Staff were kind to children and keen to give families a quality service. The service
continued to demonstrate a strong approach in involving families in nursery life.

There had been changes to the management of the service. The provider (the owner
of the service) is aiming to have a permanent manager in place.
Conclusion
The service has been through a period of change. The provider is committed to

1 About the service we inspected
The Care Inspectorate regulates care services in Scotland. Prior to 1 April 2011, this
function was carried out by the Care Commission. Information in relation to all care
services is available on our website at www.careinspectorate.com
This service was previously registered with the Care Commission and transferred its
registration to the Care Inspectorate on 1 April 2011.
Requirements and Recommendations
If we are concerned about some aspect of a service, or think it could do more to
improve its service, we may make a recommendation or requirement.
- A recommendation is a statement that sets out actions the care service provider
should take to improve or develop the quality of the service but where failure to do so
will not directly result in enforcement.
- A requirement is a statement which sets out what is required of a care service to
comply with the Public Services Reforms (Scotland) Act 2010 and Regulations or
Orders made under the Act, or a condition of registration. Where there are breaches of
the Regulations, Orders or conditions, a requirement must be made. Requirements are
legally enforceable at the discretion of the Inspectorate.
The nursery is registered to provide a day care service to a maximum of 100 children
from the age of six weeks until children attend primary school. It is located within a
business park in the East Renfrewshire area and has a fully enclosed outdoor play
area.
The service states that it aims to provide a well-balanced curriculum, empowering all
children to progress whilst promoting the development of successful learners,
confident individuals, responsible citizens and effective communicators.
The nursery has partnership status with East Renfrewshire Council to provide part
time commissioned places for children aged 3-5 years.
The provider also operates three additional nurseries located in Erskine, Greenock and
Inverkip.

2 How we inspected this service
The level of inspection we carried out
In this service we carried out a medium intensity inspection. We carry out these
inspections where we have assessed the service may need a more intense inspection.
What we did during the inspection
We wrote this report following an unannounced inspection. This was carried out by
Inspectors Kirsty Ryan and Karen Irvine, for the Care Inspectorate.
We visited the service on 5 June 2013. We also gave feedback to the provider and
management on the same day.
As part of the inspection, we took account of the completed annual return and self
assessment forms that we asked the service to complete and submit to us.
We sent 30 care standards questionnaires to the manager to give to parents/carers
of children using the service. Eleven parents/carers sent us completed questionnaires.
During this inspection process, we gathered evidence from various sources including
the following:

We looked at:
- participation strategy
- questionnaires which had been completed by families using the service. These had
then been audited and fed back, along with the service's action plan, to families
- all about me forms which recorded information about children's likes and dislikes

- newsletters for parents/carers
- children's newsletters
- minutes of parents' council meetings
- minutes of staff meetings
- staff files
- wall displays

We also considered the environment and observed staff at work.
Grading the service against quality themes and statements
We inspect and grade elements of care that we call 'quality themes'. For example,
one of the quality themes we might look at is 'Quality of care and support'. Under
each quality theme are 'quality statements' which describe what a service should be
doing well for that theme. We grade how the service performs against the quality
themes and statements.

Inspection Focus Areas (IFAs)
In any year we may decide on specific aspects of care to focus on during our
inspections. These are extra checks we make on top of all the normal ones we make
during inspection. We do this to gather information about the quality of these aspects
of care on a national basis. Where we have examined an inspection focus area we will
clearly identify it under the relevant quality statement.

We do not regulate fire safety. Local fire and rescue services are responsible for
checking services. However, where significant fire safety issues become apparent, we
will alert the relevant fire and rescue services so they may consider what action to

What the service has done to meet any recommendations we made
at our last inspection
We made the following recommendations as a result of a complaint investigation:
1. The manager must ensure robust hygiene practices are in place throughout the
nursery. Regular monitoring of hygiene practices should be undertaken to ensure
standards are maintained. National Care Standards Early Education and Childcare up
to the age of 16. Standard 2: A Safe Environment.
Action taken:
Following our complaint visit, the providers instructed a commercial clean of the
nursery by a professional cleaning company. During this inspection visit, we carried
out an infection control audit of the premises and found that levels of cleanliness
were acceptable. We found higher levels of cleanliness within the older children's
playrooms. We saw that cleaning records were in place and monitoring was carried
out by management. We spoke with management about how cleaning practices could
be further strengthened in the younger children's playrooms. The recommendation
is met.
2. The manager must ensure appropriate steps are taken to address problems
identified by staff in relation to the fridge. National Care Standards Early Education
and Childcare up to the age of 16. Standard 2: A Safe Environment.
Action taken:
We saw that the fridge (located in the milk kitchen within the baby department) had
temperatures recorded which were above the recommended level. We spoke with
management about the need to replace or fix the fridge. This recommendation is
outstanding. (See Recommendation 1 under Quality Theme 1, Statement 3)
3. The manager must ensure robust cleaning records are in place throughout all areas
of the service. National Care Standards Early Education and Childcare up to the age of
16. Standard 2: A Safe Environment.
Action taken:
We saw that cleaning records were in place throughout the nursery. These were upto-date and management carried out regular monitoring. The recommendation is
met.

The annual return
Every year all care services must complete an 'annual return' form to make sure the
information we hold is up to date. We also use annual returns to decide how we will
inspect the service.

Comments on Self Assessment
Every year all care services must complete a 'self assessment' form telling us how
their service is performing. We check to make sure this assessment is accurate.
We received a self assessment document which had been updated since the last
inspection. This gave us lots of useful information on what the service thought it did
well and how it thought it could improve. There was strong evidence of how the
service involved families in evaluating nursery life.
Taking the views of people using the care service into account
The older children spoke with us during the inspection and made the following
comments:
'I like to play with the Lego.'
'I like the pods. They fit together.'
'I like playing with the shaving foam and soft play dough.'
'I play with the straws and make things.'
'The ladies are good at painting.'
'The ladies help me on the computer.'
'I like reading stories and drawing.'
'Snack is yummy.'
Taking carers' views into account
We sent out 30 questionnaires and 11 were completed and returned to us before our
inspection. These questionnaires gave parents/carers the opportunity to comment on
how the service is provided in relation to privacy, dignity, choice, safety, equality and
diversity and realising potential. The findings of the questionnaires are summarised in
this section and in the body of the report.
100% of parents/carers confirmed that:
- they were happy with the quality of the service
- their child had regular access to fresh air and energetic physical play
- children could experience and choose from a balanced range of activities
- they were confident that staff would protect their child from harm, abuse,

bullying and neglect
- staff treated their child fairly and with respect
- staff encouraged their child to form positive relationships with other children
- their child appeared happy and confident with staff.
Ten parents/carers were confident that the service kept any written information
about their child securely. One parent/carer was unsure.
Nine parents/carers were confirmed that staff treated any information about their
child as confidential and only shared information where appropriate. Two parents/
carers were unsure.
Ten parents/carers confirmed that the service had a clear code of behaviour for
children and worked with children to make sure they understood it. One parent/carer
was unsure.
Ten parents/carers were confident that there was always enough staff to provide
good quality care. One parent/carer was unsure.
Ten parents/carers were confident that staff had the skills and experience to care for
their child and support their learning and development. One parent/carer was unsure.
Comments included:
'All members of staff are extremely enthusiastic, friendly and approachable creating a
lovely atmosphere within the nursery. I particularly like the fact that the assistant
manager gets involved with the children and seems to know all of the children's
names rather than simply being focused on the day to day running of the nursery. On
several occasions my child has been ill at nursery and I have been particularly pleased
with how they have dealt with the situation and I can relax in the knowledge that my
child is well cared for.'
'I am very happy with the care provided. My child is happy at nursery and talks about
his key worker all the time. I do think that some of the carers could give a bit more
feedback when I collect my child as depending who is there at pick up the
information given can vary widely.'
'My child is extremely happy and well developed. I feel she would be ready to head for
school now but misses the cut off date. That shows me that the staff and activities
bring clever children on further and quicker.'
'My child has been attending this nursery for a few years. He enjoys his days at
nursery. The staff and management are friendly and very helpful at all times. It can be
difficult to get time to speak to them as pick ups are very busy.'

'EFN [Enchanted Forest Nursery] is a very professional, happy and caring nursery. The
care my child receives is fantastic. Every member of staff will always have a smile and
they all know my child by name. Staff are polite and friendly. Such a great
atmosphere in all of the rooms.'

3 The inspection
We looked at how the service performs against the following quality themes and
statements. Here are the details of what we found.
Quality Theme 1: Quality of Care and Support
Grade awarded for this theme: 4 - Good
Statement 1
We ensure that service users and carers participate in assessing and improving the
quality of the care and support provided by the service.
Service strengths
The service continued to demonstrate a very good performance in involving families in
evaluating nursery life. It achieved this by providing the following opportunities:
- Parents/carers were encouraged to join the parents' committee. This met regularly
with staff, management and the provider. We saw from minutes that parents/carers
shared their views and ideas on a range of issues which included assessing the
service's performance using the National Care Standards (NCS). The NCS contain lots
of information on what a service must do to make sure that families experience a
good quality service. They can help families make an informed assessment about
expected levels of care.
- Parents/carers completed 'Making the Grade' questionnaires which encouraged
feedback on Quality Themes used by the Care Inspectorate to measure the service's
performance. Feedback was then audited and shared with families along with the
service's action points.
- Parents/carers were encouraged to attend parents' evenings every six months to
review and plan their child's progress.
- Children were encouraged to share their views and ideas through discussions,
questionnaires, mind maps and big floor books.
- A staff member had taken a group of older children to take photographs of areas
throughout the nursery and had then recorded their feedback on what they liked and
how things could be improved.

- Children's newsletters helped to keep parents/carers up-to-date with nursery life
and children's involvement in evaluating the nursery.
- Newsletters were also aimed at parents/carers, keeping them informed about
nursery developments and encouraging their feedback on a range of issues.
Within the questionnaires returned to us, 10 out of 11 parents/carers confirmed that
the nursery had involved them in developing the service, for example by asking for
ideas and feedback.
All 11 parents/carers confirmed they were kept informed about what was happening
in the service, for example, through newsletters and information boards.
Nine out of 11 parents/carers confirmed that staff asked for their child's views about
activities and outings and used this information when planning.
Areas for improvement
Staff should continue with their plans to further develop ways for children to help
evaluate nursery life.

Statement 2
We enable service users to make individual choices and ensure that every service user
can be supported to achieve their potential.
Service strengths
We considered care plans and how staff planned for children's individual needs under
this statement.
We looked at records which detailed children's care needs and found that these were
up-to-date and regularly reviewed. Management had recently introduced new All
About Me forms and were trialling these with the older children. When children first
started at nursery a settle form was completed which helped staff to know children's
eating and sleeping preferences. A daily diary was provided to parents/carers of
younger children to keep them up-to-date with children's routines.
We spoke with staff who knew children well and told us that they regularly assessed
and planned for children's individual needs. Each staff member was responsible for a
group of children which involved planning and evaluating activities and being the
main contact for those children's families. We saw that key workers for the younger
children took responsibility for changing children's nappies. Taking responsibility for
children's personal care routines can help key workers build a secure attachment with
children.
Within the questionnaires returned to us, all eleven parents/carers confirmed that
staff regularly assessed their child's learning and development and used this
information to plan their next steps. They also confirmed that staff shared
information about children's learning and development with them.
Areas for improvement
We reviewed staff planning records for assessing children's progress and planning
their next steps. We found that records could be more individualised and that next
steps could be more meaningful and targeted. (See Recommendation 1)
We discussed with management ways in which they could involve children and
parents/carers in planning and reviewing children's next steps.
We spoke with management about how an increase in resources and equipment
could enhance children's choice and play experiences. We have made a
recommendation about this under Quality Theme 2, Statement 3.

We ensure that service users' health and wellbeing needs are met.
Service strengths
In this statement, we considered the service's progress in addressing three
recommendations made since our last inspection about infection control.
We found that two recommendations have been met. We recommended that robust
hygiene practices were put in place and monitored and that cleaning records were
maintained.
We carried out an infection control audit of the premises and found that levels of
cleanliness were acceptable. We found higher levels of cleanliness within the older
children's playrooms. We saw that cleaning records were in place and monitoring was
carried out by management.
We spoke with staff about their cleaning responsibilities. They were responsible for
ensuring toys and equipment and play areas were cleaned regularly. They told us that
they were committed to providing a healthy, clean and safe environment for children.
A cleaner was employed who carried out cleaning on a daily basis.
Areas for improvement
We spoke with management about how cleaning practices could be further
strengthened in the younger children's playrooms.
We saw that the fridge (located in the milk kitchen within the baby department) had
temperatures recorded which were above the recommended level. We spoke with
management about the need to replace or fix the fridge. This recommendation

We saw that staff did not change their gloves when applying sun cream to children.
We spoke with management about minimising cross infection and the importance of
good hand washing/changing gloves between sun cream applications. (See

Statement 2
We make sure that the environment is safe and service users are protected.
Service strengths
We considered risk assessments, accidents and incidents under this statement.
We reviewed the service's risk assessment records and saw that these continued to
be comprehensive. Hazards were identified and measures for staff to minimise
hazards were detailed. Risk assessments were carried out and documented on each
playroom, the garden area and for any outings. We saw from records that
management carried out regular compliance audits.
Procedures were in place for reporting faults and recording maintenance issues. Staff
told us that management were quick to deal with any maintenance issues.
We considered the service's response to dealing with accidents and incidents. We
spoke with staff and reviewed various records. We saw that staff took appropriate
action following an accident or incident, relevant information was recorded and
shared with families, and management carried out regular audits to identify any
patterns requiring attention.
Since the last inspection, management had ensured that staff in the 2-3 room
attended first aid training. This now meant that the 2-3 playroom did not have to rely
on a staff member from a different playroom, who was trained in first aid, to
accompany them on outings.
Within questionnaires returned to us, all 11 parents/carers confirmed that the service
was safe, secure, hygienic, smoke free, pleasant and stimulating.
Areas for improvement
It was a particularly sunny day when we visited the nursery. We experienced the
temperature in some of the play areas to be high. Some playroom doors were
jammed open and staff were using table top fans. We spoke with management about
the need to ensure that temperatures are recorded and monitored and that any
necessary action is taken.
We identified a few minor issues for management to address within their risk
assessments.

Statement 3
The environment allows service users to have as positive a quality of life as possible.
Service strengths
We saw that good quality resources and equipment were in place. Playrooms had
been recently decorated and were bright and welcoming.
Children's work was displayed throughout the nursery which helped to create a
welcoming environment.
We saw that children were encouraged to care about the nursery environment and
help tidy away toys at the end of activities. We saw that children were engaged in
purposeful play throughout our visit. We saw that staff supported children in their
play and gave them lots of praise and encouragement.
Ten out of 11 parents/carers confirmed that the service had a suitable range of
equipment, toys and materials for children. One parent/carer was unsure.
All parents/carers confirmed that there was enough space for their child to play and
get involved in a range of activities.
Areas for improvement
The nursery had been operating for three years and during this time management
had continued to increase resources and equipment. We saw that resources and
equipment would benefit from a further increase. This would help staff to better
define areas within each playroom. (See Recommendation 1)
The provider is continuing to identify solutions to provide natural light for one of the
baby playrooms. A temporary playroom for the older children had been introduced to
cope with an increase in numbers. This room had no access to natural light. The
provider is working with the Care Inspectorate to identify a permanent solution.
Plans were in place to enhance the outdoor area with planting and new resources.

Statement 2
We are confident that our staff have been recruited, and inducted, in a safe and
robust manner to protect service users and staff.
Service strengths
The service continued to demonstrate a very good performance in ensuring that staff
were recruited, and inducted, in a safe and robust manner.
We looked at staff files which showed that the service had recruited staff in line with
good practice and their own recruitment policy. All fitness checks had been carried
out before staff started working in the service. These checks can help to ensure that
unsuitable people are not employed.
We saw that a comprehensive induction process was in place and that a mentor was
appointed to provide new staff with tailored support. A good induction process can
help to ensure that staff have the necessary skills and expertise to carry out their role
effectively.
We found that on the day of our visit the service had enough staff present for the
numbers and ages of children attending.
Areas for improvement
The provider planned to update the service's recruitment policy to incorporate the
Equality Act and changes from Disclosure Scotland checks to Protecting Vulnerable
Groups (PVG) checks.

Statement 3
We have a professional, trained and motivated workforce which operates to National
Care Standards, legislation and best practice.
Service strengths
Due to unforeseen circumstances, the service had been without a manager for a short
period of time. At the time of our visit, a new manager had been in place for three
months. At the time of writing this report, the new manager was no longer employed
by the nursery and the provider was awaiting safer recruitment checks for a
replacement manager. Staff told us that their commitment throughout this time of
change was to provide families with the best care and maintain their professional
approach. We saw that staff were kind in their interactions and were motivated to do
their best.
Some staff meetings had taken place where good practice had been discussed and
staff roles reviewed. A staff handbook was in place and the importance of adhering to
codes of practice was highlighted to all staff. Staff had been on relevant training
which they had found useful. They told us that training had given them new ideas
and helped to enhance their practice.
Staff were either qualified in childcare or were working towards an appropriate
qualification. Most of the staff team was registered with the Scottish Social Services
Council (SSSC). The SSSC is the professional body which registers and regulates the
social service workforce.
Areas for improvement
Appraisals had not been carried out for some time. (See Recommendation 1)
Since the last inspection, the level of formal monitoring on the quality of staffing had
reduced significantly. Management needed to re-introduce this and use their findings
to inform supervision, appraisals, training and quality assurance. We have made a
recommendation about this under Quality Theme 4, Statement 4.

Statement 1
We ensure that service users and carers participate in assessing and improving the
quality of the management and leadership of the service.
Service strengths
Participation was considered in general terms under Quality Theme 1, Statement 1,
with that grade also being applied to Statement 1 for Quality Theme 2, 3 and 4.

Statement 3
To encourage good quality care, we promote leadership values throughout the
workforce.
Service strengths
The service had achieved a good performance in encouraging good quality care and in
promoting leadership values. We concluded this after we:
- considered responses from returned questionnaires from parents/carers
- observed staff at work
- spoke with children and staff.
Staff told us that they had recently met with management and had been encouraged
to share their ideas and suggestions for service improvement. We looked at minutes
of staff meetings and saw that staff discussed good practice and were encouraged to
share their learning from training.
Some staff had specific responsibility for areas such as compliance monitoring. A staff
member had recently taken the lead on encouraging the older children to take
photographs and assess different areas of the nursery. All staff were encouraged to
key work with a group of children. This meant that they each had responsibility for
planning and reviewing specific children's individual care. Key workers were also the
main contact for families.
Areas for improvement
We spoke with management about the importance of giving staff responsibilities for
key areas.
We also highlighted the need for staff to become more involved in quality assurance.
We have made a recommendation about this. Please see Recommendation 2 under
Quality Theme 4, Statement 4.

Statement 4
We use quality assurance systems and processes which involve service users, carers,
staff and stakeholders to assess the quality of service we provide
Service strengths
The nursery had been through a time of change regarding the management of the
service. We found that some of the monitoring and evaluation systems were not fully
implemented. The management team had developed an action plan and were
working on ways to enhance the service.
The nursery had partnership status with the local authority and an improvement plan
had been developed with them. This highlighted the service's priorities for the next
year. The service had submitted a self assessment document as part of the inspection
process. This told us what the service thought it did well and how it thought it could
improve.
We found that the service had strong input from families on evaluating the quality of
the nursery. We have reported on this under Quality Theme 1, Statement 1.
Areas for improvement
We found that some of the monitoring and evaluation systems were not fully
implemented. Records were not up-to-date or comprehensive. (See Recommendation
1)
We found that staff could be more involved in quality assurance. (See
Recommendation 2)

Failure to submit an appropriate action plan within the required timescale, including
