In Your Community At Canadian Pacific, we believe our success depends on more than our ability to understand our business and customers – we must also appreciate the issues that matter to the communities in which we live and do business – safety, quality of life and the environment. Canadian Pacific is committed to being the safest, most fluid railway in North America. CP has 16,000 employees, 14,000 miles of track and operates in more than 900 communities across North America. CP's employees are proud to be the Official Rail Freight Services Provider to the Vancouver 2010 Olympic and Paralympic Winter Games. 2 CP’s Industrial Heartland Expansion Project The Alberta Industrial Heartland (AIH) area is developing into Canada’s largest industrial centre for the petroleum and petrochemical processing industry CP’s Project in the AIH will service the needs of existing and future customers in Strathcona and Sturgeon Counties The construction and operation of CP’s Project will take place over a number of years in response to the needs of AIH industries 3 CP’s Industrial Heartland Expansion Project Project Description CP’s existing operations serve established customers such as Shell Canada and its existing oilsands upgrader facility at Scotford Northwest Extension An extension into Sturgeon County is proposed for customers to the north and west of our existing line Southwest Extension An extension of the existing rail line to Scotford is proposed to serve new customers located south of Shell Canada Strathcona and Victoria Trail Logistics Centres Two logistics centres are proposed, providing focal points in the transportation system where goods are moved from long-haul rail cars to local trucks. The proposed Strathcona and Victoria Trail Logistics Centres will provide dedicated space where rail and truck shipments (e.g., aggregates, pipe, and upgrader components) are transferred; meeting the transportation needs of our customers not on rail Astotin and Sturgeon Rail Yards The Project includes two new rail yards where train assembly, safety inspections and light servicing activities will occur 4 CP’s Industrial Heartland Expansion Project Project Operations Northwest Extension (~16km) Inbound and outbound operations to industries locating on either side of the North Saskatchewan River Will connect upgrader development while minimizing the need for trucks on local roads Southwest Extension (~5.5km) Primarily outbound trains from a new upgrader and other customers located south of Shell Canada in Strathcona County Strathcona and Victoria Trail Logistics Centres Transfer location of materials from rail cars to local trucks Rail traffic is anticipated to be primarily inbound materials for transloading such as pipe, steel and aggregates for upgrader construction Astotin and Sturgeon Rail Yards Assembly of trains, as well as safety inspections and light servicing 5 CP’s Industrial Heartland Expansion Project North Saskatchewan River Bridge Concept Conceptual Design Considerations: Recreational Maintain navigational requirements to facilitate safe boating Environmental Protect fish and fish habitat Preserve river bank wildlife corridor Safety Channel hydraulics and ice Riverbed and bank geotechnical investigations High load capacity bridge design View from the north shore, looking southwest 6 CP’s Industrial Heartland Expansion Project Existing Land Use (Area Structure Plans) Heavy industrial Agricultural transition Environmental policy area 7 CP’s Industrial Heartland Expansion Project Existing Natural and Heritage Features North Saskatchewan River (fish and wildlife) Astotin Creek Woodlands Wetlands Heritage Resources 8 CP’s Industrial Heartland Expansion Project Public Road Crossings The Project has been designed to minimize public road crossings Some necessary road crossings have been identified Road-rail crossing safety is integral to the design of crossings Local traffic will mainly consist of AIH-oriented vehicles and other heavy industrial traffic Coordination and cooperation with local road authorities and county staff, during construction and operations 9 CP’s Industrial Heartland Expansion Project Environmental Assessment Components Air quality Heritage resources Biological resources Noise Public safety Traffic Water quality Wetlands Waste management 10 CP’s Industrial Heartland Expansion Project Economic and Environmental Benefits Rail is the safest mode of overland transport. Did you know? Shift to rail will minimize truck traffic on the regional highway network. Concentrating industrial traffic on rail will: improve air quality reduce traffic congestion enhance public safety support industrial growth Support Strathcona and Sturgeon Counties Area Structure Plans A single train will replace up to 250 truck trips. 11 CP’s Industrial Heartland Expansion Project Approval Process Project Description Railway line construction requires approval from the Canadian Transportation Agency (CTA) Environmental assessment (EA) is a component of federal approvals Scoping Document Draft EA Report Public Consultation The federal EA is conducted pursuant with the Canadian Environmental Assessment Act (CEAA) Finalize EA Report Federal Agency Screening Public Review Federal Agency Approval 12 CP’s Industrial Heartland Expansion Project Project Timeline for the Northwest Extension Victoria Trail Logistics Centre and Southwest Extension timelines as required by industry 13 CP’s Industrial Heartland Expansion Project Your views are important to us Council and administration comments will help CP develop a workable plan CP would be willing to meet further with council or administration to work through questions or concerns Public meetings for the project are being held in August 14 Discussion
