DEVELOPMENT REGULATIONS
AMENDMENT NO. 175, 2007
The lands covered by this notice except for the lands within
Exempt Mineral Lands, the Exempt Mineral Lands being
described in CNL 1143/96 and NLR 71/98, 104/98, 97/2000,
36/2001, 31/2004 and 78/2006 and outlined on 1:50 000
scale maps maintained by the Department of Natural
Resources, will be open for staking after the hour of 9:00
a.m. on the 32nd clear day after the date of this publication.
TAKE NOTICE that the Mount Pearl Development
Regulations Amendment No. 175, 2007, approved on the 2nd
day of October, 2007, has been registered by the Minister of
Municipal Affairs.
In general terms, the purpose of Development Regulations
Amendment No. 175, 2007, is to revise the maximum height
of accessory buildings to 3.5m in residential use zones.

Amendment No. 66, 2007 and Development Regulations
Amendment No. 173, 2007, adopted by Council on the 24th
day of July, 2007, have been registered by the Minister of
Municipal Affairs.

NOTICE
ST. JOHN’S ELECTION FINANCE BY-LAW
TAKE NOTICE that the St. John’s Municipal Council has
enacted the St. John’s Election Finance By-Law.
In general terms, the purpose of Municipal Plan Amendment
No. 66, 2007 is to amend the Mount Pearl Municipal Plan by
approving the Kenmount Hill Infill Comprehensive
Development Scheme and its policies and land use
designation as they relate to the Kenmount Hill Infill
Comprehensive Development Area.
The said By-Law was passed by Council on the 15th day of
October, A.D., 2007 to allow the city to regulate election
campaign contribution and expenses.
All persons are hereby required to take notice that any
person who wishes to view such By-Law may view same at
the Office of the City Solicitor of the St. John’s Municipal
Council at City Hall, and that any person who wishes to
obtain a copy thereof may obtain it at the said office upon

The Regulations were amended by council under the
authority of Section 280.2 of the City of Mount Pearl Act
and Section 39.1 of the Urban and Rural Planning Act on
the 16th day of October 2007. These Regulations provide
Council with the authority to issue violation notices
requiring payment of $50.00 if paid within seven (7) days
after the issuance of the notice; payment of $75.00 is paid
after the seven (7)-day period by not later that fourteen (14)
days after the issuance of a notice and upon conviction, a
penalty of $100.00.
MOUNT PEARL CITY COUNCIL
NOTICE OF APPROVAL
GRAFFITI, LOITERING, PUBLIC BEHAVIOR &
VANDALISM REGULATIONS
TAKE NOTICE that the Mount Pearl City Council has
enacted the City of Mount Pearl Graffiti, Loitering, Public
Behavior and Vandalism Regulations.
All persons are hereby required to take notice that these
Regulations may be viewed at City Hall and that any person
who wished may obtain a copy.
The said Regulations were passed by Council on the 16th
day of October 2007 and will have the effect of prohibiting
graffiti, vandalism or loitering within the City in accordance
with Sections 278, 279 and 280 of the City of Mount Pearl
Act.
These regulations shall come into effect on the 1st day of
November 2007.

Those found in contravention of these regulations can be
banned from City facilities, including parks and open spaces
for periods of up to one (1) year, and upon being found
guilty to a fine not exceeding $1,000 or in default of
payment of a fine to a period of imprisonment not exceeding
ninety (90) days or to both a fine and imprisonment.

3. Local Service District of Petit Forte, Consolidated Newfoundland Regulation 354/96, is repealed.
Schedule
Beginning at the highwater mark of the most northerly point of Petit
Forte Harbour;
Then running north 70° 59’ 23" east 1497 metres, more or less, to a
high point of land;
Then running north 134° 53’ 20" west 1060 metres, more or less, to
where the bridge intersects the highwater mark of the eastern coastline
of Northeast Nunsuch Arm;
Then running in a generally southwestwardly direction along the shoreline of the eastern side of Northeast Nunsuch Arm at the highwater
mark to Nonsuch Head;
Then running along the shoreline of Petit Forte Harbour in a generally
northeastwardly direction via Wild Cove, White Point, Petit Forte, and
Petit Forte Cove to the point of beginning.
All bearings being referred to Grid North and as with distances given
are subject to approximation as delineated on the 1: 50000 National
Topographic (Digital) Mapping.
