Investing in our schools and classrooms: Pembina Trails School Division approves 2016/17 Budget
After careful consideration, of both the needs of the Division as well as the impact on taxpayers, our Board
of Trustees has developed a solid plan for 2016/17. We value the community feedback we received
throughout our process and used that input the help guide our decisions. In this budget you will see a
continued investment in our Three Expectations for Student Learning which are: enhancing engagement,
literacy and numeracy and graduation. We believe our investments in education are a direct reflection of
the considerable success our students achieve.
At a Glance:
Our Board has approved a budget of $162,066,597 for 2016/17, an increase of about $3.8 million over
2015/16. This translates into a 2.4 % increase in expenditures.
Impact on our Taxpayers:
The average homeowner with a house valued at $398,444 will see a $96 increase or 4.6 % in school taxes.
In an effort to moderate the impact on our ratepayers, we are using $400,000 from our accumulated surplus.
With that said, our Division continues to maintain a reasonable and prudent surplus level.
Our Investment:
 Teaching Staff to address the projected growth of 344 students next year, progression towards
achieving the required cap of 20 students per class in grades Kindergarten to Grade 3, Indigenous
Student Success and Middle Years/Senior Years Consultant;
 Teaching and Support Staff and related costs for the new École South Pointe School;
 Teaching and Support Staff and related costs for the Alternative High School programming initiative;
 Educational Assistant Staff due to enrolment growth;
 Transportation Staff and expenses due to increased bus routes;
 Changes in staff estimates (staff mix, rate estimates, increments, leave implications and employee
benefit costs);
 Facilities and Operations expenses related to various improvement initiatives with a continued
emphasis on workplace safety enhancement.
Realities for 2015/16:
 Our community is growing; we are projecting close to 344 additional students in September 2016.
 Our new École South Pointe School to serve Kindergarten to Grade 8 students in Waverley West
will open in January 2017.
 We are working hard to create additional space and hire teachers to meet the Provincial
requirements of the 20K3 initiative. The objective is to see enrolment capped at 20 students in 90 %
of our K-3 classrooms by 2017.
 82 % of our ongoing costs go towards staffing. We believe hiring and maintaining quality teachers
and support staff is a priority that comes with a cost.
 We are working within a 3.5 % divisional administration structure as mandated by the Minister of
Education.
 We are introducing an alternative high school programming initiative to address students at risk.
Pembina Trails School Division educates the South West communities of Winnipeg with a student
