ABOUT THE INCIDENT COMMAND SYSTEM ICS is a recognized model for command, control, and coordination of response at an emergency site. Originally designed in response to wildfires, ICS has evolved into a flexible and scalable management system, providing a common response framework suitable to any size of event.
