PETITION. - Ms White presented a Petition from approximately 120 citizens of Tasmania,
praying that the House immediately establish a Parliamentary inquiry into Tasmania’s Health Crisis.

Confidence in the Minister for Primary Industries and Water, of which notice has been given this day,
from being brought on for debate forthwith. (Ms O’Connor)
An Amendment was proposed by the Minister for Health after “forthwith” by inserting the following:“and that debate on the motion be completed by 12.30 p.m., that the Premier, the Leader of the
Opposition and Ms O’Connor shall speak for no longer than 15 minutes each and other Members
speak for not longer than 10 minutes each in speaking to the motion, and that immediately following a
vote on the motion the House proceed to ‘Government Business’”.

WANT OF CONFIDENCE IN MINISTER FOR PRIMARY INDUSTRIES AND WATER. –
A Motion being made and the Question being proposed—That the House has no confidence in the
Minister for Primary Industries and Water for the following reasons:(1) The Minister has ignored warnings from ex-fish farmers, scientists, conservation groups and
the Greens and instead supported a 360 per cent expansion in salmon production in Macquarie
Harbour and a fish farm at Okehampton Bay, in the Mercury Passage.
(2) The Minister has repeatedly ignored scientific reports prepared by industry and ordered by his
department and that document licence conditions being breached at all fish farms across
Macquarie Harbour and a ‘biological system under stress’ and instead approved an increase in
salmon production as recently as April 2016.
(3) The Minister has ignored pleas from industry to make decisions that will preserve the health of
Macquarie Harbour, and their industry’s reputation as far back as September 2014, leading to
the Minister’s Department and the Environment Protection Authority (EPA) being sued by
Australia’s second largest aquaculture company, on grounds that included, failing to protect
the threatened Maugean skate and the Tasmanian Wilderness World Heritage Area.
(4) Under the Minister, Hon Jeremy Rockliff MP, no fish farm in Macquarie Harbour has been
issued with a fine, with the Minister either ignoring blatant breaches of licence conditions or
changing the rules to protect operators.

(5) The Minister has attempted to deceive Tasmanians, in stating his government is introducing
tough penalties to protect the marine environment and hold fish farms to account, despite the
new special penalties not applying to fish farms in Macquarie Harbour.
(6) The Minister has tried to distance himself from the damage he was causing in Macquarie
Harbour, pushing responsibility for monitoring environment and stock levels onto the EPA,
just prior to the airing of the explosive Four Corners investigation into Tasmania’s fish farm
industry. Just months after the Minister saw fit to raise the stock cap to 21,500 tonnes, the
EPA has reduced it to 14,000 tonnes.
(7) The Minister has deliberately excluded the Triabunna-Orford community and businesses from
having a say on Tassal’s expansion into Okehampton Bay and the wider Tasmanian
community on the plastic curtain planned for Storm Bay and on fish farm expansion around
the state.
(8) The Minister has been unable to explain the significant conflicts of interest of members of his
Marine Farming Planning Review Panel that he ordered to review the 20 year old
Okehampton lease and has refused to release the only record of the decision making of the
panel.
(9) The Minister’s announcement of a so called ban on fish farming in 99% of Mercury Passage is
an attempt to fool Tasmanians who are worried about 800,000 fish going into Okehamptom
Bay, polluting the clean, clear waters of the Mercury Passage.
(10) This Minister has failed Tasmanians, the industry, and the Marine Environment. (Ms
