Public Safety’s annual Crime in Texas Report, Cedar Park has one of the lowest crime rates
of cities its size in Texas, and it was recently ranked by SafeWise near the top of its “50
Safest Cities in Texas” list.
Cedar Park offers a diverse range of shopping, dining, and other service industries and
providers in close proximity. Access to top quality medical care is unmatched, with the
state-of-the-art Cedar Park Regional Medical Center, along with numerous nationally
recognized acute care hospital facilities and specialty physicians, located within a 25 mile
radius of the City. Dana Corporation and National Oilwell Varco, both Fortune 500
companies, are major employers in Cedar Park. The City is also home and headquarters for
several high tech employers, including Fallbrook Technologies, Tolteq, Voltabox, and
Corvalent, along with industrial manufacturers such as BMC West Materials and
BMC Millworks.
There are abundant opportunities for fun and recreation for residents and visitors alike in
Cedar Park. Whether it is hiking, bicycling, water sports, live music, fine wine, great food,
shopping, or any other activity, you will find it all in, or very close to, Cedar Park. Residents
are only eight miles from scenic Lake Travis and have access to 32 golf courses within a 25
mile radius. There are 14 Texas State Parks within 60 miles of the City, as well as the
Balcones Canyonlands National Wildlife Refuge, which has numerous scenic Hill Country
hiking trails and ample bird and wildlife viewing. Additionally, the City of Cedar Park has
860 acres of park space, three swimming pools, a water playscape, dog park, and skate

THE COMMUNITY, CONTINUED
The HEB Center at Cedar Park is a state-of-the-art sports, conference, and entertainment
venue featuring headline entertainers. It is the home of the defending NBA D-League
Champion Austin Spurs, the NBA Development League affiliate for the San Antonio Spurs,
and the AHL’s Texas Stars, the primary affiliate of the NHL’s Dallas Stars, play all of their
home games at the HEB Center at Cedar Park.
Students in Cedar Park and several surrounding communities are served by the highly
rated Leander Independent School District (LISD), one of the fastest growing school
districts in the state. The district covers nearly 200 square miles and has an enrollment of
36,000 students on 36 campuses. Care and concern for every student, parent, and
partnership is at the heart of everything the district does. Campuses within the City include
11 elementary schools, three middle schools, and two high schools. All LISD campuses
meet State of Texas accountability ratings. The Round Rock Independent School District
serves a small portion of the eastern side of the City and is a highly ranked and wellrecognized district as well.
Austin Community College, a nationally recognized two-year college, has its Cypress Creek
Campus in Cedar Park. ACC is focused on student success and providing affordable, flexible
pathways to help students reach their education goals, learn new job skills, or advance
their career. The college currently enrolls more than 43,000 credit students and serves an
additional 15,000 students each year through noncredit programs. For those seeking a
bachelor’s degree or higher, the University of Texas at Austin, Concordia University, and St.
Edwards University are located just a few miles away in Austin. Texas State University, in
San Marcos, is less than an hour commute.

GOVERNANCE AND ORGANIZATION
Cedar Park is a home rule municipality operating under a council-manager form of
government. The Cedar Park City Council consists of the Mayor and six City Council
members, elected at-large, and serving two-year terms. The City Council appoints a
professional City Manager who serves as the chief administrative officer for the
organization and implements the policies of the City Council. The City Manager works
closely with the City Council on identifying priorities of residents, businesses, and visitors
and, along with the City’s management staff, provides professional leadership and direction
for the day-to-day operations of this dynamic, full-service City.

Brenda Eivens has served as the City Manager of Cedar Park since 2005. She joined the City
in 1996 as the Human Resources Director and served as Assistant City Manager from 2002
to 2005. Prior to joining the City of Cedar Park, Ms. Eivens was on the staff of the University
of Texas in their Human Resources division. She holds a Master of Public Administration
from Texas State University and a Bachelor of Arts in English from Sam Houston State
University. She is the 2016 recipient of the LP Cookingham Award for Excellence in Career
Development by the International City Management Association. This is an award
recognizing city managers who have a strong track record of developing staff and building
leadership within their workforce.
The City has a total fiscal year budget of $133 million and employs a staff of 485. The
current ad valorem tax rate is $0.47 per $100 of valuation. The City's FY17 General Fund
budget is $46 million.
ABOUT THE POSITION
Under the direction of Director of Development Services, Chris Copple, and with
coordination with the City Manager's Office, the Senior Redevelopment Project Manager
will execute redevelopment projects and/or functions from conception to completion. The
Manager will perform highly responsible managerial work involving assessing, estimating,
developing, coordinating, managing, planning, and overseeing of redevelopment and
revitalization projects. The position does not have supervisory authority, and is a oneperson department. Work includes providing leadership for and participating in special
projects, initiatives and activities, proactively seeking solutions to various municipal issues,
and attending regularly scheduled and special meetings.
Overview of duties:
• Plans, implements, manages, and monitors City redevelopment projects and programs,
including long-term strategies, financial administration, and contract compliance.
• Responsible for the review and preparation of associated redevelopment plans and
amendments.
• Responsible for the development and administration of the redevelopment budget.
• Facilitates research and analysis, and makes recommendations of tasks related to
capital improvement and public/private development projects associated with
redevelopment.
• Monitors the work of and provides direction to professional and technical consultants
and contractors.
• Participates in negotiations related to redevelopment projects with potential
development partners and business owners and developers of real properties.
• Develops and analyzes feasibility and funding options for specific projects.
• Acts as the City’s representative and liaison on relevant topics, including responding to
questions and comments from the public in a courteous and timely manner, collaborating
with involved parties to reach resolutions on identified issues, speaking in public, and
making public presentations.

ABOUT THE POSITION, CONTINUED
• Attends and makes presentations at meetings of the City Council and related Boards
and Commissions.
• Coordination of multiple consultants and specialized experts in engineering, real estate,
development, law, and redevelopment finance.
• Participates in developing and implementing public information strategies for
redevelopment projects and program education campaigns.
• Coordinates assigned projects/programs with other City departments.
• Performs such other related duties as may be assigned.
• Utilize various communication methods to involve stakeholders throughout
the process.
LEADERSHIP AND INNOVATION
This position is designed to initially focus on the Bell Boulevard Redevelopment Project,
with the Senior Redevelopment Project Manager guiding the various aspects of the project
to completion. Bell Boulevard, also known as US Highway 183, has long been hailed the
"backbone" of Cedar Park and, as the community has grown and evolved through the
decades, it remains the primary north-south corridor for the City. The project will
redevelop and revitalize Bell Boulevard into a thriving commercial corridor with its own
unique identity and special charm. The City has envisioned Bell Boulevard as a familyfriendly destination with a vibrant mix of existing establishments, as well as eclectic, local,
and new businesses.

The Bell Blvd. Redevelopment Project is the City Council's top priority project. In support of
the project, the Council has adopted the Master Plan. In November 2015, voters approved
General Obligation Bond funding for Phase 1 of the transportation components. Currently,
design engineering work for the realignment of the road and new intersection is underway.
The City has retained a variety of subject matter experts in real estate, engineering,
redevelopment, market economics, and urban planning to assist with the project. The City
Council and City Management view this project as one that will be truly transformative for
the Cedar Park community. Additionally, the City recently gained ownership of the 215 acre
Lime Creek Quarry. Although active quarrying operations will continue for several years,
the City is ready to begin the Master Planning and reclamation process for the site. The
Senior Redevelopment Project Manager will lead and coordinate this effort.
IDEAL CANDIDATE
The City of Cedar Park seeks an experienced and creative professional to be its Senior
Redevelopment Project Manager. This position will be responsible for the management of
redevelopment projects, specifically the Bell Boulevard Redevelopment Project,
strategically coordinating and overseeing projects to ensure their completion within
budget and within the established timeframe. The ideal candidate will possess the
technical knowledge and soft skills necessary to successfully manage the large scale Bell
Boulevard project, demonstrating outstanding multitasking abilities and the talent to
deftly organize the simultaneously moving elements of a sizable redevelopment project.
The Senior Redevelopment Project Manager will serve as the “face” of the Bell Boulevard
Redevelopment Project and should be comfortable serving as the spokesperson for the
project. The Manager will have frequent contact with consultants, engineers, developers,
construction inspectors, property owners, the business community, citizens, and City
staff. For this reason, it will be essential for the selected individual to possess exceptional
communication skills, with the ability to effectively present background and status reports
to community stakeholders, service clubs, and elected officials. The candidate should also
have excellent interpersonal and intergovernmental relations skills and strong public
speaking and presentation skills.
The City desires a strong leader who has proven experience developing community
partnerships and working at a leadership level in planning and implementing community
redevelopment initiatives. Thorough knowledge of project budgeting and the financial
relationships of varied revenue sources and associated reporting requirements inherent
in a major community redevelopment initiative are required. The candidate should have
the demonstrated ability to work with planners, engineers, contractors, permitting staff,
and affected property owners to resolve construction issues and concerns. Experience
with a Texas 4A or 4B Corporation, large development/redevelopment project, economic
development, urban planning, real estate, or project management is strongly desired.
EDUCATION AND EXPERIENCE
The selected candidate should hold a bachelor’s degree in business administration, public
administration, urban planning, real estate, or related field and must have at least five (5)
years of progressively responsible experience in redevelopment, community
development, or construction or project management. Experience with large-scale
redevelopment projects is strongly preferred. An equivalent combination of experience
and training which provides the required knowledge, skills, and abilities will be
considered.
COMPENSATION AND BENEFITS
The salary range for this position is $90,000-$100,000, depending on qualifications and
experience. The City participates in the Texas Municipal Retirement System (TMRS) at a
7% employee deposit rate with a municipal matching ratio of 2:1. A full range of leave and
