Introduction AC Transit is planning to implement Rapid Bus Service (RBS) on one of the busiest corridors in its system, the International Boulevard/Telegraph Avenue Corridor, which runs from downtown Berkeley to the Hayward BART Station. The Rapid Bus Service focuses on improving operating speeds and running times, and providing an overall better service quality. Key features of Rapid Bus Service include: headway based schedules, increased bus stop spacing, far-side bus stops, bus branding, traffic signal coordination and signal priority, and other ITS features. AC Transit enlisted Nelson\Nygaard to complete a three-phase data collection effort and system performance overview for the routes serving the Corridor (the 40, 40L, 43, 82, and 82L lines). Phase One of the project was completed in May 2005 by conducting a ridecheck and submitting a summary analysis report of bus operations in the Corridor before any Rapid Bus features were implemented. Ridechecks were completed on the Corridor bus lines in order to secure information on schedule adherence, ride times, and ridership impacts that will be used to evaluate the effectiveness of the Rapid Bus Service and provide assistance in future planning efforts. This report summarizes the ridecheck and service data gathered from Phase Two of the project, which was conducted during the Spring of 2006. Ridership and Running Time Overview Methodology AC Transit staff provided Nelson\Nygaard with Automatic Passenger Counter (APC) data from Spring 20061 for Routes 40, 40L, 43, 82, and 82L. Passenger boarding and alighting activity and trip duration were analyzed using the data. Where APC data was not available or was incomplete, Nelson\Nygaard used ridecheck data from the Spring 2006 ridecheck, which was conducted during the weeks of April 24th and May 1st, 2006. For the ridecheck data, temporary surveyors under Nelson\Nygaard supervision rode almost every weekday run on Routes 40, 40L, 43, 82, and 82L2. Surveys were conducted between 6:00 a.m. and 7:00 p.m. on Tuesdays, Wednesdays, and Thursdays of the twoweek period. On every trip, the temporary surveyors counted every passenger who got on and off the bus at each stop, as well as the continuing passenger load. They also noted the arrival and departure times at key stops. In addition, an on-board survey was distributed to passengers on the 82 and 82L during the ridecheck. APC and ridecheck data were analyzed along the entire length of routes 82 and 82L, but only along specific segments of routes 40, 40L, and 43. On the 40 and 40L, ridecheck and APC data were analyzed for the segments from 1st Avenue and International Boulevard to Center Street and Shattuck Avenue, and on Route 43 from 1st Avenue and International Boulevard to Telegraph Avenue and 44th Street. Only these segments were analyzed since the full AC Transit rapid bus line will be limited to these corridors. Service Changes Between the Phase One ridecheck in May 2005 and Phase Two ridecheck in April 2006, service changes occurred on Routes 82 and 82L as part of the staged implementation of the Rapid Bus Service. For Phase Two, the 82L no longer provided service to the Hayward BART station. AC Transit terminated the 82L service at Bayfair BART and extended the regular 82 to serve the Hayward BART Station all day. Headways were improved on the 82L from every 12 to 15 minutes to every 10 minutes and the number of bus stops was decreased by over half to a total of 24. 1 2 The APC data was collected on routes from March to May 2006. A small amount of ridecheck data (less than ten percent) was collected by AC Transit staff. Page 2-1 • Nelson\Nygaard Consulting Associates International/Telegraph Corridor Rapid Bus Study • Phase II AC TRANSIT Corridor Ridership Ridership along the International/Telegraph Corridor has decreased slightly overall since May 2005. When comparing the Spring 2005 ridecheck data to the Spring 2006 APC data, the results show a 4% drop in ridership along the entire corridor. All of the routes in the corridor suffered ridership losses except the Route 82 which experienced a 6% increase in boardings. Boardings along Telegraph Avenue (40/40L and 43) decreased by 9% from 2005 to 2006 while the International Boulevard (82 and 82L) portion of the corridor experienced a 2% decline. The most significant decrease in boardings occurred on the Route 40/40L (13%) and Route 82L (10%). The drop in ridership on the 82L may be due to the shortened route and the large reduction in bus stop locations that were implemented between the two ridechecks. Furthermore, these changes were made without a comprehensive marketing campaign introducing the service updates to passengers. The regular 82 bus line performed better in 2006 with boardings increasing 6%. The increase on the regular 82 could be due to passengers shifting from the 82L to the 82 for the extended service past Bayfair BART and confusion about the consolidation of stops on the 82L. On the 82 bus line, passenger boardings have actually dropped 18% when looking only at boardings from 11th and Jefferson Streets to the San Leandro BART Station (See Figure 2-3). This suggests that the overall ridership increase is due to passengers boarding between the San Leandro and Hayward BART Stations. 3 The Spring 2005 data is exclusively from the Nelson\Nygaard ridecheck in May 2005 and the Spring 2006 data is from AC Transit’s APC data and the Nelson\Nygaard ridecheck in Spring 2006. The local route 82 now provides service to the Hayward BART station while the 82L now only serves stops from Downtown Oakland to Bayfair BART. To get a clear picture of changes in running time, similar route segments were analyzed to determine if running time changes have occurred on the 82 and 82L. On the regular Route 82 from Downtown Oakland to the San Leandro BART Station average running time has decreased slightly since last year from 48 minutes to 47 minutes. The improvements on the 82L, however, have made sizable impacts on travel times. From Downtown Oakland to the Bayfair BART Station, total running time has improved by 16%. Before changes were implemented the trip averaged 63 minutes. The improved 82L has a running time average of 53 minutes with a savings of 10 minutes per trip. 4 The Spring 2005 data is exclusively from the Nelson\Nygaard ridecheck in May 2005 and the Spring 2006 data is from AC Transit’s APC data. Almost 70% of passengers surveyed on the 82L said that the improved 82L was faster than the former 82L. Almost half (44%) of passengers said that the improved 82L was faster by 10 or more minutes. While these numbers show that passengers are experiencing faster trips, a truly accurate analysis would require a comparison of their times for specific trips taken by specific individuals, rather than a comparison based on time savings for the full length of the run. Travel times have also improved along the Telegraph Avenue corridor. The 40L experienced a decrease in average travel time of two minutes (4%). The 43 has improved on-time performance significantly by 19% with trips averaging 17 minutes along the study corridor compared to 21 minutes last year. Page 2-4 • Nelson\Nygaard Consulting Associates International/Telegraph Corridor Rapid Bus Study • Phase II AC TRANSIT Summary It appears that the service changes to Routes 82 and 82L in June 2005 have caused some confusion among riders on the International Boulevard corridor. Passengers have migrated to the regular 82 for its extended service to Hayward BART, which was previously served by the 82L, and for the consistency of stops on the 82. The bus stop consolidation in June 2005 on the 82L without a strong marketing campaign may have discouraged riders from using the service. It appears that riders are aware of the time savings on the 82L (see survey results in Chapter 3). However, they seem to prefer the slower 82 because they are familiar with the bus stops along the route. The introduction of the Rapid Bus Service in Spring 2007 with a full scale multi-lingual marketing campaign and a clear bus brand should encourage more riders to use the improved service. The bus stops are the same for the segment of the routes being studied for this project. Route 40/40L – Telegraph Limited Northbound Figure 2-6 shows that boarding and alighting activity was generally consistent throughout the day with approximately 30 to 40 boardings per trip in the study area between 6:30 AM and 4:30 PM. The heaviest daily boarding totals occurred at Broadway and 14th Street (230 passengers), Telegraph Avenue and 40th Street (138 passengers), and Bancroft and Telegraph Avenue (83 passengers).7 Heaviest alighting totals occurred at Center and Shattuck (503 passengers), 12th Street and Franklin (343 passengers), and Telegraph and Durant Avenues (237 passengers). The maximum passenger load occurred when the route entered the study area between International Boulevard and 1st Avenue and Downtown Oakland, with almost 100 passengers on board. 7 The stop level boarding data is available in Appendix B. Figure 2-8 shows boarding activity. Heaviest daily boarding totals occurred at Shattuck Avenue and Allston Way (313 passengers), Broadway and 14th Street (297 passengers), and Center Street and Shattuck Avenue (156 passengers). The most passenger alightings occurred at Broadway and 14th Street (257 passengers), Telegraph and 40th Street (117 passengers), and Durant Avenue and Dana Street (94 passengers). The heaviest passenger loads once again occurred on Telegraph Avenue between 58th and 34th Streets with 71 passengers on board. Similar to the northbound 40L, the southbound trip times fluctuated but stayed closer to the scheduled trip time than the northbound 40L. (see Figure 2-9). (see Figure 2-10). The heaviest daily boardings occurred at Broadway and 14th Street (192 passengers), Telegraph Avenue and 40th Street (110 passengers), and 12th and Franklin Steets (84 passengers). The most passenger alightings occurred at 12th and Franklin Streets (206 passengers), 14th Street and Broadway (138 passengers), and Telegraph Avenue and 40th Street (84 passengers). The northbound 43 had its maximum passenger load when it entered the study corridor at 1st Avenue and E. 14th Street to Downtown Oakland with approximately 60 passengers. Figure 2-11 shows that a large number of trips from 1st Avenue and International Boulevard to Telegraph Avenue and 43rd Street were completed in a shorter amount of time than the schedule allotted. Boarding activity peaked between 2:00 PM and 4:00 PM (see Figure 2-12). Boarding activity also increased slightly as the day progressed. The most boardings occurred at Broadway and 14th Street (302 passengers), 11th and Franklin Streets (124 passengers), and 11th and Harrison Streets (104 passengers). The heaviest passenger alightings took place at Broadway and 14th Street (212 passengers), Telegraph Avenue and 40th Street (101 passengers), and 11th and Franklin Streets (65 passengers). The passenger load gradually increased along the route as it traveled southbound with the maximum number of passengers on board peaking at International Boulevard and 1st Avenue. Figure 2-13 shows that the 43 Southbound trip generally took longer to travel along the study corridor than the amount of time the schedule allotted. Trips during the morning peak time and after 5:00 PM were able to complete the trip faster than scheduled. The heaviest boarding activity occurred at 11th and Harrison Streets (322 passengers), Bayfair BART (240 passengers), and E. 14th Street and 38th Avenue (207 passengers). The top three boarding locations are all at or near a BART station. The most passenger alightings occurred at Hayward BART (353 passengers), Davis and Hays Streets (177 passengers), and Bayfair BART (160 passengers). The maximum passenger load occurred on International Boulevard between 21st Avenue and Fruitvale Avenue with loads exceeding 70 passengers. The maximum load decreased gradually as the route progressed along International Boulevard. The 82 eastbound trips did not run longer than scheduled in general. Most trips were able to remain on schedule or were able to complete the run in less than the scheduled time. Detailed information of schedule adherence per trip is shown in Figure 2-15. Boardings per trip remained above 80 passengers on average between 6:00 a.m. and 6:00 p.m. Boarding activity was highest between 2:00 and 4:00 p.m. Activity is displayed in Figure 2-16. The heaviest boarding activity occurred at the Hayward BART station (508 passengers), Davis and Hays Streets (266 passengers), and the San Leandro BART station (161 passengers). The most passenger alightings took place at 12th Street and Broadway (350 passengers), E. 14th Street and 35th Avenue (305 passengers), and the Bayfair BART station (194 passengers). The maximum passenger load occurred on International Boulevard between 54th and 38th Avenues, with over 60 passengers on board. Unlike eastbound trips, the 82 westbound had significant issues traveling within the scheduled time. Only three trips managed to stay within the scheduled time and three trips ran early. Figure 2-17 shows the poor performance of the trips. Boardings The highest boarding activity occurred at 11th Street and Broadway (869 passengers), E. 14th Street and Avenida de la Fuente (588 passengers), and 11th and Jefferson Streets (265 passengers). The most passenger alightings occurred on the route at the end of the line at the Bayfair BART Station (719 passengers), E. 14th Street and Avenida de la Fuente (351 passengers), and E. 14th Street and 98th Avenue (313 passengers). Passenger loads remained high throughout the route and peaked at approximately 90 passengers between Avenida de la Fuente and Estudillo Avenues on E. 14th Street. Run times fluctuated throughout the day on the eastbound 82L. Afternoon trips were more likely to run ahead of schedule than morning trips. The morning trips between 7:00 and 8:00 a.m. strayed the most from the scheduled time (see Figure 2-19). The largest number of boardings occurred between 6:30 a.m. and 9:00 a.m. A smaller peak occurred in the afternoon between 4:30 and 5:00 p.m. The heaviest boarding activity occurred at the Bayfair BART Station (497 passengers), E. 14th Street and 73rd Avenue (352 passengers), and E. 14th Street and 98th Avenue (304 passengers). The most passenger alightings occurred at 12th Street and Broadway (928 passengers), 475 passengers at E. 14th Street and 34th Avenue, and 322 passengers at 11th and Jefferson Streets. The peak passenger load occurred on International Boulevard between Seminary Avenue and High Street, with approximately 90 passengers on board. The 82L westbound remained close to the scheduled run time or ran earlier than the scheduled time (see Figure 2-21). Trips ran particularly fast in the early mornings. Only four afternoon trips experienced significant delays. A total of 2,384 surveys were collected on the routes from riders during the weeks of April 24th and May 1st, 2006. The survey was conducted on weekdays only (Tuesday through Thursday) and was administered in both English and Spanish. A copy of the survey tool in English and Spanish is located in Appendix A. Two different surveys were administered to passengers depending on which bus route they were riding. Passengers taking the 82-International were asked questions focusing on travel behavior, travel time changes, and the personal profile of each rider. Passengers riding the 82L were asked the same questions, with additional questions about how they made their trip before the improved 82L, and how they found out about the 82L. We were particularly interested in riders’ perceptions of how the improved service has affected travel times and the overall level of service. The results show an overall positive perception of the improved 82L. As previous chapters of this report have indicated, however, fewer riders are taking the 82L this year compared with last year. Mode Used Before the Introduction of the Improved 82L Almost half (49%) of riders using the improved 82L did not take the bus for the equivalent trip or did not take the trip before the implementation of the improvements on the 82L (see Figure 3-2). Of the total surveyed, 21% had made the trip by car, and 14% took BART. Ten percent (10%) of riders did not make the trip before the improvements to the 82L. The shift from the car to the limited stop bus line is particularly noteworthy given the service improvement goal of automobile trip reduction. Figure 3-3 shows that almost 70% of passengers noted some improvement in travel time, with 43% responding that travel times have improved by over 10 minutes. Riders were generally more satisfied with the improved 82L service than the regular 82. When asked about the overall service on the route, 71% of 82L riders responded that the service was “good” or “excellent”. This is consistent with the results from the 2002 AC Transit systemwide survey which showed that about 72% of passengers felt that the bus service was “good”, “very good” or “excellent”.1 Only 57% on the Route 82 passengers gave a similar response (see Figure 3-5). The largest difference in rating between passengers of the two routes was based on bus quality. Sixty-two percent (62%) of 82L passengers rated the buses used on the route as “excellent” or “good” while only 44% of 82 passengers did. This variation suggests that passengers prefer the new Vanhool type buses, which more often serve the 82L, rather than the older buses used frequently on the regular 82. 1 AC Transit and the Public Research Institute administered a system wide on-board passenger survey in 2002. Page 3-5 • Nelson\Nygaard Consulting Associates International/Telegraph Corridor Rapid Bus Study • Phase II AC TRANSIT When asked how they would rate the “frequency of buses,” 44% of Route 82 passengers said that the frequency was “excellent” or “good”(15 minute headways) compared to 59% of 82L passengers (10 minute headways). Forty-eight percent (48%) of 82L riders rated the quality of bus shelters as “excellent” or “good” compared to 36% of regular 82 riders. Because the 82L bus stops are located at busier stops and intersections, they are more likely to have improved passenger amenities such as shelters than the Route 82 bus stops. Trip Purpose Trip purposes on Routes 82 and 82L were very similar. Figure 3-6 shows that most riders on both lines use the routes because they have no car available to them (64% for 82L riders and 60% for 82 riders). The survey results are similar to the system-wide survey which showed that about 67% of passengers either have “no car” or “don’t drive”. System-wide survey results also showed work and school as the top destinations. Riders using the 82L were slightly more likely to be using the bus to access work or school (37% and 28% respectively) than regular 82 riders (34% and 24% respectively). Figure 3-7 displays the breakdown of trip purposes. The figures below display the distribution of boarding and alighting activity at the five heaviest points in the system for the 82 and 82L bus lines. The most popular origins and destinations were at or near BART stations, where there are also significant concentrations of AC Transit bus stops. The 12th Street BART Station in Oakland was the most popular origin and destination for both bus lines. A large majority of riders on both lines walked to the bus stop (63% of 82L and 64% of 82 passengers). These are slightly lower percentages than the 77% of systemwide riders who walked to the stop. The next most popular way of accessing the routes was by transferring from another bus. The on-board survey showed that passengers on Routes 82L and 82 were more likely to access the route via transfer from another bus (26% and 22% respectively) than other riders in the AC Transit system. The 2002 survey results showed that only about 16% of all riders system-wide transfer from another bus. While the areas around the BART stations serve as significant origins and destinations for bus trips, less than 10% of passengers accessed the bus using BART. This shows that passengers are using BART stations as transfer points to other bus routes, not necessarily for BART service. Figure 3-12 How Did You Get to the Bus Stop for this Bus Today? Thirty percent (30%) of 82L and 25% of 82 riders responded that they transfer to another bus to get to their final destination, which is much higher than the system-wide average of 17%. Survey results to this question are displayed in Figure 3-14. Approximately the same proportion responded that they heard about the service “on the street” (26%) or by “word of mouth” (25%). Passengers who responded that they heard about the service “on the street” were asked to provide more detail. Many noted that they saw the bus route traveling down the street or on the bus stop sign. The results are considerably higher than the system-wide average of 37% cash payment. The high percentage of cash fare is consistent with other lower income areas as riders cannot afford the up-front costs of monthly passes. Passengers riding the 82L were more likely to use the 31-Day pass than regular 82 passengers (37% of 82L riders versus 31% of regular 82 riders). Frequency of Use The number of riders taking the 82 and 82L five or more days per week was about even, with 54% and 55% respectively. System-wide survey results showed that 72% of passengers use AC Transit service five or more days per week. Figure 3-16 How Often Do You Ride the 82 or 82L per Week? Over 40% have used the system for over 5 years and 67% of 82L and 71% of regular 82 riders have used the transit system for over one year. Of 82 riders, 57% were between 25 and 64 years old while 49% of 82L riders fell into the same category. Nearly half of 82L passengers (47%), were 24 years old or younger, which is consistent with 41% system-wide. Survey data shows that about 12% of passengers under 18 years old have been riding AC Transit for five or more years. A small number of riders (2% of Route 82 and 4% of Route 82L) were 65 years old or older. This is higher than the system-wide average of 37% African American riders but maybe closer to the percentage for non-transbay bus routes. There were slightly more Hispanic riders on the regular 82 (33%) compared with the 82L (28%). System-wide, Latinos comprised 19% of AC Transit riders. The ethnic make up of the remaining passengers was approximately equal on the 82 and 82L. Seventy-four (74%) of 82L riders and 71% of 82 riders noted that they have household incomes less than $30,000 annually, which is a much higher proportion than the system-wide average of 57%. Very few riders on both lines (5% on each) had household incomes of $75,000 or more annually. Over 70% responded that the service was either “good” or “excellent” as compared to only 57% of the regular 82 riders. Riders indicated that the 82L is faster, with 43% responding that travel times improved by over 10 minutes. The survey data also shows that 82L riders are traveling either to work or school and that a large portion of riders (over 40%) have used AC Transit for more than five years. All of these indicators should lead to an overall increase in ridership on the faster, more efficient 82L service. However, the improvements to the service were made without marketing the benefits and without clearly stating the new bus stops on the 82L. The lack of information about the service changes and the stop consolidation (even the schedule posted on the AC Transit website only gives the first and last stops of the 82L) have caused confusion among the passengers. In addition, the population along International Boulevard corridor is very diverse, with areas made up of predominantly Latino, Chinese, and African American residents. A strong multi-lingual marketing approach may be necessary in order to educate the community about the changes.
