o Staffed by Judith-Kate Friedman, master trainer with the Center for Creative
Aging in Washington, D.C.

AE issued an Open Call for Poets to work with high school students for the national
Poetry Out Loud program this fall and winter.

Roble School District Model Arts Program began its fourth year of integrated arts
education for all students in the school district. Four returning teaching artists, two
each in visual arts and theatre, are providing the instruction.

3) GRANTS AND CULTURAL PROGRAMS

CAA mid-cycle report, which determines 2009 funding, is due Sept. 15.
Twelve Microgrant applications were reviewed July, 2008 for funding by Senior Staff.
Eight were chosen to be funded. The following projects were approved:

• 5-week arts program targeting children transitioning from homelessness

Currently there are five Microg rants in line to be reviewed. Staff anticipates that the Committee
assigned to Grants & Cultural programs will review them in November at the latest.
4) ADMINISTRATIVE & AGENCY WIDE INITIATIVE including

Many accomplishments in this arena pertain to organizational issues of an ongoing
nature including budget and financial management, internal systems and processes,
personnel and human resources, program oversight, communications with staff within

Marketing Objectives (2006):
• Create a culture of marketing within the organization
• Create a marketing plan that is structurally and fiscally supported
• Create a SMAC brand and consistent look and feel in print and on web
• Centralize marketing administration
• Develop marketing initiatives that use technology to bring SMAC into
21st century
• Improve SMAC stakeholder's awareness and understanding of
programs.
• Expand SMAC's name recognition in the community through
partnerships and collaborations.

Solomon Bassoff: Southside Community Garden
About the Artist:
Solomon Bassoff has created public art projects at Hummingbird Park in Sacramento;
Woodland Park in Seattle, Washington; and the Sundial Bridge in Redding, California.
His work has been exhibited at the Fort Mason Center in the International Mosaic Show.
His work has been featured in two books about mosaic art including Mosaic Art and
Style by JoAnn Locktov and Creative Concrete Ornaments for the Garden by Sherri
Hunter.
Description of Artwork:
Using handcrafted and colored cement and steel, Basssoff will create at least two giant
sculptures of vegetables. Natural mineral pigments will be utilized to permanently color
the cement as well as additives that enhance, and strengthen the surface.

The Governance Ad Hoc Committee met on August 19, 2008 and
recommends the following:
1 That the two Commission standing committees, on Art in Public
Places (APP) and Arts Education/Grants & Cultural Programs
(AE/GCP), consist of three to five Commissioners each.
Commissioners shall be appointed by the Chair in or about July of
each year based on their expertise and areas of interest The Chair's
appointments shall be subject to approval by the Commission.
2. Because of the current vacancies on the Commission, expected to be
filled by the Board of Supervisors and the Sacramento City Council
by October of this year, the Chair will submit his appointment
recommendations to the Commission for approval in either October or
November. The standing committees will take effect as soon as the
appointments are approved by the Commission.
3. That a new ad hoc committee be formed to draft revisions to the
Commission's Bylaws and Handbook, and City and County
ordinances. This committee will consist of three Commissioners who
will work with SMAC staff and the City Attorney. This ad hoc
committee will begin work no later than November and complete a
draft for review by City staff and City Attorney in the spring of 2009,
Commission and public review in the summer of 2009, and submittal
to the City and County elected bodies by September 2009.
4. That the APP policies and procedures be updated concurrently and
submitted to the Commission for approval. This could be done by the
new APP standing committee or a subcommittee of it, based on their
specific expertise. The Commission should consider the appropriate
way to proceed.
