– Participate in strategy development and implement logistics for conferences across
Texas and as distant as Nebraska on topics such as solar energy, regional wind energy

November 2007-November 2008 – Contract consultant assigned duties relating to
landowner contacts, coordinating legal descriptions of leased property to wind project,
lease acquisition, and related topics for roughly 500 MW Loraine wind project complex.
U.S. Postal Service – Relief rural mail carrier – 2004 through 2008 – travel 100 miles
per day on route through wind region of Nolan and Fisher counties of West Texas –
opportunity to view road conditions, wind construction logistics, landowner reaction.

– 1980 – Managed three stores in Sweetwater, including the construction of two
locations, promoted to District Manager of five stores in Midland and Odessa.
Responsible for hiring and training employees. (Avg. 50 employees), setting budgets,
general operations. District in heart of West Texas energy region.
Carroll Buick Cadillac – Automobile Service Manager – Sweetwater – 1976-1977 –
Service Manager, directed service technicians, diagnosed problems, directed repairs to
autos.
Flintkote Gypsum Manufacturer – Gypsum Plant Technical Staff – 1973–1976 –
Sweetwater – Assigned to shipping, board plant and gypsum quarry maintenance.
Maintained and operated heavy equipment. Also worked maintenance in gypsum
wallboard plant.
Town and Country Grocery – Store Manager – 1969-1973 – Roscoe – Managed
grocery operation, setting work schedules, budgets.

Public Service Boards and Commissions
Elected to City Commission of Sweetwater, Texas – America’s Energy Solutions Center –
for 20 years 1986 – 2006
o Prepared budgets, general operation of city government; 137 employees and $6
million budget. Wortham had been in office two weeks when a devatstating
tornado struck the community in 1986. City Commission met multiple times per
day for months under emergency conditions – setting up and administering
recovery and rebuilding procedures and coordinating Federal, State, and local
disaster programs and initiatives
o Served as City representative to Nolan County Coliseum arena supervisory board
for several years.
o Texas Municipal League: (representing 1100 Texas cities) Region 6 ( 67 cities) vice
president and president. Member TML statewide Board of Directors, on the budget
and finance committee, chaired the committee to develop legislation agenda for
workers comp. 2005. Served on the employee related legislative affairs committee.
Member of TML committee on electrical deregulation for Texas. (We worked with
industry & legislators to obtain best positions for cities.)
o Served as a member and as chairman of Small Cities Advisory Committee, a
subdivision of the Texas Municipal League, served as state representative to
National League of Cities for small cities. Conducted workshop at annual TML
training session for newly elected council members on budget preparation. I have
attended several workshops on the Texas open meetings act and
o other local training courses including 4A & 4B economic development tax laws.
1995 – Present – Midland International Airport Board. Serve as a member of regional
advisory board representing Sweetwater – Nolan County area as a rural representative.
Policy Advisory Board for Business Innovation Center in Nolan County. This was a
business incubator project funded by Texas Department of Agriculture and was selected by
the state as a project to highlight at a national meeting on alternative agriculture use in rural
America.
West Central Texas Council of Governments (WCTCOG): Member of regional review
committee, for community development block grants for two terms. Appointed by
Governor George W. Bush and Governor Ann Richards
Also member of WCTCOG’s Council on Aging.
Served as a member of Rolling Plains Memorial Hospital Board, setting budgets, other
board activities, 200 employees and $20 Million budget. Resigned when elected to City
Commission. After hospital district was setup, served as chairman of tri-racial committee to
redistrict and also set original single member voting districts.
Served as a member of County-City Library Board, working with budgets and employee
benefits, resigned when elected to City Commission.
Active member of Sweetwater Chamber of Commerce, chair of state & Federal committee
1994-95. Member of Red Coats community ambassadors.
Other Community Activities
First Presbyterian Church of Sweetwater (Presbyterian Church of the USA): elder, member
of session, treasurer for eleven years, prepared budgets, etc., building and grounds, worship,
fellowship. Chairman of committees for elder nominations and other church tasks.
Served on budget and finance committee, nominating committee to select members of all
committees for Palo Duro Presbytery (District church group)
Selected as Outstanding Citizen of Sweetwater in 2001.
Past Member of Sweetwater and Roscoe Lions Clubs.
Past member Sweetwater Jaycees, past president and life member. Chaired multiple
projects and action committees, including moving books into new library building and
establishing new community library.
Past officer in Parent-Teachers Association (PTA) while our children were in grade
school and junior high, Band Booster Club, Abilene Assn. Life Underwriters, Wagon
Boss of Sweetwater Chuck Wagon Gang.
Served as County Chairman of Democratic Party eight years, also election clerk and
election judge for twenty years.
Trained member of Community Emergency Response Team (CERT), for regional
community disaster assistance.
Past camping and activities chairman for area Boy Scouts of America.
All America City presentation committee in Houston 1988 at National Civic League
when Sweetwater was selected as an All America City.
