ADJOURNMENT The Corporation of the Municipality of Mississippi Mills ACTIVE TRANSPORTATION ADVISORY COMMITTEE MINUTES A regular meeting of the Active Transportation Advisory Committee was held on January 26, 2017 at 6:00 p.m. at the Almonte Old Town Hall. CARRIED Active Transportation Advisory Committee January 26, 2017 PAGE 1 Page 1 of 5 Councillor Watters reported that Council reduced the width of the multi-use pathway to be constructed on Ottawa Street. The motion the Committee sent supported a single 3m nonmotorized shared lane in the boulevard on both sides of Ottawa Street from Industrial Street to Paterson. Council reduced the pathway size to 2.5 m. E. BUSINESS ARISING OUT OF MINUTES: 1. Gemmill Park – review walk through a. Proposed trail – motion sent to Accessibility Advisory Committee and the Gemmill Park Committee Comments from Accessibility Advisory Committee The Recreation Manager reviewed the proposed plan for the Gemmill Park accessible path. He indicated that the plans are still in the beginning planning stages, there are no detailed drawings. Comments from the members included ensuring that there were switchbacks to meet the required 5% grade; use of safety railings; incorporate a viewing platform. Action: Members to do site visit of the proposed path in the spring. Councillor McCubbin will let the Committee know when the Accessibility Advisory Committee is planning their visit and some members of the AT Committee would attend as well. The locations of the pedestrian crossovers along Almonte Street were discussed. As per the AT Plan reviewed and approved by Council, the locations are at Malcolm Street and at Mill Street. A third crossing at Metcalfe Park could not happen as the crossings cannot be that close together. 2. AT Priorities – Spine Routes Cindy to invite Terry McCann from the County to the next meeting to discuss potential improvements in the Village of Pakenham for pedestrians and also ask if he would be able to have on hand the County’s road improvement plans for County Roads in the Hamlets of Mississippi Mills. $40,000 in the 2017 budget. The Committee decided that they would pursue the Martin Street spine route, with seeing about the possibility of having the County paint bike lanes; and pursue the Ottawa Street bike lanes. Moved by Danielle Shewfelt Seconded by Robbie Brady THAT the Active Transportation Advisory Committee recommends that Council proceed, as per the Active Transportation Plan, with updating the Traffic and Parking by-law to include no parking on both sides of Ottawa Street from Martin Street, North to Paterson Street; AND FURTHERMORE THAT bike lanes on both sides of Ottawa Street be created with the painting of lines and symbols. Complete Street Policy – Draft Policy – George, Maureen and Theresa Will have something together in the next 2-3 months. 2. Bicycle Friendly Business District information/formation – George Yaremchuk – No new information 3. Pakenham – Increase Pedestrian Access and Safety Motion deferred at November meeting to discuss further in January. Terry McCann is being invited to the next meeting, will discuss at that time. 4. Bicycle Friendly Community Year Book – Jeff Mills. Moved by George Yaremchuck Seconded by Theresa Peluso THAT the Active Transportation Advisory Committee recommends that the Mayor and CAO forward comments, answering the questions provided, to Justin Jones, Manager, Bicycle Friendly Ontario Share the Road Cycling Coalition to include in his 2017 Bicycle Friendly Community Year Book on behalf of the Committee; 1) In a few sentences, tell me a bit about your community's recent efforts to become bicycle friendly. Share the Road Conference Moved by Councillor Paul Watters Seconded by Theresa Peluso THAT the Active Transportation Advisory Committee recommends that Council send the 3 Council Members currently sitting on the Committee to the Ontario Bike Summit, Share the Road in Toronto on April 11 & 12, 2017; AND FURTHERMORE THAT Council be made aware that the early bird registration, in effect until February 28, 2017, is $438.13; AND FURTHERMORE THAT the option of any other member of Council wanting to attend be made available. Rail Trail Lanark County has Public Meetings Scheduled February 2, 2017 6:30 pm Carleton Place Town Hall February 16, 2017 6:30 pm Almonte Old Town Hall Active Transportation Advisory Committee January 26, 2017 PAGE 4 Page 4 of 5 Moved by George Yaremchuk Seconded by Danielle Shewfelt THAT the Active Transportation Advisory Committee recommends that Council supports the Active Transportation Plan Goal of “Establishing an AT link along the old railway corridor would link Almonte to the villages of Appleton, Blakeney and Pakenham, as well as provide links to Carleton Place and beyond. Once established, the cycling routes could potentially be included in the trail routes promoted by the National Capital Commission, since the eastern part of Mississippi Mills is part of National Capital Region”; AND FURTHERMORE THAT the use of the trail be restricted to non-motorized use in Mississippi Mills; AND FURTHERMORE THAT Council forward their stance on the use of the railway corridor within Mississippi Mills to the County of Lanark.
