Registration for a HAL ID number is a one-time requirement. Customers who already have a HAL
account do not need to create another HAL account. You may use your HAL number or any
identification you added to your account previously to purchase any hunting, angling or trapping
licence. If you do not remember your HAL number, or what identification you have on your
account, you can call 1-855-848-4773 (8 a.m. to 9 p.m.). Further identification can be added to
your account at any time.
If you have not had an account created in HAL, there are three ways it can be obtained:




Online through your web account any time;
At any Saskatchewan licence issuer;
At a Saskatchewan Ministry of Environment or select provincial park office; or
Order by phone using a credit card at 1-855-848-4773 (8 a.m. to 9 p.m.)
To set up an account you will be required to provide the following information:

 name (Saskatchewan residents must provide their name exactly as it appears on their
Saskatchewan Health Services Card)
 date of birth
 gender
 eye and hair colour
 height
 mailing address
 physical (home) address
 contact (home, business or mobile phone number)
To create an account you must also provide at least one identification number such as a driver’s
licence number, RCMP, Canadian Armed Forces, Canadian Firearms licence or passport number.
Members of the RCMP or Canadian Armed Forces who qualify for Saskatchewan resident hunting
and angling privileges must provide their RCMP or Canadian Armed Forces number to access
Saskatchewan resident licences. The identification provides an alternate way to access your
account by referring to a piece of identification normally carried. This means you do not have to
memorize you HAL number or carry a separate ID card.
To access your HAL account online you will need to provide an email address and set a password
which must be entered each subsequent time you sign in. Confirmation emails will be sent to your
email when you purchase a licence or apply for the big game draw. If you forget your password, a
new password will be sent to you by email.
If you would like to obtain your HAL number online please see the instructions on the following
pages. Once your HAL web account is created you can purchase hunting, angling and trapping
licences, review and reprint your purchased licences and apply for the big game draw (if eligible).
Create an account through the website (I do not have a HAL number)
If you have not previously purchased a licence or applied for the big game draw through HAL,
(introduced in April, 2013), you will need to create an account and get a HAL number.
Step 1 – Visit the Ministry of Environment website to access important licensing information. Click
on the link to access the HAL website.

Step 2 – Click “Create Account (I Do Not Currently Have A HAL #)”. Do not click “Sign In” until you
have created your account and have set your password.

time, click “Update Profile” option within “My Account”.

If you have previously purchased a licence or applied for the big game draw through HAL (introduced
in April, 2013) but have not previously used the website, you will need to create a web account with
a password sign in.

Step 3 – Your web account is now created! You can now purchase licences and review your
account information and order history. To access your web account in the future, use your password
and an identification number on your account to sign in.
If you get the below screen, you already have an existing web account with a password. Proceed to
the “Sign In” screen and use the “Forgot Password” feature if you have forgotten your password.
You will be required to enter an identification number and your email address.

A message will be displayed to confirm that an email has been successfully sent to your email
address.
Step 4 – In the email that was sent to you, click the link. Please note that the link is only valid for 24
hours. After 24 hours, the link cannot be used to reset your password.

How to purchase a licence
Step 1 – Now that you have your web account created, you can purchase hunting, angling and
trapping licences. If you are a hunter wishing to apply for the big game draw, you will also use your
HAL account to submit applications, review your pool status, review and update submitted
applications, look up draw results and purchase your draw licence(s). To purchase a licence, select
“Purchase a Licence” from the menu options at the top of the screen. Make sure you have a valid
Visa or MasterCard; it will be required to complete the purchase. You will also need a printer to print
your licences.
Step 2 – Select your residency type from the options on the screen and click “Proceed” to continue.

Step 3 – Based on your residency type, account information and previous purchases, a list of
available licences for you to purchase will be displayed. Select the licence you wish to purchase by
clicking the green “purchase” box. If you wish to purchase more than one licence you will be able to
add additional licences to the shopping cart later. Always refer to the Anglers’ Guide or Hunters’ and
Trappers’ Guide to make sure you are purchasing the correct licence.
*Note – you cannot purchase licences for another individual through your account.

Step 4 – Details about the licence may be available by moving your curser over the licence name.
Please make sure you read the information to make sure you are purchasing the correct licence.
Step 5 - If another licence is required in order to purchase the licence you are adding to your
shopping cart, the system may inform you that the required licence is being added to your shopping
cart. For example, if you are purchasing a hunting or trapping licence and have not yet purchased a
wildlife habitat certificate, the system will automatically add the wildlife habitat certificate.
However, the system cannot predict all licences that you require; all hunters, anglers and trappers
are responsible for ensuring they are purchasing the correct licence(s).

Step 6 – Depending on the licence(s) you have added, you may need to attest to specific
requirements for purchasing the licence(s). For example, if you are purchasing your first hunting or
trapping licence through HAL and you were born in 1971 or later, you will be asked to attest that you
comply with Firearm Safety/Hunter Education Regulations.

Step 7 – If you are purchasing licences that do not require seals (tags) or harvest ledgers, you will
proceed to the shopping cart. However, if you are purchasing a licence that does require seals or a
harvest ledger, you will have to either select the order option in which case the licence will be mailed
to you, or enter your seal or harvest number.
All big game licences require seals. Hunting licences that require a harvest ledger include the nonresident and Canadian game bird licences. The harvest ledger is still required if hunting waterfowl
but is only used to record harvest of Gray Partridge and Sharp-tailed Grouse.
If you do not have a set of seals or harvest ledger, you can select the order option but will be
required to wait up to 10 business days for your licence to be mailed to you.
To enter a seal or harvest ledger number you will need to have previously acquired your seals or
harvest ledger as a convenience pack. This option allows you to complete the sale and immediately
print your licence. If you do have blanks seals/harvest ledger, enter in the space provided.

Step 8 - If you wish to purchase additional licences, click on “Continue shopping” at the bottom of
the screen. Once all licences have been added to the cart click “Proceed to Checkout”.

Step 9 – Review your cart summary to make sure everything is correct. Enter your payment
information and click “Complete this Purchase”. A valid Visa or MasterCard is required.

Step 10 – Your transaction is complete!
If you ordered a licence that requires seals or a harvest ledger, the complete licence will be mailed to
you. However, you will still be required to fill out the seals or harvest ledger once you have received
them (see step 12).

Step 11 – If you purchased a licence requiring a seal or harvest ledger, make sure you have properly
filled them out. You must carry your seals/harvest ledger with you while hunting or angling (if on Lac
la Ronge). You must also be able to produce your licence if a conservation officer makes a request.
Angling licences must be signed and dated; therefore they must be printed. Hunting and trapping
licences do not need to be signed with the exception of youth hunters ages 12 to 15 who must have
a printed licence with a parent/guardian signature. For all other hunting and trapping licences, a
digital copy of the licence on a mobile device can be provided to a conservation officer. However, if
you have any concerns of battery life or inspection of the licence on your mobile device by a
conservation officer, we recommend that you print a copy of your licence(s) and carry it with you.

Make sure you have not switched the day and month of birth. The format is YYYY-MM-DD.
Make sure your gender is entered correctly.
Make sure your name matches your Saskatchewan Health Services Card.
If your name has an apostrophe, period or hyphen, try replacing it with a space. For
