D.C. LOTTERY CODE-BREAKER
SECOND CHANCE DRAWING CONTEST
OFFICIAL RULES
APRIL 1, 2015 THROUGH OCTOBER 27, 2015
1. CONTEST RULES. These rules govern the D.C. Lottery Code-Breaker Second Chance Drawing
("Contest"). By entering, a player agrees to be bound by these rules and releases the D.C. Lottery
and co-promoters, their representatives, contractors, and employees ("Contest Entities") from
liability of any kind for claims arising out of this Contest.
2. HOW TO ENTER. Players may enter as often as they wish by purchasing a minimum of one $10 DC
Lottery Code-Breaker ticket, April 1, 2015 through October 25, 2015. Players enter the Contest by
going to www.dclottery.com and clicking on the second chance website banner link and enter in all
required player information (name, address, e-mail address & phone number) and the required
code from the Code-Breaker ticket. (1) Web code equals 1 entry into the Contest. Only non-winning
tickets are eligible. Entrants will NOT be required to save their tickets and submit as verification
once they are entered online. All entries must be received before the required Entry Submission
End Date.
3. DRAWING. There will be one grand prize drawing ("Drawing") for the Contest. The Drawing will be
conducted under the authority of the Executive Director by D.C. Lottery. Actual Drawing date is at
the discretion of the D.C. Lottery Executive Director. The second chance Drawing for the Contest is
as follows:

PRIZES.
The prize description is listed in the above grand prize drawing. There will be sixty-five (65) winners in
total for the Drawing. The (“Grand Prize Drawing Winners”) – will be announced on November 10, 2015
at the DC Lottery After-hours Spy Party. The sixty-five (65) randomly chosen entries will be invited as Spy
Party Guests to the DC Lottery After-hours Spy Party and may be entitled to a $100 Gift card. * Winners
must be present at the After-hours Spy Party in order to claim the $100 Prize. The top seventeen (17)
Grand Prize Drawing Winners are drawn from the sixty-five (65) eligible After-hours Spy Party Guests.
Limitations and charges (which may include tax) and other fees may apply. Prizes will be provided by the
D.C. Lottery and the International Spy Museum or as directed in the prize claimant’s notification letter.
4. DESIGNATED WINNERS AND ALTERNATES. The first sixty-five (65) entries selected for the Grand
Prize Drawing will been deemed After-hours Spy Party Guests and will be eligible to receive a $100
gift card and entry into the Grand Prize Drawing for the seventeen (17) prizes. The first eligible
seventeen (17) entries drawn in the Grand Prize Drawing shall be designated the winner(s) of prizes
one (1) through seventeen (17), in the order drawn. There will be as many alternates that are
eligible and available to allow for seventeen (17) unique winners and twenty-five (25) unique
alternates chosen in the Grand Prize Drawing. Alternate prize receipt is determined by the order in
which the alternates are drawn and prize availability. Prizes not claimed by winner or alternates will
lapse or are forfeited. If an alternate for the drawing does not claim a prize, then these alternates’
prizes will lapse. Only one winner per household is allowed for the above grand prize drawing.
5. ELIGIBLE ENTRIES. To be eligible, a contestant must be at least 18 years of age and each entry must
be completed on www.dclottery.com website. The entry must include all required player
information including contestant's name, address, e-mail address & phone number, as well as the
required entry code from the Code-Breaker Ticket. Entries received after the final Entry
Submission End Date will not be eligible for any Prizes. Only non-winning tickets are eligible.
Entries must meet all eligibility requirements. Entries that are incomplete, garbled, corrupted, or
unintelligible for any reason, including, but not limited to, computer or network malfunction or
congestion (including, without limitation, at the D.C. Lottery's or any other entity's servers), are void
and will not be accepted. The Contest Entities, their representatives, contractors and employees
shall have no responsibility for any notification documentation that is lost, stolen, mutilated,
misdirected or mailed. Officers and employees of the Lottery and their relatives living in the same
household, and Lottery contractors, vendors and other persons, who are otherwise disqualified, are
not eligible for this Contest.
6. PRIZE NOTIFICATION, CLAIMS, AND FORFEITURE. Official notification will take place within five
(5) days of the drawing by e-mail, letter or phone. The Designated winners for the Grand Prize
Drawing will have two (2) days from the date of the notification letter or email to complete and
return all forms as instructed. Written or verbal notification must be received by the D.C. Lottery
within two (2) days. In the event that a designated winner fails to respond to the D.C. Lottery
team, via email or phone and return any forms as instructed within the two (2) day time limit,
the designated winner shall be disqualified and replaced by an alternate. The alternate will then
be contacted by letter, e-mail and phone and have two (2) days from the date of the notification
letter to complete and return all forms as instructed back to the D.C. Lottery. Grand Prize
Designated Winners must return all of their forms by November 6, 2015. Notification packages
include an Acceptance and Release Form that must be fully completed, executed, and notarized
to claim the prize. Prizes will be claimed in person at D.C. Lottery Headquarters or as directed.
Once a completed notification package is received by D.C. Lottery, the winner will be instructed
on how to claim the prize. Players will need to present their ID and official winner notification.
Prizes not claimed within the specified time shall be forfeited. Forfeited prizes will be awarded
to available alternates and un-awarded prizes will lapse. A designated winner, or alternate,
forfeits winnings when he or she fails to accept a prize pursuant to these rules and DC Laws and
Regulations, fails to submit requested information, or fails to return a fully completed
Acceptance and Release Form within the time specified. Drawing results will be posted on
www.dclottery.com within five (5) business days of the date of each drawing. For information

prizewinners, send a self-addressed stamped envelope after the close of the contest to:

7. ACCEPTANCE AND RELEASE FORM. All designated winners, alternates shall sign an Acceptance and
Release Form to confirm their eligibility and compliance with the Official Contest Rules and
requirements; authorization of D.C. Lottery or co-promoter's use without further consideration; the
winner's likeness and name along with the city, county, state of residence and prize winnings for
advertising, reporting and promotion in any print, broadcast, electronic, Internet, or other form or
media whatsoever; and the release of Contest Entities, and their representatives from liability of any
kind for claims arising out of this Contest or prizes awarded.
8. PRIZES AND OTHER RESTRICTIONS. Odds of winning any prize depend upon the number of entries
received for the Drawing. The D.C. Lottery reserves the right to substitute prizes. A prize is not
transferable once the winner has been designated. The chances of winning depend upon the
number of entries deposited. Aggregate annual winnings valued at more than $600 will be reported
to income tax authorities.
9. LIMITATION OF LIABILITY. All decisions regarding the Contest including, without limitation, winner
selection, disposition of a prize, payment of taxes, selection of alternates, photograph suitability for
public display, application and interpretation of Contest rules, resolution of any dispute or Contest
eligibility shall rest solely with the Executive Director of the D.C. Lottery or his designee ("Executive
Director") and shall not be subject to appeal. The Executive Director may change the date, time and
location of the Drawing. The Contest is subject to cancellation at any time. The Executive Director
reserves the right to change and supersede any outlined procedures or rules to handle unforeseen
circumstances. The Contest Entities are not responsible or liable for entries or notifications and
required documents that are not , otherwise in compliance with these Official Rules, whether
caused by any of the equipment or programming associated with or utilized in the Contest, or by
any technical or human error which may occur in the processing of Contest Entries in the Contest, or
for failure to receive Contest Entries due to transmission failures or technical failures of any kind and
such Contest Entries will be disqualified. By entering the Contest, each Contestant irrevocably
agrees and acknowledges to be bound by the Official Contest Rules and all applicable laws, and
decisions of the D.C. Lottery: to forever and irrevocably waive all of his/her rights to claim ambiguity
with respect to the Official Rules; and to forever and irrevocably release, indemnify, and hold
harmless the Contest Entities and their respective subsidiaries, affiliates, officers, directors,
employees, agents, representatives, successors and assigns (collectively the "Releases"), from any
liability (including, but not limited to, liability for defamation, libel, slander, invasion of privacy,
infringement of publicity or any intellectual property rights, any property loss, damage, personal
injury, bodily injury, death, expense, accident, delay, inconvenience or irregularity, and any indirect,
incidental, consequential, special, punitive or exemplary damages of any kind even if the Releases
have been advised of the possibility of such loss or damages), costs and expenses (including, without
limitation, reasonable outside attorneys' fees) that may arise from, result from or are in connection
with: (a) the Contest, including but not limited to any Contest-related activity or element thereof,
and the Contestant's Eligible Entry(s), participation or inability to participate in the Contest, (b) the
violation of any privacy, personal, publicity or proprietary rights, (c) typographical errors in these
Official Rules or any Contest promotional materials, (d) acceptance, attendance at, participation in,
possession, defects in, use, misuse or inability to use the prize (or any component thereof), (e) any
change in the prizing (or any components thereof) due to unavailability, business or creative
considerations, or due to reasons beyond the D.C. Lottery's control, including but not limited to by
reason of any acts of God, any action(s), regulation(s), order(s), or request(s) by any governmental
or quasi-governmental entity (whether or not such action(s), regulation(s), order(s) or request(s)
prove(s) to be invalid), equipment failure, threatened or actual terrorist acts, earthquake, war, fire,
flood, explosion, unusually severe weather, hurricane, embargo, labor dispute or strike (whether
legal or illegal), labor or material shortage, transportation interruption of any kind, work slow-down,
civil disturbance, insurrection, riot, or any other cause beyond any of the Contest Entities' control, or
as otherwise permitted in these Official Contest Rules, (f) any interruptions in or postponement,
cancellation, or modification of the Contest, (g) human error, (h) incorrect or inaccurate
transcription, receipt or transmission of any part of the Contest Entry (including, without limitation,
the Entry Information or any parts thereof), (i) any system, computer timing and/or dating
mechanism, computer equipment, software, or Internet service provider utilized by any of the
Contest Entities or by a Contestant, (j) interruption or inability to access the Contest, the Website or
any other Contest-related web pages, or any online service via the Internet due to hardware or
software compatibility problems, (k) any damage to Contestant's (or any third person's) computer
and/or its contents related to or resulting from any part of the Contest, (l) any lost/delayed data
transmissions, omissions, interruptions, defects, and/or any other destroyed, incomplete,
undeliverable or damaged Contest Entries, (n) any wrongful, negligent, or unauthorized act or
omission on the part of any of the Contest Entities, or any of their agents or employees, (o) any
wrongful, negligent, or unauthorized act of omission on the part of a prize supplier or any of its
agents, servants, employees or independent contractors, (p) lost, late, stolen, misdirected, damaged
or destroyed prizing (or any element thereof), (q) or any other cause, condition, or event
whatsoever beyond the control of Contest Entities or their parents, subsidiaries, and affiliated
companies. Each Contestant hereby acknowledges that the Contest Entities have neither made nor
are in any manner responsible or liable for any express or implied warranty, representation or
guarantee, express or implied, in fact or in law, relative to the prize or any component thereof. All
entries shall remain the property of D.C. Lottery and may be destroyed. No entries will be returned
to Contestants.
