Gaza Emergency Works
Programme – Minister Niebel
Opens Sheikh Ajleen WWTP
Minister Niebel pushed the button
to start the newly extended Sheikh
Ajleen wastewater treatment plant
in Gaza. As part of the Gaza Central
Sewerage Project, the Sheikh Ajleen
WWTP has been extended from a
capacity of 32,000 m3/d to 75,000
m3/d, serving a population in Gaza
City of 750,000 people and allowing
an end to the raw sewage discharges
to the beaches in Gaza City.
This existing WWTP has been
extended as an interim measure to
secure the wastewater treatment
for Gaza for at least the next 5 years
until the main project, involving a
new WWTP to be located at Buriej
is completed, serving not only Gaza
City but also communities in the
central area of the Gaza Strip.
The innovative process design is
both economic and energy efficient,
making fully use of the existing
treatment facilities.
The Emergency Project also included
replacement of Sewage Pump Station
1 and pressure pipelines from this PS
and PS 2.
Federal minister Dirk Niebel at his speech at the WWTP inauguration ceremony in Gaza
The project is funded by the German Ministry for Economic Cooperation and
Development (Bundesministerium
fuer wirtschaftliche Zusammenarbeit
und Entwicklung), for which Mr.
Niebel was Minister until 2013.
Dorsch International is consultant for
this project since 2007.
When the main project was delayed
due to the political/security situation,
Dorsch, together with KfW and
our client, prepared a concept for
emergency interim works of which
extension of the Sheikh Ajleen WWTP
is the centre part.
This was also seen as a pilot project
to test whether it is feasible to
execute an significant investment
project under the Gaza conditions.
Intensive negotiations were carried
out between the German, Palestinian
and Israeli governments to ensure
that materials and equipment could
be imported to Gaza in a timely manner.
In the end, environmental pollution
does not respect borders and
pollution from Gaza wastewater
affects also the beaches in Israel.
Thus, the coordination went
smoothly.
It is planned to proceed with two
further contracts early in the coming
year, one to rehabilitate another
existing PS in Gaza City and the other
to outsource management of the
sludge produced from Sheikh Ajleen
wastewater treatment plant. The
hope is to commence construction of
the main project in 2014.
The ceremony was attended by two
German Senators, representatives
from BMZ, the German Representative Office in Palestine, KfW, our
Client, the CMWU, Gaza Municipality,
PWA and various other key agencies
active in Gaza.

BDC presents its development
cooperation activities in Brazil
The implementation of the
Federal Republic of Germany’s
aims in development policy
requires important partners in
the field of economy, eminently
consulting companies, for sustained
development is in dire need for
economic commitment.
As the aims, i. a. the Millenium Development Goals (MDGs) appointed by
the United Nations in the year 2000,
cannot be accomplished with the
public means alone, the re-aligned
development policy under Federal
Minister Dirk Niebel (FDP, until 2013)
has started to rely on private economy more and more.
Many medium-sized companies have
been cooperating with developing
countries for years with increasing
economic benefits.
There are several aid programmes
provided by the Federal Ministry
for Economic Co-operation and
Development (e.g. develoPPP.de)
for companies, chambers and trade
associations to support co-operation
and assistance.
In Brief
BDC attended a conference of the
event series „wirtschaft.entwickelt.
global” as a member on the dais to
talk about tangible starting points
and successfully implemented
co-operations in the area of
development.
The conference was hosted by
the German Federal Ministry
for Economic Co-operation and
Development. It was attended by
many notabilities of politics and
economy and presented by Gerald
Meyer, managing radio presenter at
RBB (public broadcasting corporation
of Berlin-Brandenburg). The
nationwide event series has been
initiated to advertise the new focus
in development policy, the focus on
co-operation with private economy,
and the means for implementation
geared towards the target audience.
BDC was able to draw a positive
conclusion regarding the current
Dorsch PPP project centring on waste
management at a town of 100,000
inhabitants in the Brazilian state of
São Paulo, which has been successful
for the Brazilian partner as well as
the German funding partner.

The charm of the suspension
bridge proposed design lies in
the orchestrated use of space.
Utilizing the bridge’s pylon, the
design introduces a recreational
centre located in isle at the base
of the bridge to complement the
spectacular structure.
The building comprising of shops,
cafés and restaurants, cinema,

Musanada has assigned DC Abu
Dhabi the design and building of
20 villas and related infrastructure
works in Yabana.
The project site is in Al Yabana
community (one of the Liwa
communities) in the Western region
of the Emirate of Abu Dhabi. It is
located at a distance of about 220 km
from Abu Dhabi Town.
The aim of the project is to extend
the Al Yabana Area in order to
fulfill the additional requirements
of houses for the normal population
increment of the local families.
As the project includes design and
building, this poses additional
challenges in comparison to
construction projects, such as dealing
with contractor design consultants,
reviewing the new design during its
progress stages for several disciplines,
reviewing new specs, obtaining
design NOCs from most of the Abu
Dhabi Authorities, reviewing a new
BoQ, etc.
The project is one of three projects
managed by one core team, thus, it
needs more coordination and firm
organization.
In addition, the project location is
far away from the big cities, which
raises more challenges in material,
equipment’s procurement as well as
all kinds of deliverables.
Furthermore, due to the far distance,
the selection and mobilization of
project staff and employers is also
more complex than in other projects.
The project started on October 16th
2012 and its estimated completion
will take place on February 7th 2014.
The total cost of this project is AED
51,466,690 (€ 10.8 million).

Eng. Basem Telfah, Secretary
General of the Ministry of Water and
Irrigation with the Board Director
for Al Yarmouk Water Company and
Dorsch Gruppe signed in the Ministry
of Water and Irrigation in the
presence of a number of the ministry
The Secretary General said the
agreement includes the design
and supervision of several urgent
measures to improve the water
supply for the citizens in all areas of
the north governorates which has
experienced major disruptions this
summer as a result of the arrival a of
large number of refugees to it, which
put great pressure on the water
infrastructure beyond its capacity.
He added that these measures
will provide appropriate solutions
which will include changing some
of the main and subsidiary lines
and improvement of other lines as
well as improving some sources and
wells, and increase their efficiency
and stability, as well as providing
the necessary spare parts for the
periodical maintenance and routine
of the water systems.
Basem Telfah explained that the
measures have started for preparing
for the implementation and will
continue for a period of eight (8)
months and for an amount of about
€ 8.5 million funded by the German
side by the German Development
Bank (KFW).

by:
• Connecting 40 houses to the sewer
system by providing toilets and
connection materials
• Preparing beneficiaries to
contribute by labour work
• Conducting hygiene promotion
among family members in addition
to providing them with hygiene
kits.
For this project, Zabid Water Utilities
provide the technical support,
administrative arrangements and
supervision of all steps. A total
sum of 40 houses was connected
to the sewer system, and thus, the
total beneficiaries of the sanitation
services are 254 family members. Sewer Connections for Poor

city of Zabid are cooperating towards
provision of sanitation services to
poor families. Before the project, the
Woman NGO at Zabid listed down
around 40 poor families who have no
access to sanitation services. These
families are very poor and some of
them returned to Zabid due to the
unrest situation all over the country.
They suffer from the unhygienic
situation and unemployment and
most of them do not have any toilets
The Woman NGO took responsibility
to assign three community mobilizing
workers (CMWs) in order to
communicate with poor families, to
prepare them to contribute by labor
works and to promote the willingness
to pay water bills among them.
CMWs conduct hygiene promotion

Rain Retention Channel Burg
Schallmauer, City of Huerth,
Germany
The town of Hürth is currently
projecting a rain retention channel
with a length of approximately 300
metres at the backfill site of a former
brown coal mining site in the area
of Schallmauer Castle in the district
Berrenrath.
The services assigned to Dorsch
International include planning of
the project as well as construction
supervision at the site.
Due to special conditions (lump sum
agreement) granted during the
tendering, the rectangular twochamber channel, lateral to the
existing waste water channel DN
900, originally planned by Dorsch International has been replaced by a channel inside the backbone
with a circular cross-section Single main sewer elements of the rain retention channel have a weight of about 30 tons
DN 3200 including four tangential
chambers and another four
structures.
The dry weather discharge is also
conducted through the rain retention
channel, and the existing sewer,
which is still in a good condition, will
be tamped after the reconstruction
works.
The special characteristics of this
project are that the client has
decided against the award of
contract Dorsch International
suggested and has assigned the
project to another construction
company.
This is why a pipe rack will be
permitted at the critical backfill
site which does not correspond to
the recognized standards of good
practice – a fact that bears some risk
for the client.
Due to this particular situation,
employing a construction procedure
patented by the construction
company, the estimated construction
period of originally 24 months could
be reduced to a construction period
of only seven months.
This major change has notably
altered the subject for the
construction supervision, yet it has
reduced the time period as well.
The used sewer elements have a diameter of 3.20 m (DN 3200)

BDC Berlin
Refurbishment of the Station
Surroundings in Waren (Mueritz),
Germany
The station forecourt in Waren
(Mueritz) functions as a multimodal
changing point and thus includes the
central bus station, taxi lots and a
cark park.
Above the station forecourt, there is
a tunnel structure with a footpath to
the historical city centre.
Besides the mentioned functional
aspects, the station forecourt also
gives the city its characteristic
look. Typical for the forecourt are
especially the big trees there.
The City of Waren (Mueritz) plans to
remove various deficits in the field of
urban planning, design and function.
As German Federal Railways (DB
AG) is not interested in running the
historical station building and does
not consider the refurbishment of
the station surrounding their priority,
the city successfully applied for the
town building loan programme
“initiative locations of the future”
with a concept for the refurbishment
of the station surroundings in 2006.
BDC has been assigned the planning
of the station forecourt in April 2009.
construction supervision and the site
management.
Planning objects are the square,
the roads adjacent to the station
forecourt and the ramp structures on
both sides of the tunnel.
The first period comprises the
redesign of the station forecourt.
In the second and third periods the
Eastern and Western ramp structures
will be reconstructed.
The planning was based on the
design of the A & S Company
Neubrandenburg.
Above all the new design was to
give a new structure to the station
forecourt and the area of the Eastern
tunnel exit and to improve the link of
those two areas.
In addition, the Lloydstrasse had
to be newly aligned with the entry
to the station building. BDC found
barrier-free solutions for the tunnel
exits, so that besides the improved
design we also might obtain higher
acceptance.
For the new designed areas combine
material applications were combined,
which have already been used in the
Northern city centre and, thus, put an emphasis on a homogeneous
design.
The works of the first period
started in November 2010 and were
completed nearly a year after in
October 2011.
The most challenging parts were
the ramp structures. The reasons
for this were the location of the
planned structures very near the
mast foundation, the technically
challenging link to the existing
footpath tunnel, the complex
retaining wall anchorage and
building in groundwater.
The official approval of the plans
documents for the ramp were
submitted to the Federal Railway
Authority in order to obtain the
planning authorization.
According to the plan, the works
on the ramp structures are to be
completed in October 2014.
For the building measure, which was parted into three periods, BDC
has also been assigned the local
