AN OVERVIEW OF SALT IN SOUTH AFRICA FOR 2001
INTRODUCTION
Common salt, or sodium chloride (NaCl), is an inexpensive, but vital, bulk
commodity, which in South Africa is recovered from seawater and natural, inland
brines. Elsewhere in the world evaporitic rock salt deposits are another source of
salt.
South Africa produces less than 50% of its salt requirements, with the shortfall
being made up by imports from Australia, Namibia and Botswana. Low priced
imports from neighbouring countries, where salt is produced in the Walvis Bay
economic development zone of Namibia, and as a by-product from soda-ash
production in Botswana, are threatening the survival of South African salt
producers.
THE INTERNATIONAL SALT INDUSTRY
Total world production of salt in 2001 was 212 Mt. a decrease of 2,5 % from 217
Mt in 2000.

The USA produced 20,8% of the total world’s salt followed by China with 13,7%,
Germany 7,3%, India 6,7%, Canada 5,7% and Australia with 4,1%. South Africa
produced 0,16% of the world total. The large production, exports and
consumption of salt classified as “others” in fig 1,2 and 3 represents 98 countries
all producing and exporting minimal amounts in comparison to the countries
shown.

Country
World total exports of salt amounted to 39 208 kt, with Australia’s 21,6% share of
exports being the greatest, followed by Mexico with 17%, Canada 9,8%,
Germany 7,6 %, France 7,6%, Netherlands 7,4%, and Chile at 5,3%. South
Africa contributed a mere 0,002% to world salt exports.
World consumption of salt totalled 214 116 kt, of which 24% was consumed in
the USA, 14% in China and 7% in India, as shown with others in figure 3.
The chemical industry accounted for more than 40% of world salt consumption,
mainly in the chlor-alkali sector for highly reactive bulk reagents such as chlorine,
hydrogen chloride and caustic soda. Highway de-icing control, a major
application in the industrial winter ice-belt of the developed northern hemisphere,
consumed 36%. Distributors took 7%, general industry 6%, agriculture 4%
(mostly for animal feed), food processing 3%, primary water treatment 1% and
the remaining 3% went to industrial users.

THE SOUTH AFRICAN SALT INDUSTRY
OCCURENCE
South Africa ‘s salt resources are confined to underground brines associated with
inland saltpans, coastal saltpans and seawater. There are no known economical
rock salt deposits in the country.
The majority of inland pans lie on rocks of the Karoo Sequence, in a curved belt
between 50 and 60 km wide, extending from near Vryburg in the North-West
Province to Hopetown on the eastern border of the Northern Cape, continuing
westwards past Brandvlei. Most of the pans have formed on shales of the Dwyka
and Ecca Groups, which, in that area, were deposited under marine conditions.

A considerable number of large saltpans are found in the Kalahari region to the
north of Upington. These also lie on shales of the Dwyka Group. Near
Waterpoort, at the foot of the Soutpansberg in the Northern Province, a saltpan
occurs on basalt of the Lebombo Group.

The saltpans in the vicinity of Delareyville in the North-West Province are mostly
underlain by lavas of the Ventersdorp Supergroup.
The salt obtained from pans underlain by Dwyka Group rocks has a relatively
high sodium sulphate content; this probably results from the oxidation of iron
sulphide to sulphate.
Along the west and south coast of the country, coastal saltpans, or salt-reaping
localities, generally occur within 25 km of the sea. Some of the coastal pans
derive their saline constituents directly from the sea by periodic flooding or
seepage, and others from underlying marine sediments. All obtain a certain

amount of replenishment by rainwater leaching surrounding, salt-impregnated
dunes.
In 1974, the salt resources of South Africa’s inland saltpans were conservatively
estimated at 53 million tons. This figure represented salt contained in the top 3m
of pan soil, which is only recoverable after the salt has been leached into the
underground brine. World reserves of salt are simply classified as “large”; the
oceans comprise an inexhaustible supply.
SOURCES
Of all the salt produced in South Africa in 2001, 3 percent was from coastal pans,
20 percent from seawater, while the rest was from inland pans (See figure 5).
Sea salt is produced at only two sites, at Port Elizabeth in the Eastern Cape and
Velddrift in the Western Cape. There are thirteen inland producers of salt.

PRODUCTION/HARVESTING
Two methods of salt production are used in South Africa. Pure vacuum dried
(PVD) salt is produced at Coega, near Port Elizabeth, Where the product is a
pharmaceutical grade salt of 99.9% purity. Wind is a major factor in the
evaporation process at Coega, while inland dust-laden winds are a hazard, and
evaporation is dependent on direct solar heat. The second method is by solar
evaporation of brines from inland and coastal saltpans. At inland saltpans the
process starts with the pumping of brine from suitable openings in the floor of the
pan, into large relatively deep dams, where some concentration takes place.

The brine is then allowed to evaporate in fairly shallow concentration dams until
ready for crystallisation. Saturated brine is subsequently transferred to a series of
shallow crystallisation pans where further evaporation takes place, which results
in the final deposition of salt.
Sea salt is produced by evaporation of seawater, which usually contains 3,5 % of
dissolved solids, 74,8% of which is NaCl. At the salt works the seawater is
concentrated in artificial evaporation ponds until a relative density of 1,204 is
attained, the brine is then fed into crystallisation pans for eventual harvesting.
Weather is an important factor in salt production. Sunshine is obviously
beneficial, and wind aids evaporation but may also cause contamination. Rainfall
dilutes solutions and storms may damage crystallisation ponds. Methods have
been developed to improve solar evaporation by installing sprinklers, which
produce fine droplets or mist, which surprisingly, increases evaporation.
DEVELPOMENTS
South Africa has 16 operating salt companies, of varying size, including one cooperative operation with more than forty small-scale producer members.
Upington Super Salt is the biggest producer, followed by Swartkops, Saltcor,
Industrial Salt, Cerebos and Orange River Salt Works.

Production of salt in South Africa is limited by supply rather than demand. South
Africa‘s salt production decreased by 32,5 % in 1994. The drop in production was
a result of the handing over of Walvis Bay, where S.A ‘s biggest producer Salt
and Chemicals was located, to Namibia on 28 February 1994. Local production
statistics from 1994 excluded salt produced in Walvis Bay, and purchases by
local consumers from that source were recorded as imports.
In 1995 production decreased by a further 24,8%, as a result of increased
competition from imported salt, consequently employment in the salt industry
declined by 24,1 % to 912 employees.
Production reached a minimum of 290 kt in 1996, increased to 358 kt in 1999,
but has ever since remained below 400kt. (See figure 6)
SALES
Local sales are dependent on production and followed the same trend, and were
affected by the same factors as discussed above.
South Africa ‘s export market was above 70kt annually from 1983 to 1990, it
decreased by 38,5% in 1991 to 56kt, then to 50kt in 1992. Exports decreased
further 62% to reach 19 kt in 1993, and decreased even further, to reach a low of
1kt in 2001. (See figure 7)

The massive decrease in exports resulted from Soda Ash Botswana‘s entrance
to the Southern African market in 1992, and were further affected when Soda
Ash was taken over by the newly formed Botswana Ash (Botash), which assured
future supply of salt and soda ash to SADC countries. This led to the dissolving
of the association of salt producers in South Africa. Local production decreased,
because producers felt that they could not compete with Botash. The proposed
supply agreement did not materialise and local producers did not lose as much
market share as originally expected.

South Africa’s sales of salt were strong in 1990, reaching a record high of R81, 5
million. Although salt is the cheapest commodity it represented 0,3 % of total
revenue generated from mining in 1990. In 2000 sales amounted to R74,7 million
which represented 0,14% of total revenue generated from mining. (See figure 8).
IMPORTS
South Africa’s imports of salt were below 200kt from 1983 to 1993. Imports
started to break the 200kt mark in 1994, when sales from Walvis Bay were
recorded as imports after the handing over of Walvis Bay to Namibia in 1994.
(See figure 9)

Local production could not meet demand, so imports of salt from Botswana,
Australia, Germany United Kingdom and USA increased. Before 1994 Australia
was the greatest exporter of salt to South Africa followed by Botswana, Germany,
United Kingdom and USA. After 1994 this changed and Namibia became the
major exporter of salt to South Africa, providing more than 50% of our imports.
Exporters located in the Walvis Bay economic development zone are said to
receive subsidies in transport and/or taxes, enabling Namibian salt to be sold in
South Africa at prices with which local producers cannot compete. To date it has
not been possible to discover the true situation, and the matter will receive further
attention.

Botswana is also exporting salt to South Africa from Botash, which produces
soda ash, with salt as a by-product.
Imports from Australia have been decreasing and are expected to cease entirely
in the near future. Australian salt was used almost entirely by the South African
paper industry. The neighbouring producers have now proved to be able to
reliably supply enough suitable quality salt to the paper industry.
PRICES
South African salt producers are situated in remote locations, where
transportation can become an important cost. Pumping salt brine is an economic
means of transportation but cannot be used for dry salt. Large bulk shipments of
dry salt by ocean freight are low cost but are restricted in points of origin and

consumption. As salt is packaged, handled and shaped in small units, the
accompanying cost increases are reflected in higher sales prices.
Various types of salt have unique production, processing and packaging factors
that determine their selling price. Salt sold in bulk is naturally less expensive than
salt that has been packaged, pelletised or pressed into blocks. Vacuum pan salt
is the most expensive because of higher energy cost involved in processing and
purifying of the product (99,9%)
Local prices of coarse salt followed international trends, increasing in 1989 by
26,3%, to reach R72/ton, declining by 48% in 1991, from R81/ton to R42/ton.

During 1995 the local coarse salt prices surged to R92/ton, and in 1996 reached
a record high of R104/ton. Processed salt prices have more than doubled the
1983 price and reached a maximum of R347/ton in 2000.World prices of coarse
salt have not been stable and local prices have followed then, apart from 2001
when declining value of the rand affected all commodities.
SUPPLY AND DEMAND
South Africa‘s consumption of salt increased from 1983 to 1986, but decreased
in 1987 by 4,6 % to 680 kt, from there it increased to the present consumption of

1 063 kt in 2001.Supply did not follow the same trend as demand, it was not
stable. Supply of salt was higher than demand from 1983 to 1987. From 1988
supply was lower than demand until 2001 when demand was 6% higher than
supply. This situation is clouded by lack of imports statistics from Namibia and
Botswana, as a result of them being in the same customs union as South Africa.
Provisional figures indicated that South Africa consumed approximately 1 063Kt
of salt in 2001 with 54% going to the Chemical industry, for the production of
chlorine and Sodium hydroxide.15% was consumed the by paper and other
chemical industries, 10% was for animal feed, 12% for distributors (mainly for
human consumption), the other 5% for food preservation and 4% was for other
uses.

OUTLOOK
World salt demand is expected to increase with increase in population and
industrialisation. Imports from Australia and deep-sea sources are expected to
decrease annually from 2002 until they are phased out, because of high transport
costs. Imports from Namibia and Botswana, where capacity, reliability and quality
have now been demonstrated, will fill any shortfall in local supply.
Local salt production is expected to decrease at least temporarily in future,
because of the construction of the Coega Harbour in Port Elizabeth, where

Cerebos Salt produces at the Coega river mouth. Industrial Salt is planning to
expand their production at their west coast operation at Cawood Salt, where
reserves have been increased dramatically. Anticipated production is 80Kt of
food grade salt per annum, with fresh water of some 300 mega litres per annum
as by-product. The project is still under environmental management impact
study.
CONCLUSION
Opportunities for small-scale producers exist for unexploited reserves of inland
saltpans because production is inexpensive in comparison to salt recovery from
seawater. The latter requires a five-year lead-time from start to first production
and initial capital requirements are large.
As South Africa, Namibia and Botswana fall within a common customs union
there are currently no import statistics available from customs and excise. The
problem of subsidised imports placing local industry at risk requires serious
attention at governmental level.
