The 126-hectare campus is located along the coast of the Atlantic Ocean, around a 50-hectare lagoon. The first development of its kind in the region, it was carefully designed to respect the local environment and preserve biodiversity. A center to support regional economic development The Foum El Oued Technopole is quite an ambitious project. It is an environmentally-friendly place that will provide companies and start-ups with modern, well-equipped office spaces. The Foum El Oued Technopole will be home to a business incubator, a center for training and development, and a business center. Plus, a conference center with a public plaza. But it was also inspired by integrating the Southern Regions'* local construction styles with the latest technological innovations in water and energy management. This careful balance of sophisticated urban infrastructure and nature conservation has made the Technopole a shining example of green development in the region. Flexibility and Reliability In addition to sustainability, flexibility was another key characteristic of this project's development. This flexibility enables the Foum El Oued Technopole to adapt in order to preserve the environment in the Southern Regions*. It protects the regions' local natural resources and promotes biodiversity. The Foum El Oued Technopole promotes diversity and aims to breathe new life into the local natural areas. 12 FOUM EL OUED TECHNOPOLE A city with zero waste and zero wastefulness 1 200 m3/day & 380kg/day of waste treated by the wastewater treatment plant The Foum El Oued Technopole uses innovative systems to recycle wastewater, turn organic waste into usable energy, and cultivate microalgae to produce algal biomass. The Foum El Oued Wastewater Treatment Plant handles the waste generated by the community and the Technopole, reclaiming water to use for irrigation. A smart city at the cutting edge of innovation 60% of the hot water demand generatedby the School of Excellence is covered thanks to an innovative design The Foum El Oued Technopole employs several advanced, innovative urban 'smart' systems: irrigation management, leak detection, automatic meter reading, mobility management, management of public services, pooling of communication infrastructures, and sharing of information. The Technopole also has an open-air museum that details the design of the three iconic architectural entities (the Mohammed VI Polytechnic University, the School of Excellence, and the Industrial Expertise Center). A city with a Zero Carbon strategy The urban development plan aims to create spaces that will help reduce the community's carbon footprint by using sources of renewable energy: biomass, solar, wind, etc. FOUM EL OUED TECHNOPOLE 13 A promising future for local people, businesses, and investors The Mohammed VI Polytechnic University in Laayoune The School of Excellence and the Industrial Expertise Center in Laayoune An innovative and integrated wastewater and organic waste treatment system in Foum El Oued Mohammed VI Polytechnic University Laayoune 300 000 man-days during construction phase 200 jobs during operational phase 16 FOUM EL OUED TECHNOPOLE The Mohammed VI Polytechnic University in Laayoune will be dedicated to research, innovation, and education in the fields of science and technology related to arid and Saharan areas. The University, which comprises three components : a center for education and research, a center for regional economic support and development, and a sociocultural center, is a unique, environmentally-friendly platform that will promote innovation and R&D. To reduce its impact on the environment, the University will produce part of the energy it needs to operate and process part of its solid waste locally, using an innovative biological system (phytoplankton). Thanks to its innovative architectural design and its green roofs, the temperature inside the buildings is regulated naturally without having to use air conditioning. Energy requirements are reduced through a heat treatment, and the building has a smart design (orientation of the facades, green roofs, canopy and shading). Natural ventilation is favored and intensive overnight ventilation will be carried out. 3 major educational institutions for capacity building, and expertise and know-how sharing 2 500 students / researchers FOUM EL OUED TECHNOPOLE 17 The School of Excellence and the Industrial Expertise Center in Laayoune The School of Excellence 560 students enrolled in quality education The Foum El Oued Technopole will be home to a School of Excellence, a source of high quality training. This establishment will provide the ideal framework for training and exchange of ideas. Its most deserving students will be awarded merit-based scholarships. The School of Excellence will also have a conference center, sports facilities, and a multi-purpose fitness room. The School of Excellence was also designed to limit environment impact through water-saving equipment, control of wastewater discharges, and management of industrial waste. The Industrial Expertise Center The Industrial Expertise Center will assist in the development of Phosboucraa's new industrial units and support initiatives that promote innovation and technological and industrial development in the Southern Regions*. The IEC is an exemplar of green architectural design and energy efficiency, built to limit environmental impacts and use energy sources directly available on site. *Guelmim-Oued Noun, Laayoune-Sakia El Hamra, Dakhla-Oued Ed Dahab 18 FOUM EL OUED TECHNOPOLE FOUM EL OUED TECHNOPOLE 19 An innovative and integrated wastewater and organic waste treatment system in Foum El Oued One of the Foum El Oued Technopole's specific objectives is to build an area with Zero waste and Zero wastefulness. By treating and repurposing waste, the Technopole will open the door for the emergence of new sources of renewable materials and energy. The wastewater treatment plant, located 1.2 km north of the Technopole , employs an "activated sludge" system to handle the waste generated by both the new development and the community of Foum El Oued. This system involves mixing pretreated wastewater with an active biomass to reduce the organic matter. The biomass is separated from the treated water in a settling tank. The sludge is thickened in a thickener tank and then dehydrated. Treatment of Organic Waste and Sewage Sludge (Ennesys System) Based on biomimicry, this organic waste treatment system employs an innovative solution: it uses microalgae in the purification process. This system will enable the Foum El Oued Technopole to convert organic waste into three valuable products: biogas, which will be transformed into electricity, compost, and algal biomass. Using the organic waste and sewage sludge generated by the Technopole and the town of Foum El Oued, the system will produce a biostimulant that will promote the development of local agriculture and be part of the research activities carried out by the Mohammed VI Polytechnic University Reusing treated wastewater for irrigation To promote the reuse of treated wastewater, the Foum El Oued Technopole will not draw on groundwater, and will instead use the wastewater treated by the wastewater treatment plant for irrigation of green areas and the agricultural research station.
