Introduction
Franklin
Watercare provides water and wastewater services to all
customers in the areas illustrated on the map on page 2.
Papakura is serviced by United Water.
These prices, and terms and conditions, were set by Franklin
District Council under applicable statutes and/or bylaws and
remain the same until 30 June 2011.
Water, wastewater, trade waste and service charges vary
within the Auckland region. These charges were set by
previous councils and water utilities and remain the same
until 30 June 2011. To see what specific charges apply to you,
simply choose the coloured tab that corresponds to your area.
Watercare provides other services. Prices for these vary
across the region and can be found on our website at
www.watercare.co.nz.

Water Charges (apply to all customers)
$2.00 per kL, up to 200kL per six months (a minimum charge
of $25.50 per six months applies).
A 25% charge will be added to the per kL charge for
consumption in excess of 200kL per six months.
$3.50 per kL, for bulk water meter outlets at Pukekohe
and Waiuku.
Wastewater Charges (apply to all customers)
Wastewater services are provided by Watercare.
The wastewater charges were set by Franklin District Council.
These charges will appear on your Auckland Council rates
bill and will be collected by the Auckland Council. For any
enquiries regarding your wastewater charges please call the
Council on (09) 301 0101.
Bill Due Date
The bill date plus three weeks.
Trade Waste Charges
Trade Waste charges are set under the Franklin District
Council Trade Waste Bylaw 2007. These charges are billed
by Watercare.

Volume Based Wastewater Charge Reduction
Non residential customers may be eligible to apply for a
reduction in the wastewater charge, if you are using large
volumes of water and a substantial proportion of that water is
not returned to the wastewater network (e.g. where water is
consumed as part of an industrial process).
Late Payment Fees
If you do not pay your bill within 35 days of the bill due
date you may be charged you a late payment administration
fee of $7 or 1% of the overdue balance per month, whichever
is greater.

An annual urban wastewater utility property charge will be levied
per separately used or inhabited parts of a rating unit connected
to the public water supply in the Hibiscus Coast area (including
Waiwera). Properties within 30 metres of a public wastewater
drain are deemed to be connected. This annual charge is reduced
where there are more than five separately used or inhabited
parts of a rating unit (information about these reduced charges is
available from Auckland Council).

A variable volumetric charge for wastewater based on 80%
of the volume of water consumed, for customers charged
volumetrically.
4.
A fixed volumetric charge for wastewater, in lieu of a variable
volumetric charge, to those properties with no water meter or
with dual supply (ie a water meter plus another supply, eg tank
or bore). Multi-unit and commercial properties are charged the
fixed volumetric charge for each pan.

to the public water supply in the rural and township area of the
district. Properties within 30 metres of a public wastewater drain
are deemed to be connected. This annual charge is reduced where

charged to a small number of specific properties in the Point
Wells and Jackson Crescent areas and appears on the Auckland

These prices, under applicable status and/or bylaws, and
terms and conditions, were set by Waitakere City Council and
remain the same until 30 June 2011.

E-pay discount: If you pay your bill, in full, electronically
(direct debit, telephone banking or internet banking) by the
discount expiry date you will be eligible for an electronic
payment discount of 2.5%. This is calculated on total
charges eligible for prompt payment discount, and will
appear as a credit on your next bill.
Wastewater Charges
Wastewater charges for residential customers are
calculated based on 75% of their water usage, as
measured by their water meter (regardless of how the
water is used). This allows for 25% of year-round water
usage for garden watering (water that does not enter the
drainage system).
Late Payment Fee
If you do not pay your bill within 28 days of the payment
date you may be:
• Charged a late payment administration fee of 5% of the
overdue amount, plus default interest of 1% per month.
• Restricted water supply to your property. We will not
do this unless we have first attempted to contact you
to ensure you understand the possible consequences
of late payment.
• Charged for any actual and reasonable collection,
dishonoured payment and legal fees incurred by us
in relation to charges that are due or overdue for
payment by you.
Discount Expiry Date
The bill date plus 10 business days.
Discounts
Prompt payment discount: If you pay your bill in full by
the discount expiry date you will be eligible for a prompt
payment discount of 7.5%.

Other Charges
Terms and Conditions
Watercare provides other services which are not part of the
standard water and wastewater services. The charges for other
services have been set by previous councils and water utilities
and remain the same until 30 June 2011. These charges can be
found on our website at www.watercare.co.nz.
Invoicing and Payment
We will send you a bill for the amounts you owe on a regular basis.
Frequency of invoicing varies within the Auckland region. Your bill
will include a breakdown of how these amounts are calculated.
Our bills are payable by the due date, which varies within the
Auckland region and is outlined for each separate area under
the relevant tab.
Discounts and late payment charges vary within the Auckland
region and are outlined where applicable in this document.
If you have trouble paying your bill please contact us. We will
ensure that any customer that is unable to pay their bill can discuss
options with us before we try to recover any outstanding payment.
Terms
This Water and Wastewater Charges booklet is subject to any
changes that Watercare is entitled to make in accordance with
our Terms. Prices are also subject to any individual agreements
entered into between Watercare and its customers.

which is available upon request or can be viewed online
