SCTA has an aggressive Scope of Work, much of which is hi-lighted here. This report is just one way
to deliniate the value of your membership, and gives a sense for the opportunities our members have to
participate.
We urge you to pay attention to our e-mailed notices and newsletters. If you aren’t getting them, let us
know. Otherwise, you’re missing a lot. We encourage your input, and thank you for your support.

SCTA Leadership Report
Leading this organization is a privilege and we thank you
for the opportunity to serve. Whether it’s advocating at the
highest levels of our government, speaking to the press, various
organizations or a group of professional truck drivers, or just
being at the countless places we need to be, we consider it an
honor and take our duties seriously.
The challenges of leadership have never been more direct or
difficult. SCTA maintains a high profile simply because trucking
is a fundamental industry, and because our issues substantially
touch all segments of the economy. Finding and maintaining
consensus is paramount for keeping diverse organizations like
ours together, so your active involvement is crucial.
When other associations and our partners in the business
community have difficulties with trucking issues and concerns
over regulations, proposed restrictions and other initiatives
that they have no expertise or stomach for, they turn to us. And
we work constantly to maintain the network and credibility
to ensure effective collaboration. As we say: “Trucking is
everybody’s business.”
Consider
the
overwhelming
government-created
impediments in the way of truck-operator freedom: Driver
qualifications, liability, regulatory and technology mandates,
plus our failing and overburdened infrastructure. It’s hard to
imagine a more daunting manifesto, particularly considering
how complicated our government system is.
Our federal government is easy to loathe. We witness its
dysfunction, and are concerned that our own state government
has been trending in the same direction. Creating small fixes
instead of making the hard decisions that are necessary for longterm sustainability and growth has become the all-too-common
practice.
The best way to counter this and ensure success going
forward is to increase our capabilities and strength. The old
ways of getting big things done easily and inexpensively simply
through relationships and a few grassroots calls are gone.
Anybody with a laptop computer and a web-presence can
claim significance. There’s a group – and a willing consultant
- for every interest now. To win, SCTA must be willing to get
engaged in a myriad of ways, some costly. Modern advocacy is
neither cheap, nor for the faint of heart.
Our task isn’t made easier with the impacts of continued
consolidation and small business/fleet attrition. These events
not only impact our membership and revenues, but also our
participation levels, leadership and political calculus. That
translates into more obligations on the rest of us. It will take a
long-term, enthusiastic, all-in commitment from all sectors of
the commercial trucking industry.
Despite the shrinking number of substantial-sized, homegrown fleets, SCTA can still “grow.” Targeting fleets that aren’t
active should be a priority for us all. We’ve got the talent, we’ve
just got to find, develop, and harness it. Help us identify our
stars and those who can rise and help us meet our challenges.
Our newsletters and Capitol Reports highlight our efforts
and the work we’ve got to do. What you don’t see is the
substantial time and effort we expend behind the scenes on your
behalf – putting out fires and keeping the “peace.” This is work
you can’t see or do because you are focused on your business.
You invest in SCTA so that we can.
SCTA is like trucking – we just keep running. Jerry Smith
was recently installed at our Annual Meeting as our next
Chairman of the Board. His journey to this point is a great story
and it would be hard to craft a resume that would better qualify
him for this leadership role. Please give him your full support.
The Annual Management Conference Committees
assembled another exceptional program. And our Allied
Committee sponsors once again stepped up generously. We
encourage our member to show your gratitude and support by
doing business with them whenever and wherever possible.
SCTA’s mission is “To Collaborate, Educate and Advocate
for Successful Trucking Operations.” As we said at our meeting,

Legislative & Regulatory ADVOCACY
Boots on the Ground: The best offense is a good defense: Ensuring the legislature
“Does No Harm” is our first responsibility. So is educating them and building relationships. And we did plenty of that, being present at the Statehouse and offices practically
every day of the session, as well as the countless evening fundraisers, receptions and other
events where SCTA needed to “be present.” Nothing harmful to the business of trucking
moved through the legislature or agencies as a result of the 2015 Session.
One-time Road Funding Most Ever: The Legislative Session was successful in terms of
road funding, as they provided more one-time money for roads and bridges than they’ve
ever appropriated. They also continued to set-aside recurring appropriations for interstate
improvements, albeit not nearly enough. We will continue to advocate for sustainable,
long-term funding solutions for improving our roads.
Tort Reforms & Restricting Punitive Damage Claims: We remain active in the constant pursuit of improvements to SC’s civil justice system, and are producing materials to
better educate our members on these complex issues.
General Advocacy
DMV & STP Outreach: SCTA maintains regular contact with these two regulatory
agencies in particular, through the Motor Carrier Advisory Committee, and other meetings
and events. Working on improving CDL testing and administration is a particular project
at present.

TruckPAC: TruckPAC continues to raise and disburse funds, and did so generously
during the previous election cycle. Almost every member of the SC General Assembly received a generous contribution during their
election cycle – with many getting the maximum allowed by law. This giving is critically important, albeit difficult to measure in
impact. TruckPAC also supports the various Legislative Caucuses. We host two fundraising golf tournaments annually, and this
Spring’s event met its goal of 36 holes sponsors.
Advocacy Fund: Advocacy Fund contributors (members who contribute “double their dues”) underwrite SCTA direct support
of: American Transporation Research Institute (ATRI), Alliance for Toll-Free Interstates (ATFI), SCFOR, SC Palmetto Agribusiness
Council, BIPEC, SC Chamber of Commerce, Commercial Vehicle Safety Alliance (CVSA), among others. This fund also provides
resources for other advocacy functions and efforts.
Public Education & Relations: SCTA continues to be “the voice of trucking in SC,” generating countless media references
and public information. SCTA regularly participates in speaking engagements, providing op-eds/guest editorials, interviews and
quotes.
State and Federal Agencies: SCTA intercedes, where appropriate when members need help with state agencies that have oversight over laws, rules and regulations. These agencies include but are not limited to: DMV, DPS/STP, FMCSA, DEW, DHEC, DOT.
SCTA is a member of SC DOT’s Freight Advisory Committee. When demand warrants it we stand ready to facilitate a working
group to discuss service improvements. We welcome volunteers to participate.

Administrative Report
Leadership: Jerome Jones, President of NW White & Co. led SCTA effectively during the 2014-15 term, and Jerry Smith, General Manager of Associated Petroleum Carriers assumed the gavel for the 2015-16 year. Richard Bogan completed his first year as
Treasurer.
Financials: SCTA owns its headquarters building, and an adjacent lot for parking in a desirable neighborhood in downtown
Columbia. SCTA has minimally-adequate and conservatively-invested reserves, with no long-term debt. The Executive Committee
and Board of Directors oversee the finances.
2015 Membership/Dues Revenues Stable: Dues revenue is critical to SCTA’s operation. Our membership numbers remain
consistent - around 600 companies. We continue to experience some attrition among struggling carriers, but ironically they are the
ones who need the help the most. However SCTA’s base of core members remains strong and dedicated, with growth potential targeted. Delinquent memberships are purged after repeated efforts to make contact and renew fail. As always, recruitment is a work
in progress. Members are encouraged to promote SCTA membership among their peers, competitors and suppliers.
Insurance Report: Scott Woodberry has managed what has been, to-date, a successful insurance-customer renewal, despite
continued market uncertainty/ACA. Income is down only slightly year-to-date, but we expect somewhat reduced income next
year due to fleet shut-downs, benefit reductions and mergers and acquisitions. Projections beyond that will be a challenge. We have
experienced some customer growth through a partnership with BB&T and for individual policies issued through SCTA’s Trucker’s
Health Exchange.
Newsletters: Jennifer Patterson compiles and produces various newsletters regularly and as needed. SCTA has partnered with
Transhield to provide regular company/driver safety information/letters to members, particularly Safety Council members. Capitol Report continues to get positive reviews from our readers.
Website: SCTA has a popular and dynamic website. Jennifer Patterson and Taryn West actively manage it, with Facebook postings and photos regularly up-dated.
Education & Training: Taryn West has coordinated an aggressive and diverse set of seminar/training offerings. We constantly
evaluate training opportunities, as some make money, some don’t. Doug Lax serves members’ compliance/Q&A/training/consulting needs.
Councils Report: Taryn West manages the Councils, regularly utilizing NW White’s facilities. They are active, but, as always,
could use more broad-scale participation, and we encourage management to encourage their staff to do so. The Safety & Maintenance Council leadership run good meetings, the Truck Driving Championships, Driver/Technician recognition programs, and
host regular and joint meetings, plus a valuable and deserved annual meeting. Their message to SCTA leadership: “The bosses need
to support us.”
Emerging Leaders: They meet from time to time, and this program should be expanded. Again, SCTA’s leaders and fleet owners would do well to submit participants for involvement.
Accounting: SCTA continues to utilize integrated database and financial management, and outsource its accounting, payroll,
and tax compliance functions to an accounting firm with expertise in non-profits.
2015 Annual Meeting: A large and enthusiastic crowd attended the Annual Management Conference at Myrtle Beach in June,
and record sponsorship revenues underwrote an outstanding program. The Board has endorsed continuing this cycle and format
into the near future.
Staffing: No changes. SCTA employs four full-time employees, 1 independent contractor and part-time help.
ATA Report
Call on Washington: SCTA conducted a “Call on Washington” in April, with almost 20 committed to participate. They met
with most of the SC federal delegation directly, and SCTA hosted fundraisers for both US Senators and several House members
during the last reporting period. We also stand ready to arrange in-district meetings with select members as well.
SCTA works closely with ATA’s Capitol Hill operations and directly with our Congressional Delegation and their staff yearround.
Clifton Parker is SCTA’s State VP to ATA.
Phil Byrd completed his ATA Chairmanship last October, and is still active as the Immediate Past-Chairman, holding several
important roles. Members are encouraged to join ATA.

The 2015 Annual Management Conference
was held June 11-14 at the Marriott Grande
Dunes Resort in Myrtle Beach
“Truck Dynasty” was this year’s theme and over 350 attendees enjoyed the Thursday
night outdoor reception decked out in camo with bluegrass music by the incredible Hinson
Sisters – even an alligator and crocodile joined the crowd.
Caricature artists and a face painter were on hand to give both kids and adults a good
laugh at how they were perceived by the artists’ perspectives.

during the meetings and thanked all for their support during his term. He
kept the meetings light, fun and on time.

Jerry knows SCTA inside-out, cutting his teeth here within SCTA’s Safety Council, and
has been involved in every aspect of SCTA life.

Education Sessions & Speakers
A strong line-up of speakers featured ATA leaders covering the federal trucking issues gamut, ranging from a discussion of the
legislative and regulatory agenda to research and operational challenges.
Keynoter Dave Mitchell had the attendees rolling in the aisles with his hilarious brand of “entertainment,” with many claiming
he was the best ever.
STP’s Colonel Taylor summarized SC’s highway safety status, health and wellness programs were given a review, and one of
the industry’s foremost legal professionals held court on the status of independent contractors and what carriers needed to do to
protect themselves.

2014 SC Technician of the Year Winner: Started in 2009 by the SC
Maintenance Council, technicians are nominated from their companies
for Technician of the Quarter. The Technician of the Year is selected from
the Technicians of the Quarter.

SC 1st Place Truck Safety Award Winners: Presented to motor carriers
for their fleet safety accomplishments. Winners are selected based on
accident frequency rates per one million miles traveled in SC.
