ADDENDUM
TO
REQUEST FOR PROPOSAL NO. 10046920 FOR
CONCESSIONAIRE FOR PYRAMID LAKE RECREATION AREA
As a result of the mandatory pre-bid on-site visit to the Pyramid Lake Recreation
Area on June 9, 2010, the following revisions are being made to the Request for
Proposal (RFP).
1.
Cover Letter (page 1) and Exhibit C (page 80) The Department of General Services has updated the General Terms and
Conditions. The revised version is GTC 610, which replaces GTC 307. The
terms and conditions are available at Internet site
http://www.ols.dgs.ca.gov/Stanard+Language.
2.
The following paragraph is being added to the RFP, section C. Facilities
Description (page 4), and Scope of Work, section III. Facilities Description
(page 38):
Floating Restrooms: There are two floating restrooms on the lake during
the peak recreation season. During the non-peak recreation season, the
restrooms will be stored on the lake, but will not be open to the public.

Section D. Concession Operation and Use Fees. The fees listed in this section
are revised as follows:
Day Use
Single Vehicle - $10.00
Vehicle w/trailer or boat - $18.00
RV w/trailer or boat - $24.00
Bus - $24.00
Bus w/trailer or boat - $30.00
Motorcycle or Bicycle - $4.00
Extra Vessel (over 2) - $10.00
Campground
Site - $18.00 per night
Extra Vehicle - $9.00
Group Area - $85.00

Section F.2. is revised and shall now read as follows:
Concessionaire must demonstrate their ability to finance, construct, operate,
and maintain the concession facilities as proposed. For the purposes of this
RFP, Concessionaire must demonstrate the ability to unconditionally access

funds in an amount adequate for the proposal it submits. This amount will be
affected by whether or not the proposal includes the optional capital
improvement projects.

Section F.2.b. is revised and shall now read as follows:
Concessionaire shall describe the current and true condition of its business
assets, liabilities, and net worth. Round figures to the nearest dollar. DWR will
accept any of the following to substantiate Concessionaire’s financial history:
1) a completed Concessionaire Financial Statement (Attachment V), 2) a
Certified Public Accountant compiled financial statement; or 3) other documents
that the Concessionaire certifies is an accurate representation of its financial
statement. If your business is a partnership or joint venture, each general
partner or joint venture must individually submit one of the above-mentioned
statements. You may provide copies of forms filed with the Internal Revenue
Service (i.e. tax returns), where applicable. One year of returns (2008 or 2009)
is adequate.
6.
The following changes are made to Exhibit A, Scope of Work:
A.
Section VI. B.1, add the following.:
Floating Restrooms
1. Concessionaire shall tow, position, and anchor the floating restrooms
at the beginning and end of the peak recreation season.
2. Peak Season
Concessionaire shall clean the floating restrooms daily. Toilet bowls,
risers, seats, and seat covers shall be kept clean and free of deposits.
Building interiors shall be kept free of dirt, graffiti, spider webs, nests,
and dead insects. Floors shall be swept free of dirt, trash, and
standing water. Dry mop or squeegee the floor to leave it as dry as
possible. Toilet paper shall be well stocked, with enough to last until
the next scheduled cleaning. Toilet paper holders should roll freely.
The Concessionaire shall supply all restroom supplies including toilet
paper, paper toilet seat covers, pest control, deodorants, disinfectants,
and signs for toilets.
The exterior of the buildings shall be kept free of dirt and debris.
Waste levels in restroom sewage vaults shall be monitored at least
twice weekly, typically before and after a weekend or holiday period
and pumped empty when waste level reaches 75 percent of capacity.

3. Non-Peak Season
During the non-peak recreation season, the restrooms shall be stored
on the lake, but will not be open to the public.
B.
Section VI.C.2. Boat Storage Facility, delete the second sentence and
replace with the following:
It shall be capable of housing at least 15 boats and no more than 50 boats
for year-round storage.
C.
Section VI.D.1. Boat Rental Fleet, delete the fourth sentence and replace
with the following:
Concessionaire may provide, with prior DWR approval, boat service and
repair on-site at the PLRA provided that the Concessionaire has adequate
pollution prevention devices, protects public safety, and screens the
facility from public view.
D.
Section XI. Concession Programs and Policies: Delete this section.
E.
Section XXIV. 4. First sentence is revised and reads as follows:
The entrance station at Emigrant Landing shall be staffed with at least one
person during the hours of operation during both peak and non-peak
seasons.
A new sentence is added at the end of the paragraph:
DWR and the Concessionaire will cooperate and jointly determine the
Vaquero Day Use Area entrance station staffing needs; however,
Concessionaire staffing of the entrance station during weekends and
holidays of the peak recreation season shall be provided.
F.
Section XLIII. Records and Reports is revised and shall now read as
follows:
Concessionaire shall submit to DWR, no later than May 1st of each year
during the term of this contract, a verified profit and loss statement for the
previous calendar year. DWR shall accept any of the following to
substantiate Concessionaire’s profit and loss statement: 1) a completed
Concessionaire Financial Statement (Attachment 4), 2) a Certified Public
Accountant compiled profit/loss statement; or 3) other documents that the
Concessionaire certifies is an accurate representation of its annual
profit/loss statement.

7.
Exhibit D, Attachment 1, Recycled Content Certification form: This form is
being removed from the RFP. The Concessionaire is not obligated to comply
with these requirements.
