Introduction
Introduction: Every year Scouts from the Polaris District gather together at Camp-o-ree to
compete with each other, meet other Scouts within the district, and most importantly,
show their Scout Spirit.
Theme: You are invited to take part in our spy training camp, located at Camp Chesebrough,
in order to train and become fully fledged spies.
Registration: Early registration (before March 13): $13 per scout or adult
Normal Registration (after March 13): $18 per scout or adult

Campsites: This year’s Camp-o-ree will be held at Camp Chesebrough. Troop campsites will
be assigned based on the number of scouts registered. You will be informed of the
location of your site upon arrival Saturday morning. Don’t forget to keep your
campsite clean! Staff will make rounds inspecting campsites during afternoon
competitions.
Uniform Inspection: All Scouts are expected to arrive in full Scout uniform. There will be a
uniform inspection at check-in. The uniform inspection will follow the standard BSA
uniform guidelines, available at http://www.scouting.org/filestore/pdf/34283.pdf.
Scouts should wear activity uniforms (Class B’s) at all other times. Spy themed
costumes are encouraged, but they do not replace the uniform. Remember that no
weapons, real, simulated, or otherwise will be permitted. Recruits have not earned
the right to have weapons. Leave that for the real spooks and on the range.
Parking: To maintain the secrecy of our training facility we may only permit ONE car per
patrol to park in our parking lot. These cars will be issued parking permits. All other
vehicles will be asked to leave, after dropping off their recruits, by our senior staff
officers, easily identifiable by their OA sashes and retroreflective jackets. Penalty
points will be applied to those troop that have vehicle without parking permits.
Order of the Arrow Tap-Out: All candidates chosen by their Troops as eligible for the
Order of the Arrow will be recognized in a call-out ceremony at the end of the
campfire.

Scout’s Own Service: A Scout’s Own Service will be held on Sunday morning. Class A’s are
required.
Patches and T-shirts: All T-shirt orders should be pre-ordered when registering. T-shirts
will cost $12 each, and patches will be complimentary to all troops registered early
(before March 13th). Additional T-Shirts and old patches may be available for purchase
at the commissary.
Equipment: You will need to bring all of the essentials for other outings (i.e. tents, sleeping
bags, food to cook, stoves, etc…). Remember you may need to carry your gear a
significant way (since spies must be able to endure any hardships in the field), since
cars will not be allowed out of the parking areas. If you have a specific concern,
please contact the Order of the Arrow.
Medical Consent Forms: Scoutmasters MUST bring medical consent forms (Parts A and B)
for all participating Scouts. A tour plan is recommended, but not required (as this is a
Council activity). Scouts without medical forms will not be able to participate.
Webelos and Cub Scouts: Per National BSA policy, Webelos and other Cub Scouts are not
permitted at Camp-o-ree. All participants must be registered as Boy Scouts. Webelos
who have “Bridged” are of course welcome as members of their Troop.
Staff: For this weekend to run smoothly, many experienced Scouts are needed to staff the
Camp-o-ree. Each Troop is requested to provide 2 or more staff members. Staff
members must be members of the Order of the Arrow (Read: Completed the Ordeal).
All Arrowmen who want to staff are requested to attend the monthly OA meetings to
help plan for the event.
Venturing Units: Venturing Units are invited to participate. Please contact the Order of the
Arrow if your Venturing Unit is interested in attending.
The Commissary: The Commissary will sell assorted candy, snacks, drinks, and Camp-o-ree
patches from previous years. All proceeds help fund this training program.

Scoring: Commendations and demerits (bonus points and point loss) will be assigned at the
discretion of any member of the OA. Un-Scoutly like behavior, including vandalism,
tardiness, disorderliness, or cursing, will be punished. Any scoring disputes should be
brought to the main office before 6:00 pm on Saturday to be considered. Troops will
be competing for two iconic prizes: The Silver Axe (For the top scoring troop) and The
Bronze Hatchet (for the best incorporation of theme). Unit efficiency ribbons will be
awarded to top scoring troops and patrols for individual events.
Camp Conduct: Please treat the camp as if it is your own home. There will be zero
tolerance on vandalism or if you disrespect the camp. All violations will result in
penalty points towards the unit and the possibility of dismissal from camp for the
violator. Everyone should leave the camp the way it was before they arrived.
Troop Awards: Troop will be competing for two iconic prizes: The Silver Axe and the Bronze
Hatchet. The Silver Axe Award will be presented to the top scoring Troop. The Bronze
Hatchet Award will be presented to the Troop that best recreates this year’s theme.

Patrol Awards: The patrol with the top score at the Camp-o-ree will be awarded the
Presidential ribbon. Patrol Scores will be determined by a summation of the patrol’s
scores at every event it attended. Additionally, the top 3 scores in every individual
event will receive ribbons (subject to change based on participation)

Schedule of Activities
Arrival: All aspiring spies are ordered to report, with their troops, to basic training on April
16th between 0730 - 0900 hours. At this point, troops will be assigned a location in
which to establish a base camp to use as their headquarters for the duration of basic
training at BSA Camp Chesebrough. This is a classified training camp for spies.
Morning Muster:
All recruits are required to present themselves for morning muster at flag
meadow at 0915 for the morning flag ceremony and calisthenics. Lateness will not be
tolerated and will result in demerits. Junior recruits will then be briefed on the
location of different training facilities and events. Senior recruits (SPLs) are advised to
attend their briefing at 0900.
Morning Training: Recruits will divide themselves by patrol and attend training exercises
beginning at 0930. High performance during these events will be recorded, possibly
earning recruits recognition for their skills. Failure to adequately complete the
assigned exercises will be equally recorded and may harm the reported unit efficiency
scores, which will be reported at the conclusion of training camp.
Afternoon Muster: We have been advised by our medical staff that even the toughest of
spy recruits need to eat. Thusly all recruits will be afforded a recess from 1215 - 1315
hours. The afternoon muster shall be held in flag meadow at 1315 hours. Again, tardy
spies could resulted in a dead spies on a mission. Lateness shall not be tolerated. A
briefing for senior recruits (SPLs) will be held at 1300.
Afternoon Competitions:
Throughout the afternoon, representatives from the different
troops will compete in a variety of events designed to assess their preparedness and
general spy skills. Camp inspection will be conducted during the afternoon
competitions.
Evening Muster: At the close of the afternoon competitions, recruits are expected to
report once more at 1715 for closing flags. Once more, a senior recruit briefing will
occur at 1700. After the muster, troops will be afforded a short recess in which to
prepare and eat dinner.
Camaraderie Campfire:
At 1930, in order to build a sense of rapport within the ranks,
recruits are to report to the campfire bowl. Here, recruits will be regaled by stories
and skits about spies, who are better off not forgotten.

Sunday Morning Muster:
All recruits are encouraged to have breakfast before present
themselves for required morning muster at flag meadow at 0915 for the morning flag
ceremony and calisthenics. Senior recruits (SPLs) are advised to attend their briefing
at 0900.
Morning Activities:
All good spies needs to assure that no one knows they were ever there.
So all recruits will be divided up by patrol and help clean up the camp starting from
their campsite back to the base camp from 0930 to 1030. Recruits can make a pack
line at the Flag Meadow. Following the clean-up of the camp, at 1030 we will have
Scout’s Own and find out who are the best spies in the camp.
Departure:
All aspiring spies are ordered depart from camp at 1200 and put your training to
work.

Morning Training Events
BB Gun Training: Spies are expected to be able to shoot accurately. Spies will have
the opportunity to practice shooting for field exercises. Spies will be graded on
accuracy, teamwork, and focus.
Climbing: Being a spy is not an easy task. Spies must be able to scale surfaces in
order to evade their opponents and to scout out enemy lines. Speed, spirit, efficiency
will be your goals.
Campfire Auditions: When the training gets rough, spies turn to fun and games to
ease the tension. Develop an original 3-5 minute skit to entertain your leaders, keep
morale high, and lift your fellow recruits’ spirits.
Fire Building: While on a mission, you may need to build a fire to signal for
evacuation and provide heat. As part of your training, you have been kicked out into
the cold to build a fire using nothing but the contents of your survival kit. With only a
flint and steel and a solitary match, this is going to be tough.
I Spy: Spied must be able to notice the devil in the details. Scattered throughout
camp will be items to find, secrets to ferret out. Good Luck and Good Hunting!
Knots & First Aid: Your band of recruits stumbles across a bound prisoner who looks
like he was recently on the wrong side of a vigorous interrogation. Given the insignia
on his uniform, you decide to free him and provide medical care. You will be assessed
on your first aid knowledge and knot tying ability. As you untie the victim, take care
to remember which knots were used and where for use in your inevitable report. You
will need to treat for a variety of injuries, so speedy untying and treatment is
essential. Remember that teamwork will make the task easier.
Laser Grid Navigation: In the course of an espionage career, a spy will often
encounter evil villains. Since most evil villains have a penchant for using laser beams,
laser beam security system avoidance has been included in our spy craft curriculum.
The system we are testing you with has been upgraded with a automatic vulnerability
negation system. Let’s just say, it will be “unpleasant” if you attempt to go through
the same hole twice. We advise having a leader and planning out how you will attempt
to penetrate the crisscrossing beams, with a motivational cheer perhaps, before
attempting the exercise.

Scavenger Hunt: All spies must keep their eyes open for clues and other potentially
useful items. Hidden throughout camp are various items which will be announced at
the morning muster. Find them, and your troop will earn recognition.
Spy Surprise: As part of your training, you will simulate an attempt to hack into our
secure database. Stop by the Spy Surprise station to receive your instructions and
hacking toolkit.
Afternoon Competitions
A-Frame Relay Race: Spies need to be able to move quickly. You will need to hurry
to gather the required materials in order to construct a mechanism for transporting
your comrades to safety. The well prepared spies are always the most successful.
Bring sufficient poles and rope so that you may stash your supplies and be successful.
Dodgeball Tournament: Spies need to have excellent reflexes, superb hand eye
coordination, and unerring accuracy. Troops will send 15 representatives to compete
for the honor of their unit and demonstrate their skills.
Base Camp Inspection
Tent Arrangement: Spies are expected to maintain logical, patrol based, tenting
arrangements to ensure transparency in terms of the chain of command. Tents should
be located in safe locations, making every reasonable effort to prevent inflammation.
Tent lines should be clearly marked to avoid the creation of tripping hazards. The
medical supply tent should be clearly marked.
Fire Pit: In order to quickly suppress any chance of detection by enemy agents, fires
must be able to be put out instantaneously. Water and dirt buckets must be present
and easily accessible in addition to a shovel and rake.
Spy Theme: Troops will be commended for effective incorporation of the spy theme.
However, all good spies must be able to be break camp quickly when they go on an
assignment. Limited time will be granted to break camp on Sunday, so ensure that all
decorations are easily removable (or wake up early and use the head-start).
