1 OVERVIEW
1.1
DATASET INFORMATION
1.1.1
TENURE
The Tenure dataset contains information about the ownership and vesting of freehold and
crown land in Western Australia. Tenure data is captured from Transfer of Land documents
registered as part of the land registration process. Tenure information is stored in the Smart
Register database as individual tables of the various components including owner names,
parcels, certificate of titles and documents. The data is then migrated to the Dissemination
database from where it is extracted as single files for delivery to customer.
Tenure data includes:
Unique PIN number, which enables the tenure data to be linked to relevant Cadastral
land parcel
Register or Certificate of Title
Property Street Address. Address data is only at land parcel level and does not
include complex addresses (ie unit addresses). Use the PSA Tenure file to obtain
links to complex addresses.
Area of the land parcel calculated in hectares (This may not be the legal area)
Owner name (subject to privacy conditions) and

TENURE FILES (MS ACCESS, EXCEL)
Landgate provide tenure data from the extract ordering application which extracts Norm file
data in DAT file format which can then be converted to either MS Access and/or MS Excel
file formats. This document provides details on the field names and attributes of these files
Note: Whole of State Tenure can not be provided in MS Excel due to record number
limitations.

NORM FILES (DAT)
Norm files are a series of sequential files which Landgate uses to disseminate spatial and
tenure data. The content of the NORM files is generally normalized, with data from the
different files related through common key attributes. The format for all NORM files (DAT) is
ASCII format for digital data interchange.

This file contains the property street address linked to the polygon (PIN). This data is only
available for the Perth metropolitan area, is not complete and is not validated. A street
address is composed of the following fields: Property Name, Floor Number, Strata/Unit
Number, Unit Suffix, Address Type, House Number, House Number Suffix, Street Name,
Street Suffix, Street Direction, Suburb (Locality), Postcode, State.

POLYGON PARCEL
This file contains the link between the SCDB PIN and the Parcel Identifier (PI). Each PIN may
be linked to many PI's by this table. Similarly, each PI may have many PINs associated with
it. For example, strata PI and parent PI share the same PIN.

POLYGON PARCEL REGISTER
This file contains the link between the polygon (PIN), the number representing the Parcel
Identifier (PARNO) and the Register Number (REGNO). The link between these three fields
has been created to overcome the 'multi polygon multi tenure' problem. Using this link, we can
specify which proprietors own which polygons within a parcel of land.

This file contains the Parcel Identifier (PI) to Register Number (REGNO) link. The Register
Number is created and maintained by LANDGATE and is used to register ownership and
transfer of land within the State of W.A.

AREA
The area of the polygon described in hectares according to the area calculation method.
CALCAREA
The calculated area of a polygon in hectares. The area is calculated using the given
coordinates.
CNTRDLATEA
The latitude of the centroid of a polygon in decimal degrees. If MGA co-ordinates were
requested then this field will contain the easting.
CNTRDLONOR
The longitude of the centroid of a polygon in decimal degrees. If MGA co-ordinates were
requested then this field will contain the northing.
CONSID
The amount of money paid when the property is bought or sold. This amount includes
chattels. For an interest, the amount may be zero. It is recorded in whole dollar amounts.
DATEEXECN
The date of the contract of sale shown in the transfer of land document that the DOCNO
applies to.
DOCNO
The document number is created and maintained by the Office of Titles and is used to log land
transfers, mortgages, discharge of mortgages, caveats, applications and other dealings.
GPRSFX
A 3 character code assigned to all Government departments and instrumentalities. The LGA
codes from the A.B.S. are used for Local Governments.

The number assigned to a house within the street address.
HOUSESUFFIX
Records any alphabetical portion of the house number.
ID
A unique identifier for a particular request for NORM files. Each NORM file extracted from a
single request for data will have identical IDs but no two requests will have the same ID.
LOCAL
The suburb or town name.
LOTNO
The number assigned to a parcel of land within the state.
LOTTYP
A code to indicate the type of lot as specified by the PI.

PARNO
A unique number used to identify the PI (parcel identifier). This number is used to link the
spatial and tenure information.
PIN
A unique number allocated to a polygon as it enters the SCDB.
PIPARCEL
The major part of the PI. There are 3 different PI formats identified by the PITYP field. These 3
different types of PI are referred to as i) survey lot, ii) crown allotment and iii) miscellaneous
and are each described below.
PIPTLOT
The part lot indicator contains X for Part Lots or blank otherwise. A part lot is a parcel that no
longer remains as a whole entity due to sections being removed due to the legal process eg.
subdivision, resumption.
PITYP
A number describing the type of the PI. A type 1 is for survey/lot, type 2 for crown allotments
and a type 3 is for miscellaneous PI's (eg. reserves, vacant crown land).

The official Australian postcode. At present only 4 digit codes are used. (field is char 6 for

REGION
The region identifies whether a land parcel is in Perth, a country town or a rural area.

within W.A. It is composed of a number of sub-fields combined to give a unique register
number.
STATE
An abbreviation of the state in which the address is located ie. WA.
STDIR
An abbreviation for any directional suffix for the street name.
STNAME
The road name that the property is located on.
STNAMESFX
An abbreviation of the street name suffix eg. ST for STREET.
STRATANO
A number identifying a particular strata title. It is the survey number of a type 1 PI (ie.
positions 2-7 of PIPARCEL).
STREETNAME1
The street name for the address of the strata plan. Commonly STREETNO1 and
STREETNAME1 are blank if there is a building name.
STREETNAME2
A strata plan may have 2 addresses. If so this will contain data as for STREETNAME1 but for
the second address.
STREETNO1
The street number for the address of the strata. It may contain an address type code (eg. L =
Lot number) and an alphabetic suffix.
STREETNO2
A strata plan may have 2 addresses. If so this will contain data as for STREETNO1 but for the
second address.
ZONE
The zone of the MGA coordinates provided. Blank if output is in geographicals.
