Olinda Ranch/Blackstone Neighborhood Traffic Management Plan SUMMARY OF EXISTING TRAFFIC & COLLISION DATA In developing a neighborhood traffic management plan (NTMP), existing traffic counts, spot speed surveys and traffic collisions in the study area are collected. They provide information needed to evaluate existing conditions and also serve as a baseline for evaluating any improvements that are installed as part of the NTMP. For the Olinda Ranch/Blackstone NTMP, traffic volumes were collected for the five key intersections in the area, daily traffic volumes, including haul trucks, were collected for Valencia Avenue between Lambert Road/Carbon Canyon Road and Santa Fe Road. Speed surveys were collected on Santa Fe Road both east and west of Valencia Avenue, and traffic collision data for the key streets and intersections in the study area was collected. Each type of data is illustrated on the attached exhibits and described below. Exhibit A – Existing Traffic Data Exhibit A illustrates the existing (2014) peak hour and daily traffic volumes and the results of speed surveys in the study area, as follows: AM/PM peak hour intersection volumes are the number of vehicles moving through an intersection during the hour with the most traffic during the morning “rush hour” and during the evening “rush hour”. The arrows indicate the direction of travel with the number on the left being the AM peak hour volumes and the number on the right being the PM peak hour volumes. The volumes are in vehicles per hour. These intersection volumes are good indicators of traffic patterns and can also be used to assess how well the intersection is operating during the peak hours. Peak hour traffic volumes were collected at the five key intersections in the study area. The peak hour volumes indicate that traffic from the neighborhoods typically goes to and from the west and south, with very little going to and from Carbon Canyon Road east of the study area. The traffic volumes also confirm the heavy regional use of Carbon Canyon Road, with westbound traffic heavy in the morning and eastbound traffic heavy in the evening. At the intersection of Santa Fe Road/Carbon Canyon Road, the data confirms reports by residents that motorists are violating the no southbound left turn restriction and that others are avoiding it by going through to the park, where they make a U-turn and then turn right onto eastbound Carbon Canyon Road. Although not shown, these numbers are higher during the rest of the afternoon peak traffic period. Daily traffic volumes show the total number of vehicles that travel on a given street segment during a 24-hour period, in vehicles per day. Daily traffic volumes were collected on Santa Fe Road in both the Olinda Ranch neighborhood (east of Valencia Avenue) and the Blackstone neighborhood (west of Valencia Avenue). They were also collected on Valencia Avenue between Lambert Road/Carbon Canyon Road and Santa Fe Road. Since Valencia Avenue is the truck route to the County landfill, the number of trucks per day were also collected. The Valencia daily volumes are shown by direction (northbound and southbound), with the number on the left being the total number of vehicles and the number on the right being the truck traffic only. The daily volumes appear to indicate that Santa Fe Road carries far more traffic in the Blackstone neighborhood than it does in the Olinda Ranch neighborhood. A further assessment, however, of the peak hour volumes at the intersection of Santa Fe Road and Valencia Avenue was made to estimate daily traffic on Santa Fe Road just east of Valencia Avenue, and it indicates that there is more daily traffic east of than west of Valencia Avenue. Most of the Olinda Ranch traffic enters/exits the neighborhood on Santa Fe Road at Valencia Avenue, with more than half using Valencia Avenue rather than Santa Fe Road. The 85th percentile speed is the vehicle speed that 85% of the vehicles are traveling at or below. This is the speed that is used to set the speed limits, as required by federal and state law. The 85th percentile speed rounded to the nearest 5 mph is the required speed limit. If certain conditions are met, the speed limit may be reduced by 5 mph. Speed surveys were conducted in both neighborhoods. If the collected speeds were used as the basis of the speed limits, the speed limit on Santa Fe Road would be set at 45 mph, with the possibility of reducing it to 40 mph, and no lower. Table 1 and Exhibits B & C – Traffic Collision Data As with traffic counts, traffic collision data is gathered at intersections and by street segment (mid-block). Table 1 lists both mid-block and intersection collisions in the study area. Exhibits B-1 and B-2 show the mid-block traffic collisions on the study roadways in Blackstone and Olinda Ranch neighborhoods, respectively. Exhibits C-1 through C-5 show the traffic collisions at the five key study intersections. For reference purposes, the numbers on the exhibits match the numbers in Table 1. Reported collisions are shown for the most recently available 5-year period, which was from January 2009 to February 2014. It should be kept in mind that Santa Fe Road west of Valencia Avenue was only recently developed and the collision history does not extend back the full five years. The primary purpose of collecting and reviewing traffic collision data is to determine if there is a clear collision pattern that should be addressed. For the mid-block collisions, each colored dot represents a collision, with the color indicating the year of the collision and the letters showing the type of collision. There are few reported collisions along Santa Fe Road, and most involve vehicles hitting fixed objects (curb, light pole, parked vehicle, etc.). The majority of collisions along Lambert Road/Carbon Canyon Road are rear end, fixed objects and sideswipes. Rear end and sideswipe collisions are typical of stop and go traffic conditions. There are a variety of reasons for hit object collisions, including driving under the influence, speeding and improper turning. There are no indications of collision patterns that should be addressed. The intersection collisions are shown on a separate exhibit for each key study intersection, called collision diagrams. Intersection collision diagrams provide more detailed information, illustrating the type of collision, the direction(s) traveled before the collision, and the part of the intersection in which it occurred. The intersections of Santa Fe Road-Kraemer Boulevard/Lambert Road and of Valencia Avenue/Lambert Road-Carbon Canyon Road have the most collisions, which is to be expected since they have the most traffic. As with the mid-block collisions on Lambert Road/Carbon Canyon Road, both intersections have several rear end collisions. The other primary type of collision at Santa Fe Road-Kraemer Boulevard/Lambert Road is side swipes for vehicles making dual right turns from eastbound Lambert Road to southbound Kraemer Boulevard. This pattern will be reviewed further to determine if there is a way to reduce these collisions. At Valencia Avenue/Lambert Road-Carbon Canyon Road, there are a variety of types of collisions, with no clear pattern of a condition that should be addressed.
