ThemajorthreatinthecommitteeisthatalltheDemocratscouldlineupwithtwoRepublicans, MichaelD.Crapo(Idaho)andCraigThomas(Wyo.),topassanonbindingbutpoliticallydamaging amendmenteliminatingsugarprovisions. Someofthebiggestwinnersifthepactisapprovedwouldincludethepharmaceuticalindustry,which wouldgetprotectionfromproducersofgenerics;thehigh-techandtelecommunicationsindustries, whichwouldgetintellectualpropertyprotectionsandaccesstotheCaribbeanInternet,cellularand land-linephonesystems;andexportersincludingtheNationalPorkProducersandProcter&Gamble, whichwouldseetariffbarriersloweredoreliminated. Buttheyareupagainstformidableopponents,includingorganizedlabor,thesugarindustry,mostHouse DemocratsandsomeconflictedsouthernRepublicans,whowanttosupportBushandtheGOP'sfreetrade policiesbutareunderpressuretoprotectproducersintheirdistrictsfromoverseascompetition.
