APPENDIX ONE TRAVEL PLAN FOR EALING The London Borough of Ealing is to implement a Travel Plan for its staff over the next three years to help reduce traffic congestion around its offices and to improve the air quality in Ealing. Travel Plans are increasingly common practice for large employers, including a number of other London Boroughs. As a council, Ealing currently requires large employers to provide travel plans in conjunction with planning approvals. Thus it is important that Ealing “leads by example” in developing and implementing its own Travel Plan. The development of a Travel Plan could bring a variety of benefits to the Council including: Improving the health both of council staff, through healthier travel patterns, and of residents through improved air quality from reduced emissions from vehicles. Reducing the car parking requirements (and associated costs) of the council. Enhanced image of the council, which can act as a leader in working with other employers to develop their own travel plans. Targets and Monitoring To make a Travel Plan effective it is important to ensure that the plan includes ambitious but achievable targets. A staff travel survey has recently been undertaken which included data on current staff travel patterns. The survey found that the most popular mode of travel used by people travelling to work was by car without the use of a parking permit (26%), followed by bus (19%) then by car with a parking permit (16%). Of the reasons for travelling to work by car the main reasons chosen were the comfort and convenience of the car and the distance from home to work. There were also a significant number of people who stressed the need of a car to carry out their job. The survey forms the baseline data from which the plan will be measured. The measures in the plan should reduce the number of staff travelling to work within its three year lifespan, increasing the portion of staff walking to work (currently 11%) and increasing the portion of staff cycling to work (currently 4%). The plan’s success in achieving this aim will be measured through a repeat of the recent staff travel survey. 1 ACTION PLAN Action Who When Cost General Information Improve travel information in reception of Perceval House.
