service provides a ready-made supplier community built up by over 525 buying organisations actively running
all values of tenders. You can further tap into this community by having either your own branded buyer
portal ‘front door’ or an EU-compliant Buyer profile to which you can publish your contract opportunities.
Buyer & Community Portals
Building on the successful Delta eSourcing solution, buyers can opt to have their own branded portal that
can either be connected to the Delta eSourcing service via a branded ‘front door’, allowing you instant
access to the 95,000 strong supplier community, or built as a complete stand-alone eSourcing solution to
allow your organisation to build its own dedicated community.
These services provide a full end–to-end external-facing community portal. You are then free to utilise the
range of modules available to tailor Delta to your organisation’s requirements.
Collaborative Buyer Portals: Multiple Members – One Portal
Whether your organisation is working alone or as part of a larger procurement consortium or regional
group, a Buyer Portal provides a branded gateway to consortium procurement information. Buyers can:
come together, publish their organisation’s contract notices, run individual or collaborative tender exercises,
make them visible through a noticeboard; and provide a dedicated email alert service to their supply base.
Suppliers can become part of these regional or sector-specific procurement portals and gain visibility of all
contract opportunities. These can be made visible through a noticeboard and a dedicated email alert service

Central and remote access to all collaboration information via the Document Store
The Collaboration Manager Document Store is essentially an online document repository for all information
and documentation produced as part of a collaborative procurement exercise. Version control is much easier to
manage and the activity log provides a full audit trail, allowing organisations to remain compliant with quality
standards. Users can share and manage information securely and easily upload and share documentation.
Efficient management of key milestones and meetings with a Collaboration Calendar
The Shared Calendar within Collaboration Manager gives a holistic view of key project or delivery dates to
everyone involved in the collaboration. The calendar is centrally managed and permission levels can be for
individual users. Users can raise visibility of key milestones or activity dates. An email can be sent to all members
of a collaboration notifying them of new or modifications to appointments or activities in the calendar.
Share the conversation with a Discussion Forum
The Discussion Forum allows anyone involved in a collaboration to communicate remotely, securely and in real
time. All communications are recorded and time stamped and can be accessed at any time by anyone in the
collaboration. Discussion topics and threads provide easy access to previous discussions and insight which could
be invaluable to the procurement process. Users can gain awareness of past discussions or participate in the
current ones, allowing them to communicate effectively with everyone involved in the collaboration.
Project Manager
The Project Manager module provides an isolated workspace in which to store all Tenders/Quick calls relating
to a single project. Its invite only structure ensures that only the relevant users within your organisation gain
access to the project details, allowing the tendering process to be fully customised and tailored to your needs.

The Select Supplier Information Database (SID) is at the heart of the Delta eSourcing community. It offers buying
organisations a free method of managing and engaging with not only their own suppliers but also the wider supplier
community. SID offers suppliers the opportunity to promote themselves to the nationwide network of public sector
buyers who use Delta eSourcing daily to run their competitive opportunities or carry out market scoping. Supplier
registration on Delta eSourcing is free and open to all suppliers providing 24/7 access to a range of services.
Suppliers have three status levels:
• Registered – Basic contact details and business activities are detailed.
• Certified – Suppliers create a profile based on the standard PQQ and publish this for buyers to view.
• Accredited – A full assessment and third-party accreditation process takes place. This involves suppliers
providing a range of documentation to support their application. The references they provide are used to
determine the nominal contract value for which they have been approved to tender.
Supplier Manager provides an easy supplier/vendor management service driving suppliers to one central hub where
they register, store and manage their details and to which buyers have instant access. The list building functions
provide buyers with the ability to create and manage lists of suppliers.

facilitating the recording,promotion and monitoring of all your organisation’s contracts and agreements.
It allows you to view your Contract Records, search records listed and export details to host your buyer

The Contract Change Control module allows value tracking of contracts in Contract Manager’s
Contract Register. This will assist buyers in complying with Regulation 68 of the Public
Procurement Regulations 2015, “Life-Cycle Costing”, which states that buyers must take into
consideration the entire life-cycle cost rather than initial costs only.

• The Contract Change Control module of the Contract Manager can be directly linked to the
Contract Register, allowing the creation and management of amendments and variation to
contracts.
• The tool allows for the recording of any change to the contract with special focus on any

• A simple and intuitive interface allows the user to create a new record for each amendment
and record the key information of the contract change including attaching any supporting
documentation against each variation or amendment.
• View the original values of the contract record and create a change control to view the
history of changed information.
• Once a change control is created, the following calculated values are displayed:
– Contract Change Value (Value now added)
– Original Contract Value (Value when the contract record was created)
– Total Change Control Value (A mathematical sum of the above two values)

The Contract Performance Module allows buyers to track their contracts, score
suppliers against KPIs and review contracts at set intervals.
• The Contract Performance Module is an integrated module of Contract Manager
which can directly link to contract records in the Contract Register Module.
• Contract Performance allows the user to create, manage/monitor and record a
tailored performance monitoring plan for each contract and each
supplier/contractor.
• The user can execute a clear and measurable Contract Performance programme
for each active contract using an easy to understand Key Performance Indicator
(KPI) builder and an associated plan/reminder/review methodology.
• Supporting documents can be attached to KPIs.
• Contract Performance includes full export functionality.

Quick Call Service
Quick Call is an addition to the web-based, modular Delta eSourcing service and provides additional
functionality within the Contract Manager module. Quick Call speeds up the procurement process through
efficient use of framework agreements and contracts. Buyers can easily issue a Quick Call from an existing
framework or request a quote from selected suppliers in a Contract List. Using Quick Call, contract
information and statuses can be easily shared across an organisation. Full auditability and compliance are
guaranteed as part of Quick Call and analysis can be carried out on previous quotes.

The creation of Contract Lists
• Efficiently manage framework and supplier lists or create bespoke lists tailored to the nature of your
quick call. Invite suppliers to contract lists via email or through the use of Delta eSourcing’s Supplier
Information Database.
Sharing of Contract Lists within an organisation
• Easy set-up and maintenance of varying privileges across the organisation using Quick Call. Existing
Contract lists can be shared across the organisation, allowing ease of access for users, enabling quick
analysis and the freedom to use these suppliers for future contracts.
• Easily download and evaluate supplier responses. Award the winning supplier based on these results,
making use of our successful/unsuccessful award email templates.
Creation and publication of Quick Calls from a framework
• Issue a Quick Call or request a quote directly from selected suppliers using robust, current information.
• Allow suppliers to follow a simple process to provide relevant information and documents. Amend or
withdraw notices easily during the process.
• Engage in auditable communication with suppliers via the built-in message centre.
Viewing and analysis of a Contract List report
• Analysis of framework agreement performance.
• Easy statistical analysis of information in this system or through exporting data.
• Full activity and status logs for historic or ongoing awards allows for robust planning.

• Quick Call ensures traceability, auditability and compliance with the most up-to-date guidelines
and standards.
Support
BiP Solutions can provide web-based training for personnel to provide instruction on the use of Quick Call.
This module contains built-in user help and downloadable user guides. Support for the Quick Call service
will be provided through the Delta eSourcing support team, which provides dedicated support via
telephone or email.

eAuctions is a reverse auction tool compliant with EU Regulations which can be used as a stand-alone service or as an
extension of your tender exercise.
Identify requirement
• Is an eAuction suitable for the procurement? Speak to your Account Manager to arrange to set one up
• Use eAuctions tool to power the reverse auction stage of either your ITT or your framework call-offs
Create and publish opportunity
• Include notification of intent to use eAuctions/a reverse auction in the contract notice when posting to a portal or OJEU
Advertise your opportunity to the market
• Ensure that tender documentation provides relevant information about the eAuctions phase
Receive your responses and shortlist
• Evaluate all tenders and award qualitative scores to eAuction weightings
• Invite successful suppliers to take part in an eAuction
• Participating suppliers can set themselves up in advance of the eAuction taking place and trial the system
Run eAuction
• Prior to the service, Delta eSourcing offers buyer and supplier support as well as consultancy or training, both off-site
and on-site. A Q&A facility for both contracting authorities and bidders is available. Delta eSourcing will then host and
manage the eAuction
• In an eAuction, potential suppliers compete online and in ‘real time’, providing prices for the goods or services
under auction
• The process is open and transparent, with bid visibility provided through ranking and/or position
Award your contract
• Immediate feedback through the eAuction to suppliers and buyers (supplier information is anonymous)
• Award contract to the supplier with the winning bid based on the lowest adjusted score
• Cost savings can then be calculated, the contract awarded and suppliers notified
