amusement-hotel complex just beside the Clark Airport is set to begin operations here next year. It is
expected to generate more than 300 workers.

groups on Wednesday staged a
rally at the Aquino-owned Hacienda Luisita demanding immediate and free distribution of
some 6,000-hectare land in Tarlac province.
The AMGL, other farmers and
progressive groups held a rally
on November 16, 2004 as they
commemorated the killing of
striking sugar plantation workers
seven years ago. At least 14
people, including two children,
were killed while some 200 others were wounded when more
than 1,000 policemen and soldiers stormed a blockade of at
least 6,000 striking plantation
workers and their families.

In a statement, the farmers’
groups said that “as the Cojuangcos exploited the farm workers for almost half a century, it
is morally and historically cor-
rect that lands should be distributed to farm workers at present.”
They added that “the Cojuangcos have no argument strengthening their claim but could only
sustain their exploitive existence
through deceptive schemes
such as the stock distribution
potion (SDO).
The AMGL also assailed the
Aquino-Cojuangco family for negotiating with the Rizal Commercial Banking Corp. (RCBC) in
connection with pieces of land
in Barangay Balete at the Hacienda Luisita. The Makati Citybased bank is claiming lands
through transaction with the
Cojuangco-controlled Luisita Industrial Park Co. (LIPCO).
“RCBC has no legitimate
claim of the lands as history has
proven that the Cojuangcos did
not legitimately own Hacienda
Luisita. They should hold the
Cojuangcos accountable as this
landlord family consciously offered lands that are under clear
agrarian reform dispute,” said
Canlas.

priest of San Guillermo Church,
said the annual “festival is a
celebration distinctly expressed by walking and dancing barefooted in a procession,
nay, a pilgrimage defining our
heritage, our faith and our experiences.” He disclosed that
it was the first time on November 19 that the participants
crossed the river.

bean sprouts, it is often served with thinly sliced pork, chicken or beef.
Quynh Thi Ngoc Le, finance manager of Qatar Airways in Vietnam,
treated us for a dinner in a small restaurant that serves delicious Phò.
Spinach and mixed vegetables (cooked fresh) are also common in almost
all restaurants in the city. And match it with their naturally sweet coconut
juice always served cold in a shell.
For people who want to have an excellent cup of coffee, Highlands
Coffee is the right place. Note that there are no Starbucks and Mc Donalds
in Vietnam, only Jollibee and KFC.
GOLDEN WIND
I and my fiancé Jane made sure we picked the perfect place to rest and
sleep. At $24 per night we stayed at the newly renovated Golden Wind
Hotel which is located along Pham Ngu Lao Street, a five-minute walk from
the Ben Thanh market.
Hotel staffs are friendly and speak English well, attending to all our
concerns. Guests are given unlimited and free wifi access 24/7. Breakfast
is free. Ms. Loan and Ms. Thang of Golden Wind provided us the right
information on what tour to take. She recommended the half-day Cu Chi
tunnel and the whole day (via bus) Mekong Delta tours.

DELTA FORCE
There are a hundred reasons why you should take the Mekong Delta
Tour – it’s like you did not visit Vietnam minus the boat ride with your
special someone, the gust of fresh air, the bike ride before having a sumptuous lunch, mingling with other tourists and locals, taking videos and
photo shoot and a lot more. It was indeed an inter-island boat ride filled
with thrill, excitement and fun.
For Lionel Ritchie as he wanted us to call him, our humorous tour guide
says we should try the fried Mekong fish (tastes like the “tilapia”) for our
lunch. It is wrapped with fresh vegetables on a rice paper that makes a
spring roll which five of us including two Malaysians and a Vietnamese
shared together.
After a short rest, we immediately went to another island where local
boats are waiting. This time, only four persons are only allowed to ride a
small boat going to another island. Locals there entertained us, sang traditional Vietnamese songs while we eat mouth-watering fresh fruits – pineapple, papaya, pomelo, and longgan.

UNITY AND NATIONALISM
After having dinner in a local restaurant just a few meters away from our
hotel, we saw hundreds of Vietnamese bike riders pass the street where
we were, holding the Vietnam flag yelling. They were obviously celebrating.
We were clueless then, until one foreigner told us that Team Vietnam
won against Brunei in the South East Asian games in Indonesia. It was not
a championship match and yet proud locals were so jubilant that they
would go to the streets to celebrate the first win of their comrades. “This
win is for our country!” shouted a young lady in the dialect as she joins
others in waving their flag.
Now I know why the Americans lost to South Vietnam in the war. It was
not about might, bravery and sophistication. It was about nationalism.
MORE PLACES TO VISIT
We wanted to go to Dalat City, one of Vietnam’s known vacation destination, but a five-day stay was not enough to visit all the best places there
like Halong Bay in Hanoi.
Anyway, Cebu Pacific’s seat sale promos would stay and there are
more reasons for everyJuan to fly and visit again this promising and vibrant
nation. “Learn, love and live,” a line from the movie “The Three Musketeers”
says it all.

Going through the Cu Chi tunnel

HISTORIC CU CHI
November 12, 8:30 a.m., we’re bound for Cu Chi, a small town where
the famous tunnels were built by the Viet Cong.
While in the bus, our tour guide Ken tells us why motorbikes dominate
the major roads and streets of Ho Chi Minh City.
“After the war, most Vietnamese have no money and they just ride
small bikes. Then came the motorbikes, if you had one, then you are
already rich. If you have two motorbikes, you also have two ladies,” Ken
says in a jest.
He says that Ho Chi Minh City has a population of around eight million.
Out of this number, five million have motorbikes.
However, he laments that at least 300-400 road accidents happen in a
month, and an average of 10 accidents a day.
Ken also notes that Ho Chi Minh City’s population could reach 10 million by the end of 2012 because of migration.
“A lot of Vietnamese from the north (Hanoi) are migrating here in the
south to work and stay here for long,” he says.
Finally we reached Cu Chi, a small district in Ho Chi Minh City. We
paid 160,000 Vietnamese Dong (around P320) as entrance fee for the two
of us. The Cu Chi tunnel is one of the famous battlegrounds of the Vietnam
War, but it is now a popular tourist spot.
Ken showed us the deadly traps built by Viet Congs that killed thousands of American soldiers. Among these include the folding chair trap,
swinging up trap, dog trap, window trap and the klipping armpit trap (see
photos).
After listening to Ken’s stories about the war and the life of locals inside the tunnel, we had the chance to try gun firing before having our lunch.
Jane and I could imagine being hit by AK47 bullets. We bought 10 bullets
pegged at 350,000 Dong (around P700). We wanted to try the M-16, M1
Garand and other machine guns but bullets were a little bit expensive.
Then we tried going into the tunnel but we only managed to finish the
80-meter mark. We felt how hard it was for Vietnamese to live inside that
network of tunnels during the war. It has less ventilation, limited space for
movements, no electricity and the risk of getting bitten by insects and
poisonous centipedes and scorpions. Ken says that locals could only go
out of the tunnel during night time to look for food.
After watching a documentary film, we went back to the city proper for
a side trip at the War Remnants Museum, Saigon Square (just like the
Divisoria in Manila) and at the popular Benthan market where cheap Nike
and The North Face items are being sold.

Dazzling
THE brilliance of San Fernando’s giant lanterns
last year had an extra sheen that dazzled the city
government.
On Monday, businessmen Eddie Chua and Boy
Pacla, co-chairmen of the Giant Lantern Festival
Committee 2010 executive committee, played Santa
Claus as they turned over five motor vehicles to
the city government: a Haima FStar van for use of
the city tourism office, and four motorcycles with
sidecars for the city police, traffic management
and Task Force Habitat.
Chua disclosed that the funds for the vehicles
were sourced from the proceeds and surplus funds
of the 2010 committee.
“We hope that through this donation, we could
better serve the Fernandinos,” Chua said, noting
that the GLF is a “true sign of public-private
partnership.”
Enthused Mayor Oscar S. Rodriguez: “Our
world-famous giant lantern festival, which has
always been headed by the private sector, is not
just for show but actually helps Fernandinos and
the city government through efforts like this
donation and we are very grateful for that.”
Yes, keep the giant lanterns shining and the
good work of the committee going.

ON HIS birthday – his 61st – last Tuesday, eternal
Mabalacat Mayor Marino “Boking” Morales
returned to the womb, albeit in a symbolic way,
having maternal and neo-natal care foremost in
his thoughts.
Morales opened yet another birthing station, in
Barangay Dau this time, which he said is pursuant
to the United Nations’ Millennium Development
Goals to reduce infant mortality and promote
maternal care.
“Kinakailangan na malusog ang mga magulang
at mga anak para magkaroon tayo ng maunlad
na pamayanan,” said Morales as he vowed to keep
on putting birthing stations until each of the 27
barangays of his town has at least one.
Now there’s a caring father – of the town, to his
many children – his constituents. The essential

THERE IS a signature campaign endorsing the return to the
priesthood of defeated Pampanga Gov. Eddie T. Panlilio. It is being
spearheaded by the organization of laity in the province headed by
one Banjo Serrano.
So announced the Rev. Fr. Raul de los Santos before bestowing
his final blessing in last Sunday’s (Nov. 13) 7:30 a.m. Mass at the
St. Jude parish church. He was quick to stress to his congregation
that Among Ed was never separated from the priesthood, that his
suspension was neither preventive nor punitive but merely a
cessation of his priestly functions to allow him to engage in an
altogether different endeavour.
Those who wished to sign may just go to the table by the church’s
entrance manned by members of the parish Catholic Women’s
League, the good priest said.
Alas, there was a table but no CWL or any
document there. I did not see anyone linger about,
with just about everyone rushing out of the church
after the final hymn.
So did I wish to sign, asked the wife.
I did not know, I told her.
Not with a little ambivalence that I view
Panlilio’s return to the priesthood. No, I am ripped
by contradictions.
On one hand, I subscribe to my parish priest’s
take on Panlilio that, notwithstanding his political
run, he was never separated from the priesthood,
firmly believing that once a priest, always a priest.
So often have I heard the incantation of the order
of Melchizedek in so many priestly ordinations I
have attended that the eternalness of the
priesthood has – to me – become an infallible
dogma.
On the other, there are compelling arguments
against his return that shake that faith.
Like, his political persona.
Yes, as I wrote in a banner story here last
month, Panlilio said he was done with politics.
That declaration made from the pulpit of the St.
Jude parish church too when he was introduced
by Fr. Rau as “guest homilist.”
The very title though – Problema ng Pampanga
sa 2013 – of Panlilio’s subsequent column in the
tabloid Abante practically negated his own
declaration. A sampler of what Panlilio wrote:
Ang isang problema ng Liberal Party (LP) sa
Pampanga sa 2013 mid-term election ay kung
sino ang kanyang ipantatapat na kandidato sa
pagka-gobernador.
Tila walang gustong tumakbo upang hamunin
ang kasalukuyang Gobernadorang Lilia Pineda.
Hindi naman pwedeng pabayaan na lang ang
nasabing probinsya na walang tatayong kalaban
ng gobernadora na kailanman ay hindi
tatanggapin sa LP sa sandaling gusto nitong
tumalon sa administrasyon...
Kung ito ang pagbabasehan, ang malaking
tanong ay bakit walang gustong lumaban? Bigla
bang naubusan ang Pampanga ng matitinong
mamamayan upang mag-alay ng kanilang sarili?

On way to
purgatory? Hear ye
THE LESS vocal readers, who
comprise the majority, are the
ones who like reading about supernatural things, such as those
on Purgatory that I serialize in
this space every now and then.
I know, because they can become very vocal in asking me to
go on with such series.
Responding to their requests,
I am again into another series
on Purgatory. I have not run out
of sources, thanks to the many
years that enabled my to pile up
on materials on the subject, as
not even the Internet can be as
helpful.
Why Purgatory? For two reasons: because most people land
there after “crossing the veil” (euphemism for dying) and because
the entry into Heaven of those still
there can be hastened by those
still on earth. In other words, the
series prepare people for their
purgatorial landing to minimize
their shock of it. Yet better, inspires them to avoid such landing altogether and to go straight
to Heaven. Yet best, calls on
earthfolk to pray for the deliverance of those still in Purgatory;
they can be very grateful to those
who do them such favor.
From a publication (no longer published) with nihil obstat
and imprimatur and translated by
Fr. Adolf Faroni SDB, the following quotes from a girl who
was allowed to see and have insights into Purgatory.
“The souls of Purgatory are
wrapped by a kind of veil, by a
hard bark. It is the bark which
closed them up in their earthly
life: the soul’s ego, the excessive looking after themselves,
the world, the thought of oneself
and one’s own reputation and all
the things which seemed so
important… The bark ib made of
these things and the light of God
can hardly penetrate them.”
About intelligent men who
seem to do good things in their
lives, take note of the following
quote: “There are men who in
their lifetime had great wisdom
and who also did great good to
humanity, who have used their
tongue for all that was good and
right. But all these were done
only for their own ambitious wisdom; they had completely
plunged into the spirit of the
world, living in excessive independence, without entertaining
themselves in the light of the
Divine Master. These souls
reach eternity with the greatest
ignorance.”
Be careful, too, that when
you go to church or practice other religious traditions, you are
not merely deceiving yourselves.

Bar raids and
human rights

In Diaz’ interview, he mentioned that the raid
was legitimate, being an NBI action on the
complaint of Kamalayan Foundation against
human trafficking (use of minors in prostitution);
that Galang took photos of the alleged minors
after the raid without any consent and against
the law that violates their privacy. That it was
Kamalayan Foundation and the employees of
Stampede Bar who requested Galang to delete
the photos from his camera. Diaz even lectured
that while he supported press freedom, it should
not be “misused or abused as to infringe on the
human rights of others.”
We cannot deny that there are bar operators
in Angeles City who violate the law by employing
minors to allure customers. This is not only
prevalent in Angeles City but nationwide.
However, there are also instances wherein bar
owners and managers are not aware of the
employment of minors considering the admission
of the NBI that these minors are faking their
employment papers – submitting fake NSO birth
certificates, fake ID’s and fake dental records.
Some even fake their names and assume a
different person to lie on their age. Hence, NBI
would base the age of the girl thru dental
examination of their molars. As per the view of

Freedoms of the air
WHEN nation-states began to
be established on the face of the
earth, one immediate concern
was to establish jurisdiction and
control over their territorial coverage. This was obviously politically and economically strategic. In fact, many ambitious nations sought to expand their territories even to the extent of
waging wars against other nations. Conquests and colonization became major policy and
strategic undertakings.
Each country, in most cases, easily defined the coverage
and limits of its territory in terms
of the land and the sea( waters).
These geographic features lie on
the earth’s surface and were
clearly and physically accessible and exclusively subject to
claims by man who during these
times was mainly ground-bound.
However, the 20th century
ushered in as one of its major
developments in history, man’s
conquest of the skies. Through
self-powered machinery, man
was now able to fly. This ability
over lands and waters brought
in a new factor to the tenability
and function over established
land and water boundaries and
coverage of countries. These flying machines crossed these
boundaries and flew over the territories of everyone. And they did,
initially for exhibitions and adventure, sports and commerce. Later, airpower in terms of its significant role in times of conflictwas dramatically demonstrated
during World Wars I and II.
By the end of WWII, it became very clear that there was
a need to rationalize and regulate the use and protocol of the
skies. Theoretically, the countries’ boundaries extend down to
the center of the earth and up to
the skies until the far reaches of
space (?). It is this airspace of a
country which had to be defined
along with the country’s jurisdiction and rights over its use.
In 1944, an international
gathering in Chicago( Known as
the Chicago Convention) met to
establish uniformity in the traffic
rights to be agreed upon in international commercial avIation
agreements. These will govern
the traffic rights that grant a country’s airline/s the privilege to enter and/or land in another country’s airspace. These are now
considered as the “ freedoms of
the air”.
The first freedom is the negotiated right for an airline from
country A to overfly another
country B ‘s airspace, without
landing.
The second freedom is the
right of a commercial aircraft
from country A to land and refuel in country B. There is no loading or unloading of passengers
or cargo. This is known as a
technical stop.
The third freedom is the right
of an airline from country A to
deliver revenue passengers from
its country to country B.
The fourth freedom if the right
of an airline to carry revenue
passengers from another country B to its home country A.
The fifth freedom is the right
of an airline to take passengers
from its home country A, bring

THE RECENT raid of Stampede Bar along Don Juico Avenue,
Malabanias, Angeles City brings so many issues. Minors being
employed in entertainment bars, freedom of information vis-à-vis
the rights of the minors to be protected, the issue on NBI agents
doing raids of bars on mere complaints, suppression of information,
and violations of privacy and protection of minors.
This started when Bernard Galang, a reporter and lensman of
People’s Tonight, a national tabloid, complained of kidnapping,
robbery and harassment when NBI agents doing the raid saw him
taking pictures of the incident. According to Galang, the agents
grabbed him while he was taking pictures after the raid, brought
him inside the NBI van, erased memory in his camera and made
threats on him despite the fact that he introduced himself as a
media practitioner.
Atty. Ric Diaz, the NBI-Central Luzon Region Director,
apologized for the incident and promised to make an investigation.
However, we can cull from his statement that he would absolve his
own men from any abuses.

Kapampangan ‘Sisig’ gets rave in LCP 3-day expo

PASAY CITY – A smorgasbord
of sights, sounds and tastes
filled the air at the recently concluded 3rd Philippine Cities Convention and Exposition at Resorts World Manila, Pasay City
held November 17 to 19.
While local officials attend
talks and sessions on topics
ranging from urban poor management to environmental advocacy in the hotel conference
hall, the more common folk
made their way to the Resorts
World parking lot where local
government units (LGUs) and
other private companies set up
booths to attract visitors and
participants of their own products, merchandise and goods.
Of course, Angeles City was
there with their eye-catching
booth, complete with attractively designed glass panels, colorful neon lit with “Angeles City, I
Like!” logo, an LCD TV and the
various trophies and awards the
city recently got from national
government agencies.
A more attractive feature of
the booth was the varied delicacies and specialties that Kapampangans are essentially known
for. From the sweet tasting cassava cake, moche and maja
blanca (tibuk-tibuk) to the savory
biringhe (a Kapampangan version of the Spanish paella), the
Angeles booth proved to be the
most frequently visited one in the
whole expo – probably because
the food was doled out for free.
Eventually though, when one
of the exhibitors announced that
Angeles City was going to serve
out the world renowned “sizzling
sisig” (chopped and minced pork
meat served on a sizzling platter with chili, liver, onion and
seasoned with calamansi and
vinegar), both visitors and participants from other stalls
flocked the booth, crowding the
already narrow strip of the expo.
The scent, taste and experience have arguably put the Angeles City booth as the most visited booth in the whole 3-day
expo. Some even visited the
booth twice or thrice to get a
taste of all the sumptuous food.
Sisig has easily been one of a
major symbol of Kapampangan
culture and cuisine; food experts
have even dubbed Angeles City
as the “Sisig Capital of the Philippines,” of course, much
thanks to Lucia Cunanan who
was more known for her famous
monicker Aling Lucing.
With this, Angeles City has
truly proven its right to proclaim
itself as a major culinary destination in the Philippines. With
its varied specialties, cuisine and
products that transcend beyond
borders, the city truly has made
itself a major player in describing the cultural attractions of the

The Balas Boys make one
irrefutable argument against
Panlilio’s return to the priesthood. Led by a group of ex-seminarians who had Panlilio himself as their formator, the Balas
Boys were the force behind the
so-called quarry miracle or the
multiplication by a thousand fold
of the provincial government’s
collections from sand and gravel.
After gaining a Gawad Galing Pook for the quarry collections, Panlilio unceremoniously
dismissed the Balas Boys who
made a protest encampment at
the Capitol grounds complete
with posters and billboards of
alleged but implied conjugal rule,
prompting Panlilio to take them
to court.
The case is still extant. Even
after the prosecutor’s office
struck out of the list of respondents Archie Reyes, the governor’s former chief of staff, Panlilio filed a motion for reconsideration that he remained among
the accused.
Nothing sacerdotal, pure vindictiveness there.
And what about Panlilio’s
sweeping indictment of the Pampanga voters as having been
bought – his own relatives in
Minalin not spared from his accusation of being sellers of their
rights of suffrage – during the
2010 elections that he miserably lost?
How would the 488,521 Ka-
pampangans who voted for Gov.
Lilia Pineda take to a Rev. Fr.
Eddie T. Panlilio ministering the
sacraments anew?
On the other hand, how
would Panlilio feel giving holy
communion to those he branded as public sinners?
What about the Kapampangan clergy, at least a number of
them, demonized by the Panlilio political propaganda machine
in 2007 and in 2010 as being in
the payola of Baby Pineda?
And the priests who joined
the some 300,000 cabalens who
signed the 2009 petition to recall Panlilio?
From Panlilio, it was though

No, it won’t just be as though
the most natural way for Panlilio to return to the priesthood.

Regarding the suppression of
the media in covering the event,
the NBI agents defended Galang’s arrest by stating that he
was not able to show proper
identification. This is not actually a defense because any per-
son, whether from the media or
not, can take pictures of the incident as it unfolds and has the
right to report the matter to the
media and other enforcement
authorities.
The NBI agents also said that
the Kamalayan Foundation and
the employees of Stampede Bar
were the ones who requested
Galang to delete the pictures in
his camera. I don’t believe this,
I’m sorry. Director Diaz even said
that privacy of the minors has to
be respected, hence, their pictures cannot be taken without
their consent.
Diaz should be lectured that
publication of the names and
faces of minors involved in this
kind of incident in any form of
media is the one that is prohibited by law. Taking of pictures or
video of incidents involving trafficking of minors is not prohibited. What is prohibited is the
publication of these pictures and
videos without appropriate protection employed by the publisher to maintain the anonymity of
these minors. Hence, there is no
point for Diaz to discuss suppression of press freedom vis-àvis the protection of minors. He
is a lawyer and he should know
his law. The arrest of Galang is
simply an insult on the role of
the media.
While I commend the
cleansing of the entertainment
industry in Angeles City and the
rest of the country by getting
rid of human trafficking and
prostitution, we should bear in
mind that everyone must be afforded due process in enforcing
the laws of the land. Raids
should not be used as mere papogi points for the NBI, or for
the solicitation of additional
funds of any foundation. They
should be carried out with proper respect to human rights of
everyone involved.

girls, and the city’s reputation.
In this case that the complaint turned out to be untrue,
what would be the remedy of the
bar owner? To take this for granted as if it did not happen? I believe that a proper complaint for
damages against the complainants can be properly filed for the
malicious complaint that it filed
with the NBI. Imagine the lost of
income for a day or a week or
months?
Consider also the anxiety
and the besmirched reputation
that it will bring to the bar owners. The NBI agents can also be
charged with administrative actions should it turn out that they
abused their powers and functions. At worst, should the raid
be without any search warrant
issued by the court, an appropriate criminal action should be
pursued against the complainants and the NBI agents.
I also wonder if the minors
indeed used fake employment

Made agriculturally barren
by tons of lahar flows that
ensued from Mt. Pinatubo’s eruption 20 years
ago, this town’s farmlands
have become so fertile as
to prompt government to
allocate P60 million for a
new local irrigation system.
Farmers, who had fled
this town to be resettled
in safer places elsewhere
as Mt. Pinatubo erupted in
1991, have described the
transformation of their buried farmlands from aridity
to fertility as “nothing short
of a miracle.”
In a meeting with the
farmers at the new municipal hall here over the
weekend, NIA regional director Reynaldo Puno
said he is backing P60million irrigation system
fund for the irrigation
project to serve an initial
566 hectares in six barangays here. This would
benefit at least 262 farmers who took odd jobs
when they lost their lands
to lahar but have vowed to
come back to farm once
the irrigation system is in
place.
A partylist member initially objected to the
project, expressing doubt
on the fertility of lahar-hit
areas in this town.
“There should no longer be any objection to the
project since it has been
established that the laharaffected areas no longer
experience high percolation or seepage rate. The
coverage of the irrigation
project should even be
widened for food production self sufficiency,” the
NIA regional director also
said.
“Our lahar-buried
farms were totally useless.
But now, they have even
become more fertile than
before Mt. Pinatubo eruption,” said farmer Rudy
Granda, 64, who vowed to
return as a full time farmer
once the irrigation system
has been constructed.
Mayor Jomar Hizon attributed the return of fertility to lahar buried farms to
the abundant growth of
cogon and other wild bushes.
“These wild plants grew
and then decomposed on
the surface of lahar lands,
thus enriching the areas

He stressed the need
to again put in place an irrigation system after Mt.
Pinatubo lahar flows buried almost this entire town
under several feet of lahar
debris.
Angelito Miguel, development manager of the
Pampanga-Bataan Irrigation Management Office of
NIA, said that the irrigation
system would derive its
water from the slopes of
Mt. Pinatubo through the
Pasig-Potrero river and the
Gugu creek which once
were channels of lahar
debris that devastated this
town.
During the meeting,
municipal agricultural
technologist Janette
Wong presented a study
indicating that already,
many lahar areas in this
town proven to be agriculturally productive. She noted, however, that productivity is hampered by lack
of irrigation, as the crops
depend only on either
rains or fuel-consuming
shallow well pumps.
Vice Mayor Jun Canlas
said that the proposed irrigation system would double the amount of rice harvests here. “The land has
become so fertile that one
hectare can readily yield
100 cavans and this can
be done twice or even
thrice a year,” he noted.
Local farmers formed
last Oct. 17 the Villa de
Bacolor Pampanga Farmers Irrigators Association
in anticipation of the construction of the irrigation
system.
Miguel said that the irrigation system will cover
124 hectares in Barangay
San Antonio, 160 hectares
in Sta. Barbara, 114 hectares in Cabetican, 32
hectares in Tinajero, 31
hectares in San Vicente,
and 10 hectares in Sta.

their “determination to keep
watch over the flow of justice on the Maguidanao
massacre.”
“The archbishop is expected to issue a circular
revolving around IDEI
which was inspired by the
call for justice in the Maguindanao massacre,” said
Ashley Manabat, chairman of the National Union
of Journalists of the Philippines (NUJP) in Pampanga.
Aniceto, 74, will officiate the Mass at the Holy
Rosary parish cathedral at
10 a.m. tomorrow to be attended by journalists from
various Central Luzon
provinces. The Mass will
be offered for the victims
of the Maguindanao massacre that included 32
journalists, mostly from
Central Mindanao, Manabat said.
“This will also be the
first time for NUJP chapters in Central Luzon provinces to come together to
commemorate the anniversary of the Maguindanao massacre. Last year,
the chapters commemorated the massacre in their
own provinces,” Manabat
added.
He said that this city’s
Mayor Oscar Rodriguez,
who is known as a human
rights advocate, and representatives from the College Editors Guild of the
Philippines in Central Luzon and the Integrated Bar
of the Philippines are also
expected to join the commemoration here tomorrow.

NUJP, said the ceremonies will start at 8:30 a.m.
in front of the city hall

rapidly expose free expression violations around
the world. It now has 95
independent organizations
worldwide and is internationally recognized as a
highly credible and effective global network.
IFEX recently declared
the first IDEI this Nov. 23
in the light of the Maguindanao massacre which it
described as the “single
deadliest attack on journalists in recent history.”
“The day will be a platform... to demand that
journalists’ killers do not
go free, and to ensure that

countries with continuous
and rampant impunity feel
that their work is valued
and their life is treasured,”
said the Committee to Protect Journalists (CPJ).
According to CPJ’s
2011 Impunity Index, Iraq
once again ranked the
highest in terms of unsolved murders numbering
92 in the past 10 years.
Somalia and the Philippines joined Iraq at the top
of the index.
Villareal said IDEI is
also being supported by
the International Federation of Journalists (IFJ),
the Reporters without Borders, the Confederation of
ASEAN Journalists, the
Human Rights Watch, and
