Voice vote Motion Carried Muskegon County Board of Commissioners Full Board Meeting January 27, 2015 4:00 p.m. 14 PUBLIC COMMENT Scott Erdman, Muskegon County Fair Board Vice President, addressed the Board requesting support of agenda item CD/SP15/01-03, to approve the sale of alcohol at the County Fairgrounds during 2015 for specific events, including one evening during the County Youth Fair. INTRODUCTION - MR. KELLY RICHARDS, DIRECTOR, MUSKEGON AREA DISTRICT LIBRARY Vice Chair Cross introduced Mr. Kelly Richards, new Director of Muskegon Area District Library. Mr. Richards noted he comes from the Flint area but his parents are both from Muskegon so he would spend summers in Muskegon and has fond memories. Mr. Richards stated he is appreciative and excited about this opportunity and serving the citizens of this area. Commissioner Wilkins welcomed Mr. Kelly stating she had read the article about him in the Chronicle and is excited to have him in Muskegon County. Voice vote Motion Carried Commissioner Wilkins reminded and encouraged everyone to attend the “Fight Blight in Muskegon Heights” public meeting tonight from 5:00 p.m. – 7:00 p.m. at Muskegon Heights High School. (See attached flyer) Vice Chair Cross thanked Stephen Dix, former Director of the Muskegon Area District Library, for his years of service. Commissioner Scolnik informed Commissioners that John McGarry, Chief Executive Officer of the Lakeshore Museum Center will be retiring as Chief Executive Officer through the end of June 2015 but will continue to work for six months with the $3.2 million Hilts Landing project (which is now hiring for their opening June 7, 2015). Commissioner Scolnik noted that Annoesjka Steinman has been named Assistant Director. (Lakeshore Museum Center website: http://www.lakeshoremuseum.org/index.html ) Commissioner Engle reported the Fair Board is on schedule and the dates for events are available on the website at http://www.muskegonfairgrounds.com/. Commissioner Mahoney reported that the Convention and Visitors Bureau will be hosting several bowling events over the next couple years and will once again host the Santa Claus Convention. Chairman Sabo noted that Commissioner Hughes has been elected as the new Chairperson to the West Michigan Shoreline Regional Development Commission. ADMINISTRATOR’S REPORT Administrator Eisenbarth provided an update on the Director of Finance/Assistant County Administrator Position, noting interviews began last week. They have narrowed the number of applicants which will move on to the second round of interviews which will be held next week. Administrator Eisenbarth provided an update on the Wastewater Director Position. The second round of interviews will begin next week. Muskegon County Board of Commissioners Full Board Meeting January 27, 2015 4:00 p.m. 21 OLD BUSINESS Commissioner Nash noted there will be an emergency meeting of the Executive Committee of the LCC on Friday at 9:30 in Grand Haven. Commissioner Nash will forward the agenda to the Administrator to forward to Commissioners. NEW BUSINESS Commissioner Nash provided an update for the Advisory Committee and that Lake County has signed on. Discussion ensued. PUBLIC COMMENT Johnathan Wilson noted that mlive Muskegon Chronicle Editorial Board will be having a public forum regarding the Road Millage early February at MCC. An official announcement to follow. Some informational materials have been provided to Muskegon County for distribution to citizens. (See attached brochure) Commissioner Scolnik noted there will be a program tonight, entitled “Holocaust’s Effect on Three Local Generations” at Muskegon Community College, 6:30 p.m. – 8:00 p.m. Commissioner Scolnik stated genocide continues in parts of the world today and we need to keep a focus on this. http://www.muskegoncc.edu/news-and-events/event/holocausts-effect-on-three-localgenerations-jan-27/ Scott Janiga, representative for Abate, addressed the Board regarding their lease of land for Bike Time. He was concerned about the land use for the new dog park and if other leases were considered. Discussion ensued. Administrator Eisenbarth will follow up with Mr. Janiga. These repairs can be expensive and that cost comes directly out of your pocket. Picture 203 miles need to be crushed, reshaped, and have a new asphalt driving surface placed. Estimated cost is $61,131,000. 281 miles need to be overlaid with new asphalt and or chip sealed. Estimated cost is $50,000/ mile or a total of $14,050,000. 288 miles need to be crackpoured and/or durapatched to extend their life. Estimated cost is $1,731,000. Repairing our roads is costly, but if everybody pitches in to help, it’s not much at all.
