office (CCSO), (706) 541-1042; tell the
officer on the line you want to report a speeding

driver in our community. The officer will direct you
to the right person to relate the incident. Give the
officer a detailed description of the car and driver as
well as the tag number. Ask for a community relations
officer to get in touch with the speeding driver once
they have been identified. A community relations
officer deals with problems within the community.
• Lock your vehicles and homes. There have been a
number of vehicle break-ins reported over the last
several weeks. The reported vehicles were all left
unsecured and had valuable property left in them. Do not
leave your vehicle unlocked or valuables in them – ever.
• It is legal to drive a golf cart on West Lake roads. However,
to do so you are required by Georgia State law to have
a drivers license or a learners permit with a licensed
driver over the age of 21 in the cart with you.
• As a concerned community member have you given
consideration to starting a Neighborhood Watch Program
with your neighbors? For more information, email:

County Sheriff's Office - Community Services Division
at (706) 541-2856.
It is a known fact that crime rates increase during
economically challenging times. People are out of
work and will do whatever they need to in order to
survive. Attention to security is going to be invaluable
in the days ahead. Through a concerted effort, we
can keep our neighborhood safe from crimes. Please
notify the Columbia County Sheriff at 911 to report
any suspicious activity.
TREASURERS’ REPORT
Dr. Gary Dove, Treasurer
I hope everyone is enjoying the beautiful change in the
weather we’ve been experiencing lately. To me, this is the
best time of the year. It’s nice to be able to walk 18 holes
and not look like you were caught in a heavy rainstorm
even though it was a clear, sunny day.
The WLPOA financial status continues on solid ground.
As of the end of September, we had approximately
$450,000 in the bank, and our delinquent dues percentage
continues below 6%. The bank balance is high because
we only recently received the invoices for the summer
paving projects, so they weren’t paid until October. Our
balance will drop to around $220,000, which will still
leave us a strong reserve for any new or unexpected projects.
The September report reflects a positive variance to
budget, comparing 2011 actual vs. budgeted expenses,
but that is deceiving since we hadn’t paid for the abovementioned paving projects. The closer we get to year end,
the clearer the picture will look, but I anticipate we will
be very close to the original 2011 budget.
• Update Your RFID tag. The CapSure access management
security system has been in operation for over four
years now. As with any electronic system, RFID parts
will eventually wear out. If you are experiencing
problems when approaching the gate and it not opening,
please contact the WLPOA Property Manager, David
McManus @ 706-833-2915, for assistance.
Also, it is important to remember that when you
purchase a new vehicle you will need to obtain an
RFID tag and submit the vehicle identification
information to our Property Manager for input into
the CapSure system. Also, if you move your RFID
tag from one vehicle to another, please call or email
our Property Manager with the details: vehicle year,
make, model, color, license plate tag number.
A few homeowners have been asking why we are mailing
our dues to a PO Box in Phoenix, Arizona. This is where our
lock box is located for our new bank account with
Community Association Banc, a division of Mutual of
Omaha Bank. Through the use of a lock box, the checks are
immediately scanned and deposited upon arrival. There is
less manual handling of payments, so ideally less chance for
loss or error. The deposit list is then posted and reconciled by
our accountants. If anyone is uncomfortable with this, or has
any questions, please don’t hesitate to contact me and I will
do my best to better explain the new process.
The Regents Security gate guards depend on
the resident information stored in the CapSure
system to avert unauthorized visitors, solicitors,
trespassers, and opportunists who may scoping
out the neighborhood to commit acts of crime.

FURYS FERRY GATE ENTRANCE

Careful When Turning into the Furys Ferry Gate Entrance!
September 15, 2011 Meeting
Please be aware that not everyone understands the difference
between a green turn arrow and a solid green light when
turning into the Furys Ferry Gate Entrance:
• Minutes of the August 11, 2011 meeting were approved.
• Robert Lipski of Regents Security presented the May,
2011 security summary.
• Wright McLeod - WLPOA income continues to exceed
budget. Brian continues to work on the website which
is not quite ready.
• Property Manager’s Report – David highlighted problem
Covenant issues. RFID’s are beginning to wear out
and they only have a one year warranty. Therefore, a
recommendation was made that Security obtain
resident information when an RFID is not working so
that they can be contacted to secure a new RFID.
There was also discussion about increased problems
with parking on the street and with boats and trailers.
The Board approved having the Property Manager
attend the entire Board meeting going forward with
the exception of executive sessions.
• When making a right turn off of Furys Ferry Road
(from the Baston Road direction), you have the right
of way when your light is solid green, but beware of
those turning left (from the Evans to Locks direction)
who might try to get in front of you, the perfect recipe
for a bad accident.
• When making a left turn off of Furys Ferry Road
(from the Evans to Locks direction), you only have
the right of way on a green left turn arrow. You
must yield both to oncoming and right-turning
vehicles when the light is solid green.
DRIVE DEFENSIVELY!
OLD BUSINESS:
• Roads and Drains: Paving has been completed
throughout the community. The sink hole on
Sapphire Court is now being repaired. A major
project to be initiated soon is the drain ditch near High
Hampton and Honors Way. A suggestion was made
that a Capital Project Committee be formed to
determine where to spend money on future projects.
• Architectural Committee: The Association will
defer to Columbia County standards for pool and spa
guidelines in West Lake.
• Grounds: There are continuing problems with the island
turnarounds on West Lake Drive. Recommendations
were made to remedy the problem including contacting
Cold Creek Nursery to provide landscaping alternatives.
• Website: The website is behind schedule but should
be up and running soon. Discussion centered on
garage sales and classifieds on the website. No
garage sales are allowed in West Lake so those would
not be appropriate for the website. The Board was
undecided about whether to include classifieds on the
website at this time.
• Security: Final steps are in the works for completing
installation of the new communications equipment.
PROTECT YOURSELF ON OUR ROADS
We’re always reminding vehicle drivers to slow down (25
MPH is our speed limit), stop at stop signs and watch for
children playing on our roadways. In the past year, West
Lake and the CSRA have experienced many serious
accidents involving bicycles, texting/cell phone use while
driving and drivers losing control, running into yards. To
protect yourself from being hit by these vehicles, please
follow the following guidelines.
Golf Carts & Utility Vehicles
If you are not in a street-legal vehicle, please be sure that
the driver of this vehicle has a valid license with them;
Security or a Columbia County Sheriff will pull over
reckless & suspected underage drivers. If a license cannot
be presented, parents will be called to take the vehicle
home. Every year we experience at least one serious
accident where the driver was either unlicensed or
reckless and/or the vehicle overloaded. These vehicles
should use cart lanes where available.
When being driven at night, vehicles must have headlights
and either taillights or reflective tape. Drivers of these
vehicles should refrain from using any electronic device
while driving.

Per the WLPOA By-Laws (Article III, Section 2), we are
initiating the nomination process for filling THREE Board
vacancies at the February 2012 annual meeting. Past president
Judy Lemon is chairing the committee.
Bicycles
Bicyclers should refrain from using any electronic device
while riding, wear reflective clothing & a helmet, and use
cart lanes where available. Bicycles should have a
headlight and either a taillight or reflective tape if used
when it’s dark.
It is not an easy task to serve on the Board but it can be
rewarding, and there is always a sense of contributing to the
maintenance of West Lake’s ambiance we all currently enjoy.
Established in the early seventies, West Lake continues to be
a prestigious neighborhood. Today, with over 1000 homes,
more than 3000 residents and a budget of over one million
dollars, the affairs of our West Lake community MUST be
managed by a responsible Board of Directors.
Walkers and Joggers
Walkers & joggers should use cart lanes where available
and wear reflective clothing when it’s dark. The use of
electronic devices or reading while walking should be
avoided, as they distract your attention.
However, it has been observed that a majority of West Lake
residents are generally complacent and leave it to others to
take responsibility for the daily operations of our
neighborhood. Sadly, this is reflected at the annual WLPOA
meetings where typically, out of 1000+ households only 100
- 150 residents attend. Given that there are couples amongst
the attendees, household representation is even lower!
Prohibited
Children should not be allowed to play, nor skateboards
& scooters used on our roadways at any time.
The WLPOA nominating committee is hopeful there are a
number of you who volunteer to run. Please call Judy Lemon

candidate to serve on the WLPOA Board. The West Lake
neighborhood will only be as good as the resident Board
members leading it.
