PURPOS SE: To conssider the propo osed order sub bsequent to re epresentations received following advertise ement in accordance with th he Local Au uthorities Traffic c Orders (Proccedure) (Englan nd and Wales) Regulations 19 994. 2. RECOMMENDATIONS S: Not to ho old a public inq quiry and to pro oceed to approve and implem ment the propos sed order. 3. KEY ISS SUES: The prop posed traffic order o is require ed to restrict rright turn mano oeuvres into and out of Bare ecroft Common and Barelan nd Street, M Magor from the e A4810 Steelw works Access R Road. These measures m have been proposed d following con ncerns raised by b the Loca al Elected Mem mbers and the C Community Co ouncil, regarding highway safe ety issues at th he junctions. The experimental traffic orrder came into o effect on th he 14th Septem mber 2012, an nd no formal comments have been received during th he experime ental period. Therefore, T it iss considered a appropriate to formally f make the experimental order(s) permanent. p This measure e will increase the t levels of ro oad safety at the identified jun nctions by restricting undesira able vehicle mo ovements. 4. REASONS: The proposed order is considered to be required in the interests of road safety and to restrict undesirable vehicle movements at junctions. Regulation 9 of the Local Authorities’ Traffic Orders (Procedure) (England and Wales) Regulations 1996 enables the Council to hold a public inquiry into the proposal if there are unresolved objections. In this instance there has been no objections received 5. RESOURCE IMPLICATIONS: The cost of making the Traffic Regulation Order will be funded from the Council’s Road Safety and Traffic Management budget. 6. SUSTAINABLE DEVELOPMENT IMPLICATIONS: There are no sustainability issues regarding the introduction of right turn restrictions at the identified junctions. 7. RESULTS OF CONSULTATION No objections were received however the local member for Mill Magor raised the point that the prohibition of right turns has an impact upon residents who live in Llandavenny and requested that Monmouthshire County Council continue to lobby Welsh Government for an alternative arrangement such as a roundabout and consider making improvements to Green Moor lane as part of the capital programme. 9.
